I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING

A. Project Status

1. The Lao People’s Democratic Republic (Lao PDR) continues to show strong commitment and leadership to strengthen the management of environment and natural resources in a sustainable manner and to move the country toward green growth. The World Bank supports this important agenda through the Second Lao Environment and Social Project (LENS2) implemented by the Environment Protection Fund (EPF). The LENS2 portfolio consists of 38 subprojects under 3 components: (a) institution development and capacity building (23 subprojects), (b) management of wildlife and protected areas (14 subprojects), and (c) project administration and EPF capacity building. LENS2 was declared effective on July 4, 2014, and Additional Financing was effective on October 1, 2015. Total disbursement of all external financing sources is 29 percent as of the end of December 2017. The portfolio is implemented by several ministries: the Ministry of Agriculture and Forestry (MAF), the Ministry of Natural Resources and the Environment (MONRE), the Ministry of Education and Sport (MES), the Ministry of Finance (MOF), the Ministry of Planning and Investment (MPI), the Ministry of Public Security (MPS) and the Prime Minister’s Office (PMO). The Environment Protection Fund (EPF), supervised by a Board of Directors (BOD) chaired by MONRE Minister, is responsible for day-to-day project management and administration and channels funding to eligible subprojects via Subproject Delivery Agencies (SDAs).

2. Below are highlights of some project results reported by December 2017:a) Component 1: Institutional Development and Capacity Building

i. Functional capacity of the EPF and 34 SDAs increased an average of 8.1 percent (exceeding the intermediate target for 2017), as measured via a score card approach combined with self-assessment.

ii. 1,315 staff members of public and partner institutions have completed basic adaptive training, of which 404 are women,– exceeding the intermediate target.

iii. The Lao Wildlife Enforcement Network (Lao-WEN) is operational. Lao-WEN is a coordination platform for wildlife law enforcement agencies (Customs, Army, Environmental Police, Police, Department of Forestry Inspection (DOFI), and the Office of the Public Prosecutor). Five international illegal trade information reports were submitted to international law enforcement (INTERPOL, TRAFFIC, ASEAN-WEN or CITES) in October 2017; exceeding the intermediate target. Five other international illegal trade information reports (3 from LCD and 2 from DCNEC) have been submitted to international law enforcement agencies.

iv. The enforcement of wildlife laws at the provincial and district levels is also strengthening: 17 Provincial Wildlife Enforcement Networks (P-WEN) have been established, several joint patrols have been conducted in sensitive border areas, and 11 domestic wildlife trafficking and two international wildlife trafficking cases have been detected and recorded in the Information Management System by MAF/DOFI in October 2017.

b) Component 2: Management of Wildlife and Protected Areasi. Protected area management effectiveness baseline was assessed using the METT tool in the 11 protected

areas, covering 1,297,000 hectares.ii. 242,000 hectares in protected areas (approximately 19 percent of total protected land area supported by

LENS2) now include enhanced biodiversity management via periodic mobile patrols and monitoring selected mammal populations and threats.

c) Component 3: Administration and EPF capacity building

Page 6: Public Disclosure Authorized - World Bankdocuments.worldbank.org/curated/en/... · IDA-53830 02-Apr-2014 14-May-2014 04-Jul-2014 30-Jun-2021 12.50 4.30 7.24 ... and Nakai-Nam Theun

The World BankSecond Lao Environment & Social Project (former Protected Area and Wildlife Project) (P128393)

i. The portfolio of LENS2 subprojects is close to being fully developed and the LENS2 budget is almost entirely allocated. Not counting the EPF subproject for capacity building and overall project administration (US$5.4 million), 34 subprojects are under implementation, and two subprojects are being appraised. Some subprojects are being revised to accommodate that ministerial reorganizations within MAF and MONRE that were completed in late 2017, and some subprojects are being revised to absorb additional funds within the LENS2 subproject portfolio.

ii. The EPF’s basic capacity for administering the project and the LENS2 portfolio of 37 subprojects is seen to improve: the EPF Decree is revised as No.94/PM dated 9 March 2017 and is in effect, staffing is now adequate for all functions, and the two subprojects with the highest risk ratings (Nam Et-Phou Louey NPA and Nakai-Nam Theun NPA subprojects) have made significant progress recently with the support of the EPF team.

iii. EPF is harmonizing its operations (as part of the “One EPF” agenda) which is being implemented through various channels. The EPF Annual Report, draft Vision, Strategy and Business Plan, HR policy and implementation manual and fundraising and communications strategy all present a holistic approach.

B. Rationale for Restructuring

3. The Bank conducted a Mid-term Review (MTR) between March 20 and April 7, 2017 and concluded that project implementation is on track toward achieving the project development objective (PDO), and this was later confirmed by the November 2017 implementation support mission. As the GoL embraces green growth and improvement of natural resource governance as national development objectives, the LENS2 portfolio has become highly relevant, with EPF being increasingly seen as a useful mechanism to achieving these objectives. The MTR report highlighted that the portfolio has recently evolved to reflect the GoL’s green growth aims related to environmental planning and management as well as policy and institutional development, all of which are in line with the on-going Bank-financed Lao PDR Green Resilient Growth Development Policy Financing series.

4. The MTR also noted several key challenges in project implementation, namely: (a) a substantial portfolio of subprojects for protected areas management are experiencing difficulties in moving into full implementation stage (Portfolio of 9 subprojects totaling US$ 9.95 million); (b) the lack of consistent indicators for capturing outcomes from subprojects that focus on environmental and natural resource planning and pollution reduction impacted directly on the measurement of project progress toward PDO and indirectly on the LENS2 overall rating; (c) the lack of capacity in reporting on specific indicators constrains the effective implementation of project M&E framework, and (d) internal government restructuring, completed in late 2017, has affected a specific set of SDAs in MAF and MONRE and some respective new mandates are pending clarification. The MTR mission recommended the following changes:

a) The MTR mission considered a potential change in PDO to reflect the evolution of the GoL’s emphasis on green growth and natural resources governance. It has since been determined that the PDO/GEO as currently phrased remains relevant and achievable while contributing to the green growth agenda of the GoL;

b) Rebalancing the LENS2 Component 1 and Component 2 budgets and re-allocating the small unspent balance of the project preparation advance to the LENS2 Component 3.2 (EPF capacity and administration);

c) The restructuring of the LENS2 results framework to improve the measurement of progress toward the PDO.

5. The Task Team has been making concerted efforts with the GoL to address these challenges. For example, project management has improved on many levels, including data collection and aggregation, as well as providing technical support to the provinces and districts. The EPF team has undertaken intensive work to develop an action plan for the implementation of MTR conclusions and work with the Task Team to restructure the LENS2 results framework. These concerted efforts should generate progress on project management, in particular M&E system functionality and reporting quality.

C. Relevance of the Project Development Objective

6. The PDO/GEO was revised during the 2015 restructuring and remains relevant and achievable within the Laos context and current LENS2 subproject portfolio.

Page 7: Public Disclosure Authorized - World Bankdocuments.worldbank.org/curated/en/... · IDA-53830 02-Apr-2014 14-May-2014 04-Jul-2014 30-Jun-2021 12.50 4.30 7.24 ... and Nakai-Nam Theun

The World BankSecond Lao Environment & Social Project (former Protected Area and Wildlife Project) (P128393)

7. The PDO/GEO statement is therefore unchanged: “To help strengthen selected environmental protection management systems, specifically for protected areas conservation, enforcement of wildlife laws, and environmental assessment management”. The term “system” refers to a set of interacting or interdependent elements (such as human, technical, information, institutional, and financial) that together form a logical and unified whole, assembled to achieve a purpose. That purpose is to protect environment by helping strengthen (a) the protected area conservation system that refers to all elements related to Protected Areas management and biodiversity conservation, including social sustainability and participatory aspects, (b) the wildlife law enforcement system that encompasses all elements related to international and domestic wildlife and natural resources trafficking combating and poaching as well as biodiversity protection, (c) the environment management system that concerns diverse elements related to environmental planning, including development planning, environmental impact monitoring including social impact monitoring, and pollution monitoring and management. Cutting across all of these dimensions of environmental protection management systems are (a) human and institutional capacity at all levels (national, provincial and district) to implement projects, programs, plans, policies and laws, and (b) the financing capacity of the EPF as sustainable and cost-effective environmental financing vehicle in Lao PDR. These three elements together contribute to foster environmental, social, and economic sustainability within the GoL’s current development priorities as part of promoting inclusive green growth. Thus, the current PDO phrasing encompasses all dimensions of the LENS2 portfolio including activities, results and outcomes as well as green growth.

8. To assist in understanding the contribution of the LENS2 to the environmental priorities of Lao PDR, including green growth, a “theory of change” for LENS2 has been developed to show how the current PDO, current activities, and revised indicators interact. This is summarized below:

Theory of Change for LENS2

PDO/GEO: To help strengthen selected environmental protection management systems, specifically for protected areas conservation, enforcement of wildlife laws and environmental assessment management

II. DESCRIPTION OF PROPOSED CHANGES

9. The World Bank received a restructuring request dated November 24, 2017 from the Ministry of Finance (MOF) on November 28, 2017, and a clarifying e-mail on December 22, 2017, that included specific adjustments to the operation, as follows:

a) Reallocation of funds across LENS2 components: As the client has allocated more than originally anticipated to implement Component 2 and less than originally anticipated to implement Component 1, the restructuring request includes a slight re-allocation of funds between the two.

b) Re-allocation of Project Preparation Advance (PPA) proceeds (Disbursement Categories 2 and 3) to the LENS2 implementation budget (Disbursement Category 1): The PPA proceeds have not been entirely used. The restructuring request will re-allocate the combined total unspent balance of 482,858 XDR (approximatively US$ 685,658 in December 2017) from disbursement categories 2 and 3 (IDA H9150 and IDA 56200) to disbursement category 1.

c) Revision of results indicators: The revision agreed will (a) improve reporting of the project’s achievements, (b) introduce relevant new indicators, (c) adjust target values for selected existing indicators, and (iv) clarify indicator definitions and operational relevance.

d) Raise the disbursement ceiling: Raising the disbursement ceiling from US$1.5 million to US$3 million will better support expenditure speed and timeliness among the many subprojects being implemented in 8 provinces and the central level.

e) Cancel part of one subproject: One activity (re-delineation of forest boundaries and concessions, US$ 719,313) funded by one subproject that is implemented by DFRM [Moved in late 2017 from Ministry of Natural Resources and Environment (MONRE) to the Ministry of Agriculture and Forestry (MAF)] was requested by EPF to be cancelled and the proceeds re-allocated to other subprojects. The cancellation will not result in re-allocation of proceeds across LENS2 components or disbursement categories and could potentially reduce the social and environmental risk profile of LENS2.

A. Revision of Results Framework10. This revision aims to (a) simplify the project’s results framework by streamlining the number of indicators and M&E system, (b) clarify indicators by being more precise and aligned with the current subproject activities, objectives and outcomes as well as with the existing PDO, and (c) capture outcomes of new subprojects involved in environment planning and pollution control. The revision includes revising baseline values and end of project targets, taking into account the capacity improvements during the last three years of project implementation.

11. Revisions are summarized as follows: (a) addition of environment planning and management indicators to reflect the scope of LENS2-supported subprojects on green growth; (b) revision of indicators related to the wildlife law enforcement dimension of the PDO to encompass new subprojects (Environmental Police and Customs), and specifically to measure the level of cooperation between Lao-WEN agencies, capacity improvements, and commitment of Lao PDR to enforcement of the Convention on International Trade of Endangered Species (CITES); (c) revision of other indicators, or dropping/replacing some indicators, to address issues with clarity of phrasing, definitions, data collection, and aggregation, given the capacity constraints in project monitoring; and (d) adjusting targets for indicators to reflect subproject proposals developed or revised in late 2017. Specific changes to the results framework are summarized in Table 1 below, and the revised results framework is included under section (e) below.

TABLE 1: SUMMARY OF CHANGES TO INDICATORS IN THE LENS2 RESULTS FRAMEWORK

Original PDO and GEO Level Indicators

(Approved PAD or 2015 Restructuring Paper)

Indicator Changes Rationale

Indicator 1. Area brought under enhanced biodiversity protection measured by score of management effectiveness (hectares) Target: 1,258,000 NEPL: 53% NT2: 50% Other PAs: +15%

(Revision of wording and targets)

Indicator 1. Increased score on Protected Area Management Effectiveness Tracking Tool (METT) (number) (cumulative)Target: 10 (baseline 0, 2016)

Supports the PDO element: “protected area conservation.” Simplification of the phrasing of the outcome indicator. Outcome target revised to be realistically aligned with SDA capacities. This indicator applies to 1,297,469 ha in 11 protected areas: Nakai-Nam Theun 438,000 ha, Nam Et-Phou Louey 420,000 ha, Upper Nam Mouane 107,000 ha, Dong Natad 6,300 ha, Phoumeuth-Phousankheuan 24,307 ha, Nam Xam 70000 ha, Tag Kuang Xe 34,934 ha, Phou Saboth Poung Chong 149,030 ha, Nam In Phou Hinleckfai 16,898 ha, Phou Chomvoy 23,000 ha and Phou Khao Khoay 8,000 ha.

Baseline date: 2016 is selected as the baseline year since that is when all the values for each constituent sub-project baselines is available to be used to calculate the aggregated indicator. Until then the baseline value is “being determined.” The baseline value for one sub-indicator can be (and is) calculated in each of the previous two years, but this does not mean the baseline for the aggregated parent indicator is complete until all values for all sub-indicators are in.

Also, this indicator was moved from GEO to PDO since the PDO and GEO indicators were combined into one statement under the 2015 restructuring. The Bank operations portal then automatically identifies this indicator as a “new” indicator, when this is not entirely the case.

Indicator 2. International illegal trade information reports submitted by DOFI to international law enforcement or monitoring agencies (number) (annual)Target: 5

(Revision of wording and targets and sub-indicators added)

Indicator 2. Wildlife trafficking cases involving CITES 1 listed species that are referred to the national and/or provincial public prosecutor office (number) (cumulative)Target: 75 (baseline 0, 2016)Sub-indicator 2a. Number of wildlife trafficking cases involving CITES1 and non-CITES listed species opened for investigation (number) (cumulative)Target: 250 (baseline 0)

Supports the PDO element: “wildlife law enforcement.” The current indicator is no longer commensurate with the commitment of Laos to CITES and international community to address CITES1 species trafficking. It also does not apply to custom and environmental police subprojects. And it is considered as a routine activity.

The revised indicator is more specific, and more objectively measures the Lao-WEN agencies’ efforts at central, provincial levels (P-WEN) and district level (D-WEN) to detect, investigate and prosecute some cases. It is also realistic given the improved DOFI and POFI capacity due to external project financing support.

Baseline: The indicator and sub-indicator definition have substantially changed. New baselines were calculated based on data provided by the Lao-WEN agencies, and set as 2016.

Indicator 3. Increase in the score of functional capacity of SDAs and EPF

(Revision of wording, targets and sub-indicators)

This indicator supports the all PDO dimensions. The score of functional capacity of selected groups of SDAs is based on self-assessment of current and desired

Page 10: Public Disclosure Authorized - World Bankdocuments.worldbank.org/curated/en/... · IDA-53830 02-Apr-2014 14-May-2014 04-Jul-2014 30-Jun-2021 12.50 4.30 7.24 ... and Nakai-Nam Theun

(percentage – average of all institutions) (annual)1

Target: +20%

Indicator 3. Score of functional capacity of Environment Protection Fund (EPF) and key institutions implementing subprojects (number) (annual)Target: 31 (baseline 11, 2016)Sub-indicator 3a. Score of functional capacity of Environment Protection Fund (EPF) (number) (annual)Target: 52 (baseline 22, 2015)

Sub-indicator 3b. Score of functional capacity of Department of Public Relations of the Prime Minister Office (DPR PMO) (number) (annual)Target: 34 (baseline 11, 2015)

Sub-indicator 3c. Average of score of functional capacity of Faculties (NUOL FFS, FSS, FNS, FEB, FES) (number) (annual)Target: 28 (baseline 11, 2016)

Sub-indicator 3d. Average of score of functional capacity of Protected Area Management Units (NEPL, WMPA, PAFO LPB, PAFO HUA, PAFO XKG, PAFO BLX, PAFO KHA, PAFO SVK and PAFO VTP) (number) (annual)Target: 31 (baseline 11, 2016)

Sub-indicator 3e. Score of functional capacity of MAF DOF Protected Areas Management Division (ex-DFRM) (number) (annual)Target: 22 (baseline 10, 2014)

Sub-indicator 3f. Score of functional capacity of National Academy of Public Administration (NAPA) (number) (annual)Target: 13 (baseline 1, 2016)

capacity. The indicator was found to be most relevant for the SDAs who are dependent on their subprojects to improve most of their institutional functions including mode of operation and governance structure.

The indicator is optional for those SDAs whose subprojects focus on improving only a small set of specific functions. As a result, the total number of SDAs who report on this indicator is narrowed down.

Baseline date: 2016 is selected as the baseline year since that is when all the values for each constituent sub-project baselines is available to be used to calculate the aggregated indicator Until then the baseline value is “being determined.” The baseline value for one sub-indicator can be (and is) calculated in each of the previous two years, but this does not mean the baseline for the aggregated parent indicator is complete until all values for all sub-indicators become available.

Indicator 4. Projects registered in environment impact Category 1 that have

(Revision of wording and targets)

Indicator 4. Up-to-date reports published on relevant government

The indicator supports the PDO dimension “environmental management and assessment.” The original indicator mistakenly indicated Category 1 (low

1 The index of functional capacity is a simple score provided through 10 capacity criteria, each scored from 1 to 10 such as (a) existence of a functional board, (b) staffing, (c) fiduciary system, (d) budget, etc.

impact projects) when the intention was Category 2 (potentially high impact projects requiring EIA).

The revised indicator has two benefits: (a) it measures delivery and disclosure of reports on regulatory compliance, an important feature of good environment management and assessment. (b) it presents compliance with an absolute number which shows the individual strengths of relevant MONRE departments (DNREP and DNREI [ex-DESIA], NRERI and PCD) to monitor pollution and mitigate environmental impact of large Category 2 projects (energy production, extractive industry, road infrastructure) that have potentially severe environment and social impact (comparable to the World Bank Category A).

Baseline: The baseline of the parent indicator is selected as 2017 and re-calculated because: (i) the indicator definitions are now substantially changed (Category 2 instead of Category 1 in the original indicator), (ii) the achievements reported in the ISRs are not consistent with the definition and specifically the part related to environmental governance and transparency [the MONRE ex-DESIA website has been off-line for several months and is still off-line] and, (iii) two new sub-indicators related to pollution monitoring and reporting/public disclosure) have been added [baseline calculated as 0 in 2017].

Indicator 5. Village organizations within, or adjacent to, PAs supported by the project that meet the terms of a CA (number) (cumulative)Target: 140

Original PDO and GEO Level Indicators

(Approved PAD or 2015 Restructuring Paper)

Indicator Changes Rationale

(New indicator – replaces original indicator 5 moved to intermediate level)

Indicator 5. 5-year provincial or sectoral development plans that include environmental planning, monitoring, assessment, or management components supported by MONRE or MPI (number) (cumulative)Target: 20 (baseline 0, 2017)Sub-indicator 5a. Plans supported by relevant MONRE departments on environmental monitoring arrangements (number) (cumulative)Target: 8 (baseline 0, 2017)

Sub-indicator 5b. Plans supported by relevant MONRE departments on ISP and/or SEA (number) (cumulative)Target: 7 (baseline 0, 2017)

Sub-indicator 5c. Plans supported by MPI or NIER on GG M&E (number) (cumulative)Target: 5 (baseline 0, 2017)

The indicator supports all PDO dimensions. The new indicator reflects the broadened scope of LENS2-supported GoL objectives, which aim to build, strengthen and systematize the tools and processes for integrating environmental policies and management into development planning. This objective gained new momentum from the green growth policy set in the government’s NSEDP8.

The indicator measures the number of development plans (sectoral or provincial) that incorporate at least one environmental management component developed or promoted by LENS2 subprojects implemented by MPI and MONRE. The four components are: “Review of environmental monitoring arrangements”

-- a section in the plan that defines effective environmental monitoring;

“Integrated Green Growth (GG) M&E framework” -- the inclusion of GG indicators in the plan’s M&E framework with a section on how the sector or province contributes to the country’s GG priorities.

“Review of Integrated Spatial Plans (ISP)” -- an ISP annexed to the plan and a section listing investment projects that potentially conflict with land use plans;

“Review of Strategic Environmental Assessment (SEA) recommendations” -- a section in the plan that lists SEA recommendations and how each one has been or will be addressed.

Development plans refer to: 5-year Sector Strategic Plan developed by relevant

ministry departments approved by Minister (MONRE, MAF, MOICT, MPTW, MEM)

5-year Provincial Sector Strategic Plans developed by provincial agencies (PONRE).

5-year Provincial Socio-Economic Development Plans developed and implemented by provincial government.

Baseline: The new indicator and sub-indicator baselines are selected as 2017 and values calculated.

been adjusted for better precision in line with the revised indicator phrasing and definition.

The nature and content of the outcome indicator have been revised to distinguish “formal” training from “basic” training and address a double-counting issue. Only training longer than 16 hours and less than 80 hours qualifies, and a person receiving several courses may be counted as several beneficiaries.

Indicator 1.2. Wildlife trafficking cases recorded in the IMS by POFI in eligible provinces (of which are international cases) (number) (annual)Target: 59 / 12

Dropped. The recording of wildlife trafficking cases in the DOFI IMS is considered as a routine activity. The current indicator measures the level of effort (output indicator) provided by SDAs to combat effectively wildlife trafficking but not the added capacity.

Indicator 1.3. Gradual development of a national system plan for NPA development and management (score) (cumulative)Target: 12Point system: NPA planning and reporting guidelines-2; community engagement guidelines-2; economic value of NPAs published-2; national status report-2; report of optimization of policy, institutions, and laws for NPA management-2; adoption of road map to restructure NPA management-2.

(Revision of wording, targets, and scoring system)

Indicator 2. Score tracking the development and management of a NPA system (point) (cumulative)Target: 90 (baseline 0, 2014)

This indicator supports the PDO dimension “protected areas conservation” and “enforcement of wildlife laws.” Minor edits in the indicator phrasing are proposed to refine it. The baseline remains valid and unchanged.

The point / scoring system is changed to better account for national protected areas management aspects, alignment with IUCN classification, as well as spotlighting the emergence of national parks. The revision of the target takes into account the evolution in context and policy and a better knowledge of the needed guidelines and legal instruments.

Point system: 100 points total are potentially available for scoring, broken down as follows: Final report on Optimization of the NPA Management System, including legal, policy, institutions, and financing (15 points); Baseline NPA Information Available (24 Final NCF Reports or 1 point each for 24 points total); NPA Master Plan approved (21 points); NPA Management Guidelines officially approved by MONRE (15 Guidelines or 1 point each for 15 points total); MAF DOF (ex-DFRM) or successor department Website Operational (7 points); Database for Tracking Investments in NPAs (8 points); Draft Decrees formulated to establish Two National Parks (5 points for each park’s decree for 10 points total).

Indicator 1.4. Projects registered in environment impact Category 1 and Category 2 in the provinces targeted by the project that have a valid ECC3 (percentage) (annual).

(Revision of wording and targets and sub-indicators added)

Indicator 3. Category 1 and Category 2 projects that are under design, construction or operation that have a valid Environmental

This indicator supports the PDO dimension: “environmental assessment management.” Minor edits and the revision of targets are motivated by the size and the design of MONRE subproject (ex-DESIA) and the 7 related PONRE subprojects. It includes sub-indicators disaggregated by category and by sector that together provide a relatively full picture of

progress toward improving environmental and social risk management and assessment.

Baseline: This activity was introduced in the 2015 Additional financing. For the current restructuring, the baseline is selected as 2016 and values calculated, as (i) the 2015 restructuring did not provide a baseline or date, (ii) the scope of the indicator has been enlarged to include investment projects under design, (iii) reliable and consistent data for year 2016 were provided by EPF, targeted PONREs and MONRE (ex-DESIA).

(New indicator – replaces original indicator 1.2 dropped)

Indicator 4. Score tracking the design and adoption of pollution instruments (point) (cumulative)Target: 80 (baseline 0, 2017)

This new indicator supports the PDO dimension: “environmental management and assessment.” It comes from the Results Framework of the relevant MONRE departments (DPC, PCD and NRERI) subprojects.By using a cumulative point-based scoring system, it aims to track progress in development of pollution instruments at national level and submission to the relevant authorities or processes for approval. It is calculated on the basis of a cumulative point system.

Point system: 100 points total are potentially available for scoring, broken down as follows: (a) Pollution Prevention and Control Regulation submitted for approval (30 points), (b) Waste and Hazardous Chemical Management Regulation submitted for approval (20 points); (c) National Environmental Standard Regulation submitted for approval (30 points); (d) National Pollution Control planning documents approved (20 points) including: Vision to 2030, 10-Year Strategy (2016-2025), and 5-Year Action Plan (2016-2020).

Baseline: The new indicator baseline is selected as 2017 and value calculated.

(New indicator – replaces original indicator 3.2 dropped)

Indicator 5. Score tracking the development of national, provincial or sectoral guiding documents and planning tools that integrate environment into development planning (point) (cumulative)Target: 90 (baseline 0, 2017)

This indicator supports the PDO dimension: “environmental management and assessment.” By using a cumulative point-based scoring system, it aims to track delivery of specific guiding documents and planning tools supported by MPI/NIER and relevant MONRE (DPC and DEQP) subprojects and submitted to relevant authorities or processes for approval. It is on the basis of a cumulative point system, as presented below:

Point system: 100 points total are potentially available for scoring, broken down as follows: (a) National GG Strategy (15 points), (b) Integrated Spatial Planning Guidelines (15 points), (c) SEA Guidelines (10 points), (d) 6 Provincial Integrated Spatial Plans (5 points each for 30 points total), (e) 2 SEAs (10 points each for 20 points total), and (f) ENR M&E Guidelines (10 points).

Baseline: The new indicator baseline is selected as 2017 and value calculated.

Indicator 2.1. Direct project beneficiary recipient of livelihood or conservation grants (of which women or women organizations) (number in thousands)(cumulative)Target: 36 / 40%

(Revision of wording, targets and sub-indicators)

Indicator 6. Village organizations that meet the terms of Conservation Agreements, and as a result, receive grants for implementing their action plans (number) (cumulative)Target: 190 (baseline 0, 2014)Sub-indicator 6a. Village organizations with at least 40% female participation (number) (cumulative)Target: 160 (baseline 0)

This indicator supports the PDO dimension: “protected area conservation.” The previous Indicator 5 has been modified and moved to intermediate level and combined with intermediate indicator 2.1.

This revision simplifies the result framework, better positions the indicator in the causal chain, removes a redundancy, and revises the targets moving forward, given the 200 villages in and around the 11 PAs that are supported by LENS2 subprojects that are in the process of coming on line.

The sub-indicator wording has been modified to also address issues related to the disaggregation from the parents. The baseline value and date remain valid and unchanged.

Indicator 2.2. Area within PAs where (a) the status of the population of selected mammals and threat (b) gross forest loss rate are measured (hectare in thousands) (annual).Target: Mammals / threat:

1,000 Forest: 1,250

(Replaces part of original indicator 2.2 while revising the wording and target)

Indicator 7. Area within selected PAs where the status of selected wildlife population and threats are measured (hectare) (annual)Target: 634,000 (baseline 242,000, 2016)

The intermediate indicator supports the PDO dimension: “protected area conservation.” To simplify the monitoring and reporting, the original indicator is split into two specific indicators (new indicators 7 and 8)

The revised indicator is adjusted to enlarge the scope of the indicator from mammals to any wildlife fauna species. The new lower target brings realism and aligns with the capacities of the PA management units and the latest round of subproject proposals received by EPF in November 2017.

Baseline: As the changes are considered substantive, the baseline has been re-calculated from 2016.

(Revises part of original indicator 2.2 and corrects the target)

This indicator supports the PDO dimension: “protected area conservation.”

Indicator Changes Rationale

Indicator 8. Area within selected PAs where the gross forest loss rate is measured (hectare)Target: 1,250,000 (baseline 305,000, 2016)

The new indicator is split from the original intermediate indicator 2.2 and now reported separately as a stand-alone indicator. The target and frequency for measuring gross forest loss are unchanged.

Baseline: As the changes are considered as substantive, the baseline has been re-calculated from 2016.

Indicator 2.3. POFI patrols and inspections that include wildlife crimes (of which, in border areas or to control international trade) (number) (annual)Target: 120/12

(Revision of wording and targets and sub-indicators added)Indicator 9. Wildlife crime cases detected by law enforcement officers of SDAs supported by the project (number) (cumulative)Target: 3,100 (baseline 188, 2016)

This indicator supports the PDO dimension: “wildlife law enforcement.” The revised indicator now measures the intended result instead of the input as the original indicator did. The revised indicator therefore aims to (i) encompass new subprojects of the LENS2 portfolio (LCD, DCNEC, PFRMs, WMPA, NPEL NPA etc.), (ii) measure the strength and effectiveness of SDAs to prevent and detect wildlife crimes through the implementation of their core activities such as patrolling, check point control, etc. (iii) monitor the level of effectiveness of the Lao-WEN network and cooperation between Lao-WEN members.

“Wildlife crime cases detected” refers to evidence of a potential domestic and/or international crime identified, inspected, found and/or confiscated.

Baseline: Because of the significant revision, the baseline is calculated from 2016.

Indicator 3.1Funds mobilized originating from (a) public sources and (b) private sources remitted to EPF (amount in US$) (annual)Target Public 700,000 Private 900,000

(Revision of wording.)

Indicator 10. Financing mobilized by EPF each year from (a) public sources and (b) private sources (US$) (annual)Target: 1,600,000 (baseline 800,000, 2014)Sub-indicator 10a. Funds from publics sources (US$) (annual)Target: 700,000 (baseline 350,000, 2014)

Sub-indicator 10b. Funds from private sources (US$) (annual)Target: 900,000 (baseline 450,000, 2014)

This indicator supports the sustainability of all PDO dimensions. Unchanged. The targets were reviewed and found appropriate. Moreover, the baseline value and date remain valid and unchanged.

Indicator 3.2(# of) EPFO positions initially funded by the project which are funded by EPF own funds (annual)Target: 8.

Dropped. The initial indicator duplicates original intermediate indicator 3.1 since it measures the financial sustainability of EPF.

TABLE 2: DEFINITION OF INDICATORS IN THE REVISED LENS2 RESULTS FRAMEWORK

PDO indicator Indicator definition

Indicator 1. Increased score on Protected Area Management Effectiveness Tracking Tool (METT) (number) (cumulative)

The indicator supports the PDO dimension “protected areas conservation.” It measures the strength and effectiveness of institutions in managing protected areas (PA) and biodiversity on 1,297,469 ha in 11 PAs using the standardized Management Effectiveness Tracking Tool (METT) for PAs.The 11 PAs are Nakai-Nam Theun 438,000 ha, Nam-Et Phou Louey 420,000 ha, Upper Nam Mouane 107,000 ha, Dong Natad 6,300 ha, Phoumeuth-Phousankheuan 24,307 ha, Nam Xam 70,000 ha, Tad Kuang Xi 34,934 ha, Phou Saboth Poung Chong 149,030 ha, Nam In Phouhinleckfai 16,898 ha, Phou Chomvoy 23,000 ha and Phou Khao Khoay 8,000 ha. Each individual PA subproject under implementation with LENS2 financing will be scored separately, and averaged together for aggregated reporting in this results framework. Individual scores for each PA will be presented in the EPF’s semi-annual M&E reports for LENS2. Baseline METT score is 22 and end of project target is 32, which is an increase of 10 compared to the baseline year. The 10 subprojects supporting the 11 PAs are scheduled to all be under implementation in calendar year 2018 after subproject proposals were completed and submitted to EPF in 2017.

Indicator 2. Wildlife trafficking cases involving CITES 1 listed species that are referred to the national and/or provincial public prosecutor office (number) (cumulative)

The indicator supports the PDO dimension “enforcement of wildlife laws.” This indicator measures the relative strength of the Lao Wildlife Enforcement Network (Lao-WEN) agencies (DOFI and POFI, Environmental Police, Customs) to enforce wildlife trafficking laws involving CITES 1 listed species, including capacity to detect, investigate and ultimately prosecute wildlife trafficking cases. Any Lao-WEN agency can open an investigation but only the public prosecutor’s office can prosecute; when a case is referred to the public prosecutor’s office for prosecution, the case is counted as ’1’ and reported in this matrix.

Sub-indicator 2a. Number of wildlife trafficking cases involving CITES1 and non-CITES listed species opened for investigation (number) (cumulative)

This sub-indicator counts the number of wildlife trafficking cases involving CITES 1 and non-CITES listed species opened for investigation by any of the Lao-WEN agencies. Opening a case for investigation is the intermediary step within the law enforcement process (detection, investigation, prosecution), and allows law enforcement agencies to investigate, search and gather evidence necessary for prosecution. A case is considered open for investigation when a search warrant is issued. Any Lao-WEN agency can open an investigation; when this happens, and the agency is supported directly or indirectly by the LENS2 project, a case is counted as ’1’ and reported in this matrix.

Indicator 3. Score of functional capacity of Environment Protection Fund (EPF) and key institutions implementing subprojects (number) (annual)

The indicator supports all PDO dimensions. This indicator measures the level of improvement of functional capacity of mentioned agencies and institutions. The calculation relies on a matrix developed by targeted agencies and institutions (with Environment Protection Fund team technical support) combined with a self-assessment approach. This matrix, named Index of Functional Capacity, is made of 10 criteria, each scored from 1 to 10 for a potential of 100 for each SDA.Each targeted institution implementing subprojects with LENS2 financing will be scored separately, and averaged for reporting on this indicator in this results framework.

Sub-indicator 3a. Score of functional capacity of Environment Protection Fund (EPF) (number) (annual)

The sub-indicator disaggregates the parent indicator to track the level of improvement of functional capacity of the Environment Protection Fund (EPF).

Indicator 5.5-year provincial or sectoral development plans that include environmental planning, monitoring, assessment, or management components supported by MONRE or MPI (number) (cumulative)

The indicator supports all PDO dimensions. The new indicator measures the number of development plans (sectoral or provincial) that incorporate at least one environmental management component developed or promoted by LENS2 subprojects implemented by MPI and MONRE. The four components are:

1. “Review of environmental monitoring arrangements” -- a section in the plan that defines effective environmental monitoring;

2. “Integrated Green Growth (GG) M&E framework” -- the inclusion of GG indicators in the plan’s M&E framework with a section on how the sector or province contributes to the country’s GG priorities;

3. “Review of Integrated Spatial Plans (ISP)” -- an ISP annexed to the plan and a section listing investment projects that potentially conflict with land use plans;

4. “Review of Strategic Environmental Assessment (SEA) recommendations” -- a section in the plan that lists SEA recommendations and how each one has been or will be addressed.

Development plans refer to: 5-year Sector Strategic Plan developed by relevant ministry departments and

approved by Minister (MONRE, MAF, MOICT, MPTW, MEM) 5-year Provincial Sector Strategic Plans developed by provincial agencies

C. Monitoring and Evaluation12. Monitoring and Evaluation based on the quality of data collection: The LENS2 project is characterized by a large portfolio of subprojects implemented by several SDAs under EPF management and administration. The EPF supervises the quality of implementation and outcomes, compliance with fiduciary requirements, including safeguards, and monitoring and evaluation (M&E) of input, output, process and outcomes generated by subprojects funded. The M&E system and arrangements as defined in the EPF M&E manual is based on a bottom-up approach: data collection starts at the SDA level and is consolidated at the EPF Office and reported into the EPF semi-annual and annual reports. In parallel, relevant line ministries monitor the implementation of subprojects from a policy and national plan compliance viewpoints as many of these activities are feeding directly into their five-year programs.

13. Data tracking and reporting on time is critical for tracking progress toward the PDO and for adjusting project management and activities. Nonetheless, some SDAs have difficulty with producing quality data and require enhanced implementation support by the EPF M&E team. These SDAs have been identified as a key bottleneck within the M&E process that impact the EPF workflow, the quality of the reporting of LENS2 overall, and consequently a reliability of the subproject and project reviews/analysis. Capacity development is considered highly critical and the operation aims to focus efforts on this topic across subprojects and includes a number of indicators to track progress on bridging the capacity gap. Furthermore, an M&E Advisor is being recruited by EPF to support capacity building on the M&E.
