    POWER SWING BLOCKING (PSB OR OOS) FEATURE:

    Settings of Power Swing Blocking (OOS):

    EOOS = Y

    OOSB1 = N

    OOSB2 = Y

    OOSB3 = Y

    OOSB4 = Y

    OSBD = 1.50

    EOOST = N

    OSTD = 1.00

    X1T5 = 42.00

    X1B5 = -38.00

    R1R5 = 23.00

    R1L5 = -16.00

    X1T6 = 63.00

    X1B6 = -58.00

    R1R6 = 35.00

    R1L6 = -58.00

    50ABC = 0.20

    UBD = 0.50

    OUT7 = OSB

    For simulating OOS condition in SEL 321, following conditions should be fulfilled

    i) Breaker should be close condition (3 pole open condition should not be there),

    ii) Loss of potential condition should not be there, iii) Fault current selected should be greater than the 50ABC setting adopted in

    the OOS settings,

    iv) Impedance loci chosen for the simulation should lie in between the zone 5 & 6 or OOS zone more than the OSBD time chosen in the relay.

    OOS

    Step 1 Click OMICRON Test Universe

    1.51 Icon in desktop OMICRON start page window opens.

  • Page 3 of 166

    Step 2 Click Distance in OMICRON start page.

    OMICRON Distance {Test View: Distance1 window opens.

    Step 3 OMICRON Distance window select Parameters > Test Object

    Parameters For Protection Device menu window opens.

  • Page 4 of 166

    Step 4 In Parameters For Protection Device menu window enter the parameters in Device Settings, System Settings.

    This will configure the settings

    essential for testing.

    Procedure For Creating MHO Characteristics Zones:

    Step 5 In Parameters For Protection Device > Zone Setting menu

    Click New button New Zone will be added

    Click Edit button Characteristic Editor window opens.

  • Page 7 of 166

    In Characteristic Editor > Predefined Shapes menu click Circle button

    It will add mho characteristics

    Enter impedance reach value, offset

    and line angle values in the Element list window then press OK button

    The same procedure can be

    followed for including any

    number of Mho characteristics

    for testing.

    Procedure For Creating Power swing Characteristics:

    Step 6 In Parameters For Protection Device > Zone Setting menu

    Click New button New Zone will be added

    Click Edit button Characteristic Editor window opens.

    In Characteristic Editor > Predefined Shapes menu click rectangular button

    It will add quadrilateral

    characteristics

    Enter impedance reach value, offset

    and line angle values in the Element list window then press OK button

    The same procedure can be

    followed for including any

    number of Mho characteristics

    for testing.

    In element list 1:

    i) Choose Line cartesian ii) Enter R=0; X=-38; Angle =0

    This will create the Power swing

    blocking inner zone. For creating

    PSB outer zone the same

    procedure with following setting

    Element 1

    R=0; X=-58; Angle=0

    Element 2

    R=35; X=0; Angle=85

    Element 3

    R=0; X=63; Angle=0

    Element 4

    R=-58; X=0; Angle=85

    In element list 2:

    i) Choose Line cartesian ii) Enter R=28; X=0; Angle =85

    In element list 3:

    i) Choose Line cartesian ii) Enter R=0; X=42; Angle =0

    In element list 4:

    i) Choose Line cartesian ii) Enter R=-35; X=0;

    Angle=85

    Enter the test point in between

    Zone 5 & 6 of PSB and the fault

    time should be more than the

    OSBD time delay, which is set

    in the SEL 321 PSB settings.

    This will ensure the PSB

    operation.

    Step 16 In OMICRON Distance {Test View: Distance1 window Settings menu enter the parameters for testing.

    Maximum fault duration in

    Setting should be greater than OSBD delay. And fault current

    selected should be greater than

    the 50ABC pickup level.
