In 2015, former Dalhart Mayor Gene Rahll
approached area leaders and Frank Phillips
College (FPC) with the intent to donate funds
towards a new campus for FPC in the Dallam and
Hartley County region of the Northwest Texas
Panhandle. Regional workforce needs were
analyzed to tailor course offerings to specific skills
training needs, followed by a 58,600 GSF master
plan for the campus based upon identified needs.
That plan and a successful facility maintenance
tax referendum in late 2016 would propel master
plan implementation began in early 2017 with the
design and construction of a first-phase student
services and education facility. That was followed
by a second phase Career Training Center in 2018.
This presentation explores the path from vision
through completion of the Louise & Gene Rahll
Education Center – a higher education resource
now available to the people of the Northwest
Texas Panhandle for decades to come.

DESCRIPTION
LEARNING
OBJECTIVES
1. Attendees will learn about the process undertaken by the parties involved in engaging
businesses and economic development leadership, and analyzing data to determine career
training and curriculum needs for the area.
2. Attendees will learn how the A/E/P Partner translated career training and curriculum needs
into a multi-phase priority-based master plan for a new campus.
3. Attendees will learn the unique facets of the Louise & Gene Rahll Education Center, as
tailored to the regional, pedagogical, and functional needs of the area, including class size
and instructional delivery, and partnership opportunities in programs like health sciences.
4. Attendees will learn the success of partnership between a public community college, non-
profit educational outreach entity, private donor, EDC, and A/E design firm – all working to
make this project a success.

UNDERSTANDING OUR STUDENTSWhat are the challenges and characteristics of a Dallam & Hartley County student?
Geographically isolated; even Amarillo is 90 minutes away.
Area high schools have limited range of early college HB5 programs available.
If students leave Dalhart, they often leave for good. Retention of outside recruits is difficult.
19.6% of population has a bachelor’s degree or higher; only approx. 15%
more have post-HS degree/certificate.
Regional industry and healthcare providers badly need certified graduates.
Students and families don’t want large student debt; substantial savings in two
years of college education
