Self-Certification and Registration
What are the requirements?
• Annual self-certification for USTs containing motor fuel
• Report changes within 30 days
• Change of ownership/operator
• Tank operational status
• Change in substance stored
• The addition of/change in type of: internal/external corrosion protection, spill and overfill prevention equipment, and release detection methods or equipment
How can I use STEERS for Self-Certification?
• To renew only (not yet for initial self-certification at a facility)
• No changes to the owner/operator since the previous self-certification
• Notice of Construction Form 00495
• Get help to set up your STEERS account with RG-531a: https://www.tceq.texas.gov/assets/public/comm_exec/pubs/ rg/rg-531a.pdf
Self-Certification Renewal via STEERS
Two options for renewing via STEERS: 1) Create an account in STEERS at https://www3.tceq.texas.gov/steers/
OR
2) Add PST to your existing STEERS account
THEN, submit proof of financial assurance on paper
Allow up to 5 days for processing before using STEERS to self-certify
Why Use STEERS?
• Immediate results – get your delivery certificate the same day you renew
• Avoid filling out and submitting pages of paperwork
• Complete self-certification for multiple facilities in less time

• Registration/self-certification forms submitted in the past 60 months

• By January 1, 2021, perform 30-day walkthrough inspections for release detection equipment:
– Check for alarms
– Test alarms, if possible to make sure they will sound
– Review records
• Release detection tests
• Inventory control
What are the requirements?
• By January 1, 2021, perform annual walkthrough inspections of handheld release detection equipment
– Check for operability
– Examples: tank gauge sticks, groundwater bailers
What are the requirements?
• By January 1, 2021, annually test release detection equipment for proper operation
– Tested for proper operation
– Keep records for 5 years
– Examples: ATG/controllers, alarms, battery backup, ALLD, probes/sensors, vacuum pumps/pressure gauges, etc.

• Automatic tank gauging (ATG) & inventory control – One passing ATG test at least every 30 days
– Inventory control with reconciliation
– For used oil tanks and emergency generator tanks, ATG may be used without inventory control
• Statistical inventory reconciliation (SIR) & inventory control – Results from SIR vendor no more than 15 calendar
days following the last day of the 30-day period

– Date of suspected release
– Date the owner/operator became aware of the suspected release
– Results of investigation steps taken
– Date and results of system tightness test (required within 30 days of the suspected release)

• Submit Release Determination Report within 45 days

What are the requirements?
• Designate and train A/B and C operators for each facility
• List of approved A/B operator training courses: https://www.tceq.texas.gov/remediation/pst_rp /ust_training
• Training certificate expires after 3 years
• Must take an Operator Training course that has been approved by the agency after April 1, 2018
• Certified Class A and Class B operators should have been re-trained by January 1, 2020

during hours of operation • If fuel is dispensed when operator is not present

Stage I vapor recovery . These requi rements inc lude testing Stage I equipment annually.
As of Oct . 3 1, 201 4 , owners and operators of gasoline dispens ing facilit ies must com ply with state regu lations for t heir St age I vapor
recovery system . Depending on their month ly t l1roug hput and locat ion, facilit ies are subject to St age I record-keeping, test ing, and
inspection requ irements. For a com plet e list of requirements fo r all affected count ies, read the Stage I ru les in 30 TAC Chapter 115,

What is Stage I vapor recovery?
Stage I vapor recovery is a cont rol strategy to ca pture gasoline vapors that are released when gasoline is delivered to a storage tank . The
vapors are ret urn ed to the tank t ru ck as t he storage tank is being fi l led wit h fuel, rather than released t o the am bient air.
Is my facility subject to Stage I vapor recovery rules?
Applica bility of t he St age I vapor recovery rules is determined by t he county in which the gasoline dispensing faci lity is located and the
ga llons of gasoline that are dispensed f rom the facilit y in a month (month ly t hroughput ).

If your faci lity is located in an affected county and dispenses g rea ter than t he month ly t hroughput listed for t hat county, your facility is
subject to the Stage I rules . If your fa ci li ty is located in an affected county and dispenses less than the month ly th roughput listed for
t hat cou nty, your facility is exempt from the requ irements of t he Stage I ru le wit h a few exceptions. Mon th ly t hroughput exempt ions
