1 Executive summary A three week engagement exercise for Traffic Order Group (TOG) V2 in the London Borough of Brent was held between 6 June and 30 June 2011.

• Letters were sent to 259 key stakeholders and approx 9,700 local

residents and businesses within c. 400m radius of the Olympic Route Network (ORN)

• 1 person attended one of the two drop-in sessions • 5 responses were received via email, website, telephone and drop-in

session feedback forms Responses included concern that the restricted access into and out of Hannah Close will adversely affect businesses on that road, concerns about longer journey times and disruption to lives of general public. There were positive comments about Games Lanes, as long as they are only in use at certain times. Suggestions made included to increase ‘no stopping’ restrictions, suspend bus lanes and bus stops two weeks before and after the Games and build extra lanes on the roads to accommodate current levels of traffic. Other stakeholders comments included taxi drivers who queried whether they could use Games Lanes in this area and a local waste contractor who was concerned about 24 hour access to all roads surrounding the venues.

Transport for London (TfL) will consider all feedback received during the engagement process when developing the detailed designs. In particular, the ORN’s operating times and dates are being reviewed. The ORN will now only operate during the Olympic Games, and shortly before and after them to accommodate the arrival and departure of the Games Family. The plans for this section of the ORN may be subject to further enhancement, once the details of the London 2012 Venue requirements at Wembley Stadium and Wembley Arena are finalised.

2 Introduction 2.1 Purpose TfL, acting as the delivery partner on the ORN and Paralympic Route Network (PRN) for the Olympic Delivery Authority (ODA), has been engaging local residents and stakeholders on the temporary changes to the way the roads can be used in their local area. This engagement aims to identify concerns and emerging issues and consider potential solutions to these when finalising the designs. It is carried out in advance of a formal statutory consultation that will take place as part of the Traffic Regulation Order (TRO) process that is required to introduce many of the

changes. TfL is engaging on TROs in phases to make it easier for the public to make sense of detailed information. This report covers the section of the ORN known as TOG V2, which falls into phase three of the ORN and PRN engagement. TOG V2 covers roads within the London Borough of Brent around the Wembley venues to A406 North Circular Road. 2.2 Background The ORN/PRN is a network of roads linking all the competition and key non-competition venues for the Olympic Games and Paralympic Games. The roads that will be used for the ORN and PRN were formally designated by the Secretary of State for Transport in summer 2009 with some minor changes made by the Designation Amendment Order in 2011. The ORN will enable key participants, such as athletes, officials and media, to travel safely, securely and efficiently between venues and their accommodation, while also keeping London and the rest of the UK moving. The ORN is required on roads surrounding the Wembley Stadium and Wembley Arena Olympic competition venues. The temporary changes that will be needed to operate the ORN have been developed in agreement with Brent Council. It is expected to operate from late July to mid August 2012, and these are the dates that were consulted on. The proposed measures consulted on were: • Nearside bus and Games Lanes on First Way and South Way (7am –

midnight) • ‘No stopping’ restrictions on Great Central Way, First Way, Fifth Way, Fourth

Way, South Way and Drury Road (24 hours), except for part of Fourth Way (7am–midnight)

• Traffic tidal flow system on Great Central Way • Banned turn into and out of Hannah Close at junction with Great Central Way • Cyclists to use existing cycle path on footway on south side of Great Central

Way between Drury Way and Hannah Close • Suspension of a bus stop on Engineers Way

3 Stakeholder engagement

The engagement exercise has been designed to enable TfL to share the details of the proposed changes so people on or near the routes could find out how they might be affected. This has allowed TfL to gauge local opinion about the measures and gather feedback that may be used to inform local modifications.

3.1 Engagement objectives The objectives of the consultation were:

• To tell stakeholders and the public about the proposals and allow them to respond

• To understand any issues that might affect the proposal of which we were not previously aware

• To understand concerns and objections • To allow respondents to make suggestions

 

3.2 Who we engaged with The engagement exercise sought the views of targeted stakeholders and people who live/work/run businesses on or near to the ORN in this TOG area including:

• Elected politicians - We informed councillors in relevant wards, Members of Parliament and Assembly Members to ensure they were aware of the engagement

• Local stakeholders - We engaged with local traffic police, London Travel Watch and a range of local stakeholder groups, such as residents groups, business groups and organisations in the local area

• Residents and businesses • Emergency Services

A complete list of stakeholders is provided in Appendix C.

3.3 Engagement methodology A public engagement plan was developed in collaboration with Brent Council officers.

The following methods have been used to inform local residents and businesses about the engagement and to encourage them to take part.

3.3.1 Meetings with key stakeholders

The ODA and TfL have engaged with relevant Brent Council officers about the design of the ORN measures since the publication of the network in 2006. This includes regular technical meetings, conferences and the borough transport forum. The ODA gave briefings to political and key stakeholders prior to announcing the location of the temporary Games Lanes across London and the rest of the UK in July 2010. This was followed by a consultation on the re-designated route and Penalty Charge Notification Levels. Regular engagement has taken place with the emergency services, in particular with the Metropolitan Police during the design process and comments have been incorporated into latest designs. A briefing for Brent councillors took place on 16 June. In June 2011, and prior to any public activity, written correspondence was sent to local politicians and key

stakeholders in the area informing them of the temporary changes as well as the public engagement exercises in the local area. 3.3.2 Letter A letter and map detailing the key changes was delivered by a mail delivery agency to 9,700 properties along the route and by post and email to targeted stakeholders listed in Appendix C. The letter:

• Provided an overview of the temporary changes • Told people about the website which contains detailed maps • Encouraged people to attend drop-in sessions where they would be able

to ask questions and/or find out additional information • Asked for comments about the proposed temporary changes via TfL’s

online consultation tool, email, in writing or by telephone A copy of this letter is shown in Appendix A and a map of the distribution area can be found in Appendix B.

3.3.3 Website The website included a map showing the extent of the route, and detailed maps of the proposed changes. An online consultation tool allowed users to give their feedback. Analysis is contained within section 4. 3.3.4 Public drop-in sessions Two drop-in sessions were held for this TOG:

• Tuesday, 21 June 2011, 16:00-20:00 • Wednesday, 22 June 2011, 10:00-14:00

There were no attendees at the Tuesday session. One person attended the Wednesday session. Each drop-in session comprised:

• A display stand explaining the purpose of and background to the ORN/PRN

• Large overview maps showing the sections of road involved • Large scale maps showing the proposed measures in detail (reproduced

on the website) The drop-in session attendee was able to speak to the design specialists to gain a better understanding of the proposals and the Games in general. They were encouraged to fill out a feedback form. 3.3.5 Telephone queries

Callers were able to make an enquiry or comment on the plans through TfL’s customer services lines; the number was listed on letters, emails and the website. 3.3.6 Other publicity The drop-in dates and general information were advertised in the Harrow Observer, Wembley and Brent Times, in the council’s publication The Brent Magazine and on Brent Council’s intranet site.

“Could be useful, but they should be only available at certain times. This is to allow traffic to work during normal hours.” Addressing the issue raised As part of its Host City Contract, London 2012 is required to provide secure and reliable transport services to members of the Games Family. This is to ensure that the athletes, Games officials, the media and the others who ‘make the Games happen’ can reach their venues on time for events and within the journey times specified in the Contract. The ORN will operate during the Olympic Games, and shortly before and after them to accommodate the arrival and departure of the Games Family. Around the two Wembley venues, the proposed operating time for Games Lanes is 7am to midnight. Events at Wembley Arena take place for 13 of the 16 event days and events at Wembley Stadium for 8 days. There are initially three sessions a day (08:30 – 11:00), (12:30 – 17:00) (18:30 – 23:00) reducing to two a day after day 6. Therefore it is not possible to switch measures on and off through the day as the movement of traffic to and from the venues will be fairly constant during the day. The proposed measures will be in operation when needed and will revert back to normal once the Games are over. The ORN will provide reliable journey times for the athletes and officials between competition and accommodation venues. Coaches and buses, where possible will be used to move groups of athletes and officials to venues around the city. TfL wants to deliver a fantastic London 2012 Games and these temporary measures are an important part of the strategy to keep London moving. 4.2.2 Issue – Concern that the restricted access into and out of Hannah Close will adversely affect businesses on that road One respondent raised concerns about disruption to local businesses in Hannah Close by the proposed banned turns. “Hannah Close has businesses that operate on a 24/7 schedule and any restrictions will cause severe disruption for the staff and of course, the firms they service.” Addressing the issue raised The restrictions on Hannah Close and Great Central Way still allows for businesses in Hannah Close to operate. Despite the restricted access to Hannah Close, it is possible via the Atlas Road/ Fourth Way and diversion routes for both closures will be from the North end of Hannah Close onto Atlas Road and back out onto the one way system. From on site observations it is apparent that the two banned movements into and from Hannah Way (banned left hand turn into Hannah Close and banned right hand turn from Great Central Way) should impact on very few vehicles.

4.2.3 Issue – Concern about longer journey times and disruption to lives of general public One respondent was unhappy about the disruption during the Games period. “The general public will be severely hampered by the privileged few.” Addressing the issue raised We appreciate it will be harder to get around certain areas of the city, but TfL is working with councils, businesses and local residents to ensure as much information is available as early as possible to help people make alternative plans and keep London moving. Hosting the Olympics is equivalent to 26 simultaneous world championships, so presents some unique challenges. Large numbers of visitors, athletes and officials will be moving around the city not for one day but, including the Paralympics, for several weeks. The ORN is being designed to minimise disruption to general road users while meeting the journey times specified in the Host City Contract, but inevitably they may cause some inconvenience and standing traffic in some areas at times. The measures to improve traffic flow will be proportionate, temporary and will only operate when and where they are needed. The ORN’s operating dates are being reviewed, and exact details of timings will be confirmed nearer the time. Road space for general traffic will be maximised wherever possible. We are confident we will meet the transport challenge posed by the Games, but not complacent. People will need to change the way they travel, when they travel or work in different ways during the Games. London is used to hosting successful major events, and we will do so again. All partners are fully focused on delivering a fantastic London 2012 Games and legacy for the Capital and UK. 4.2.4 Issue – Suggestions: to increase ‘no stopping’ restrictions to prevent build up of traffic, suspend bus lanes and bus stops two weeks before and after the Games to improve traffic flow and build extra lanes on the roads to accommodate current levels of traffic One respondent had several suggestions for improving local area traffic flow. “Bus Lanes and Bus Stops to be scrapped two weeks before and after the Olympics. This should then allow for traffic to flow better.”  “They should add more "No Stopping" restrictions. This should prevent build-up of traffic.” “I think they need to build at least another lane or two (each direction) to accommodate the more traffic we have on our roads. This reduces the traffic build up.”

Addressing the issue raised Public transport has a vital role to play in getting the public to and from Olympic Venues, therefore, where viable, designs endeavour to keep bus stops open and buses moving. No Stopping restrictions will be implemented on Great Central Way, South Way, First Way, Fifth Way and Fourth Way to improve traffic flow on ORN around the Wembley Venue. Due to cost and time implications it is not viable to design and build additional lanes in each direction to accommodate additional traffic. 5 Responses from statutory bodies and other stakeholders 5.1 Licensed Taxi Drivers Association – issues raised Licensed Taxi Drivers Association responded on behalf of the licensed taxi trade and questioned whether the possibility of Taxis using Games Lanes had been evaluated. Addressing the issues raised  Careful consideration has been given to who will be permitted to use the Games Lanes. The Games Lanes are not the same measure as a bus lane. The Games Lanes will be heavily used for most of the day and carry far more traffic than the bus lanes usually do. If taxis were added to this mix in those areas, it would be impossible to guarantee journey times for the Games Family. It is also for this reason that in most cases buses are also unable to use the Games Lanes. The timing of each section of the Games Lanes and use of the ORN will be tightly controlled to reflect the predicted use and need for the Games Family. The measures will come into operation as late as possible and be removed as quickly as possible once they are no longer required. However, TfL has agreed to revisit the sections of Games Lanes where buses are permitted access to review whether it would be possible to extend this to Taxis as well. Each locality will need to be considered individually to examine the impact on traffic flows before making recommendations of access. TfL is scheduling further meetings with the taxi trade to discuss its findings in the autumn and will be meeting with the driver associations on a monthly basis between now and the games to work together on other issues and initiatives relating the Games. 5.2 Veolia – issues raised Local waste contractor concerned about 24 hour access to depot off Drury Way, North Circular Way and all roads surrounding the venues “We need to have full access / egress to our depot, 24/7 (Drury Way and Great Central Way from Drury Way to North Circular Road).” Addressing the issues raised

Full ingress/egress will remain at the depot throughout the Olympic Games. There is an exemption in Article 8 of the Traffic Regulation Order that allows refuse vehicles to use Games Lanes to collect refuse. They will not however be able to use Games Lanes to travel to and from the Wembley venues (i.e. for journey time benefits). 5.3 LOCOG LOCOG Venue Transport arrangements may require the plans for this section of the ORN be subject to further enhancement, once the details of the London 2012 Venue requirements at Wembley Stadium and Wembley Arena are finalised. 6 Conclusion and actions from engagement

6.1 Conclusions and actions Transport for London (TfL) will consider all feedback received during the engagement process when developing the detailed designs. Traffic Regulation Orders will follow the statutory process set out in the Road Traffic Regulation Act 1984, and will be made by the Olympic Delivery Authority using powers set out in the London Olympic Games and Paralympic Games Act 2006. 7 Appendices

Olympic Route Network (ORN) and Paralympic Route Network (PRN) A number of roads in the London Borough of Brent will form part of the ORN/PRN to help ensure that athletes, officials and media get to events on time. They also aim to allow Londoners to go about their everyday lives with the minimum of disruption. In this area, Wembley Venues to A406 North Circular Road, the route will provide a key link to and from the Wembley Venues. It is expected to operate from late July until mid August 2012. General traffic can continue to use the ORN and residents and businesses will have access to their properties. However, to keep traffic moving on these routes there will be some temporary changes to the way the roads can be used. These changes may include reserving a lane for official Games vehicles use, preventing turns into roads, suspension of parking and loading bays and changes to bus lanes and stops. These may mean that you will need to use diversion routes and stopping and loading could be restricted in some locations. These changes are likely to operate 24 hours a day. Wembley Venues Traffic Management Area London 2012, together with the local authority and key transport partners, is developing a temporary plan to manage traffic and parking around the Wembley venues. This will help discourage spectators from parking in local roads and minimise disruption to residents and businesses in the area. The plan may include temporary parking controls on event days, road closures and changes to operation at peak times. Residents and businesses will still be able to continue to park their vehicles near their properties and arrangements will be made to ensure that everyday activities such as deliveries can continue. These plans are being developed and London 2012 will contact you later this year with information about the proposals. What happens next? This communication is to obtain your initial views and comments during the design stage of the ORN/PRN. It does not form part of the statutory consultation process, which will follow as part of the legal procedure for implementing the final measures. The statutory consultation process will be the opportunity for you to make formal representation about the proposals and this will be advertised locally and on the TfL website. Once detailed proposals are finalised, we will continue to work with you to respond to your concerns and try to find solutions. To keep traffic moving on these priority routes, there will be some temporary changes to the way theroad can be used. They are expected to operate from late July until mid August 2012. The proposedchanges include:

• Nearside bus and Games Lane from 7am–midnight on First Way and South Way. General trafficwill need to use other lanes which could mean they experience queuing and delays

• ‘No stopping’ restrictions on Great Central Way, First Way, Fifth Way, Fourth Way, South Way and Drury Road (northbound) that operate 24 hours a day, except for part of the east side ofFourth Way where restrictions will operate from 7am–midnight. This should have minimal impactas these routes are mostly ‘no waiting/no loading’ already. The upgrade to ‘no stopping’ means no stopping to drop off passengers. Spectators will be encouraged to use public transport

• Traffic tidal flow system on Great Central Way to provide two lanes westbound (a nearside 24 hour bus and Games Lane and offside general traffic lane) and one lane eastbound (open to all traffic). After Wembley Stadium events (for a couple of hours), traffic cones to be moved toprovide two lanes eastbound (both open to all traffic) and one lane westbound (open to all traffic),the shared use bus and Games Lane will be suspended. This should reduce congestion and delay in the Wembley industrial estate at the end of an event

• Banned left-turn into Hannah Close and banned right-turn out of Hannah Close at junction withGreat Central Way to improve traffic flow and journey times

• Cyclists to use existing cycle path on footway on south side of Great Central Way between Drury Way and Hannah Close

• Suspension of a bus stop on Engineers Way

• Temporary changes to traffic signal timings will be needed when the network is being used byGames vehicles to ensure the smooth flow of traffic on the ORN. This may affect traffic on theapproaches to the ORN and motorists are advised to consider alternative routes, as well asreducing their overall need to travel during Games time

A number of temporary traffic changes willbe needed to make sure the Routes remainopen and free from congestion. Thesechanges might include different traffic signaltimings, side road closures to general trafficor the suspension of parking, loading andwaiting bays.

Does this mean roads on theRoutes will be out of bounds toeveryone except Games traffic? No. All roads on the network will remainopen to general traffic. Some roads will havea designated Games Lane for the Olympicfamily, including athletes, officials and themedia, and emergency vehicles. However,you should expect general traffic around theRoutes to be more congested and bear thisin mind when you plan your journey.

How long will the Routes be inoperation? The Routes and associated traffic changeswill operate from mid July to midSeptember. However, some Routes will last for a shorter period because they willnot be needed for the Paralympic Games.Others, needed for Games preparations, may come into operation earlier.

Will restrictions on the Routesapply 24 hours a day? Restrictions on the Routes will vary fromplace to place, but will generally apply 24 hours a day. Hours of operation forGames Lanes are typically 6am-midnight.Once finalised, information about all thechanges will be published locally and on the TfL website.

Can I use the Routes after theOlympics end and before theParalympics start? There is a transition period between the end of the Olympic Games and the start ofthe Paralympic Games. During this time,thousands of athletes, officials andspectators will be leaving and arriving inLondon. The ORN and PRN will remain inoperation during this period, so roads willcontinue to be busier than normal.

Why is special treatment beinggiven to VIPs, rather thanresidents and businesses? The Routes were a core part in the success ofLondon’s bid to host the 2012 Games. It is atried and tested approach that has been usedto transport the Olympic Family in previousGames in Sydney, Athens, Beijing andVancouver. The Network ensures the peoplewho ‘make the Games happen’ can reachtheir venues in time for their events. Londonwants to make sure all those who haveworked so hard to compete in the Games aregiven the best possible chance to succeed.

The work carried out to produce the Routeswill mean that Londoners will benefit in thelonger term from better traffic signalling, anew Traffic Coordination Centre and newCCTV and junction upgrades, which will make it easier to move through London.

Wembley Arena and Wembley StadiumTraffic Management and Parking Protection AreaLondon 2012, together with the local authority and keytransport partners, is developing a temporary plan to managetraffic and parking around the Wembley Venues. This will help discourage spectators from parking in local roads, and minimisedisruption to residents and businesses in the area.
