ObjectiveoftheEIAstudy:
The construction area of the proposed residential projectwith SRA Scheme is5,74,120.87 m2.AspertheEIANotification14thSept2006anditssubsequentamendments, the construction projects whose built up area is exceeding the1,50,000m2 requiresEnvironmental ImpactAssessment Study, hence thisToRbeingproposedtocarryouttodelineatetheimpactofproposeddevelopmentinthesurroundingareas.ThestudyareabeingconsideredfortheEIAstudyis10km from the project site as this an urban area. The project is located withinMunicipallimitsMumbai.ThemapofthestudyareaisattachedasAnnexureI.
The Terms of reference for conducting EIA study for the proposed project isdescribedinthefollowingsections.

WehadappliedtoMoEF&CCforamendmentinECon06.07.2017.TheprojectisrecommendedforEnvironmentalClearancebyEACinits22ndEACmeetingheldon12.09.2017fortotalconstructionareaof5,86,423.71m2
Now, the amendment/expansion in EC is required due to change in planning,reductioninheightofbuildingsandadditionofoneresidentialbuilding.Duetothisthereisreductionintotalconstructionby12,302.84m2.

ThepurposeofthisEnvironmentalImpactAssessment(EIA)studyistoprovideinformationonthenatureandextentofenvironmentalimpactsarisingfromtheconstructionanduseofproposedbuildingsandrelatedactivitieswithaviewtodefine an Environmental Management Plan (EMP) to minimize adverseenvironmentalimpacts.
II. PROJECTLOCATION
The proposed site of Residential complex is planned at Lower Parel Division,Worli, in Mumbai, located on 19°00’30.15”N latitude and 72°49’24.98”Elongitude.
The proposed project is accessible from Pandurang BudhkarMarg and SudamKalu Ahire Marg. The proposed site is located at about 1.3 km away fromElphinstoneRoadRailwayStation.Theproposedproject isplanned in theplotadmeasuringapproximately37,674.29Sq.mt.area.

III. OBJECTIVESOFTHESTUDY
TheobjectivesoftheEIAstudyare:
Todescribethescopeoftheproposedprojectandassociatedworks;
Toestablishthebaselineenvironmentalstatusoftheprojectsite;
Toidentifyandquantifypollutionsourcesanddeterminethesignificanceofimpactsonsensitivereceptors;
To identify, predict and evaluate environmental and social impactsexpectedduringtheconstructionandfunctionalphasesinrelationtotheexistingcivicinfrastructureandsensitivereceptorspresentifany;
To develop mitigation measures so as to minimize pollution,environmental disturbance and nuisance during construction andfunctionalphases;and
To design and specify themonitoring schedule necessary to ensure theimplementationandtheaffectivityofthemitigationmeasuresadopted
IV. METHODOLOGYOFTHESTUDY
Reconnaissance surveywas carried out to understand nature of the proposeddevelopment, conduct visual site inspection,decide the sampling locations andprogramme.Samplinglocationswereidentifiedonthebasisoffollowingcriteria:
Predominantwinddirectioninthestudyarea;
Existingtopography;
Locationofexistingactivities;
Locationofsensitiveareas;
Accessibility,availabilityofpowerandsecurityofmonitoringinstruments;and
Areathatrepresentsbaselineconditions.
Sampleswerecollectedforaperiodofthreemonthsi.eforSummerSeason.
2. PROJECTDISCRIPTION
The proposed development is located in the Lower Parel Division, Worli,Mumbai. It will provide private residential space with relevant amenities andservices.Themainpurposeandbenefitoftheprojectare:

ENVIRONMENTALBASELINESTATUSThedata forEIAstudywerecollectedduringMarch2016toMay2016throughfieldstudies,literaturereview,andinteractionwithconcerneddepartments.Thestudy area for the EIA study shall be the areawithin the 10 km radius of theperipheryoftheproject.Mapofthestudyareaclearlydelineatingthelocationofvarious monitoring stations (air/ water / soil and noise) superimposed withlocationofhabitats shall be shown.Primarydatawas collected forone seasonexceptrainyseason.MonitoringwascarriedoutasperCPCBguidelines.The data/information on Environmental Baseline Statuswere collected as perthefollowingparagraphs.Meteorology: As a part of the REIA study, a micro‐meteorological data wascollected from nearest IMD station. The parameters includewind speed,winddirection,temperature,andrelativehumidity.Thecollecteddatawillbeusedforpreparationofwindrosediagramsandairqualitymodelling.

AmbientAirQuality:Anambientairqualitymonitoringnetworkwasdesignedforassessmentofthebaselinestatusofambientairquality.Theparameterstobemonitoredaregivenasbelow:
PM10 PM2.5 SulphurDioxide(SO2) NitrogenOxide(NOx) CarbonMonoxide
Thefrequencyofsamplingwastwiceaweekfor13consecutiveweeks.Ambientair quality monitoring were conducted for one season. The sampling stationswereselectedbasedonthepredominantwinddirectionofthearea.Thestationslocatedatupwind,downwindandcrosswinddirections.Noise:Equivalent continuous noise level (Leq) in and around theproject areawasmonitored.Constructionequipmentandroadtrafficarethemajorsourcesofnoise.Baselinedataofnoiseattheprojectareaandtheneighbourhoodhabitatareasistobeascertained.Daytimeandnighttimedatawerecollected. Landuse:TheinformationonLandusepatternwascollectedfromtheavailabledata. The project is located within the Municipal limit of MCGM. The land issituated in Residential Zone as per Development Plan of MCGM. The detailsregard to Soil type and Characteristics, Physical and chemical characteristic ofsoilwasanalysedtoascertaincontaminationifany.WaterQuality:Baselinewater quality from all sources such as groundwater,MCGM water, and surface water were analysed and compared to the water qualitynormsprescribedfordrinkingwaterBiologicalEnvironment:Asapartofthestudytheinformationonthefollowingwere collected through Gazetteer of district, forest department and revenueoffices:Preparationofaninventoryofmajorspeciesoftrees,herbs,shrubsandtimbertreesinthearea; Listofeconomicallyimportantplants,ifany; Presenceofrareandendangeredspecies,ifany;
Thedataontheavailabilityofvariousfloralandfaunalspeciesinthestudyareaalready available with the Department of Forests will also be collected andutilized.Socio‐EconomicEnvironment:The data on demographic profile in the studyarea were collected using secondary data sources. 4. IMPACTASSESSMENTWith the knowledge of the baseline conditions, Project characteristics, theintensity of construction activities, detailed projections shall be made of theinfluence of planned project on all the areas of social, physical and biologicalenvironment in the area. Based on the predictions, the critically affectedenvironmentalparameterswillbeidentifiedfortheproposedproject.The impacts to be considered during project construction phase are listed asbelow:
