Europe & USA are natural allies, with mutual trust and respect for the business process
Shared leadership in aviation with shared values in safety, quality and IPR
A worldwide market with largely common supply chain and customers
Significant : common challenges in maintaining technological aviation leadership Time and expense of developing new technologies Diminishing and more costly resources; looming shortage of engineers Increasing pressure on the need for safety, security and environmental
improvements Increasing pressure from emerging aviation nations
Failure to collaborate may jeopardize US-EU global aviation leadership!

The Foundation for Collaboration Exists
European Community - US Agreement for Scientific and Technological Cooperation (22 October 1998)
The Memorandum of Cooperation (MoC) signed by The European Commission and US FAA on civil aviation R&D – June 2010
to jointly pursue their common objective to develop and deploy greener and more efficient air transport systems
through a legally binding cooperation framework, based on commonly agreed reciprocity principles
Build on the MoC and the spirit of collaboration that has long existed between EU & US and Take full advantage of common beliefs, values and background
Develop a common long-term vision and technical standards for aviation through the adoption of the CooperatEUS concept in order to maintain our place at the forefront of global aviation by
maintaining a co-leadership in aviation technology.
Take short-term actions to ensure long-term success

Existing Collaborative Successes Cabin protection / fire safety (NASA / FAA / CAA -UK) Windshear (NASA / FAA / Airbus / DGAC) Crash modeling (NASA / FAA / JAA / DGAC)
The Europe – US Memorandum of Cooperation (MoC) Under the MoC the two parties will be able to address any R&D
issues in civil aviation through cooperative activities such as: safety, security, environment, alternative fuels ….
”We… the US and EU… must: Put aside our limited differences… we remain strong allies
across the board Focus on long-term goals, in addition to short term interests
Protect our current leadership, but challenged, in global aviation

How CooperatEUS Adds Value
Establishes a framework, database and network to facilitate and improve cooperation among voluntary stakeholder participants
Provides a platform for communications and forward-thinking through EU-US events and networking
Defines the processes governing such EU-US cooperation Identifies areas of mutual interest and ensures reciprocity Provides common R&T roadmaps for cooperation to be
introduced to European and US decision-makers Improves efficiencies and effectiveness by minimizing
redundancies and ensuring complementarity
… without interfering or overlapping with on-going activities, such as NextGen / SESAR, the first Technical Annex to MoC, promoting Interoperability between these ATM modernizations
