Networks of public procurers Foreseen activities

• Objective: stimulate the demand of innovative goods and services by

using public purchasers as “shuttle clients”

• Creation of trans-national thematic networks of contracting authorities*

to foster professionalism in public purchasing

• Technical dialogue with suppliers and industry (including SMEs) to

improve information available in public procurement processes

• Voluntary harmonization of tendering specifications

• Establishing joint procurement strategies

• Training and dissemination

* (as defined by Directives 2004/18/EC and 2004/17/EC)

In which markets?

Preference to sectors where public sector is an important buyer and where

there is a culture of sophisticated procurement in various Member States

• Networks must be market specific, addressing one or more of these:

• Construction Non-residential, residential, infrastructure New design technologies, management methods, “servicisation”

• Protective textiles Fire, rescue, security, police, public transport, defence, medical

• Bio-based Bio-plastics, bio-lubricants

• Recycling Facilities and services

• Renewables

About the call for proposals

• Publication: 18 November 2008

• Budget of 3 millon €, part of CIP-EIP work programme 2009

• Financing additional activities to national/local

• Grants to 3 to 4 thematic networks (within the Lead Market sectors)

• Duration of activities: 36 months

• Deadline for submission of proposals: 27 February 2009

Who can take part?

Trans-national consortia involving:

• Public procurers (“contracting authorities”)

• From at least three countries (Member States of countries associated

to the Competitiveness and Innovation Programme)

• National, regional or local level (wherever the expertise lies)

• Procurers that are active buyers in the lead market areas, but also

other “contracting authorities”, e.g.:

• Organisations that support public procurement

• Innovation, technical, research bodies agencies

• Not for profit organisations for project coordination
