Rationale

Social development organizations have been implementing various charitable anddevelopment programes towards social transformation. The environment for socialdevelopment has become very dynamic and taking paradigm shift for addressing themillennium development goals. An organization operating in such environment needs tosharpen its Governance, Management and Administration practices.

The NGO is considered as the third wing of development and economic initiatives, first twobeing the Government and Commercial sector or market sector. The commmercialorganizations are profit oriented and therefore their activities per se do not cater to the needsof the deprived classes and issues.

:: INTRODUCTION

Social work has always been an integral part of every human society. However,the concept of social work has evolved over the years and continues to evolve inkeeping with changing human and social needs and situations. Social work todaydoes not mean only charity or philanthropy. It has been accorded the significanceof a profession like the other helping professions and is practiced in a systematicand methodical manner.Social Work as a profession is being increasingly recognised as a core professionin the process of human and social development. The scope of the human andsocial services continues to be in keeping with the functions of the Modern WelfareState. Professionally trained and qualified social workers are increasingly beingsought for holding responsible positions in government and non-governmentorganizations working in the field of individual, family, community and socialdevelopment.Society today is faced with a variety of issues which come into the fold ofprofessional social work education, training and practice. This requires professionalsocial workers to have a sound knowledge and value base, conducive attitudesand appropriate skills so that they are better equipped to enable people to helpthemselves to manage their situations and lives effectively. Appropriate applicationof scientific knowledge and skills with a sound foundation of values is equallyessential in the entire process of social work training, education, practice andresearch.Social work as a professional activity attempts to enable individuals, families andcommunities to satisfy their needs and resolve their difficulties, preferably, in theirown cultural and social milieu and concerted efforts are made to minimize thebarriers which tend to prevent people from achieving the best of which they arecapable.In order to be able to face the variety of challenges, professional social work hasa very systematic, well-developed, rigorous and demanding training programme.Over the years training in Social Work has assumed increasing importance andrelevance as it is being recognised that a basic aptitude for helping people canbe furthered, directed and moulded in order to ensure one’s development as aneffective professional social worker. Training in social work is best received byan open mind since the aim and the focus of training is on the development of ahealthy and mature professional personality in order to appropriately meet thedemands of the social work profession.A demand for trained social workers in various fields is continuously on the increaseand newer avenues are being opened where human help is needed for dealingwith difficult human situations. The training programme therefore emphasisesdevelopment of efficient and competent professionals.

The candidates have to pay following fees, to the Institute directly.1) Tuition fees : Faculty of Arts & Fine Arts, Mental Moral & Social Sciences

A) Rs.1300.00 First Year, Second Year and Third yearB) Rs.2000.00 Fourth, Fifth, Sixth YearC) Rs.4000.00 Seventh and Eighth Year (If re-registration is granted)

General Conditionsi) A Student who has registered for Ph.D. in College/Institute, shall pay 60% (sixty per

cent) of the Tuition fee and other fees to the College/Institute (Research place) andpay 40% (forty per cent) to the University. The Examination fee for Ph. D. Thesis willbe paid by the student to the University through the College/Institute.

ii) Notwithstanding anything provided otherwise, the Tuition fee and Laboratory fee areprescribed for the students from the Sate of Maharashtra. The students who are fromoutside the State of Maharashtra will have to pay double the Tuition fee and the non-resident Indian student, Person of Indian Origin, Foreign Citizens/Foreign Nationalswill have to pay five times of the Tuition fee that is prescribed for the students fromthe state of Maharashtra. The students from Bhutan, Nepal, Srilanka will have to paythree times of the Tuition fees as prescribed.

iii) The Tuition and Laboratory fee will be increased after every two years by 10% (tenper cent. This increase will be on the fee prescribed for the year 2002-03 unless/otherwise specified.

2) Library Fee of Rs. 400.00 per annum for all courses to be paid at the place of researchwork

3) Registration fee Rs.300.00 (For Ph.D. courses under all faculties, at the time ofRegistration and re-registration if any

4) Synopsis fee Rs. 400.00 at the time of submission of synopsis, it is necessary to submitthe thesis within the period of 6 months from the date of payment of the synopsis fee.Otherwise fee of Rs.50.00 per month shall be charged for 7th, 8th, 9th and 10th montheach. If student fails to submit thesis the synopsis along with of Rs.400.00 provided hisperiod of registration is not over.

The Institute primarily conducts the two years’ full time training programme in Social Workleading to the Master of Social Work (MSW ) degree of the University of Pune.

The Institute also conducts the M.Phil and Ph.D. degree programmes in Social Work of theUniversity of Pune.

ELIGIBILITYThe minimum requirement for admission to the MSW degree programme of the Universityof Pune is a Bachelor’s degree in Arts, Science, Commerce, Law, Home Science or anyother faculty of a recognised University with a minimum of 40% marks. Higher academicdegrees or diplomas in Social Sciences and experience of working with people will be anadditional qualification.Candidates who have appeared for the qualifying Bachelor’s degree examinations in April /May 2009 and whose results will be declared before the Admission Test or before securingthe admission to the MSW programme will be required to submit their result to the Office ofthe Institute.Candidates who have appeared for the qualifying Bachelor’s degree examination in April /May 2009 and are awaiting their results can also apply. Admissions of such candidates willbe provisional and will be finalized only after the declaration of the results and their beingdeclared as pass. Submission of the mark sheet to the Office within the stipulated time isessential for confirming the admission.

Candidates being deputed by Government or Private organizations should apply throughproper channel with appropriate NOC. Direct applications shall not be considered.

ADMISSION PRE-REQUISITESCandidates seeking admission are required to produce a certificate of physical and mentalfitness from a registered medical practitioner. The Institute also conducts a medicalexamination on behalf of the University of Pune after admission to the course.

M.PHIL IN SOCIAL WORKThe Institute conducts the M.Phil degree programme in Social Work of the University of Pune.At present the M.Phil degree is not a pre-requisite for obtaining the Ph.D degree. However itmay be a desirable condition for some scholars for strengthening their base in ResearchMethodology by completing M.Phil first and then going ahead with the Doctoral studies. Inaddition to this MPhil may be a desirable qualification for some opportunities and posts likethose of Extension Officers and Co- ordinators of research and training departments.The M Phil programme in Social Work has been started from 2008.

Eligibility for Registration for the M.Phil degree in Social Work:The candidate must have successfully completed the training and obtained the Master ofSocial Work ( MSW ) degree from a recognized University.The medium of instruction and oral and written expression for the M.Phil degree programmeis ENGLISH.

It is essential that candidatesseeking admission must have a fairly good knowledge of the English language with an abilityto read, write and speak English. The University of Pune permits students to answer theorypapers in Marathi but the study and reference material is largely available in English.Since Social Work is a helping profession, in addition to the basic academic qualifications,personal qualities like an interest and aptitude for working with people, willingness to learnand accept new ideas and a conducive attitude towards ‘helping’ is also essential. The candidates desirous of under-going professional training in Social Work arerequired to have a high sense of responsibility and have to be dependable, alert and mature.During the course of the training the student is required to work in various settings like urbanslum communities, institutions for special children, hospitals, industries, prison, care andcustodial institutions, etc. The student will be required to continuously uphold soundprofessional values and ethics as a trainee as well as a professional social worker.The Institute reserves the right to ask a student to leave the course if he/she is foundunsuitable for undergoing training in social work at any time during the period of training.Foreign students seeking admission for the MSW programme are required to appear atand pass the Entrance Test conducted by the International Students Centre of the Universityof Pune. The students who do not pass this Test have to attend the Remedial Course inEnglish, conducted at the Nowrojee Wadia College, Pune. The University of Pune announcesthe date for these Entrance Tests. Foreign students who do not pass the Entrance Test orattend the Remedial Course in English and pass the re-test conducted by the Centre, willnot be allowed to continue training and their admission to the MSW programme will standcancelled.

Professionals in the field of social development are often facedwith the challenge of upgrading their competence and orienting themselves to the emergingdemands and trends in social work theory, research and practice.The Department of Advanced Professional Training was started in January 2002. Thisdepartment organizes demand- based short term courses and capacity building workshopsfor the professionals in the field. A few of the courses which the department plans to organizein the near future are in the area of Counselling, Project Design, Project Monitoring,Management of the Field Action Projects and Campaign Strategies.The Institute also conducts need-based short term courses sponsored by agencies likeNational Institute of Public Co-Operation and Child Development, National Literacy Mission,Central Social Welfare Board (CSWB), National Institute of Social Defense, Directorate ofWomen, Child and Handicapped Development, Maharashtra State and other organizations.B. D. Karve Research and Consultancy CellThe B. D. Karve Research and Consultancy Cell (R & C Cell) was established on May 10th,2005, under the aegis of Karve Institute of Social Service. 3. Admission formalities and payment of fees• Candidates are required to come prepared to pay the full fees immediately after admission,

if selected.• Candidates coming from outside Pune for the Entrance Test are advised to come with

their belongings to join the course since the selected up-country candidates will not getsufficient time to go home before the stipulated dates for payment of fees andcommencement of the academic programme. No leave or joining time will be permittedonce the admission is secured by the candidate.

THE LIBRARYThe Institute has fully automised and well equipped Library house more than 13,000 books,journals and periodicals related to the fields of social work and related subjects. Librarysubscribes to approximately 50 magazines and research journals and receives 10 to 15newsletters, bulletins, and annual reports from a variety of organizations. The Library receives6 local daily newspapers in English and Marathi. The Library also maintains paper-clippings in files on various topics related to social work. Internet access facility is availablein the libraryThe Library is open from 9.00 a.m. to 5.30 p.m. from Monday to Saturday. Job Placement CellThe Job Placement Cell is one of the important activities of the Institute. Every year thePlacement Cell receives correspondence for vacancies from various organisations from allover India. The Campus Interviews are organised in the 4th Sem. every year. Alumni ActivityThe Alumni Association of the Institute was formed in the year 1987-88 which was the SilverJubilee year of the Institute. INFORMATION ABOUT THE SPECIALIZATIONS

FAMILY AND CHILD WELFAREThis specialization which focuses on all aspects of the family, qualifies graduates to workas Social Workers in institutions for women and children, Supervisors of the Integrated ChildDevelopment Scheme, as Family Counsellors in Family Courts, as Counsellors in schoolsand in a variety of research and development programmes. The trainees will have to workwith individuals and families in crises, with children with emotional, adjustment andbehavioural problems and with people with special needs.

HUMAN RESOURCE MANAGEMENTThis specialization is concerned with the human resources and the dynamic situations inindustry. It is an essential qualification for the post of Labour Welfare Officers under theFactories Act, 1948. The specialization equips the graduates to work as Personnel Officersand HR Executives in the Public / Private /Service sector. Students will be placed in industrialorganizations for fieldwork during the Second Year of training.

MEDICAL AND PSYCHIATRIC SOCIAL WORK

This is an essential qualification for employment as Medical and Psychiatric Social Workersin General Hospitals and medical settings. Students are placed for fieldwork in generalhospitals, mental hospitals, child guidance clinics, de-addiction, health research Institutes,centres and social welfare departments of industries. Only those persons with an aptitudeto work with the sick and willing to acquire knowledge of various physical and metal healthproblems may opt for this specialization.

URBAN AND RURAL COMMUNITY DEVELOPMENT

This specialization equips social work graduates to work as Community Organisers,Supervisors and Project Officers in community based organisations working with theunderprivileged groups in rural and urban areas. Students will be placed in both urban andrural settings for fieldwork during the second year of training. They will be expected to havea high level of motivation and develop skills to draw peoples’ participation in community workcarried out by Government and Non-Government organisations.

BLOCK FIELD WORK PLACEMENTAfter the Annual Examination of fourth semester of MSW, the student is placed in anorganisation for a period of 30 continuous days for Block Field Work. During this period thestudent is expected to work as an intern and study all the relevant aspects of the organizationand learn to function as a full-fledged professional social worker. Certification of satisfactorycompletion of block placement by the organization is necessary for declaration of the MSWresult and obtaining the MSW degree.

HOSTEL ACCOMMODATIONThe Institute has limited hostel accommodation for about 40 male MSW students. Studentsseeking accommodation in the hostel should indicate their requirement at the appropriateplace in the application form. Students admitted to the hostel will have to join the hostel mess.Residents of the hostel will have to strictly abide by all the hostel rules. Breach of rules willresult in disciplinary action and in extreme cases cancellation of hostel admission orcancellation of admission from the MSW course.There is no hostel facility for female students, at present. However, the Institute may facilitateoutside female students in finding suitable accommodation in nearby locality

RAGGINGAs per the Law, Government and University rules and regulations ‘ragging’ in any form isstrictly prohibited in the College Campus, Hostels, Field Work agencies or anywhere andduring the tenure of course. Involvement of students, directly or indirectly, in any raggingactivity will lead to cancellation of admission.

GRANT OF TERMS• As per attendance norms 100% attendance is expected at the Orientation

Programme and Orientation Visits, Advanced Orientation Programme, Field WorkStudy Tour and Rural Camp.

• The University of Pune stipulates 75% attendance in the classroom videUniversity of Pune Ordinance No. 68, 69 and 70.

• In normal circumstances it is expected that students do not ask for leave of absencefrom any of the academic activities. In very special circumstances leave may be permittedwith prior intimation and approval.

• Leave of absence will be governed by the rules and shall not be accumulated overconsecutive terms.

• The Director reserves the right of grant of terms. An undertaking will be taken from eachstudent in relation to compliance of all the rules and regulations of this Institute.

The Director’s decision will be final and binding in all matters pertaining to discipline.

FIELD WORKField work is a very distinct feature and an integral part of the total MSW degree programme.Field Work enables the students to integrate and reinforce the theoretical knowledge andinformation acquired through classroom instruction and develop skills through actual practiceunder competent supervision from the agency and by the faculty supervisors. Each studentis placed in a specific organization for field work every term during the two years period oftraining. Every student is required to put in 15 hours of field work per week in the organizationin which he / she is placed for field work.The field work component of the MSW course is organized into Concurrent field work andBlock field work. The Institute has a very well-developed field work programme with ameticulously worked out field work curriculum. There is a major thrust on joint inputs by facultyand agency supervisors through collaborative relationships with a number of field workagencies. Additional inputs through out-station or issue-related camps may be given forenhanced experience. Apart from the concurrent field work, the Institute organizes Orientation

Visits and Rural Camp in the first Sem., Advanced Orientation Visits in the second Sem.and the Study Tour in the second year, i.e. in III Sem.Attendance at the Orientation Visits, Advanced Orientation Visits and Study Tour iscompulsory. Serious cognizance is taken of absence at Orientation Visits, and RuralCamp, Advanced Orientation Visits, Field Work, Study Tour and Block Field Work. Afterthe terminal examination, 1st year students will be expected to attend the rural camp.Marks are allotted for visits, camp, Advance Orientation visits, presentation.Absence at any of the above may result in cancellation of terms.

RESEARCH PROJECTEvery student is expected to conduct research on a selected topic, write the research reportand submit the Research Project as partial fulfillment of the requirements of the MSW degree.The students are guided by the faculty members in the process of conducting the research.The preparation of the Research Project is based on the application of the theory of thesubject on Research Methodology in the MSW syllabus. The Research Project is to besubmitted along with a copy of the Abstract at the end of second year to the Institute Officeaccording to the stipulated schedule i.e. before 15th March of every year. Completion ofthe Project Report and its approval by the Research Project Guide is a pre-requisiteto appearing at the final examination of 4th Sem. of MSW.

SKILL AND RESEARCH LABORATORYSocial work education lays great emphasis on developing appropriate skills and attitudesrequired for working with people effectively. This is significant because the professionallytrained social workers are one of the important agents of change. The laboratory experienceoffered by the Institute provides organized opportunities and simulated experiences for thetrainees to develop the necessary understanding, skills and expertise for working with peopleand doing research.The Skill Laboratory which is a unique feature of the Institute enables students to developskills necessary for understanding self, communicating, interviewing, making audio-visualpresentations and recording.The Research Laboratory provides the students with experience in designing research andproject proposals, preparing tools for data collection, data processing and analyzing data,using statistical tests and presenting research data.

VIVA VOCE EXAMINATIONAt the end of the second semester the students have to appear at the year end Viva VoceExamination conducted internally by the Institute on behalf of the University of Pune. Thisviva voce examination is based on field work, the research project and theory of the secondsemester of MSW.At the end of the fourth semester the final Viva Voce Examination is conducted by an externalpanel of examiners appointed by the University of Pune. This viva voce examination is basedon the entire MSW curriculum including theory, field work, research project and professionaldevelopment and allied areas.
