Prospectus for admission to "Master of Physiotherapy Courses” for the academic session 2015-16

1. REGULATIONS:The following are the Regulations for admission to Master of Physiotherapy Courses for the academic session 2015-16 and shall apply to all the Physiotherapy Colleges affiliated to Dr. NTR University of Health Sciences.

2. Number of Seats: The list of affiliated colleges and numbers of seats for admission into first year MPT courses for the academic year 2015-16 will be displayed prior to the Counseling. The list of colleges affiliated for the academic year 2014-15 is given at the last page for information.

Note: In case any new colleges are affiliated for starting the MPT courses for the academic year 2015-16, the seats in those colleges will also be filled up. If any colleges shown above are not affiliated for the year 2015-16 the seats in those colleges will not be filled. No further notification will be issued.

3. ELIGIBILITY:Candidates who have passed BPT degree of Dr. NTR University of Health Sciences or equivalent Degree, and have completed internship are eligible to apply subject to the fulfillment of the conditions stipulated in Regulation.

N OTE: If a candidate is found to have concealed any information regarding this matter, the registration of such a candidate is liable to be cancelled. Further disciplinary action will be taken by the University against him/her.

4. RESERVATIONS:4.1.1 The MPT Courses are non-statewide courses.4.1.2 85% of the available seats in every course of study (subject/discipline) shall be

reserved in favour of local candidates in relation to the local area. While determining 85% in favour of local candidates any fraction of seat shall be counted as one as per the Presidential Order issued in G.O.Ms.No.453, GA (SPF-B) Department, dt.03-07-1974.

4.1.3 The procedure indicated in Annexure-III to G.O.P.No.646, Education dated 10-7-1979 shall be followed in selecting the candidates.

4.1.4 15%, 6% and 29% seats are reserved for SC, ST and BC candidates respectively (A-7%, B-10%, C-1%, D-7% and E-4%) duly following net group reservation.

4.1.5 In the event that if any seats reserved for S.T. not being filled up, they will be thrown open to the candidates belonging to the Scheduled Castes and vice-versa.

4.1.6 In the event of the candidates from the SC and ST are not being available, these seats shall be allotted to the candidates under open competition.

4.1.7 If qualified candidates belonging to Backward Class of particular group are not available, the leftover seats can be adjusted for the candidates of next group. If qualified candidates belonging to Backward Classes are not available to fill up the 29% seats reserved for them, the left over seats shall be treated as Open Competition seats and shall be filled up with candidates of General Pool.

4.2 RESERVATION IN FAVOUR OF THE LOCAL CANDIDATES4.2.1 Admission to 85% of the seats in each course shall be reserved in favour of

the local candidates in relation to the local area as provided in A.P. Educational Institutions (Regulation of Admission) Order, 1974 as amended from time to time.

4.3 LOCAL AREA:4.3.1 The part of the State comprising the Districts of Srikakulam, Vizianagaram,

Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam shall be regarded as local area in respect of the Andhra University and Nagarjuna University area for the purpose of admission.

4.3.2 The part of the State comprising the Districts of Adilabad, Hyderabad (including twin cities) Rangareddy, Karimnagar, Khammam, Medak, Mahaboobnagar, Nalgonda, Nizamabad and Warangal shall be regarded as local area in respect of Osmania University and Kakatiya University area for the purpose of admission.

4.3.3 The part of the State comprising the Districts of Ananthapur, Kurnool, Chittoor, Kadapa and Nellore shall be regarded as local area in respect of S.V. University / S.K. University area for the purpose of admission.

4.4 LOCAL CANDIDATES :4.4.1 A Candidate for admission shall be regarded as local candidate in relation to a

local area-i) If he/she studied in an Educational Institution or Educational Institutions in

such local area for a period of not less than 4 consecutive academic years ending with the academic year in which he / she appeared or as the case may be first appeared in relevant qualifying examination.

orii) Where during the whole or any part of the 4 consecutive academic years

ending with the academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination, he/she has not studied in Educational Institutions, if he/she had resided in that local area for a period of not less than 4 years immediately preceding the date of commencement of the relevant qualifying examination, in which he/she appeared or as the case may be first appeared.

4.4.2 A candidate for admission to any course of study who is not regarded as a local candidate under sub-regulation 3.4.1 above in relation to any local area shall

i) If he/she has studied in educational institutions in the State for a period of not less than 7 consecutive academic years ending with academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination be regarded as local candidate in relation to; a) Such local area where he/she has studied for the maximum period out

of the said period of 7 years. b) Where the period of his/her study in two or more local areas are equal,

such local area where he/she has last studied in such equal periodsor

ii) If during the whole or any part of the seven consecutive academic years ending with academic year in which he/she appeared or as the case may be first appeared for relevant qualifying examination, he /she has not studied in the educational institution in any local area, but he/she has resided in the state during the whole of the said period of 7 years be regarded as a local candidate in relation to

a) Such local area where he/she has studied for the maximum period out of the said period of 7 years.

or b) Where the period of his/her residence in two or more local areas are equal,

such local area where he/she has resided last in such equal periods. 4.4.3 EXPLANATION: (for purpose of this sub-regulation)

i) "Educational Institution" means a University or any Educational Institution recognized by the State Government, a University or any other competent authority.

ii) "Relevant qualifying examination in relation to admission to any course of study" means the examination, a pass in which is the minimum educational qualification for admission to such course of study.NOTE: The relevant qualifying examination for admission to MPT

courses is BPT examination. The question whether the candidate is a local candidate or not will be determined with reference to his / her first appearance in the Final BPT examination.

iii) In reckoning the consecutive academic year during which a candidate has studied any period of interruption of his/her study by reasons of his/her failure to pass any examination and any period of his/her study in a statewide University or a statewide educational institution shall be disregarded.

iv) The question whether any candidate for admission to any course of study has resided in any local area shall be determined with reference to the places where the candidate actually resided and not with reference to the residence of his/her parent or guardian.

4.4.4 If a local candidate in respect of a local area is not available to fill any seats reserved or allocated in favour of local candidate in respect of that local area such seats shall be filled in as if it had not been reserved.

4.4.5 The applicant who claims to be local candidate with reference to sub-regulation 4.4.1 (i) or 4.4.2 (i) shall produce in the form of study certificate/certificates issued by the Head of the Educational Institution / Institutions concerned indicating the details of the year or years in which the candidate has studied in educational institution in such local area for a period of not less than 4/7 consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the Final BPT examination.

Those who did not qualify as local candidate under sub-regulation 4.4.1 (i) or 4.4.2 (i) but claim to qualify by virtue of residence shall produce a certificate issued by an officer of the Revenue Department not below the rank of Mandal Revenue Officer independent charge of subtaluk/Mandal in the form annexed to G.O.P.No.628, Education, dated 25-7-1974 appended to application form with necessary modification.

4.5 The following categories are eligible to apply for admission to the remaining 15% of un-reserved seats.4.5.1 All candidates defined under Regulation - 4.4.4.5.2 Candidates who have resided in the state for total period of ten years

excluding period of study outside the State, or either of those parents have resided in the State for a total period of ten years excluding period of employment outside the state.

4.5.3 Candidates who are children of parents who are in the employment of this State or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar quasi - Public Institutions in the State.

4.5.4 Candidates, who are spouses of those in employment of this State or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognised by the Government or a University or other competent authority and similar other quasi Government institutions within the State.

4.5.5 Candidates who are employed in the State Government undertakings, Public Sector corporations, Local Bodies, Universities and other similar quasi-Public institutions within the State.

4.5.6 Candidates who are spouses of the local candidates as per Regulation - 4.4.N.B. : Relevant certificates must be attached to the application in respect of their claim, in respect of residence. The certificate should be obtained from the Revenue authorities not below the rank of Mandal Revenue Officer.

5. APPLICATIONS: 5.1 The online application form will be available on the website http://drntruhs.org from 20-07-2015, 9.00 AM to 01-08-2015 upto 5.00 p.m.

Note: The candidates are advised to take a print out of the prospectus / instructions to fill the application form from the website http://ntruhs.ap.nic.in or from http://drntruhs.org before proceeding to fill the application form.

5.2 The candidate should fill the online application form available in the Website with the data required-for, through internet. The online application form can be filled through any computer with internet connection (home/internet café/net center). The candidate is advised to fill the online application form after going through the Prospectus by keeping all the Certificates, Scanned Photo and Signature in the .jpg/.gif format separately (as shown below) (step-1) and ready to enter his/her correct data and upload the photo and signature after the payment of application fee through Online.

5.2.1 Procedure of filling online application and Procedure for online payment:

In order to register for M.P.T. Courses, the candidates need to visit the websites http://ntruhs.ap.nic.in or http://www.drntruhs.org

1. The fee can be paid through Debit card / Credit card or Net Banking2. The fee paid by the applicants is not refundable under any circumstances.3. Read the Notification, Prospectus / Regulations carefully.4. Keep all the following documents required:(a) Date of Birth Certificate.(b) Study Certificate - B.P.T.(c) Study certificates from 6th class to Intermediate / 12th standard in case of candidates studied B.P.T. other than Dr. NTR University of Health Sciences.(d) In case of candidates obtained B.P.T. or equivalent Degree from out side the State of

Andhra Pradesh and Telangana, 10 years residence certificate of father / mother / Spouse issued by Competent Authority indicating years of residence and other relevant certificates if any in support of eligibility as per Presidential order.

(e) All marks memos from 1st B.P.T. to final B.P.T.(f) Scanned Photo (80 kb in size).(g) Scanned Signature.(h) Category Certificate if applicable. (j) Internship Completion Certificate.(k) Differently abled (PH) certificate if applicable.(l) Credit card / Debit card.5. Visit website through Internet Explorer (7.0 to 9.0) or Mozilla Firefox (14 to 25) or Google

Chrome(20 to 31) to fill the application form.6. Fill all the details in the application form.

1. Post Submit you will be redirected to payment page.

2. Please complete your payment.

3. Post payment you will get application number and password(DD/MM/YYYY) to your registered

mail id and mobile number and you will be redirected to application page.

4. Please click on complete your details to complete the application form.

5. Post completion take printout of application form.

6. You can login with user id(application number) and password(DD/MM/YYYY) to application from

take printout in the timelines given.

5.2.2 After Logging in, candidate can view the details he filled in the previous form. To continue completing the Application form candidate needs to click on Complete Application Form button on top right corner of the screen.

On clicking of the complete application form button, the main application form will be opened for completion of all the remaining information.

All the fields marked with ‘*’ are compulsory in the form.

5.2.3 The candidate will be allowed to take a copy of printout at any time, but editing/ adding information is not allowed once the application is submitted.

5.2.4 The main application form is consisting of 3 tabs (General Information, Qualifications,Marks & Declaration) to collect all the required information. The sample screenshot is as below:

5.2.5 Sample Screen Shots for uploading Photo with Signature. The applicant has to upload his/her Photo and Signature in the prescribed format by clicking on the below link on the General Information tab in the application form.

On clicking the above link following screen appears.

5.2.6. Click on the choose file buttons to upload the photos from local machine. Only .jpg/.jpeg images can be uploaded which are maximum 80kb in size each.

5.2.7 Then click on Signature tab and similarly upload the signature from local machine. Then close the upload photo and image screen to come back to the original form.

5.2.8 Click next to fill the remaining information on Qualifications and Other Details tabs.

5.3 After completing the data entry in all pages of the online application and after submitting the data through online, the candidate should take the print-out of the filled-in online application form. The Candidate should note the Barcode application number which appears on the printout of application for future reference.

5.4 The candidate should paste a recent passport size photograph in the space provided in the print out of online application form. The Photo should be attested by Gezetted Officer/ Principal of the College (identical to the photo that used for scanning)

5.5 Registration Fee:The registration fee is Rs. 3,000/- (Bank transaction charges extra) for OC/BC categories and Rs.2,700/- (Bank transaction charges extra) for SC/ST categories.

Verification Fee: The candidates who acquired their Under Graduate Degree outside the State or Country/Abroad and got their certificates registered with Nursing Council of India and applying for Entrance Test for admission into M.Sc. Nursing courses under this University, shall pay a verification fee of Rs.5,000/- for degree certificates acquired Abroad and Rs.1,000/- for the degrees acquired outside the State.

5.6 The candidate should sign at the declaration area in the print out of the online application form and also put left hand thumb impression at the space provided without fail.

5.7 LAST DATE FOR SUBMISSION OF PRINTOUT OF FILLED-IN ONLINE APPLICATION FOR REGISTRATION ALONG WITH ENCLOSURES IS 05-08-2015 (Wednesday) at 5.00 P.M.

5.7.1 The candidate should submit the print-out of the filled-in online application alongwith the attested copies of required certificates to The Convener , PG Admissions Committee, Dr. NTR University of Health Sciences, A.P. Vijayawada -8 either by post or in person on or before 5.00 PM on 05-08-2015. The candidate shall clearly superscribe on the cover name of the course applied for “Dr.NTRUHS M.P.T. Admissions -2015”.

5.7.2 Application forms received without copies of the required certificates, incomplete applications, without signing declaration, applications received after last date and time, will stand automatically rejected. Postal delay or loss in transit will not be condoned. Application forms of ineligible candidates will be summarily rejected.

5.8.1 The candidate should submit the print-out of the filled-in online application alongwith the attested copies of required certificates to The Convener, PG Admissions Committee, Dr. NTR University of Health Sciences, AP. Vijayawada-8 either by post or in person on or before 5.00 PM on 05-08- 2015 . The candidate shall clearly superscirbe on the cover the name of the course applied for: “M.P.T. Admissions -2015”.

5.8.2 Application forms received without copies of the required Certificates, incomplete applications, without signing declaration applications received after last date and time will stand automatically rejected. Postal delay or loss in transit will not be condoned. Application forms of ineligible candidates will be summarily rejected.

Note: The candidature of the applicant will not be considered for MPT Courses unless the print-out application form is submitted to the University alongwith the requisite enclosures on or before the last date. The University holds no responsibility for postal delays / Loss in Transit.

6. MERIT LISTS:6.1 The Committee constituted by the University shall prepare a common Merit List on

the basis of percentage of total marks obtained in BPT group and languages put together (all subjects) upto 2 decimal places.

6.2 In case of equality of marks, age shall be taken into consideration and the older candidate shall be given higher place in the merit list.

6.3 Merit List will be displayed in the University web site http://ntruhs.ap.nic.in All the eligible candidates can visit the web site regarding status of their merit / eligibility.

Note: If the candidate fails to submit any or all marks memos from 1st to Final BPT, the

percentage of marks shall be taken as 50%.

7. SELECTIONS:7.1 Provisional selection shall be made by the Selection Committee constituted by the

Dr. NTR University of Health Sciences in accordance with these regulations.7.2 SELECTION SCHEDULE: Schedule will be notified. No further notification will be

issued unless there is a change in the schedule. No Individual intimations will be sent to the candidates. All eligible candidates have to attend the selections as per schedule.

7.3 The University shall display the seat matrix one day before the date of counseling.

7.4 COUNSELING PROCEDURE:7.4.1 The selections are University wise and reservations shall also be University

area wise.7.4.2 The counseling shall be in two phases. In the 1st phase OC (Open Competition)

seats will be filled up. In the 2nd phase the category seats will be filled up and in this process the reserved category candidates selected under OC (Open Competition) shall be realloted to the college of their preference depending up on the availability of seats in respective category and their eligibility and the vacated seats shall be allotted to the respective category candidates who vacated the seat in implementation of the Judgment of the Appex Court in Rithesh R.Shah's case. If a category candidate selected under Open Competition does not attend the second phase of counseling it will be presumed that he/she prefer to continue in the college in which he/she got selection in the 1st phase.

7.4.3 Mere attending the counseling does not confer right for a seat. 7.5 On the dates notified in the schedule, the candidates shall be called in order

of merit by the Selection Committee and asked to choose the subject in the colleges at his/her turn. The selection will be made only if the candidate is physically present when called in order of merit.

7.5.1 Claims of the candidates will not be considered if they are absent when called at the time of selection and the next in the merit list would be called. The candidates have to produce the Original Certificates for verification. The selected candidate will be issued the provisional selection intimation. The selected candidates shall pay the University fee. The selected candidates shall pay the college fee and submit the prescribed bond to the Principal on or before the date fixed for the same.

7.5.2 If a selected candidate fails to submit the original certificates and pay fees or after paying the fees fails to submit the bond within the specified period, his/her selection stands cancelled automatically.

7.5.3 The candidates shall be called to appear before the selection committee one after another and they shall not enter the selection committee room in groups.

7.5.4 Any person who obstructs the proceedings of the selection committee or otherwise misbehaves or causes disturbance at the selection committee meetings will be liable for disciplinary action.

7.5.5 Candidates shall be present till the end of the selections to be available in case if they need to be recalled for any reasons.

N.B: Procedure indicated in Annexure-III to G.O.P.No. 646, Education dated 10-7-1979 shall be followed in selecting the local candidates.

7.6.1 Vacancies after 1st selection shall be displayed in the website and Notice

Board of the University and in all the Physiotherapy Colleges having MPT Courses. These vacancies will be filled by the Selection committee on the dates as per schedule in the last page.

7.6.2 Resultant vacancies will be open to all the candidates with merit order below the merit order of the candidate who vacated the seat for that speciality, in that area and also those candidates who were absent in the earlier selections.

7.7 The Selection Committee shall have power to review the provisional selection in case of any errors, misrepresentation, fraud or glaring injustice. In all matters relating to selections and admissions the decision of Selection Committee shall be final and binding on the candidates and selections cannot be questioned after closure of admissions.

8. ADMISSION RULES:8.1 The dates of admission of selected candidates will be the dates as communicated

to them in the letter of selection.

8.2 All the candidates joining the Post Graduate degree courses should execute the bond on a stamped paper of Rs.100/- value as prescribed in Annexure-I. They should complete the said course as per the requirements of the institute. In the event of leaving the studies in the midterm each of them has to pay to the Registrar, Dr. NTR University of Health Sciences, Vijayawada a sum of Rs.25,000/- (Rupees twenty five thousand only).

8.3 The original certificates submitted by the candidates shall not be returned to the candidates till they complete their courses of study, subject to sub-regulation 8.2 above.

8.4 Attendance: Candidates are required to attend a minimum of 80% of training and the total classes conducted during each academic year of the MPT Course. Provided further, leave of any kind shall not be counted as part of academic term without prejudice to minimum 80% of training period every year. Any student who fails to complete the course in this manner shall not be permitted to appear for the University examination with that batch.

8.5.1 Leave: The postgraduates are eligible for 30 days leave in each academic year and they can avail a maximum 10 days at a time. The balance of leave in a year, if any, shall not be carried forward to the next academic year.

8.5.2 Maternity Leave: Female Post Graduate students are eligible for maternity leave as per Government rules.

8.6 Break of study and re-admission: If a student absents continuously for a period of 91 days or more and seeks permission to attend the course, his / her application in prescribed format by paying requisite fee in favour of Registrar, Dr NTR University of Health Sciences payable at Vijayawada shall be forwarded to the Registrar, Dr.NTR University of Health Sciences with the recommendation of the Principal. Regulations for readmission after break of study alongwith application format and fee payable is available in the university website. The candidates are advised to refer the regulations before submitting the application and paying the fee. If they fulfilled the regulatory conditions, they may submit applications through the Principal of the College by paying the fee.

8.7 Private Practice: No post graduate student is allowed to do any private practice or consultation and should not accept any part time employment in any state or central or quasi government or private organizations during the period of post graduate study.

8.8 College Regulations: Candidates are required to follow the rules and regulations of the college and should also abide by the regulations of the University. Under no circumstances should they have any correspondence with the higher authorities directly without routing through proper channel.

8.9 FEES :8.9.1 Tuition Fee: All the candidates selected are required to pay the tuition fee as

9. CLOSURE OF ADMISSIONS:9.1 The admissions shall be closed on 31-10-2015.9.2 Any vacancy as on the date of closure of admissions shall not be filled.

10.COMMENCEMENT OF THE COURSE:The course shall commence on the date mentioned in selection intimation. The duration of the Degree course shall be 2 calendar years (24 months) from the date of commencement of the course. The duration shall be uniform for all the candidates irrespective of their individual dates of admission.

11.DURATION OF COURSE:11.1 The duration of MPT Degree courses shall be two continuous years on fulltime

basis.11.2 DISSERTATION:

Every candidate pursuing MPT degree course is required to carry out work on a selected research project under the guidance of a recognized postgraduate teacher. The results of such a work shall be submitted in the form of dissertation.The dissertation is aimed to train a graduate student in research methods and techniques. It includes identification of a problem, formulation of a hypothesis, search and review of literature, getting acquainted with recent advances, designing a research study, collection of data, critical analysis, comparison of results and drawing conclusions.Every candidate shall submit to the Registrar of the University in the prescribed proforma, a synopsis containing particulars of proposed dissertation work within six

months from the date of commencement of the course on or before the dates notified by the University. The synopsis shall be sent through proper channel.Such synopsis will be reviewed and the University will register the dissertation topic. No change in the dissertation topic or guide shall be made without prior approval of the University.Approval of dissertation work is an essential precondition for a candidate to appear in the final University examination. The evaluators apart from the guide out of which either is external/outside the University or other postgraduate college of this University shall value the dissertation.

12.MEDIUM OF INSTRUCTION:English will be the medium of instruction for the subjects of study and for the examination of the MPT Courses.

13.POWERS OF PRINCIPALS:Not withstanding anything contained in these regulations, the Principals of Physiotherapy Colleges in the state may at any time before completion of the post graduate course either on their own or on the application of any person after due and proper enquiry and after giving the person two weeks time from the date of the receipt of the show cause notice to submit written explanation and on personal hearing, order cancellation of admission to the 1st year postgraduate degree course if in the documents attached thereto or in the statements made either before the authority incharge of admission or the principals or in any other manner. Against any such order of the Principal, an appeal shall lie with the Registrar, Dr. NTR University of Health Sciences, A.P. Vijayawada.
