On behalf of the Board and Staff of PRWA, welcome to Pennsylvania Rural Water Association's 22"d Annual Conference.

We know that times are tough and budgets are tight so we appreciate that you have chosen to spend your training dollars at this conference.

Besides very good approved operator training, we have some interesting and informative manager and Board member training scheduled this year.

Also planned are lots of fun events that will allow you to relax and network with yourfellow attendees.

Jump on one of the charter buses and head to the 6th Annual Meet N' Greet at Champs on Tuesday evening, then join us Wednesday morning for our Opening Session "Let's Make a Deal" rural water style. You won't want to miss our Wednesday evening events including; our annual Exhibit Hall Extravaganza, the 11th Annual Turkey Calling Contest, the 7th Annual Texas Hold 'em Poker Tournament and the "Rural Water's Got Talent" show with DJ Brian Heaton.

For our Banquet this year we have Ventriloquist Greg Claassen returning. Many of you may remember Greg from several years ago; he will have you laughing for days afterwards.

1. Well Rehabilitation (Water) #3613 The situation is not always bleak when a well fails to produce. Instead of abandoning the well and installing a new one, “rehabilitate” the well and restore flows. Factors to consider include the ground formation that the well is drilled in, the construction of the well, and the problem that has caused the decreased flow such as plugging problems, pump performance problems, or other factors causing operational difficulties. This course will address these issues.

2. Reservoir Management (Water) Effective management of your surface water reservoir can significantly decrease your treatment and maintenance costs at the treatment plant. Routine inspections and maintenance of dams and intakes are covered in this session.

3. SBR’s for BNR (Wastewater) #1835 Most SBR’s have an inherit ability to remove nitrogen biologically. However, operators of existing SBR wastewater treatment plants must be taught how to operate their plant to maximize nitrogen removal. Intro to Cross Connection Control & Backflow Prevention (Water & Wastewater) #886 This course was designed to raise awareness on the subject of cross-connection control and backflow prevention as well as to provide a technical overview of cross-connection control. The target audience for this course is utility employees ranging from operators to administrators. The course can also be a good introduction for private contractors such as plumbers or fire suppression professionals.

7. Asset Management (Management) #3610 Asset management can be defined as “a process for maintaining a desired level of customer service at the best appropriate cost.” According to the Government Accountability Office (GAO; formerly the General Accounting Office), comprehensive asset management has the potential to help utilities better identify needs and plan for future investments.

8. SWP Issues Discussion—Marcellus Shale Drilling (SWP) Come share your successes and frustrations with protection of your surface and/or ground water sources. Marcellus Shale Drilling is one of the hot source water protection topics, so come hear experts discuss the basics of Marcellus drilling and the risks to water supplies.

9. Underground Technology (Water) The course will cover the basic principles of Horizontal Directional Drilling. Specific topics will include: proper design and layout, drill rig sizes, recycling systems, methods of piloting, types of cutting heads and reamers, reviewing geotechnical information, pull back forces and the various material suitable for HDD. Pros and Cons of various trenchless methods will be presented. Additionally, it will provide general information on the use of PVC plastic pipe material in potable water main installations. Installation methods will focus primarily on the trenchless variety (horizontal directional drilling, slip lining, and pipebursting).

10. Radio Frequency Meter Reading Tech. (Water) The course will review the various types of RF meter reading technology (i.e. walkby, driveby, & fixed network) and describe their differences and the features & benefits of each type of system.

11. Records and Report Writing (Water & Wastewater) #390 The importance and need for good records and reports. Learn key methods of evaluating records and organizing and writing reports.

Any time there is an opportunity to free up operator time and improve the overall operational process it should be taken. Grinder pumps allow wastewater systems to close the lid on pump stations and wet well maintenance costs and problems. The grinders help eliminate pump jamming and blockages caused by clothing, rags, plastic, pantyhose, small rocks, and trash.

13. Geyser Pump Applications (Water & Wastewater) Geyser airlift pumps provide an energy efficient pumping method for water/wastewater operations. The importance of the clarifier has been underestimated for a long period. Proper Return Activated Sludge (RAS) is one of the most important factors to make the WWTP work well.

15. Clandestine Lab Awareness, Methamphetamine & Others (Water & Wastewater) Clandestine labs can pose a risk to both drinking water sources and wastewater systems. The illegal labs are often short-term and utilize a large variety of chemicals to produce the illegal drugs. The chemicals often dumped into wastewater system or into the environment (source water protection issue) The most common type of clandestine lab is methamphetamine (meth).

16. How to Convey your Concerns to your Board Effectively (Water & Wastewater) Ever been frustrated by a Board that doesn’t understand the day to day and long-term operational needs of your system? Worked hours on a proposal to have it voted down in a few minutes? Learn how to effectively convey your system needs without getting caught up in the politics.

17. Financial Planning / Retirement (Management) This course is designed to provide general information on planning in the financial, retirement, college and estate planning areas. The course will stress the importance of comprehensive financial planning to meet one’s individuals goals.

18. Exploring Your Insurance Needs (Management) Provide an overview of the Basic and Specialized Insurance Coverages available to protect your organization.

SWP & Ground Source Heat Pump Wells (SWP) This course will explain how ungrouted geothermal heat pump system boreholes pose a potential contamination threat to groundwater produced by public water supply wells. Animated diagrams and real-world job-site examples will be used to demonstrate proper grouting of both closed-loop and open loop geothermal heat pump systems. A case study of the implementation and operation of a drilling ordinance for geothermal heat pump system boreholes and wells will be presented.

Green Rebates and Incentives (Green) This course will review the current “green” incentive programs available to a water/wastewater utility Power companies often offer rebates and energy efficiency incentives to businesses, such as water and wastewater utilities under various governmental and non-governmental programs. These incentive programs often include technical assistance programs to help the water/wastewater utility take advantage of these incentives.

21. Hydrants (Water) #1807 Hydrants play a vital role in communities by providing fire fighting protection. Water systems also use hydrants to flush water lines and check water pressure. The water system is usually responsible for servicing and repairing hydrants. Therefore, it is essential to educate water company employees on proper operation, maintenance and repairs of hydrants, which is the main focus of this course. In addition, the course will cover flow testing, flushing a distribution system and hydrant security.

22. Understanding Filtration (Water) This course will provide an overview of the basic types of water filtration, an explanation of each type of filter system, proper operation and maintenance, and identifying the correct filter for each application.

23 a-c. Basics of Activated Sludge / Nitrification (Wastewater) #3675 Students MUST take Parts 1, 2, & 3 - This course will provide/review the basic concepts and skills encountered in activated sludge processes. The course will also review different types of activated sludge processes and the operational strategies that allow optimum efficiency of each process. Additionally this course will provide a basic overview of the processes involved in nitrification and de-nitrification during the wastewater treatment process. This course comes at a time when NPDES permits are starting to incorporate limits for nitrates.

24. Lab Overview (Wastewater) #2577 Chapter 252 Laboratory Accreditation Regulations have set very specific laboratory regulations in place. This class will address what to expect during a laboratory on-site inspection, basic “good laboratory practices” and specific requirements of Chapter 252 such as equipment and recordkeeping.

25. Common-Sense Practices of a Well Run Water & WW System (Water & Wastewater) This program looks at common misunderstood key elements to achieve a well run operation. Many operators have the attitude that it can’t happen to me. This course is a general overview of the safety issues operators should be aware of.

Utility Governance Steering For Success (Management) Governing or managing a public utility system, regardless if it is an authority, a municipal system or privately owned takes hard work, dedication and education. Understanding regulations, compliance issues and financial ability are the cornerstones of a viable business.

29. Methods for Safeguarding Drinking Water Source Areas (SWP) Source Water Protection is a voluntary/regulatory initiative of the EPA and PA DEP for community drinking water systems. Water systems are encouraged to implement source water protection strategies as part of a multiple barrier approach to water system operations. This course covers the regulatory background, identification of major potential sources of contamination (PSOCs), associated health risks and implementation strategies for managing risks.

Renewable Energy Applications in Water and Wastewater (Green) When water fails to circulate it often develops harmful algae in freshwater, bacteria and chlorine by-products in potable water, and fails to promote effective treatment in wastewater. In the past, circulation technology required large investments of grid-powered electricity. Today, solar power efficiently circulates water reducing electric bills for municipalities and businesses. New solar panels are highly efficient and utilize indirect light as well as direct light, making them in the northern climates.

31. Micro Hydro Technology (Green) Course reviews the use of in-line hydrokinetic energy recovery systems in water and wastewater systems.

32. Storage Tanks - Pros/Cons (Water) There are multiple types of potable water tanks in use today for the storage of our drinking water. They all serve the same purpose but, there are marked differences in how each kind and type of tank is designed, erected/constructed, used and ultimately maintained. This presentation will discuss best practice principles and guidelines for the selection criteria with regards to tank performance and cost efficiency in potable water storage applications. Each tank’s construction process and standard operational and maintenance procedures will be covered in detail. We will discuss life cycle analysis methods and tools used to determine total cost of ownership, which include capitol costs for the tank, construction/erection of the tank and operation and maintenance of the tank. The presentation is given in an objective manner and encourages attendees to gain as much education as possible before specifying tanks for any project.

33. Control Valves (Water) New regulations focused on distribution have made it important for system operators to know and understand the components of that system. Proper sizing, operations and maintenance of the valves, along with regular monitoring are essential to the quality of the water systems deliver to their customers. Valves are the security of the system. Proper sizing, placement and exercising of all the system valves must be a system priority.

34a-b. Electrical Troubleshooting & Maintenance - (Water & Wastewater) #2572 Students MUST take Parts 1 & 2 to get Contact Hours. The complexities of a water or wastewater plant can be overwhelming when things go wrong. This course will review techniques to identify electrical problems in the plant.

35. PA WARN / NIMS Intro (Water & Wastewater) PaWARN is a statewide Water/Wastewater Agency Response Network (WARN) of “utilities helping utilities” to prepare for the next natural or human-caused emergency. The National Incident Management System (NIMS) provides a systematic, proactive approach to guide departments and agencies at all levels of government, nongovernmental organizations, and the private sector to work seamlessly to prevent, protect against, respond to, recover from, and mitigate the effects of incidents, regardless of cause, size, location, or complexity, in order to reduce the loss of life and property and harm to the environment.

36. Basic Construction Inspection Techniques (Water & Wastewater) This course will provide an overview of basic construction inspection techniques and principles. Additionally, students will learn about the long term financial and structural importance of effective utility inspection.

37. Funding for Water and Wastewater Systems (Management) Water and wastewater systems need additional funding for construction, maintenance, and operation. Income from customers is often not enough to effectively operate a system. This course educates system managers about funding sources from USDA-RUS and PennVest.

38. Persuasive Communication Skills (Management) The increase in new regulations and system expenses makes communicating with DEP and system’s political representatives key to a system’s success. This workshop is designed to help increase the skills of board members, managers and operators learn how to effectively convey their concerns and get the support for their system and community from the powers in charge.

Today, water loss is estimated at 10-20% in distribution systems throughout the U.S., water and wastewater utilities account for 30-40% of the electricity used by mid-sized cities and 10-20% of current energy consumption can be reduced by energy conservation and operational changes. This course will provide innovative solutions to reduce emissions, lessen waste, decrease water use, lower energy use, lower operational costs and reduce budgetary pressure all while upgrading capital assets. We’ll explain the “why” and “how” and demystify the funding sources of energy performance contracting.
