Revision of pension in accordance with Budget proposals 2019

Government has decided to revise the pension of all public officers, who have retired on or before

01.01.2017, based on the salary entitled as at 01.01.2017 mentioned in schedule II of Public

Administration Circular No. 03/2016 dated 25.02.2016.

02. This revision should be implemented from 01.07.2019.

03. The schedule containing the posts, which should be used for the revision of pension,

conversion tables in relation to the schedules of each post and the schedule of posts to be

prepared for three armed forces are attached herewith as Annex 01,02 and 03 respectively.

03.1 Schedule of posts

Salary code and the reference to conversion tables applied in relation to the posts in public

service for the revision of pension are given in the schedule.

03.2 Conversion tables

The salary conversion tables which should be made applicable for the revision as at 01.01.2017

by way of applying salary conversion tables indicated in Public Administration Circular No.

16/2015 dated 25.06.2015 are attached herewith.

04. Conversion Methodology

04.1 The posts held at the time of retirement and the salary code which was used as the base

for the calculation of pension should be identified from the schedule of posts and accordingly the

conversion table relevant to the posts should be selected. (Action should be taken as per Section

08 of this circular regarding the posts which are not mentioned in the schedule.)

04.2 The corresponding salary step indicated in the conversion table should be confirmed

based on the salary step, which was used as the base for calculation of pension.

04.3 The pension should be calculated in accordance with the percentage, which is due for the

period of service of the retired officer as per pension circular No. 03/2016 dated 27.04.2016

based on the aforesaid salary step.

Example:

I. For the purpose of revising the pension of motor vehicle drivers of category II “a” of

Combined Drivers’ Service, who have retired on the salary step Rs.57,120/- of salary

scale T-2-1 of Public Administration circular No. 2/97 (III) effective from 01.01.1997

or on the salary step Rs.72,120/- of salary scale TA-2-1 of Public Administration

circular No. 15/2003 effective from 01.01.2004 or on the salary step Rs.111,120/- of

salary scale TB-2-1 of Public Administration circular No. 09/2004 effective from

01.12.2004 or on the salary step Rs.14,420/- of salary scale PL-3-2006 of Public

Administration circular No. 06/2006 effective from 01.01.2006 or on the salary step

Rs.14,930/- of salary scale PL-3-2006 A of Public Administration circular No.

06/2006 (IV) effective from 24.08.2007, the salary step of Rs.21,314/- of the salary

scale PL-3-2016 indicated in table PR-1-75A of Annex 02 - “a” should be made

applicable. Accordingly the pension should be calculated based on the percentage

which is due to the service period depending on the aforesaid salary step.

II. For the purpose of revising the pension of the officers in Grade I of Public

Management Assistants’ Service, who have retired on the salary step Rs.106,500/- of

salary scale TA-3-6-1 of Public Administration circular No. 15/2003 effective from

01.01.2004 or on the salary step Rs.149,580/- of salary scale TB-3-6-1 of Public

Administration circular No. 09/2004 effective from 01.12.2004 or on the salary step

Rs.19,090/- of salary scale MN-2-2006 of Public Administration circular No. 06/2006

effective from 01.01.2006 or on the salary step Rs.20,350/- of salary scale MN-2-

2006A of Public Administration circular No. 06/2006 (IV) effective from 24.08.2007

effective from 24.08.2007, the salary step of Rs.29,030/- of the salary scale MN-2-

2016 indicated in table PR-1-117A of Annex 02 – “a” should be made applicable.

Accordingly, the pension should be calculated based on the percentage which is due

to the service period depending on the aforesaid salary step.

III. For the purpose of revising the pension of the officers in Grade I Class II of Sri Lanka

Administrative Service, who have retired on the salary step Rs.166,140/- of salary

scale T-6-1 of Public Administration circular No. 2/97 (III) effective from 01.01.1997

or on the salary step Rs.182,940/- of salary scale TA-6-1 of Public Administration

circular No. 15/2003 effective from 01.01.2004 or on the salary step Rs.256,200/- of

salary scale TB-6-1 of Public Administration circular No. 09/2004 effective from

01.12.2004 or on the salary step Rs.34,125/- of salary scale SL-1-2006 of Public

Administration circular No. 06/2006 effective from 01.01.2006, the salary step of

Rs.48,773/- of the salary scale SL-1-2016 indicated in table PR 1-18A of Annex 02 –

“a” should be made applicable. Accordingly the pension should be calculated based

on the percentage which is due to the service period depending on the aforesaid salary

step.

04.4 In order to obtain the salary which should be made applicable for the revision of pension

of an officer, who was receiving a salary beyond the salary steps mentioned in the conversion

tables in Annex 02, the corresponding salary step should be made adding the incremental value

which is at the end of the last salary step included in the conversion table.

Examples:

I. The salary step which should be made applicable for the revision of pension of an

officer retired on the annual salary of Rs.64,800/- in Class III of Office Employees’

Service on 01.06.2003 should be Rs.21,038/- (adding five salary increments –

conversion table PR1 – 73A.

II. The salary step which should be made applicable for the revision of pension of an

officer retired on the annual salary of Rs.136,020/- of Grade I of Public Management

Assistants’ Service on 01.06.2004 should be Rs.34,502/- (adding three salary

increments – conversion table PR1 – 117A.

III. The salary step which should be made applicable for the revision of pension of an

officer retired on the annual salary of Rs.407,220/- of Grade I of Sri Lanka

Administrative Service on 01.06.2005 should be Rs.69,001/- (adding one salary

increment – conversion table PR 1 – 17A.

04.5 For the purpose of preparing the pension of an officer retired during the period from

01.01.2016 up to 01.01.2017, the salary which is due as at 01.01.2017 and corresponding to the

salary received as at 01.01.2016 of Public Administration Circular No. 03/2016, which is

applicable to the date of retirement.

05. Allowance granted along with the pension

05.1 Since the allowance of Rs.3,500/- paid monthly as per Public Administration Circular

No. 05/2015 dated 11.02.2015 will not be paid further since it is included in the new salary

structure.

05.2 In terms of the Public Administration Circular No. 03/2016 dated 25.06.2016, the

monthly cost of living allowance, which is entitled to all pensioners receiving their pension based

on the aforesaid circular should be Rs.3525/-.

06. Calculation of the deducted and undeducted salary

When this revision of pension is made, the amount recovered monthly for the gratuity obtained

by retired officers should not be changed and the same amount should be deducted from the

revised pension. The amount to be deducted from the revised salary as a percentage should not be

calculated.

07. The revision of this pension should be made in accordance with the pension file

maintained at the Divisional Secretariat in the name of each pensioner. In case of the information

which are misplaced or the files of which information are not available, action should be taken to

prepare a temporary file depending on the information called from the retired officer and to

submit the file for the approval of the department of Pension.

08. Posts which are not included in the schedule of posts

The salary which should be applicable for the revision of pension of the retired officers, who

served in the posts not included in the schedule of posts, should be obtained from the Secretary of

the Ministry/ Provincial Chief Secretary/ Head of the Department under whom the retired officer

served for the last time. Secretary of the Ministry/ Provincial Chief Secretary/ Head of the

Department should refer the particulars of correct pension along with the reference number and

the date of the letter by which the approval has been granted by National Salaries and Cadre

Commission/ Director General of Establishments, to the authority for revision of pension. The

salary scales/ steps recommended by the National Salaries and Cadre Commission for certain

services/ posts after the issuance of Public Administration Circular No. 16/2015 dated 25.06.2015

have been included in schedule I and II hereby and the Secretary of the relevant Ministry/

Provincial Chief Secretary/ Head of the Department should communicate with the National

Salaries and Cadre Commission in case of any matter which needs clarification or the salary to be

applied further to a certain post.

09. Payments in excess

The retired officer is bound to return any amount paid to him in excess to the due amount due to

misinterpretation of the instructions of this circular, an error of a document or calculation or any

other error.

10. Clarifications and additional instructions

In case where a certain public institutions seek clarifications and further instructions regarding the

provisions of this circular or where a salary other than the salary indicated in Annex 01 of this

circular has been paid to a certain officer/ post, such requests or matters should compulsorily be

referred to the Secretary of the National salaries and Cadre Commission, Bandaranayaka

Memorial International Conference Hall, Bauddaloka Mawatha, Colombo 07, before the revision

of pension.

11. This circular is issued with the concurrence of the National Salaries and Cadre

Commission and the General Treasury.
