If ap- proved, this constitutional measure would amend and reenact subsec- tions 2 and 6 of section 6 of Article VIII of the North Dakota Constitution relating to the state board of higher education. The proposed amendments to sub- section 2 would increase the number of board members from eight to fif- teen; prohibit state legislators, elec- ted state officials, state employees, and individuals employed full time by any institution under the board’s con- t rol from serving on the board; in- crease the term of appointment of board members from four to six years with the option for reappointment to a nonconsecutive second term; and re- place the chief justice of supreme court on the board nominating com- mittee with the secretary of state. The proposed amendments to subsection 6 would require the board to meet at least annually with the head of each institution under its control.
