PDI Report to the Senate: October 20, 2015 Marilyn Kennedy, PDI Chair

I. PDI Handbook/Portal Website: A. The PDI Portal site is under “Committees,” then “Professional Development Institute”—note

the key word “Institute” for the correct site.

B. You’ll find the PDI Handbook there, along with applications, information, and pages for each subcommittee.

C. Always feel free to contact Marilyn Kennedy, the PDI Chair, directly, for information.

II. Conference Subcommittee:

A. Conference Funds Are Available for 2015-2016: We have funds for conferences for full-time faculty and 7.5+ LHE part-time faculty. The maximum is still $1400.00 per fiscal year per approved applicant, with a $1600.00 maximum each for four full-time faculty quarterly presenters—we still have two of the four presenters’ grants left.

III. In-Service Subcommittee:

A. Faculty and Student First Amendment Rights, Due Process, Board Policies, Mandatory Reporting, and the Legal Definition of Bullying in Higher Education: There is a new In-Service PDI individual project for any full-time faculty member who missed hearing the Senate guest speaker from spring 2015, FIRE’s legal attorney, Will Creeley, talk about these issues. Contact PDI Chair Marilyn Kennedy for details on how to read and listen to his presentation and earn PDI In-Service salary advancement credits.

B. PDI New Faculty Orientation One-on-One Workshops: PDI now has one-on-one new faculty orientation workshops between any new full-time faculty member and the PDI Chair, which will provide a full overview and individualized consultation for new faculty members. Salary advancement credits will be granted to new faculty who participate. Contact Marilyn Kennedy, PDI Chair.

IV. Sabbatical Subcommittee:

A. Sabbatical Applications for 2016-2017: The Sabbatical Subcommittee is reviewing the last revised applications.

B. Sabbatical Reports/ Proposal Models: For those faculty thinking of a sabbatical in the future, there are prior sabbatical reports and proposal models on the PDI Portal site.

V: Alternative Methods Subcommittee & Professional Improvement Subcommittee: Full-Time faculty may apply for a $500.00 or $1000.00 stipend for the 2016-2017 fiscal year (stipends for 2015-2016 are already granted so no more are available) for professional development projects such as job exchange, job shadowing, leadership in a professional organization, new assignment, production of educational materials, professional publications, independent study, and work experience. You may also apply for salary advancement credits for these projects, as well.

Why? It is believed that in academic years 2014-17, California community colleges will have an exponential increase in full-time faculty hiring not seen for nearly two decades – with an estimated 1,100 new full-time faculty members this academic year alone. Yet the past ten years, only 20%-30% of full-time faculty hires were from underrepresented communities. Studies prove the educational benefits of a diverse faculty, which have help to close achievement gaps by 20-50%. Fairlie, R. W., Hoffman, F., Oreopoulos, P. (2014). A Community College Instructor Like Me: Race and Ethnicity Interactions in the Classroom. American Economic Review, 104(8): 2567-2591. Education Code Section 87100 states the need for a “work force that is continually responsive to the needs of a diverse student population [which] may be achieved by ensuring that all persons receive an equal opportunity to compete for employment and promotion within the community college districts and by eliminating barriers to equal employment opportunity.” Title 5 Section 53003 requires that hiring committees be trained on the educational benefits of workforce diversity, the elimination of bias in hiring decisions, and best practices in serving on a selection or screening committee.

ORANGE COAST COLLEGE OUTREACH OFFICE

In general, there are various OCC departments that do outreach. The main purpose of these departments is to inform the community of the events, programs and services available at Orange Coast College.

How was outreach done at OCC before?• As part of their workload, some OCC counselors were assigned to do outreach for

the campus Currently OCC counselor Denia Guillen helps with school outreach

• In 2014 OCC decided to hire a full-time outreach specialist to ensure that the OCC information that is disseminated to the community is current and correct

• On November 11, 2014 I was hired as the outreach specialist

• OCC presentations to high school: Students Parents Administrators Guidance counselors

• Provide tours of OCC to various groups

• Recruit high school seniors to participate in Freshman Priority Registration

• Organize & run application workshops for HS seniors at HS’s

• Be the liaison between high schools and OCC

1. Does the outreach department coordinate all events on campus?• No, the outreach department will coordinate high school events

pertaining to their department such as Senior Day.2. OCC departments and faculty are expected to coordinate and organize their

events on campus. • Departments and faculty can ask for marketing material or giveaway

items from the outreach office.• The outreach office can also place the event on the outreach calendar

located in the OCC portal.3. Is there an event checklist that OCC departments, faculty and/or staff can

use as a guide when coordinating their event?• Not yet, but I am working together with the marketing director to

create one.• Once it has been created, the document will be placed on the OCC

CONCERNS

Projects have been approved for funding on an on-going basis

without adequate evaluation to prove their success.

There is a need for a transparent application process so all faculty

have the opportunity to apply for BSI funding.

There needs to be a clear distinction between planning and

budget to avoid any conflict of interest.

2014-15 funds ($77,166 unallocated) will expire June 30, 2016.

2015-16 funds ($190,066) have not been allocated, and the State

has indicated that BSI funds should be spent during the year they

are allocated.
