• Presently NRSP is implementing 59 projects in various district with various

Honor Crimes
Honor crimes are acts of violence, usually murder, committed by male family members against female family members, who are held to have brought dishonor upon the family.
Criminal law amendment act 2004
• The Criminal Law (Amendment) Act amends Sections
299, 302, 305, 308, 310, 311, 316, 324, 337, 338 of the
Pakistan Penal Code (PPC) and Sections 345, 401 of the
Code of Criminal Procedure (CrPC) to ensure more
effective trial of cases of the so-called honour killings.
• The Act also inserts a new section (310A), which
penalizes giving of females in marriage as part of a
compromise to settle a dispute between two families or
groups with hard punishment may extend to 10 years but
shall not be less than three years.

Challenges
• The project faced challenge as to date no project has
been undertaken for the purpose of ending honor crimes
in Pakistan, this project was the first of its type, and
• The issue of Honor Crime itself and selected project area
was also very sensitive (District Rajan Pur and Mirpur
Khas).
• Natural disaster - Heavy Floods in 2010.
• Collection of information about unreported honor crimes
• Bringing the all stakeholders on one table
• Poor Law and Order situation in Project districts
especially in Tribal areas of Rajan Pur.
Challenges
• Project faced many challenges not at the implementation
level but also at start;
• Project was designed and signed in 2007 and start in 2009. due to
high inflation, currency exchange gain and loss rate, the total value
of the project budget reduced significantly.
• initially project was designed for two years but due to lengthy
procedures in fulfilling some basic requirements of the donor, the
project delayed and then duration reduced from 24 to 15 months.
• Lengthy procurement procedures of donor agency causes delay in
appointments of project staff
• During implementation phase, project also faced issues regarding
delay in release of funds.
Challenges
• Significantly low understanding on Criminal law
amendment act 2004 of all Stakeholders
• Women participation in project activities at field level
especially in tribal areas.
• Acceptance and reorganization of “honor killing ” as a
crime by the community and local activists.
• Participation of officials from law enforcement agencies in
training because of shortage of staff.

and policy recommendations
Challenges
• Although project duration and budget reduced by the
donor but NRSP did not change the number of project
activities / interventions, NRSP contributed significantly
to accomplished the project interventions in its original
design.

Policy Recommendations
• Despite the acceptance of the illegality of honor killings
and honor crimes, there remain a number of fundamental
issues in the Act, due to which the Act remains largely
ineffective and does not provide relief to the victims, as
civil society and human rights activists had envisioned
and urged. The gaps in the Act are summarized below.
• Punishment for honor crimes is not mandatory, which makes the
purpose of introducing the legislation redundant.
• The provisions of waiver and compound ability, which almost
certainly cover the way for compromises, particularly since most
crimes of this nature take place within close members of the family,
remain valid in cases of honor crimes. [No exclusion of the
provisions of Sections 309, 310, 311, 338E PPC in the case of
honour crimes]

Lesson learnt
• Integrate the learning of this project with social
mobilization training in RSPs for awareness
• Need to utilize training modules and IEC material
developed under this project at larger scale.
• Need to work on occupational health issue of worker
women (especially women working in agri sector and
industry )
• Although honour crime is the social issue and directly linked with the mind-set of the society so there is need to change the mid set of people through social mobilization.
• Poverty may be the main cause of such offense therefore the activities should devise in which income, education and health of people could be gear up.
• NCSW should play the vital role in implementation of the criminal law amendment 2004. The programme should arrange for the all stakeholder across Pakistan. The commission should establish the office at district level for providing the guidance of public officer who directly or indirectly involve in the implementation of criminal law amendment 2004
Lesson learnt
• Multi - sectoral approach should follow by the NCSW and
coordinate different government institution which can
reduce the honour related crimes.
• Human rights, women rights, should includes in the
educational curriculum so that children could aware their
rights and take care when they reach the adult age.
• Promote Public Private Partnership to help in raising
awareness about gender issues and ensuring that the
basic human rights of women are respected.
Lesson learnt
Recommendation of Evaluation Report
• Curricula at the professional training academies should be
updated to include the information on latest laws passed
by the assembly, especially police and judicial training
academies need to get this information.
• Need to scale up this project, this is a worthwhile task to
eliminate violence against women from the society
• Law related to women should be translated into simple
and understandable languages
• The commission (NCSW) should establish its sub offices
at district level to facilitate and spread its work on the local
level
