There is NO restriction to what you can comment on in relation to this Plan.. Anyone can comment on ANY ASPECT of the Plan. If you submitted comments on the previous Reg 18 version, you should be aware that these will NOT be forwarded to the examining inspector, and hence not seen by him/her. If you feel that your comments made then have not been taken into account by RBWM in this version, you should send them in again. Only submissions to this Reg 19 consultation will be seen by the inspector. It is critical that all comments you send in include a refer-ence to the specific section(s), paragraph(s) and/or policies in the Plan they relate to. All the Notes below do so. The comments you make on each topic will be considered to be one “Representation” – that is the term/description that the Borough uses.

You can make as many Representations as you wish.

You can choose to comment on any one, more or all of the topics we suggest below, and also to add as many others as you wish.

You should re-phrase or tailor the comments below using your own words and expressing your own views. Also, if you have personal examples that support the argument, please add these as they will contribute to the “supporting evidence”.

We suggest the easiest way for you to prepare your submission is as a letter, which you then email or post to the Borough. Leading QC slams BLP as unlawful As most of you will be aware on July 21st the RBWM Resi-dents Action Group sent a Legal Opinion from a leading QC to Royal Borough of Windsor & Maidenhead Council which stated that their approach to the Reg 19 consultation was un-lawful; that it was unduly restrictive and misleading; and that it should be abandoned and a fresh consultation process com-menced. Why is the Borough Local Plan important? The purpose of this BLP is to set out the Vision, Policies and Proposals to guide future development and the use of land within the Royal Borough. It gives a degree of certainty to members of the public and developers as to where develop-ment is likely to take place and guides decision-makers on the most appropriate forms of development over the Plan period, which runs to 2033. We are primarily concerned with the pro-posal to build 450 houses and a school on the site of the two Garden Centres, although we also note plans for a new park and ride at Windsor Racecourse and the prospect of road wid-ening to accommodate the extra traffic. As with most of BLP no specific details have been included. What is the position of the WWRA? We are opposed to the building of 450 extra houses and new school on the garden centre site (HA11). Our concerns are cen-tred around the loss of Green Belt and the extra noise and con-gestion on the roads. Added to a new park and ride and hotel at the racecourse, plus 100 extra houses on the land near Bray Lake, HA18, Shirley Avenue (80), the plans for Holiday Park Tingdene Racecourse Caravan Park, development at the old Bray Studios, HA23 (another 100 houses) and the new hospice building planned for that area, our quality of life with be ad-versely impacted. We feel that John Holdstock’s plans for a park and ride scheme at Eton would help move traffic away from our local roads., unlike the BLP which will see an in-crease in traffic movements on the Maidenhead Road.

Cranford Delays In January 2009, the then Labour Government abolished the Cranford Agreement which had for more than 50 years pre-vented easterly departures from Heathrow using the Northern Runway. That decision was subsequently reaffirmed by the Coalition Government in 2010 with the express purpose of allowing an even distribution of aircraft movements around Heathrow. No planning application was submitted until May 2013. Heathrow are required to publish a Noise Action Plan and at that the time the plan implied that full runway alterna-tion could be commenced by the end of 2015. Now HAL want to delay the work and submit a new applica-tion at a later date with a view to not completing the work until 2023.. This would mean that apart from delaying the imple-mentation of full runway alteration, if the third runway finally gets planning approval, easterly take offs and landings will never get the scheduled eight hour relief period that has been so valued for westerly operations. Our “Good Neighbour” HAL claim that a third runway at Heathrow could be opera-tional by 2026 (9 years from now), yet they need 15 years to construct a few short taxiways and hard standings. Questions need to be asked, is it due to incompetence, cynicism or are they simply being devious? Whichever it is, we believe our Council should approach the Civil Aviation Authority to ad-dress the totally unjustified delay to implement a clearly stated Government objective. Those who wish to protest these delays should consider lobbying their M.P.s.

Political party status The West Windsor Residents Association (WWRA) was offi-cially registered as a political party on 17 August 2017 to ena-ble its logo to be included on ballot papers, as mandated by its members in General Meetings Since 1962, the West Windsor Residents Association has rep-resented the views of those who live in Clewer North it has adopted a non-political stance. This has meant the Association could and indeed did speak with local parties and their elected Councillors without bias when addressing issues which faced the residents of Clewer North. In the run-up to the last full lo-cal elections one of the local political parties took advantage of our non-political status and chose to actively support 2 of their own so called ‘Independent’ candidates, which resulted in con-fusion amongst local residents the loss of an independent voice in Clewer North after a period of 28 years. After the elections the West Windsor Residents Association had great hopes that the situation would improve for Clewer North but as shown by the fiasco surrounding the Borough Local Plan this has proven not to be the case. It was this sense of frustration which led the WWRA Committee to ask at General Meetings for support towards adopting a more overt political stance to protect our identity against such unscrupulous actions, this move was sup-ported overwhelmingly. As such, the West Windsor Residents Association has set up as a Political Party solely for the purpose of protecting our brand on the ballot paper and ensuring our residents achieve the ob-jective of obtaining a direct voice for the people of Clewer North on the Council after the next local elections. The Associ-ation remains fiercely independent and will continue to work with political parties of all hues, to continue to promote the interests & well-being of West Windsor Residents.

Planning Updates

Premier Inn – Imperial Road junction. The reasons for re-fusal included not considering the impact of LEGOLAND de-velopments and the consequent impact on Air Quality, Flood Risk and inappropriate design. It proved a battle to the RBWM to agree that some of the data relating to traffic movements was flawed, but in the end this was accepted. Medina Dairies – refused for a second time now on the grounds that the RBWM want the site to be mixed use (previously they wanted it all residential). The goal posts keep changing! LEGOLAND – 17/01878 This is a large application com-prising 8 projects, including 2 Holiday Villages with 450 units, general improvements including extension of the permanent car parks. Objections from various bodies have been lodged, most of which can be overcome. The major issue is whether LEGOLAND have made a sufficiently robust case for building on Green Belt land. - Helen Price and Mark Allum

West Windsor Travellers A huge thank you to local residents, Thames Valley Police, RBWM and ISS for their swift action, following the Traveller camp on Whitely during the recent Bank Holiday. WWRA Cllr Wisdom Da Costa turned up on site, taking many messages from residents and, going back and forth with Sergeant Cal-ver, Inspector Warbrick, Craig Miller, and many other offic-ers to help accelerate the response to a S61 in less than 3 days, rather than the weeks predicted, ensuring the site was clear and the clean up operation could begin. There are lessons to be learnt and Wisdom will liaise with relevant officers to ensure there is no repeat of this. Key Learning Points:

Councils have to consider and cater for the rights and wel-fare of travellers before evicting them

The Police can invoke more immediate action under S61 of Criminal Justice and Public Order Act 1994 but they need evidence

Without your action, things will not get done so, residents can and should help by reporting all crime and anti-social be-haviour;

Immediately call the Police on 101 AND, Quickly call the Council on 01753 853517 AND Also contact their local Cllrs

Recognising dementia

Val Jeffery from Cupertino Productions recently interviewed Windsor resident, and WWRA Aviation guru, Mike Sullivan to talk about recognising dementia symptoms early. Swift diagnoses can lead to early intervention and prolonged health. Val describes the engaging interview as, “A journey through the cruel world of dementia, through a caregiver’s eyes, that inspired a loving husband to become an advocate for dementia awareness. Learn what signs to look out for in your loved one.” Mike’s deep love for his wife is brought out beautifully by Val and, we’re all proud of Mike and the way he is turning adver-sity into a positive to help and support not just our community but also, communities as far away as California, where Cupertino Productions are based.
