Non-structuralThere should be non-structural projects such as providing early warning device and monitoring and securing the vegetation upland and the mangroves.Planting mangroves to protect communities against typhoons and sea level rise have been proven many times. The best example was the experience of Vietnam where a community was able to survive from a typhoon. They planted early 12,000 hectares of trees and able to support the 3,000 kilometer sea dike. Integrated Water Resource Management
We can manage the wetlands to prevent soil erosion and flooding and link it with the vegetation improvement in the uplands, manage the rivers to serve as passageway and drainage to prevent inland flooding. The wetlands will serve as a good catchment area.

It will not only protect them from typhoons and flooding, but also give livelihood benefits thru boosting of fish habitat and attracting tourism in the future. They can also harvest the leaves of the mangroves and make for additional living for the populace.
The monitoring and enforcement of the newly planted mangroves in wetland area will be shouldered by the community thru cooperatives. We will just invest in trainings and seminars to convince them of the benefits of planting and maintaining mangroves and stream buffers.
Source of Livelihood
The engineering solution to the problems gain support since we are accustomed to it and we have limited experience with the ecosystem based adaptation.
But, in terms of cost-benefit and long term benefits, Eco-DRR and Eba coupled with other structural projects will protect the island from climate change, flooding, strong cyclone and other hazard events and provide viable and long term livelihood source for the people.Thank you.
