5 The procedure adopted to address the grievance

For complaint/grievance, list of name and phone numbers Media Nodal Officers, CM representatives, Medical Superintendent of hospitals is provided. Patient may lodge a complaint in Public Grievance Mechanism System. (Annexure-4)

*COVID Care Centre: COVID positive patients with mild symptoms are admitted at

CCC.

*COVID Health Care: COVID positive patients with moderate symptoms are admitted

at CHC.

*COVID designated Hospitals: COVID positive patients with severe symptoms are

admitted at COVID designated hospitals.

NON COVID PATIENTS

1 Which hospital to approach

Patient can approach any Delhi Govt. Dispensaries, Aam Admi Mohalla Clinics, Private Clinics, Govt. and private hospitals/ Nursing Homes other than COVID designated.

2 Who to call at which number

As per the procedure in place prior to the COVID-19 pandemic a patient may approach health facilities directly other than designated COVID-19 health facilities and the information of COVID-19 designated health facilities may be obtained from State helpline or District Control Room.

3 Mode of transport As per the procedure in place prior to the COVID-19 pandemic patients may approach health facility by their own or can call ambulance at toll free number 102 in case of emergency.

4 Upon reaching the hospital whether COVID test is mandatory for any treatment even when not displaying ILI symptoms

No ILI symptoms, COVID-19 test is not mandatory, as per the order issued by the health department from time to time, the Hospitals are directed to provide all emergency services (including deliveries) as allowed during the time of pandemic without asking for COVID-19 test report, however sample can be send for testing simultaneously if there is any indication of ILI. If showing ILI symptoms, COVID-19 test is mandatory as per the WHO guidelines. Patient is recommended for home isolation.

5 During the period in which test result is awaited what does the patient is supposed to do

In case of patient showing ILI symptoms home isolation is recommended till the test reports are back.

6 What is the grievance redressal mechanism/complaint number where a person who is not being attended to can raise a grievance and seek help

Helpline No. 1031 for hospital/ dispensary complaint/ grievance. The Medical Officer I/C of the dispensary may be approached, if the grievance is still not solved – The Chief District Medical Officer of the respective district. Patient may approach in-charge of the OPD/ IPD and MS/ Hospital Administrator as per the case. If the grievance/ complaint is not solved despite approaching the above authorities, person may contact atGrievance Cell, Directorate of Health Services. Patient may lodge a complaint in PGMS. Patient may also send a complaint to designated Media Nodal Officer of the hospital. (Annexure-4)

ORDER

In continuation of Order No. 52/DGHS/PH-IV /COVID19/2020/prsecyhfw /9615, dated 16.05.2020 to augment COVID hospitals facility by 1000 beds, the following hotels be requisitioned by the District Magistrate & given to attached hospitals for converting them in to extended COVID hospital wherein the medical services shall be provided by the attached identified COVID private hospital:

The attached .private hospital shall admit COVID-19 positive patients in their extended COVID Hospital as per the patient's medical condition and in case such patients tum into severe at any point of time during their stay in the hotel, he/ she shall be transferred/ admitted in the attached private hospital at its schedule rates.

The attached private hospital is required to provide sufficient manpower (nurses & doctors) as per norms. Further, the attached hospital is also required to provide oxygen supply, either in the form of oxygen concentrator or oxygen cylinder, in the extended COVID Hospital in case a patient requires oxygen support. The attached hospital shall provide all consumables like PPE Kit, N95 Mask, gloves, medicines and equipment like pulse-oximeter, thermometer, oxygen concentrator/ cylinder, etc. They shall also make necessary arrangements to provide resuscitation services ( equipment, drugs & medical consumables) in the extended COVID Hospital

A in case there is a rapid deterioration in the clinical condition of the patient. Y The linked private Hospitals are required to take over full Hotel indicated against their name as requisitioned by concerned District Magistrate, Government of NCT of Delhi under DDMA. The hotel shall provide regular hotel services including rooms, housekeeping, disinfection & food for the patients etc at the price not greater than Rs 5000/- for Five star Hotel and Rs 4000/- Four/Three star hotel per day per person.

The linked hospital shall be paid an amount, not greater than Rs 5000 / - per patient per day for their medical services to COVID-19 patients inclusive of all consumables, services of doctors, nurses, paramedical staff and nursing staff etc as per the norms. ·

However, Investigation charges, if any, shall be charged by the linked hospital as their scheduled rates and for oxygen support the linked hospital is allowed to charge at the hotel @ Rs. 2000 / - per bed per day basis. The medical services provided by the attached hospital at their facility shall be charged at their respective schedule rates.

All charges shall be collected by the linked Hospital and the linked hospital shall make payment to the hotel etc.

Further, the linked hospital may accommodate their doctors and staff at the hotel at their own expense, if required.

It issues with the approval of Hon'ble Minister, Health.

ORDER

In view of COVID-19 pandemic and to streamline the standard ?pera~g ~r?cedure (SOP) for handling of COVID-19 positive/suspect patients in CO~ID hospital, a_simphf~ed ~OP to be followed by all COVID hospital based on the past experience and various gmdehnes issued as follows:

1. Reception of COVID patients at the Hospital COVID Patient shall be brought by hospital staff from the Ambulance or whichever

vehicle used by the patient reaching hospital, to the triage area, without asking for details. This process must be complete in 15 minutes.

2. Triaging/AcJmission of a patient

The hospital staff should provide bed or sitting space depending upon condition of the patient and doctor pn triage duty must attend to the patient with in 60 minutes depending upon urgency of requirement of treatment. Refreshment should be made available to the patients in triage a:r,ea. The doctor on triage duty in consultation with specialist, if required, must decide one of the following actions. The patient must not made to stay in triage are for more than 3 hrs.

Admissjon of the patient Patient shall be admitted in appropriate ward for the level of treatment required at the Hospital as per the medical condition assessed by doctors. The patient is required to be shifted from one bed to other depending upon facilities which is required for the patient.

Refeqed to other Hospital If Beq with the level facilities is not available at the hospital, it would be sole responsibility of the hospital to transfer the patient to other hospital and till that happ~n, the hospital would provide available medical facilities.

Transfer of patient to COVID CARE Centre (CCC) If patient does not require further treatment and fall under the category of mild-moder,,te symptom patient where Home Quarantine is allowed but he/ she do not have enough space at their home, he/ she shall be transferred to CCC by the Hospftal_after ba~ic counselling before such transfer, the bed availability etc. should be coordmated with nodal officer of the CCC.

Discharge of the patient for Home quarantine If patient d?es ~ot require further treatment and fall under the category of asymptomatic/mild-moderate symptom patient where Home Quarantine is allowed, he/ she shall be discharged from the hospital after basic counselling. Send to Mortuary

During the stay at Hospital or Hospital triage, if patient feels that h~ is not being treated as per the protocol or admission is being denied or delayed without reasopable explanation, or there is any other grievance relatin~ to food, medical care, hygiene and sanitation, he can approach the hospital helpline nufllber. The hospital authorities shouJd dedicate one line manned 24 x7 by responsible persop. This number should be given at the time of admission and should be suitably displayed.

3. Treatment & Tests at the Hospital

The admitted patieqts shall be manages as per the medical protocol and COVID tests of the patient shall be shall be done as per the latest orders issued in this regard. The Patient shall be provided timely morning tea, breakfast, lunch, evening tea, dinner and fruits hvice a day. One bottle of potable water shall be provided with lunch and dinner respectively.

4. Discharge of patient aftef treatment

The admitted patient shc;lfl be discharged from the hospital as per the medical protocol after patient tested COIVD negatjve as per the latest orders issued in this regard. ~•
