Summary of emissions data requirements

Focused on point sources only:•WFD – detailed inventory of sources of pollutions – on facility level (but not reported in the details) – all relevant pollutants (possible impact on water body status)•E-PRTR – detailed inventory and annually reporting of emission load from big facilities (facility level) – about 70 pollutants•UWWTD – detailed inventory of all existing and planned UWWTPs and their discharges (facility level) only nutrients and organics

Summary of emissions data requirements• Eurostat – biannually emission load from point sources

(urban and industrial; treated and untreated) from all facilities, country or regional level; nutrients, organics and heavy metals

• SoE Emission: annually emission load from all point sources – defined categories – urban waste water (treated and untreated), but also according the size (p.e.); industrial waste water – treated and untreated; E-PRTR or non E-PRTR or both (for urban and industrial waste water) the same pollutants as WFD and E-PRTR; RBD or sub-unit level

National emission data

Not mandatory – proposal only:•Emission and related data on facility level; •based on UWWTD data structure with small improvements (link with industrial facilities)•Not only emission load, but volume of discharged waste water;•Information about incoming load, p.e. and level of treatment for UWWTPs•Important link to agglomerations and/or municipalities;•Link to the water body (segment of river or lake, transitional or coastal water)•Wider range of pollutants (E-PRTR, WFD)

National emission data

• Municipalities, agglomerations, industrial facilities, waste water treatment plants and discharge points could be more stable, mainly emission data has to be regularly updated;

• Emission data could be estimated (with proxy data) or calculated

• Emission data on facility level could be used for national purposes, for Water Framework Directive implementation (River Basin Management Plans); for UWWT Directive implementation and reporting and for E-PRTR (check of completeness and QA)

• Emission data after aggregation (RBD, country…) could be used for Eurostat and SoE Emission reporting

Main differences to UWWTD data

New tables:•Municipalities – for country with not designated agglomerations or with many changes of agglomerations between reporting periods •Industrial facilities – industrial waste water, discharged to the UWWTPs (link to E-PRTR transfers) or treated in independent waste water or discharged without treatment

Main differences to UWWTD data

Other important changes:•Waste water treatment plants included operated and planned waste water treatment plants and independent waste water treatment plants (industrial)•One WWTP can have more discharge points•Emission load is related to discharge point, not to WWTP•Consistent link between discharge points, WWTPs and agglomerations or municipalities•Important information about type of receiving water body (river, lake, transitional, coastal and groundwater) and ID of water body and ID of RBD
