Public Private Partnership Development Program (P3DP)

Public-Private Partnerships are long-term contractual arrangements between

Create a Legal and Regulatory Framework Conducive to PPPs

Developed Ukraine’s National PPP policy in collaboration with the Ministry of Economic Development and Trade (MOEDT).

Established the PPP and Infrastructure Expert Center (PIEC), a resource for PPP policy development, with the American Chamber of Commerce in Ukraine.

Prepared the Methodology for Development of Feasibility Studies for PPP Projects guide adopted by MOEDT.

Authored and advocated reforms to laws and decrees on PPPs, concessions, leasing, and procurement.

Developed new methodologies for risk assessment and tariffs.

Strengthen the MOEDT’s PPP Unit

Created operational tools and policies guiding functions and governance of the PPP Unit.

Built internal management capacity at MOEDT through tailored workshops, seminars and other trainings.

Defined standards for PPP feasibility studies, risk allocation and transaction management.

Introduced government staff to international best practices in PPPs through study tours and conferences.

Develop Public Awareness and Municipal Capacity

Trained over 900 representatives from government and the private sector to instill knowledge and skills necessary to design and implement PPPs that serve the public interest.

Conducted international and local study tours for government representatives to demonstrate PPPs in practice.

Organized media trainings to increase their effectiveness in reporting and monitoring government and public sector efforts to develop and implement PPPs and the benefits they bring.

Conducted strategic communications programs to educate the public and obtain feedback on private sector participation in infrastructure and public service projects.

Implement Pilot PPP Transactions

Launched pilot PPP projects in partnership with municipal officials throughout Ukraine in key sectors such as healthcare, education, solid waste management, alternative energy, and transportation.

Prepared feasibility studies; financial models; tender and contract documents for pilot projects.

Marketed pilot PPP projects to potential investors and operators.

As of September 2014, three PPP projects approved by the PPP Unit; two projects tendered and one awarded.

Mitigate Global Climate Change and Support Use of Clean Energy

Crosscutting measures embedded in all P3DP activities at the national and local levels.

New legislation, supported by the P3DP, includes climate-friendly provisions.

Reductions of 1 million metric tons of CO2 equivalent expected during implementation of pilot PPP projects.

Training seminars highlight the need and introduce methods on how to introduce climate change prevention strategies into the decision making process.

P3DP Study Tours: Opportunities to learn from Success Stories of Neighboring CountriesThe Program has organized a series of PPP study tours to Croatia, Russia, Poland and Turkey for government officials involved in PPP development in Ukraine. While visiting these countries, participants were exposed to models, functions and practices of PPP Units, attended site visits and met with local government leaders and representatives from private sector partner companies.

“It was a very useful study tour of PPP Unit operation. We learned from practical experiences and examples of PPPs created Poland and gained essential insights into the roles of government and the private sector,” says Iryna Novikova, the Head of PPP Unit Division in the Ministry of Economic Development and Trade of Ukraine.
