PROVINCIAL COMMODITY INVESTMENT PLAN (PCIP)
I. DEVELOPMENT BACKGROUND
Zamboanga Sibugay Province belongs to the Zamboanga PeninsulaRegionIX, formerly Western Mindanao.It has two
congressional districts : comprises 16 municipalities namely Imelda, Diplahan, Buug, Malangas, Alicia, Payao, Mabuhay,
Talusan and Olutanga ( District I ) and Tungawan, R.T. Lim, Ipil, Titay, Naga, Siay, Kabasalan (District II ). The province has a
total of 389 barangays and an aggregate land area of 360,775 hectares (3,607.75 sq. km.), which is 21.16 percent of the
region’s total land area and 1.20 percent of the country’s 30 million hectares (DENR-NSCB).

The topography of the province is relatively rugged. Majority of its area are hilly lands and mountains with steep slope. Wide stretches of flatlands are located along the coastlines, valleys and low-lying areas.
The soil of Zamboanga Sibugay is largely clay. The stone content and soils in the slope area have low fertility due to leaching and low organic material content.
The province has Type III climate under the Coronas classification in which seasons are very pronounced. Relatively
dry from November to April and wet from the rest of the year. According to PAGASA, there is a projected seasonal temperature increase, seasonal rainfall change and frequency of extreme events in 2020 and 2050 under the medium - range emission scenario in Zamboanga Sibugay.
There are 13 river channels and seven (7) marine bays or fishing grounds in the province. Marine water stretchesat
about 210 kilometers of shorelines that benefits the 13 coastal municipalities with 113 coastal barangays.Sibuguey Bay is characterized by narrow strips of coastal plains that almost runs the entire length of Sibuguey River, Tantanang and Dumanguilas Bays.SibugueyRiver, the most renowned among the river channels, is tortuous with dendritic drainage pattern that encompasses the municipalities of Buug, Diplahan, Imelda, Siay and Payao and traverses the entire valley with its tributaries, such as Baking River (in Lakewood) , Dipili, River (in Bayog ), Ditay and Guinoman Rivers (in Diplahan ).
Combined forestland and timberland of the province is estimated at about 155,684.07 hectaresand the remaining
165, 090.93 hectares is categorized as alienable and disposal (A & D) land, of which a slice of 169,013 hectares as the total
agricultural land. The major crops grown are rubber, coconut, cassava, calamansi, rice, corn and banana. Rubber, one of the
province’s leading products, is sold in semi - processed form to the final processors in Manila, Malaysia, Singapore and China.
Seaweeds or “agar-agar” is vastly cultured near the coastline municipalities. The major seaweeds producing areas are Buug,
Malangas, Payao, Ipil, Alicia, Mabuhay, R.T. Lim, Tungawan and Naga.
Livestock and poultry production is the secondary source of income of farming communities in the province. It is
also one of the population’s major sources of protein food. Livestock and poultry enterprises are commonly integrated in
the farming operations as observed both in the lowland and the upland farming villages.

Based on NSO 2010 report , the province has a population of 584,685 and a density of 213 persons/sq. km. between
2000 and 2010 ; its population grew at an annual growth rate of 1.63 percent compared to other provinces and much lower
to Zamboanga City (2.96%) and a little bit lower than the regional (1.87%) and national average (1.90%). If the growth rate in
2000-2010 is maintained, the population in the province will double in 50 years.
Poverty Incidence
Despite of the government’s efforts,poverty incidence in the province still persists. Majority of the farmers, fishermen,vendors, informal settlers, and the socially disadvantaged sector, amongothers are poor who usually resides in blighted areas. Table 1 below shows the provincial poverty level.

In 2012, the per capita poverty threshold in Zamboanga Sibugay increased by 4.34 or .0434%percent - from P7, 183 in 2009 to
P8,160 in 2012. This means that the minimum income required to meet food and non-food basic needs went up faster. Given this
information, there is very minimal improvement in eradicating poverty inspite of the government’s provision of conditional cash
transfer to all poor households in order to cross the poverty line. Seen as the triggering factors for this sluggish change are the
rate of increase in the prices of food, gasoline andother commodities and string of devastating typhoons and flash floods that hit
the agricultural sector between 2009 and 2012 which damaged irrigation systems, rice crops and farms.
Development Issues and Concerns
As gleaned from the current situation, the following priority issues/problems and concerns that stifle the economic growth of the
province:
Low income ;
Low productivity inagriculture, fishery and forestry sector coupled with high production cost ;
Unemployment ;
Poor capital and limited access to fund sources to finance enterprise development /programs/projects;
Peace and order problem in some municipalities within the province
Poor / non-resilient physical and Infrastructure support to climate change (only ten (10) % concrete roads )
The fact remains that the growth in Zamboanga Sibugay’s economic performance is mainly due to the good performance
of the combined agriculture and fishery resources from which the provincial economy is highly dependent ,hence
Zamboanga Sibugay Provincial Government opts for agricultural development to address the identified issues and
problems as enumerated above towards the attainment of improved quality of life of Sibugaynons.
II. DEVELOPMENT VISION AND FRAMEWORK OF THE PROVINCE
VISION:
Driven by the fact that the province is predominantly an agri-based economy, all development efforts lead to
achieving a stable agri-fishery , resource –based economy steered by a morally, transparent leadership that dutifully fulfill his sworn mandates . It is supported by God-fearing, law-abiding,self-reliant and healthy citizenry that values peace, preserves and protects the environment.
To realize the vision, an integrative framework for development is spelled out hereunderto sustain and attain
sustainable development for the present and future generation :
Anti - corruption, transparent, accountable and participatory governance ;
Poverty alleviation and accessible employment of the poor and vulnerable ;
Rapid, inclusive and sustained economic growththrough enterprise development ;
Just and lasting peace and respect to the rule of law ;
Integrity of the environment and climate change adaptation and mitigation
Desired State of the Province’s Local Economy
Surpluses in major agricultural / high value crops and aqua-marine products.
Transformed simple rural farming into business enterprises.
Develop major industries along the areas of agriculture, fishery and forestry e.g. rubber, agar-agar farms ;
emergence of processing plants for champion products;
Creation of livelihood opportunities /employment generation and ensure safety and healthy workplaces ;
Adequate, affordable and decent housing to every household ;
Self –sufficiency in food production ;
Improvement in infrastructure / facilities support services (e.g. roads and bridges, water system, communal
irrigation system) ;
Stable peace and order condition.
III. PRIORITY COMMODITY CHAIN DEVELOPMENT:
A. Commodity Profile
RUBBER
The rubber industry in the province has been revitalized in recent years with efforts toward product quality and
productivity improvements for small rubber farmers. The Department of Trade and Industry has, in fact, been promoting
rubber production as a priority industry cluster in the province.
The raw materials,in form of cup lumps, are containedby Zamboanga Sibugay processors from the farmers or
traders.The processors in turn, process these into rubber sheets, crepe rubber, and crumb rubber.
Crumb rubber is also known in the trade market as “Technically Specified Rubber” or ´Standard Philippine Rubber
(SPR)”. Crumb rubber processing is relatively faster than other natural rubber semi-processed products. Likewise, crumb
rubber is generally more clean and uniform than sheets and crepes. Raw materials used for making crumb rubber can be
field latex or low quality lump. The steps included in crepe rubber processing are field latex and latex coagulation, milling,

drying, bale pressing, and packing. If the raw material used is limp, the step will be started by soaking and/or washing the
lump, and then followed by hammer milling, crepe formation milling, drying, and bale pressing and packing.

In 2012, Philippines had a total cup lump production of 442,998 metric tons. Zamboanga Sibugay accounted for 32%
of the country’s total cup lump production. Zamboanga Peninsula’s percentage share to country’s cup lump production in
2012 was about 43% ; and seventy-five ( 75% ) of the region’s production came from Zamboanga Sibugay.

Between 2008 -2012, volume of cup lumps production in Zamboanga Sibugay increased by 21%. The highest
increase in production volume was registered between 2010 and 2011. This may be attributed to increased frequency in
tapping due to high prices enjoyed by farmers and processors during these years and the increase in number of trees that
can be tapped. In 2012, price of rubber slightly decreased that led to the slight slump inproduction by 1%.

During the period 2010 and 2011, an additional of 2.919 million rubber trees in Zamboanga Sibugay reached its
maturity, hence tappable already. As of 2012, Zamboanga Sibugay had a total of 13.699 million tapped trees which was
higher than North Cotabato by 1% or 154,300 trees.

Based on BAS data, the average yield per tree in Zamboanga Sibugay in 2012 was about 10.32 kilograms.
Zamboanga Sibugay’s yield per tree in 2012 was higher than national and regional average. Compared to North Cotabato,
the province’s yield per tree was 17.2% lower.

Between the period 2008 and 2012, the average yield per hectare in Zamboanga Sibugay decreased by 25%. The
decrease in yields was the highest betweencalendar years 2009 to 2011. The average yield per hectare of 2,169.68 kilograms
(approximately 723 kilos dry rubber basis) is still far from the 4,500+ kilos (1500 kilos dry rubber as basis per hectare) that
can be achieved through using high yielding rubber clones. The USM1 from the University of Southern Mindanao, for
example, has a dry rubber yield of 2,498.15 kg. perhectare annually,which is 18.81% higher than that of the standard RRIM
600 clone from Malaysia.

Areas planted to rubber in Zamboanga Sibugay expanded by 62% during the five year period 2008 – 2012 with the
highest increase registered in 2011. Land area planted with rubber increased to 65,180 hectares in CY 2012 from 40,150
hectares in 2008.
Significant increases in land area planted to rubber were observed in the municipalities of Naga, Titay, RT Lim, and
Kabasalan. Of the total land area planted, about 39 % already has productive rubber trees and the remaining 61 % non-
productive. In about 3 to 4 years, seventy-five percent (75 %) of the land area will be productive which is expected to give an
additional latex production of about 73,943 metric tons. Generally, in all municipalities, the area planted to rubber has
significantly increased during the recent years. Compared with other crops, the high price of raw rubber that generated a
lucrativeincomemotivated many farmers to plant rubber.

B. Investment Plan
The usual flow of product distribution for crumb/crepe and cup lump rubbers usually starts from the farm level it passes through agents /brokers, local buyers and cooperatives/associations. Twenty percent (20 %) goes then to the local market which produces mattresses, footwears, bushing and other automotive parts. Eighty percent (80%)production volume is marketed outside of the country and usually goes to Malaysia and China.

The flow of products, (seen in Figure 2), also shows how ideal it is to directly market to tire manufacturing company that operates in our local market and one example is the Yokohama Tire Philippines (YTPI) in Clark Special Economic zone (CZEZ) Angeles, Pampanga as the primary market of the proposed enterprise. The price is competitive compared to other buyers. The continued practice of selling our product outside the country through cup lump trading pose a threat to our industry in the
future, that we might lost our contribution in terms of volume to the world rubber industry given the fact that after it goes out from our country there is no trace or identification that such product is from Philippines due to its raw product identity.
The enterprise has identified YTPI as the target market due to its huge raw material demand. Moreover, that during the
exploratory talk with PPRPC manager, YTPI signified its intention to source out a portion of its raw material requirement
from the enterprise provided it can meet the standardproduct.
C. Market Demand
World market demand for rubber is bigger than the supply. The supply is dominated by other producing countries
due to limited production in the Philippines. YTPI‘s requirement coming from Philippines is currently 18% of its total
production need which is envisioned to double by 2015 considering that ISO 2000 as quality requirements can be addressed
by local rubber processors.
I. Input Provision
There are eight (8) agri-vet suppliers that specialize the distribution of inputs required by the rubber industry.
These agri-vet suppliers generally carry inorganic inputs for the rubber industry. Three (3)of the eight (8 )suppliers are
categorized as medium scale while the rest are small scale entrepreneurs. Most of these suppliers are located in strategic
areas, namely, Municipalities of Ipil, Titay, Imelda, Kabasalan, and Buug. The CanoyAgrivet Supply, a medium scale
enterprise, has branches in various municipalities.
There are four (4) private individual nursery operators in the province while eleven (11) are operated by the rubber
cooperatives and associations. The average production capacity of nurseries ranges from 50,000-500,000 seedlings of rubber
trees. Selling price is at Php35.00-45/polybag. In terms of service or catchment areas, most of these nurseries are serving the
region and even outside the region, especially farmers in Maguindanao and Lanaodel Norte.

A critical requirement for plantation development is the availability of high quality planting material, and in
particular, the clonal budstock of new varieties including those suited to upland areas. Although Zamboanga Sibugay has
quite a number of nurseries, the main problem faced by the industry is the low quality of various planting materials.
The modern concepts of establishing a rubber plantation take into consideration the earliest possible return on
investment by using high yielding clones and adopting techniques that reduce the immaturity period of rubber. Current
investigations show that the immaturity of rubber can be reduced by following the standard nursery practices. Among such
practices are the use of appropriate soil, suitable size of polyethylene bags, and a sound fertilization during the early growth
of the seedlings – both in the ground and in polybags.
1. Rubber Cultivation and Tapping
Cultivation
Based on statistics from the Provincial Agriculturist Office, there are about 41,504 rubber farmers in the province.
Rubber growers in the province are predominantly smallholders with average farm size of three (3) hectares. Some of the big
rubber plantations are owned by processors and/or trader-exporters. Some of the processors with owned plantation (to
complement raw materials sourced from smallholders)are FJC Agro-Industries and MJ Rubberarebased in the municipality
of Naga.

Under a rubber-based farming system, the recommended girth size of 50 centimeters is generally achieved during
the 5th year, which is a year earlier than in a monocrop rubber farm. A study by Rodrigo et al. (2004) disclosed several
findings:
Apart from its overall economic benefits, agroforestry can be beneficial to the growth of rubber trees ;
Intensive intercropping of young rubber with banana may result in an increase in growth and yield of
rubber trees, and to a reduction in the length of the unproductive immature phase of rubber.Intercropping
had a positive effect on the growth of rubber throughout the six years of the study, with the result that
trees grown with intercrop were ready for tapping four months earlier than those growing on their own.
Tapping of rubber trees starts in the fifth to seventh year after planting and then continues for 25 to 30 years. After
30 years a decline in latex production makes further tapping of the trees uneconomical (also in terms of use of land). The
trees must then be removed and replaced with new seedlings. The age at which rubber trees are actually replaced vary
considerably, depending on the health of the tree, prevailing rubber prices and access to replanting funds and seedlings. In
Zamboanga Sibugay, about 40% of the trees are considered senile. Aside from lack of funds for replanting, farmers also find
labor cost for uprooting to be expensive.
Many of the rubber plantations are located in remote areas. The poor road conditions in these areas
hinderfarmers’ accessibility like marketing of products, and acquiring support and inputs.
Tapping
In smallholdings, tapping is generally done by family members and hired tappers. Large plantations work primarily with
hired labor specialized in tapping.
Recommended harvesting schedule is one day latex collection, one day off, namely S/2 d/2, or even one day collection, two
days off S/2 d/3. Some farmers practice S/2 d method, meaning latex tapping takes every day due to lack of money. Highly
intensive tapping along with a too deep cut exposing the cambium to cancerous growth are some of the wasteful practices.
When a rubber tree is first tapped, the dry rubber content (DRC) is usually very high. This yield would slowly drop until
stability is reached. The greater the density of tapping the faster is the drop in DRC. If the tapper does his job properly, the
latex yield should be quite constant in the first 5 years of tapping. After 10 years in estimate, i.e. approximately 50%, of the
productive life of the rubber tree, is lost due to harmful tapping practices. Tapping of immature trees also contributes to low
yield production. In some cases, tappers do not use appropriate rain guards or rain skirts to protect the latex while being
harvested.
Tapping is usually done in the morning. Density and consistency of latex varies according to climatic conditions and time
period (of tapping). Early morning tapping is said to result to increased productivity and harvest of premium quality latex
with substantial reduction in the percentage of field coagulum. The better yield is attributed to the higher turgor pressure
prevailing in the cooler hours of early morning. Since the latex is collected only after sunrise, there is adequate time for
dripping to stop and, therefore, the percentage of field coagulum is less. Early morning collection of latex ensured better
preservation of latex due to the congenial temperature during this time.
Low quality latex can only produce low end category of rubber blocks, i.e. SVR10. In addition, the processing of low quality
raw latex entails a much longer (double) processing time, thus longer use of machinery, and higher expenses for electricity,
water, labour and notably, environmental cost for rubber waste.
2. Processing
There are 10 rubber processing companies in the Province of ZamboangaSibugay The rubber processing industry in Sibugay
is limited to semi-processed products (cup lumps, dry rubber, crepe and crumb rubber). Most of the processing plants in
this province havea daily capacity of 10 to 20 MT. Their processing facilities are relatively modern and have higher
productivity compared to those in the other regions.

The Philippine Pioneer Rubber Corporation (PPRPC) is one of LANDBANK's first operational project under ACCESS
(Accelerating Change in the Countryside thru Equity Sharing Strategy) Program. It is owned by six (6) rubber plantation
cooperatives, Land Bank of the Philippines, and the Local Government Unit of Naga. The company provides toll processing
services at PhP 7.50/kilo. Clients consist of small rubber holders, plantation owners, and traders.
FJC Rubber Processing Plant, one of the progressive companies in Zamboanga Sibugay, is in the process of diversifying into
the production of liquid rubber. The company has already acquired the necessary equipment and is in the process of setting
up its supply chain. The production of liquid rubber entails that latex has to be in the factory within 4 hours after harvest.
Supply chain collaboration and poor accessibility from farm to the processing plant are among the critical factors. The
company requires assistance in the development of its supply chain. The company plans to provide premium price to
farmers who can deliver good quality latex.
Supply of raw rubber products sold by processors from North Cotabato and Zamboanga City are sourced from Zamboanga
Sibugay. CTK Asia Rubber Corporation, a rubber processing company located in Zamboanga City Ecozone, pays an
additional of PhP 7 to 9/kilo to cover transportation costs. The company requires suppliers to deliver the cup lumps to the
factory. All deliveries undergo strict quality inspection and enforce discounts based on quality. Company sells them directly
to South Korea which offers a better price than China. As per manager of CTK, the company is performing below capacity due
to lack of supply of good quality cup lumps and water supply problems.
3. Trading
Traders in the rubber industry often form the link between the producers, the manufacturers, the exporters and the auction
market. Small traders operate at the local level in villages or barangays. Generally, they source out the cup lumps from the
smallholder farmers. The national level or larger traders buy from other small traders or from the local processors. The larger
traders also act as brokers if they possess a brokering license. The small traders deal in field lumps while the larger or
national level traders deal with crepe and crumb rubber. There are registered traders who act as rubber exporters as well.
Processing companies also have their own agents who are paid a commission of PhP 1/kilo.
IV. Institutional Arrangements for PRDP-funding
A. Implementation and Supervision
To effectively and efficiently implement the Provincial Rural Development Program (PRDP), the Provincial
Government of ZamboangaSibugay through the Provincial Agriculture Office shall take the lead role in the
implementation, monitoring and evaluation of the specific programs/ projects/ activities identified under the
Provincial Commodity Investment Plan (PCIP)in coordination with concerned agencies. Other departments of the
provincial government and co - LGUs shall be tapped to provide support and feedback mechanism in the course of
its implementation.
B. Organization and Management
For better coordination and implementation of the PRDP-Provincial Commodity Investment Plan (PCIP) of the
Province of Zamboanga Sibugay entails the following stakeholders to undertake their respective tasks:
1. National Program Coordination Office (NPCO), headed by the Undersecretary for Operations under the Dept. of
Agriculture (DA), shall handle overall coordination and support, particularly in information and external
communications, monitoring and evaluation; and shall serve as the interim Program Support Office (PSO) for
Mindanao.
2. Regional Program Advisory Board, headed by the DA - RO IX Regional Executive Director, shall provide guidance to
the Regional Program Coordination Office (RPCO) and ensure that policy directions are carried out in project
planning and implementation. It shall review and approve for funding I-Build and I-Reap sub- projects endorsed by
RPCO and shall review, approve and endorse PRDP annual regional work and financial plan to the National Program
Coordination Office.
3. Program Support Office (PSO) shall oversee the regional cluster operations and support services, disburse funds and
prepare reports related to fund management and support the NPCO in ensuring achievement of Program
milestones.
4. Regional Program Coordination Office (RPCO), established in DA-RFU IX with guidance and support from PSO and
NPCO, is the key implementing unit of Philippine Rural Development Program (PRDP) for Mindanao and takes
charge in the mobilization of DA-related agencies. It shall review, evaluate and validate sub-project proposals
submitted by Local Government Units (LGUs) for endorsement to RPAB. RPCO shall monitor the physical and
financial progress of PRDP components following reporting arrangements prescribed in the Program Monitoring and
Evaluation System.
5. Philippine Rural Development Program Management Unit (PRDP-MU) of the Province of Zamboanga Sibugay,
created through Provincial Executive Order No.1011-14- 002, S.2014 , shall oversee the implementation of the
program in the province. It shall determine the necessary interventions to ensure timely delivery of government
commitments to the program. It shall coordinate program requirements with concerned national government
offices, LGUs and the private sector, if necessary PRDP-MU shall resolve issues and concerns relative to the
implementation of the program and shall require regular submission to appropriate authorities of accomplishment
reports by the Program Action Teams.
There shall also be organized Action Teams that shall spearhead all activities of the program components.
I-Plan Team shall lead the formulation of the Provincial Commodity Investment Plan and prepare other
related documents.
I-Build Team shall implement the PRDP infrastructure projects.
I-Reap Team shall carry out the investment plan in rural enterprises and agri- fisheries productivity.
I-Support Team shall ascertain sufficient allocation, timely disbursement and proper utilization of the local
counterpart funds for the Program. It shall also ensure that the Program components and objectives are
implemented and achieved and DRR-CCA dimensions are integrated in the PRDP plan of the province.
6. The project proponent shall be responsible for timely submission of required reports and documents pertinent to
project performance and operation status.
C. Monitoring & Evaluation
The PRDP standard monitoring and evaluation system shall be utilized by the Provincial Planning and Development
Office through the Monitoring and Evaluation Division. There shall be periodic submission of web-based monitoring reports
to concerned agencies. Results and recommendations shall be used in the improvement or modification necessary to
enhance project management.
D. Social and Environmental Safeguards (SES)
The social and environmental safeguards (SES) is one of the support activities that will be undertaken to ensure that
all sub- projects to be implemented are not only technically, economically and financially viable, but are also environmentally
and socially sound and sustainable.
The SES will operate according to the provisions of the existing Philippine Government policies, framework and
guidelines (including local policies) as well as other Donor governing policies concerning the sub-project implementation.
SES consideration will ensure that the people and the environment will not be adversely affected by any sub-projects
implementation.
Thus, all PRDP sub-projects under the I-BUILD and I-REAP components shall undergo environmental screening
conforming to the environmental guidelines. Project implementation will also determine if construction activities cause to
displace and affect persons such that appropriate resettlement, compensation and rehabilitation plans in accordance to land
acquisition, resettlement and rehabilitation framework are to be formulated for sub-project affected persons. Moreover,
affected rural communities, particularly involving the indigenous peoples and communities will be involved at the start of the
planning and design stage of sub-project in accordance with the provisions in the IP policy framework.
All necessary compliance concerning the social and environmental assessment will be adopted and will be discussed
in detail in the social and environmental section of each sub-project Feasibility Study or Business Plan.
