• Understand the basic policy and legislative guidelines pertaining to provisional certification in the State of Michigan
• Understand the requirements to earn a recommendation from the U-M School of Education for provisional certification

ABOUT PROVISIONAL CERTIFICATION for interim certificate holders in Michigan•Interim certificate expires after 5 years (in 2017 for 2012 corps).•3rd year of teaching can be done anytime within the validity of the interim certificate.•State law requires demonstration of a 3rd year of ‘successful teaching’ under the interim certificate and in the same placement.•Provisional certification is a ‘traditional’ licensure to teach. It expires after 6 years.•Renewal of the provisional certificate has additional requirements:
• 1st renewal requires 9 semester hours in planned program; expires after 3 years
• 2nd renewal requires 18 semester hours (or an approved master’s/higher degree, including the 9 semester hours completed for the first renewal); expires after 3 years

•The teaching placement does not need to be in the same school, but it must align with certification endorsement(s) listed on your interim certificate•Teaching must occur in a Michigan school

WHAT IS MEANT BY ‘A YEAR’?
A year is at least 150 teaching days. Michigan Legislation ( R 390.1103) defines a 3rd year of
successful teaching as:(a) Employment may be with 1 or more employers in a regular or substitute teaching capacity within the validity of the certificate.(b) Each period of employment shall be characterized as successful or unsuccessful by the employer.(c) A year of employment is a minimum of 150 teaching days and may be either an academic or a calendar year, but not more than 1 year of employment can be earned during a calendar year.(d) A day of employment is 1 or more of a teaching day, but not more than 1 day of employment can be earned during a calendar day.

HOW WILL THE UNIVERSITY DOCUMENT ‘SUCCESSFUL TEACHING’?Compile a portfolio of evidence via Chalk & Wire. All documentation should pertain to the 3rd year of teaching. 1. Field Instruction (3-4 visits, avg. score of 2.75)2. Individualized Development Plan (IDP)3. Evidence of Professional Development aligned with IDP (15 days over 3 years)4. Employment Verification Form – To be completed by employer as verification of
full year of teaching.5. Evidence of Successful 3rd Year of Teaching (2 parts)
1. Copy of annual year-end performance evaluation conducted by your school – Must show that you are at least minimally effective.
2. Verification of Successful Third Year of Teaching form – To be completed by the person who conducted your performance evaluation.
6. Letter of recommendation from instructional supervisor or someone familiar with your teaching (e.g. principal, official mentor teacher, MTLD, or U-M field instructor)

OTHER DOCUMENTATION
Submit to Year 3 Portfolio in Chalk & Wire:
1. Proof of First Aid & Adult/Child CPRCPR & first aid certification must be valid at the time you are recommended
for your teaching certificate. Training must be completed by an MDE approved provider.
2. Criminal Background Affidavit
3. Transcript (Professional Teaching Certificate Seekers ONLY)Those in the master’s program who have successfully completed 18
graduate credit hours including an MDE approved reading course and all other certification program requirements are eligible for a recommendation for professional certification.

WHEN IS THE YEAR 3 PORTFOLIO DUE?
DUE DATE: April 30, 2015 We understand that some documentation from your school
may not be available until after the April 30 deadline, but it is important that you submit as many documents as possible by the deadline and inform us of your progress toward submitting those that are not yet ready.

WHAT PROVISIONAL CERTIFICATE ENDORSEMENTS AM I ELIGIBLE FOR?
If you meet the requirements for provisional certification and your interim certificate is at the elementary level, the university will recommend you for all
elementary level endorsements listed on your interim certificate. secondary level, the university will recommend you for
endorsements listed on your interim certificate and for which you have completed the certification program. Additionally, the university will recommend for an endorsement in a
content area that is both listed on your interim certificate and is either:1. considered related to an area you taught while in the certification program
(e.g. English/social studies, math/integrated science)2. a content area in which you have the equivalent of an academic minor.
