1.0 INTRODUCTION

1.1 Background

1.1.1 Travis Baker has been appointed by Ian Walton to assess the transport and travel implications of a proposed development on land at Moults Yard, Nottingham Road, Stapleford.

1.1.2 The land is identified as Site 12 in the Strategic Housing Land Availability Assessment (SHLAA) 2013 in the Broxtowe Aligned Core Strategy. Planning approval was previously granted in 2005 for a residential development of 15 dwellings with access provided directly off Nottingham Road, although this consent has now expired.

1.2 Scope of Report

1.2.1 This report provides a Transport Statement (TS) in support of a new planning application for a residential development, comprising 15 dwellings with a new access provided from Cemetery Road.

1.2.2 The following report is structured as follows:

• The site and conditions of the surrounding highway network are described;

• Records of personal injury accidents on the local highway network are reviewed;

• The proposed development and its access arrangements are described;

• Local amenities and bus services are reviewed and discussed;

• The volume of traffic generated by the proposed development is estimated;

• Parking levels within the site are examined;

• Existing on-street parking is reviewed;

• The suitability of the adjacent highway network to accommodate the scheme is considered.

1.2.3 This document is submitted to Broxtowe Borough Council (BBC), as the planning authority and Nottinghamshire County Council (NCC), as the local highway authority.

1.2.4 The report concludes that satisfactory vehicular access and servicing to the site can be achieved, and that the impact of the development on the local highway network would be negligible. Access between the development and local amenities and bus services would also be available, and that proposed off-street parking would be in accordance with local plan requirements.

1.2.5 On this basis, it is considered that the proposed development could be satisfactorily accommodated on the adjacent transport network.

2.0 EXISTING CONDITIONS AND PROPOSED DEVELOPMENT

2.1 Site Description

2.1.1 The site is located within the ward of Stapleford South East and approximately central to the wider Stapleford area, which is on the western boundary of greater Nottingham.

2.1.2 The site is located on the corner of Nottingham Road and Cemetery Road and has a total area of approximately 0.36 hectares. The site is understood to be a former builder’s yard, but is has been vacant and cleared of all building structures for a number of years.

2.1.3 No vehicular access to the site is currently available but there is a dropped kerb at the front of site on Nottingham Road at the previous access (now blocked-off by security fencing). Examination of the previous planning approval document also indicates that there was a second access from Nottingham Road, adjacent to the eastern site boundary. Pedestrian access would have been via these former vehicular accesses, directly from the adjacent Nottingham Road southern footway.

2.1.4 Figure 1 of this report shows the detailed site location plan.

2.2 Adjacent Highways

2.2.1 The B5010 Nottingham Road forms the northern boundary of the site and is a local distributor road connecting Stapleford centre to the west with the main A52 Brian Clough Way at the Bramcote Island to the roundabout junction to the north-east east.

2.2.2 In the vicinity of the development, Nottingham Road has a carriageway width of approximately 7.6m footways to either side. The footway immediately adjacent to the development site varies in width across the site frontage from 1.7m to 4.9m, although the site security fence currently reduces the effective width to 1.2m over a short distance towards the eastern end of the frontage. The footway on the opposite side of Nottingham Road varies between 2m and 3m in width.

2.2.3 Nottingham Road provides frontage access to a variety of land uses along its length. To the north-east, it serves mostly residential properties, separated from the back of the footway by a generous grass verge. South-westwards toward Stapleford, the properties becomes more employment based with shops, offices and car showrooms. To either side of Cemetery Road, there are car sales and repair businesses. St John’s Primary School is located approximately 100m to the east of the site.

2.2.4 School keep clear markings have been provided directly outside St John’s Primary School, with a wider school safety zone being marked to either side by the presence of school patrols signs, flashing warning lights, bands of red high frictions surfacing with school warning triangle markings and dragon’s teeth markings. This zone spans a total length of 250m from the Cemetery Road junction eastbound to approximately 80m beyond the school.

2.2.5 Nottingham Road is subject to a 30mph speed limit, is lit and accommodates a regular bus services. Bus stops are situated adjacent to the site, the westbound stop being approximately 50m to the west and the eastbound stop being directly opposite.

2.2.6 Cemetery Road forms the western boundary to the site, and is a cul-de-sac providing access to

the local cemetery. It has a gentle upward gradient in the southbound direction toward the cemetery.

2.2.7 Cemetery Road is a single carriageway road with a general width of 7.5m. At its northern end, it forms a simple priority junction with Nottingham Road, which has corner radii of 9m and 10m on the western and eastern sides respectively. Junction visibility splays were measured on-site at 2.4m x 70m to the west and 2.4m x 77m to the east.

2.2.8 Footways are provided to each side of Cemetery Road, each approximately 1.8m wide, except for a 60m section along the western side of the carriageway which narrows to approximately 1m in width where it passes the boundary wall of the adjacent vehicle repair centre. At the southern end of Cemetery Road, a public footpath runs in an east-west direction between Baulk Lane to the east and Cliffe Hill Avenue to the west

2.2.9 Residential properties are present on each side of Cemetery Road south of the site, those on the eastern side having driveway accesses and off-street parking.

2.2.10 During a site visit undertaken on Tuesday 1st July between 3pm and 4pm, on-street parking was observed on both sides of Cemetery Road in the vicinity of the proposed site access. Further south vehicles parked mainly on the western side of the route due to the frequency of accesses to driveways on the eastern side.

2.2.11 The highest concentration of on-street parking was noted to be to be directly adjacent to the vehicle accident repair business, where no dwellings are currently provided. At least one vehicle was also observed being moved to and from the above repair centre at that time. It likely that a proportion of on-street parking in this area is related to the vehicle repair business.

2.3 Personal Injury Accident Review (PIA)

2.3.1 Records of Personal Injury Accidents (PIAs) were obtained from NCC for the most recent available 5-year period commencing 1 February 2009 and ending 31 January 2014. Figure 2 provides a plan showing the area for which data was requested with an accident severity plot overlaid. The supplied data supplied is included in Appendix A.

2.3.2 The area of search extended along the Nottingham Road from Cemetery Road, approximately 90m to the west just past its junction with Mount Street, to the school safety zone approximately 240m to the east of Cemetery Road. The study area also included a 90m length of Cemetery Road and the junction of Pinfold Lane with Nottingham Road.

2.3.3 During the period of study, only two PIAs were recorded, one of which involved a serious injury.

2.3.4 The serious-injury PIA occurred in 2011 on Nottingham Road at its junction with Pinfold Lane and involved a teenage girl crossing from the southern side of the carriageway in a north-westerly direction and a car travelling in a south-west bound direction. The weather was fine and the road surface was recorded as dry. There is no crossing provided at this location, and the pedestrian would have been crossing in a hazardous location directly towards the bell-mouth area of the Pinfold Lane junction. No other accidents have been recorded at this location during the period of interest and it this isolated event therefore does not provide strong evidence of any road safety issues.

2.3.5 The second PIA occurred close to number 92 Nottingham Road in June 2009 in daylight

conditions. The weather was also fine and the road surface dry. It involved a small motorcycle colliding with a slowing bus. The small motorcycle was then shunted by a larger motorcycle. There were two recorded casualties, both motorcycle riders. No other accidents have been recorded at this location during the period of interest and it this isolated event therefore does not provide strong evidence of any road safety issues.

2.4 Proposed Development

2.4.1 The proposed development involves the construction of 15 dwellings providing between two and three bedrooms each. Appendix B of this TS includes a development layout plan.

2.5 Access Arrangements

2.5.1 The development access road is proposed as a cul-de-sac with a vehicular turning head provided at its eastern end. The general layout has been designed and is consistent with a Residential Access Way, as described in the 6 Cs design guidance, Table DG1. Accordingly, the access road have an overall corridor width of 7.5m, comprising a shared-surface carriageway of 5.0m and service strips of 2.0m to the south and 0.5m to the north.

2.5.2 The access road would connect with Cemetery Road at a new simple priority junction situated approximately 25m south of the Nottingham Road/Cemetery Road junction. The proposed new junction would provide a visibility splays of 2.4m x 43m available to the south of the access, consistent with vehicle speeds of up to 30mph. The visibility splay to the north has been measured from the centreline of a vehicle turning from Nottingham Road into Cemetery Road at 2.4m x 25.8m. This would be acceptable for approach speeds into Cemetery Road of up to 20mph, which is considered more than adequate given that vehicle speeds when turning into Cemetery Road are likely to be below 20mph.

2.5.3 Drawing T14026/SK01 shows the vehicular access with the above visibility splays shown.

2.5.4 Both pedestrian and cycle access will also be via the proposed vehicular access point.

2.6 On-Site Car Parking

2.6.1 Car parking is to be provided at a rate of one space per dwelling, in accordance with the Broxtowe Local Plan, as adopted in 2004. The Local Plan standard is the maximum level of provision that is accepted in town centres, district centres and edge-of-centre locations. In additional, two visitor car parking spaces are to be provided, giving an overall total of 17 spaces or 1.13 spaces per dwelling.

2.6.2 Given the sustainable location of the of the development site, as demonstrated below, this level of car parking provision is considered reasonable. However, it is acknowledged that the Local Plan standards are based on the now-superseded PPG13 document which guided local authorities to set maximum car parking standards. The 6Cs Guide now advocates the estimation of the demand for parking based on car ownership, in accordance with the DCLG’s document “Residential Car Parking Research”. In 2010, NCC published its own local version of this methodology, known as “Residential Car Parking Research in Nottinghamshire” (RCPRN).

2.6.3 Calculations of the demand for car parking have been prepared in accordance with the RCPRN methodology for a proposed allocation of one car parking space per dwelling (Appendix C).

These calculations assume that the scheme will comprise 3-bedroom dwellings and suggest that the overall demand for car parking would be 1.5 spaces per dwelling, thus giving rise to demand for 8 unallocated car parking spaces. However, by its nature, such unallocated parking demand would be sporadic by nature and would only occur at times of peak demand. Two visitor parking bays are proposed and it is considered that the remaining 6 would be satisfactorily accommodated on the internal access road without compromising vehicle movements to any significant degree.

2.7 Servicing requirements

2.7.1 A turning head is to be provided to appropriate standards and sufficient to accommodate a standard refuse collection vehicle. Use of this turning head will allow on-street collection of all domestic waste well within acceptable “drag” distances for residents and refuse collection operatives.

2.7.2 A plan showing the swept path of a Refuse Collection Vehicle (RCV) entering and leaving the site, whose dimensions and details have been agreed with BBC, is shown as Drawing Number T14026/SK02.

2.8 Local Amenities and Bus Services

2.8.1 Guidance on preferred maximum walking distances to amenities is given in the Chartered Institution of Highways and Transportation (CIHT) document, "Providing for Journeys on Foot" (2000). The Guidelines indicate that a walking distance of 400m is acceptable for trips to bus stops and local shops, with 800m being the preferred maximum. The corresponding desirable and acceptable walking distances for trips to work/school are given as 500m and 1000m respectively. A preferred general maximum walking distance of 2000m is identified.

2.8.2 The main walking routes in the vicinity of the proposed development are shown on Figure 3, together with a plot of local bus services and amenities.

2.8.3 The site is located with 440m of Stapleford Centre where a range of local facilities are available. These include the following (list not exhaustive):

• Local supermarkets and food stores; • Newsagents; • Greengrocers; • Pharmacies; • Bus Stops Nottingham Road; • Health Centre; • Dentists; • Post office; • Library.

2.8.4 St John’s primary school is located immediate to the east of the development and well within 400m of the site access.

2.8.5 As illustrated above there is a wide range of facilities within just over 400m walking distance of the site and it is therefore considered that a significant proportion of trips generated by the development could be made on foot.

2.8.6 The nearest bus stops to the site are located on Nottingham Road itself well within 100m walking

distance of the site access. Both have shelters with seating, timetable information and “real-time information” displays. Stops served by alternative bus routes are situated on Church Street approximately 320m to the west and on Hickings Lane at its junction with Church Street, approximately 480m to the north.

2.8.7 The Nottingham Road stops are served by the regular i4 and 18 services, with a combined frequency of 6 buses per hour as well as the peak-hour fast service into Nottingham City Centre (ClubClass) and the local shopper route (the 510 service).

2.8.8 Table 2.1 contains a summary of the local bus services and their frequencies. A plan illustrating the nearest bus stops and routes to the development is shown in Figure 3. Bus timetable information is also provided in Appendix D. These services provide connections to nearby local centres and Nottingham and Derby City Centre, where retail, leisure and employment opportunities can be found.

2.8.9 Given its proximity to local bus services, there is potential for a significant proportion of trips generated by the development to be made by public transport.

3.0 HIGHWAY IMPACT

3.1 Traffic Generation

3.1.1 Although the site has previously been used as a builder’s yard, it has not been in such use for several years and generates no vehicular traffic at present. The previous use of the site has not been taken into account in the calculations that follow.

3.1.2 On this basis, the net impact of the scheme is the provision of 16 new dwellings. A TRICS-based assessment has been prepared in order to forecast the number of vehicle trips generated by the proposed development.

3.1.3 The criteria for selection of the TRICS sites used were as follows:

• Residential Houses - Privately Owned; • Sites from Greater London, NI or ROI removed; • 100 or fewer dwellings; • 'Town Centre' sites have been removed; and, • Weekday counts only.

3.1.4 The resulting TRICS database selections are included in Appendix D. The resulting vehicle trip rates and vehicle trip generations associated with the proposed development are as shown in Tables 2.2 and 2.3.

3.1.5 From the tables above, it is forecast that a total of up to 11 trips (two-way) would be generated by the proposed development, which equates to an average of one vehicle approximately every 5 minutes.

3.1.6 The total volume of traffic generated by the scheme would not therefore be significant and is not expected to give rise to any material impact on the operation of the adjoining highway network.

3.1.7 It has been noted previously that on-street parking occurs along the Cemetery Road site frontage at certain times of day, and that this appears to be associates with the adjacent vehicle repair business. Provision of the site access junction will reduce the scope for vehicles to park on the

east side of Cemetery Road. Although it would still be possible for vehicles to park opposite the access road, the overall carriageway width of 7.5m would satisfactorily accommodate a line of parked cars at this location whilst leaving a residual effective width of some 5m, sufficient for general traffic to manoeuvre into and out of the site satisfactorily.

3.1.8 The access junction itself would be constructed under a Section 278 agreement with NCC. Should additional traffic regulation orders to restrict parking in the vicinity of the access be considered necessary, these could be incorporated into the scheme during the design and technical approval stages. It is considered that the associated reasonable costs would be met by the developer in the form of a financial contribution to NCC, who would progress and implement the required orders.

4.0 CONCLUSION

4.1 Summary

4.1.1 This report has provided a Transport Statement (TS) in support of a planning application for residential development on the site of Moults Yard, Cemetery Road, Stapleford.

4.1.2 The site is located approximately in the south-eastern corner of the Nottingham Road/Cemetery Road junction, approximately 440m north-east of Stapleford town centre. All former buildings have been removed from the site, which is currently overgrown and fenced off.

4.1.3 The proposed redevelopment scheme would provide 15 residential dwelling houses. Vehicular access would be taken from a new junction with Cemetery Road.

4.1.4 The proposed access road would be provided in accordance with the 6Cs Design Guide, as adopted by Nottinghamshire County Council, and with due regard for Manual for Streets.

4.1.5 Vehicular and pedestrian visibility splays from the site access into Cemetery Road, and from Cemetery Road into Nottingham Road, would be more than adequate for anticipated vehicle speeds and traffic conditions.

4.1.6 There is no evidence of any existing or historic road safety problems in the area that could be exacerbated by the proposed development.

4.1.7 The site is located within close proximity of local bus services, accessible from Nottingham Road Church Street and Hickings Lane, which provide a high frequency of service to/from Nottingham and Derby city centres as well as other local destinations. As a result, bus services are expected to provide an attractive travel option for development users.

4.1.8 There is also a wide range of local amenities within a comfortable walking distance of the site. As such, walking is likely to be an attractive mode of travel for residents of the proposed development.

4.1.9 A trip generation assessment has been undertaken using the TRICS database, which indicates that the proposed development would have minimal effect on traffic conditions on the highway network.

4.2 Overall Conclusion

4.2.1 It has been shown that satisfactory vehicular access to the development site can be achieved, and that the impact of the development on the local highway network would be negligible. The site would be highly accessible by sustainable travel modes, which are can be expected to provide the preferred means of travel for a significant proportion of residents and journey types.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just

above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus

departures). Within each of these main columns are three sub-columns. These display the number of survey days where

count data is included (per time period), the average value of the selected trip rate calculation parameter (per time

period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of

the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days

that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals

(whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated

time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated

calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip

rates are then rounded to 3 decimal places.
