    (v) Open Forum: Proactive Care Programme - Cheadle Update (Pages 21 - 30)

    A representative from Stockport Clinical Commissioning Group will make apresentation at the meeting on the Proactive Care Model which aims to strengthencommunity capacity and improve the health literacy, service quality and outcomesof care for people such that fewer people will require hospital admission andconsequently reduce demand on the current health and social care system.

    10. DRAFT PLANNING BRIEF - SIM CHEM HOUSE, CHEADLE HULME (Pages 58 - 70)

    To consider a report of the Chief Executive

    The purpose of this report is to provide the Area Committee with relevant information toconsider the planning brief for Sim Chem House, Cheadle Hulme. The planning brief's

    objective is to guide the future development of this important site in Cheadle Hulme DistrictCentre in order to ensure it contributes to the local economy and the well-being of the localcommunity. It also aims to provide certainty for interested parties looking to either reusethe Sim Chem building or to redevelop the site.

    1. MINUTES

    The Minutes (copies of which had been circulated) of the meeting held on 29 September2015 were approved as a correct record and signed by the Chair.

    2. DECLARATIONS OF INTEREST

    No declarations of interest were made.

    3. URGENT DECISIONS

    A representative of the Democratic Services Manager reported that the Corporate Directorfor Place Management and Regeneration, in consultation with the Chair, had approvedminor amendments to the proposals approved by the Area Committee at the meeting heldon 29 September 2015 (Minute 11 refers) regarding the introduction of a No Waiting AtAny Time Traffic Regulation Order on Victoria Avenue and Cheadle Road, Cheadle so thatthe schedule of proposals now read:-

    (1)That the Executive Councillor (Supporting Places) be requested to approve the legaladvertising of the following No Waiting At Any Time Traffic Regulation Order on CheadleRoad and Victoria Avenue, Cheadle Hulme at an approximate cost of 525 to be fundedfrom Ward Delegated Budget (Cheadle Hulme North allocation) and, subject to noobjections being received within twenty one days from the advertisement date, the Orderbe made:-

    Revocation of No Waiting Monday Saturday 8.00am 6.30pm

    Cheadle Road, Cheadle Hulme north east side, from a point 10 metres south east of thesouth easterly kerb line of Victoria Avenue to a point 10 metres north west of the northwesterly kerb line of Victoria Avenue.

    4. PROGRESS ON AREA COMMITTEE DECISIONS

    A representative of the Democratic Services Manager submitted a report (copies of whichhad been circulated) updating the Area Committee on progress since the last meeting ondecisions taken by the Area Committee and the current position on Ward FlexibilityFunding. The report also included the current position on the ward delegated budgets.

    RESOLVED (1) That the report be noted.

    (2) That the Corporate Director for Place Management and Regeneration be requested to

    provide a timetable for dealing with objections to the Traffic Regulation Orders in thevicinity of Oak Tree Primary School, Cheadle Hulme.

    5. COMMUNITY ENGAGEMENT

    (i) Chair's Announcements

    The Chair reported on the review of outcomes tour which had taken place on 6 November2015 where councillors had visited various sites across the borough where developmenthad taken place, including the residential development at Old Wool Lane, Cheadle Hulme(Wentworth Gardens).

    (ii) Public Question Time

    No public questions were submitted.

    (iii) Public Realm

    (a) David Wilson (Public Realm Inspector) attended the meeting to report on current issuesand to answer questions from Councillors and members of the public in relation to publicrealm issues within the area represented by the Cheadle Area Committee.

    The following comments were made/issues raised:-

    Whether the small number of locations which required vegetation cutting back on aregular basis could appear as a schedule rather than await for the issues to beraised by Members.

    The clearing of weeds at the footpath at the rear of Bishops Close, Cheadle stillneeded to be carried out.

    Members requested a maintenance schedule for street lighting, an indication of theprocess after faulty street lights were reported and information on the delineation ofresponsibility between Electricity North West and the Council.

    A Member reported a dropped gulley on Finney Lane, Heald Green, at the junctionof Smithy Croft which needed investigating.

    The removal of fly tipping at the rear of the Friendly Gym on Eden Place, Cheadlehad been satisfactorily removed.

    RESOLVED That David Wilson be thanked for his attendance.

    (b) Passageway between Argyll Road and Councillor Lane, Cheadle

    A representative of the Democratic Services Manager reported that this item had beenplaced on the agenda at the request of Councillor June Somekh.

    Councillor Somekh reported that the maintenance work on the passageway between ArgyllRoad and Councillor Lane, Cheadle had now been carried out and requested a copy of thefuture maintenance schedule.

    RESOLVED That the report be noted.

    (iv) Petitions

    Councillor John Pantall presented a petition containing 98 signatures requesting theCouncil to press the owners (receivers) of the derelict SIM CHEM office building inCheadle Hulme Centre to deal with the eyesore and work with the Council to return thesite to beneficial use.

    RESOLVED That the petition be referred to the Corporate Director for PlaceManagement and Regeneration for investigation.

    (v) Open Forum

    In accordance with the Code of Practice, no organisation had indicated that they wished toaddress the Area Committee as part of the Open Forum arrangements.

    (vi) Ward Flexibility Funding - 5th Cheadle Hulme Scouting Group and First StepsOrrishmere Charity Pre-School

    Dave Muggeridge from the 5thCheadle Hulme Scouting Group attended the AreaCommittee to answer questions from the Area Committee in relation to an application forWard Flexibility Funding towards the redevelopment of the toilet facilities at the scout

    building.

    RESOLVED That the Democratic Services Manager be recommended to make a grantof 1,000 to the 5thCheadle Hulme Scouting Group and First Steps Orrishmere Charitypre-School towards the redevelopment of the toilet facilities at the scout building, to befunded from the Cheadle Hulme North Ward budget.

    (vii) Ward Flexibility Funding - Walter Stansby Memorial Park

    John Needham from the Walter Stansby Memorial Park attended the meeting to answerquestions from the Area Committee in relation to an application for Ward Flexibility

    Funding for a payment from the Council to renew the Christmas Lights in the park.

    RESOLVED That the Democratic Services Manager be recommended to make a grantof 1,000 for a payment from the Council to renew the Christmas Lights in the park, to befunded from the Cheadle and Gatley Ward budget.

    8. MONITORING VISIT

    The Planning and Highways Regulation Committee requested that the Area Committeeselect a recently completed development site for inspection as part of the Councilsapproved practice of monitoring developments and reviewing current policies.

    RESOLVED (1) That the Planning and Highways Regulation Committee be requested toundertake a monitoring visit to the Abney Court Care Home, Cheadle.

    (2) That the Planning and Highways Regulation Committee be recommended to visit thenew Oak Tree Primary School, Cheadle Hulme for the next Review of Outcomes Tour.

    The Area Committee acting as Trustee for the Brookfield Park Shiers Family Trust

    9. BROOKFIELD PARK SHIERS FAMILY TRUST MID-YEAR UPDATE

    A representative of the Corporate Director for Corporate and Support Services submitted areport to the Area Committee, acting in its capacity as Trustee for the Brookfield ParkShiers Family Trust, providing an update on the financial standing of the Trust as at 30September 2015, indicating the amount of money available for distribution to organisationsand advising on the relevant performance of investment funds.

    RESOLVED (1) That the contents of the report be noted.

    (2) That the previous decision of the Area Committee to reserve 25,000 from the Trusttowards addressing the effect of loneliness amongst elderly residents and theconsequential effect on their health be reaffirmed.

    (3) That no distribution of the Trust be made at this moment in time.

    (4) That the current investment policy of the Trust be maintained.

    10. CARRS ROAD, CHEADLE - TRAFFIC REGULATION ORDER

    A representative of the Democratic Services Manager submitted a report of the Corporate

    Director for Place Management and Regeneration (copies of which had been circulated)outlining the results of an investigation into parking concerns in the vicinity of Carrs Road,Cheadle.

    RESOLVED (1) That the Area Committee be minded to approve a Traffic RegulationOrder on Carrs Road and St. Margarets Road, Cheadle, as set out below, at anapproximate cost of 900 to be funded from the Area Committees Budget (CheadleHulme North Ward allocation):-

    RESOLVED (1) That the Area Committee be minded to approve a Traffic RegulationOrder on Silverdale Road, Gatley, as set out below, at an approximate cost of 800 to befunded from the Area Committees Budget (Cheadle and Gatley Ward allocation):-

    9. Please give us a brief description of your proposed/planned project or activity

    To provide younger aged leaders the ability to drive a minibus. These leaders passed their

    driving test after 1997 when the licencing regulations changed and therefore cannot drive a

    minibus on their driving licence without taking a cat D1 licence test. This application will allowtwo of our younger aged leaders (both aged 27) the ability to drive our minibus and provide

    additional away from HQ activities, activities and camps in the future.

    The cost including a medical, licence application, theory learning and practical exam is 878 per

    adult volunteer leader and we are looking to get two leaders trained.

    Since the removal of SMBC Youth Services funding and minibuses, the Group has seen an

    increase in commercial hiring and insurance costs. We have recently purchased a Group

    minibus ourselves to reduce these costs. This was paid for by hard fundraising events by

    parents and volunteer leaders from within the Group to achieve this purchase

    DESCRIPTION OF DEVELOPMENTErection of a pair of semi detached 4 bedroom dwellings. The proposed dwellings would besited in the existing side garden of no. 2 Turnfield Road and would front onto Schools Hill. Thedwellings would have combined footprint of 11m long x 12.5m wide and have max height ofbetween 9m to the apex of the ridge of the traditional pitched roof. The pitched roofncorporates a staggered ridge line and also includes a small pike detail to the frontage. Thefootprint of the dwellings is approximately in line with the existing front building line with no. 68cSchools Hill and would not extend significantly backwards into the plot past the rear most partof this property. The design and appearance of the proposed properties is of relatively standardtraditional form and the design and access statement outlines that materials and detailing willbe chosen to reflect that of the adjacent properties on Schools Hill including red brick, greyslate tiles, painted timber windows and doors.

    The remainder of the site would be handed over to amenity space to serve the properties witheach garden having a private garden area. Vehicular access would provided to the proposeddwelling off Turnfield Road with a permeable paving double car parking space provided (1space per dwelling) adjacent to each other.

    As part of the proposal the existing glazed doors/windows on the side gable of the applicantsproperty facing the site would be obscure glazed.`

    SITE AND SURROUNDINGSThe application relates to the side garden area of no. 2 Turnfield Road. This a irregular flat

    piece of garden situated in a corner location at the junction of Schools Hill and Turnfield Road.The land is surrounded to both the road boundaries by a mature hedge. Other mature trees lie

    No. 2 Turnfield Road (in same ownership) lies immediately to the north west. This is abungalow with a long footprint fronting onto Turnfield Road. The property has a driveway offTurnfield Road and contains two habitable full length glazed windows on the side gable

    elevation facing the proposed development plot. The property retains further gardens to theeast elevation. Other residential properties lie to the west on the opposite side of TurnfieldRoad in the form of a pair of apartment blocks known as Turnfield House and Polldean House.Turnfield House is the closest of the two and presents a side elevation to the application site.The property includes habitable windows on this elevation facing the site including a large sidewindow at the upper floor unit of the block. No 68c Schools Hill adjoins the site to the east.This is an attractive 2 storey traditional cottage forming part of a group of cottages that areLocally Listed. The property contains a series of 4 windows on the original side gableelevation which are all non habitable and a secondary ground floor window on the ground floorrear kitchen side elevation facing onto the site. There is an existing timber boundary fenceapproximately 1.5-1.8m high along the boundary between no. 68c and the application site. On

    the opposite side of Schools Hill road lies open land forming both highways land/verge andpart of Bruntwood park.

    CONSULTEE RESPONSES

    Highways Engineer: These comments are further to my previous comments made on thisapplication and are based on the submission of an amended drawing Ref; 1700/01A.

    Access to the parking spaces is now from Turnfield Road which removes previous concernsabout access directly onto Schools Hill. The loss of the parking spaces reduces parkingprovision to one space per dwelling which is below the Councils maximum parking provision.However the site scores 54 using the Councils accessibility criteria therefore it is in areasonable sustainable location which would be a reason to accept reduced parking. I wouldtherefore ask for a condition for the provision of cycle parking to ensure that more sustainableforms of transport are supported in this accessible location.

    Planning Policy: The proposal is for two no. 4-bedroom semi-detached properties within thePredominantly Residential Area.

    The site is over 800m from the nearest large local or district centre and therefore does not fall

    within first two spatial priority areas for housing location as set out in Policy CS4 (Distribution ofHousing) of the Core Strategy. However, the Council is currently in a position of housingunder-supply with 4.2 years of supply against a requirement in national policy for at least 5years. In such situations Policy H2 (Housing Phasing) of the Core Strategy allows for housingdevelopment on sites which meet the Councils accessibility criteria. In this case the site scoresaround 51, which exceeds the current minimum score of 34 for housing.

    The site is greenfield land currently used as garden land for an adjacent residential property.Policy CS4 sets out a hierarchy for development of urban greenfield sites. The first of these isaccessible sites not designated as open space, with the second the use of private residentialgardens in accessible urban locations where proposals respond to the character of the area

    and maintain good standards of amenity and privacy for the occupants of existing housing.Given the Councils continued position of housing under-supply urban greenfield sites need tobe considered as potential development sites, subject to the hierarchy and sequential approachdescribed in Policy CS4. There are very few sites in the first level of that hierarchy andtherefore garden sites which meet the requirements of policy are currently acceptable sites forhousing development. Consequently, provided the proposal meets the requirements of PolicyCS4 in terms of impact on privacy, amenity and character there is no objection to the proposaln principle.

    The proposal is not of sufficient scale to require the provision of any affordable housing, as setout in Core Strategy Policy H3 (Affordable Housing).

    The site is located in an area that falls under part iii) of the Saved UDP policy EP1.10, for both

    daytime and night-time noise levels. Consequently provided we are happy to condition the siten respect of noise protection in line with the part of policy there is no objection on the groundsof EP1.10.

    ANALYSIS

    The application requires assessment in respect of the following areas:

    1. LanduseThe application site is located within a Predominantly Residential Area, as defined on the UDPProposals Map. It is noted that the application site is not located within one of the two mainspatial priority areas for residential development, as set out in Core Strategy DPD policy CS4.However, the Council is currently in a position of housing under-supply, with 4.1 years worth ofsupply against a requirement in national policy for 5 years plus. In these circumstances, CoreStrategy DPD policy H-2 allows for residential development on sites that meet the relevantaccessibility criteria. It is noted that the site achieves an accessibility score of >50 whichexceeds the current minimum accessibility score of 34 required for new housing. Although

    the site is currently garden and therefore greenfield Policy CS4 sets out a hierarchy fordevelopment of such sites. The first of these is accessible sites not designated as open space,with the second the use of private residential gardens in accessible urban locations whereproposals respond to the character of the area and maintain good standards of amenity andprivacy for the occupants of existing housing. Given the Councils continued position ofhousing under-supply urban greenfield sites need to be considered as potential developmentsites, subject to the hierarchy and sequential approach described in Policy CS4. There arevery few sites in the first level of that hierarchy and therefore garden sites which meet therequirements of policy are currently acceptable sites for housing development and on this basisthe proposal is considered to meet the requirements of Core Strategy Policies CS4 and H2, aswell as adding to the housing numbers and mix in line with Core Policies CS2 and CS3

    2. Residential amenityn terms of existing residents the proposal will not have a significant impact in terms of loss ofprivacy or overlooking. The property is orientated to face onto Schools Hill to the front and theapplicants own property to the rear and has its principle habitable windows on the front and rearelevations respectively. To the frontage on the opposite side of Schools Hill there are nofacing properties. To the rear the applicants own property, a bungalow, contains two full lengthdoors to habitable rooms. The proposed dwellings would be sited 13m from the side elevationand the proposal includes provision to obscure glaze the two door openings (which aresecondary light sources to the rooms in the property to ensure there is no over looking from the

    proposed new dwellings). This would ensure the proposal complies with the Councils standardfor separation to a blank elevation of 12m. The adjacent property to the west (68c) lies 5maway and contains a series of 4 windows on the original side gable elevation, which are all nonhabitable, and a secondary ground floor window on the ground floor rear kitchen side elevationfacing onto the site. The proposal contains two habitable windows at ground floor level andagain these can be obscure glazed to ensure no overlooking takes place. The proposaldevelopment will therefore have no significant detrimental impact on the amenity of thisproperty being in compliance with the Councils standards. On the opposite side of TurnfieldRoad lies two blocks of flats/apartments the nearest being Turnfield House. There arehabitable room windows on the side elevation of the flat block however the proposal containsonly non habitable windows or and secondary obscure glazed windows and therefore no

    overlooking issues are raised with 22m of separation provided.

    n terms of intended residents given the above situation the proposed dwelling is notconsidered to be overlooked by existing property and will offer adequate privacy in this regardfor its occupants. There is a minor shortfall of 1m to the site frontage as the here only 5m ofset back is provided against the Councils 6m normal requirements. The proposal doeshowever follow the prevailing building line of the cottages to the east and therefore this is

    considered to be a design benefit that will outweighs the minor shortfall. The rear elevation ofthe dwelling contains habitable windows but would retain in excess of the Councils required12m separation to the blank side elevation of the adjacent property as outlined above. Theproposal includes a rear and side/rear garden area as amenity space for the dwelling capableof beneficial use that are within tolerance of the councils standards for garden space. Thesmaller plot contains 66sqm against a normal requirement of 75 sqm. The larger plot exceedsthe 75sqm guideline. The site lies within the noise contour area where aircraft noise is arelevant consideration. However the standard condition to require and provide acceptablesound attenuation could be added to any permission issued and this would adequately dealwith this amenity issue.

    3. Design.The proposed dwellings are sited in a position which respect the prevailing building line on theSchools Hill. The properties to the east are Locally Listed and form an attractive short terrace.The proposal seeks to mimic these in terms of footprint position, scale and design by providingtwo relatively traditionally proportioned simple cottage style properties. The Design andAccess statement identifies that materials will be chosen to sit appropriately next to the existingfrontage using a red brick, slate roof and timber doors/windows. The overall design of theproposal is considered traditional in form and scale and incorporates a pitched roof withstaggered ridge line and small pike detail to the front elevation. The design also incorporates astepped frontage in conjunction with the 2 pike details which breaks up the frontage visuallyand adds interest to the elevation. Overall the design is considered successful in providing anattractive form of development and being respectful and in keeping with these nearbyproperties. The proposal is therefore considered to comply with all the development plandesign related policy and guidance listed above and will provide an acceptable form ofdevelopment that would not have an unacceptable impact on the Locally Listed buildings to theeast. The proposal also complies with the Councils normal standards for separation andspacing as outlined above.Given that there would be limited remaining space for extensions at the site it is consideredappropriate to remove permitted development rights from the new properties to allow theCouncil to consider any subsequent extensions.

    4. HighwaysThe proposal includes a parking area to serve the development consisting of an access offTurnfield Road and a single parking space for each dwelling. There is also room for a bikeshelter to be included within each plot. The highways engineer has inspected the proposaland raises no objections to the application on this basis. A previous submission (DC059022)ncluded access and car parking straight onto Schools Hill and this was deemed to beunacceptable in highways terms resulting the application being withdrawn. The revisedarrangement with a Turnfield Road access/parking is now considered acceptable subject toconditions relating to permeable surfacing, visibility for pedestrians, highway reconstruction andcycle parking provision. On this basis the application is considered to comply with CoreStrategy Policies T-1, T-2 and T-3.

    5. Open SpaceThe proposed 2 no. 4 bed dwellings would increase the population capacity at the site andtherefore falls to be considered under Policy SIE-2. The proposal generates a requirement fora commuted sum of 6,503 to satisfy policy requirements and the applicant has indicated hes willing to pay the relevant amount to deal with this via either direct payment or S106.

    6. Other mattersWith regard to the issue of land contamination the comments raised by the CouncilEnvironment Team, contained within the consultee responses section above, are noted and willbe included on the decision by way of planning condition. In the absence of objections from theEnvironment Team, the proposal is considered to comply with Core Strategy DPD policy SIE-3.

    The site is enclosed by an attractive hedge and there a some small but mature trees on the sitefrontage which contribute to the amenities of the area. The agent has confirmed that thentention is to retain the hedge and trees that are currently on site. Planning conditions shouldbe imposed to agree the exact details of these works and any replacement planting alongside

    all new boundary treatments for the site.

    Although the proposal would consist of less that 10 residential units and therefore does nottrigger the Council's carbon reduction targets, a short Energy Statement has been submittedwith the application. The Energy Statement highlights that energy efficiency measures will bencorporated within the proposed development in order to reduce energy consumption and CO2emissions and as a minimum the building will comply with part 1LA of the building regulations.As such, subject to the imposition of a planning condition to agree the exact details, theproposal complies with the requirements of Core Strategy DPD policy SD-3. Permeabledrainage is shown for the proposed parking areas which adequately deal with the requirementsof policy SD-6.

    SUMMARYThe proposal is therefore considered acceptable in all respects and is recommended forapproval. Committee are requested to defer and delegate the issue of a decision to officerspending the completion of the appropriate payments details (direct payment/S106) for the openspace requirements.

    1. INTRODUCTION AND PURPOSE OF REPORT

    1.1 To seek Area Committee views on polling arrangements within the area for the May2016 local elections.

    2. INFORMATION

    2.1 A Council wide review of polling districts, polling places and polling stations wasundertaken between 1 October 2013 and 31 January 2015 as required by the

    Electoral Registration and Administration Act 2013. The polling arrangements forStockport were agreed by the Council at its meeting on 23 January 2014.

    2.2 The next statutory review of polling districts and polling places will be undertaken in2018 in accordance with the statutory timetable.

    2.3 In order to respond to issues affecting the availability or suitability of premises foruse as polling stations, a small number of changes need to be considered andconsulted upon and a recommendation made to the Council meeting on 28 January2016.

    2.4 Details of potential changes to polling places situated within the Area Committeeare set out in the table below. The views of the Area Committee are sought prior toa report being submitted to the Council Meeting in January 2016.

    2.5 In designating polling places, the Council must:

    a) Seek to ensure that all the electors in the constituency have such reasonablefacilities for voting as are practicable in the circumstances;

    b) Seek to ensure that so far as is reasonable and practicable, the polling placesthey are responsible for are accessible to all electors, including those who are

    disabled, and when considering the designation of a polling place, must haveregard to the accessibility needs of disabled persons.

    Poynton Relief Road Consultation

    1. INTRODUCTION AND PURPOSE OF REPORT

    1.1 This report provides details of the consultation on the proposed Poynton ReliefRoad Scheme and requests comments from Members on the proposed scheme.

    2. INFORMATION

    2.1The Poynton Relief Road is being developed by Cheshire East Council, working incooperation with Stockport Council. Poynton Relief Road is a proposed 1.9 milehighway which will relieve congestion in and around Poynton, improve links toMacclesfield and support economic, physical and social regeneration of the area.

    2.2In summer 2014, more than 89% of people who responded to the route optionsconsultation said they supported the idea of the road and 73% felt a direct routeoption was the best choice.

    2.3Since the preferred route was announced in December 2014 the project team hasbeen developing the design for Poynton Relief Road.

    2.4 The scheme objectives are: Support the economic, physical and social regeneration of Poynton and the north of the

    area, in particular Macclesfield. Transfer Heavy Goods Vehicles (HGVs) onto more appropriate roads on the wider

    network and relieve existing traffic congestion in Poynton. Deliver a range of complementary measures on the A523 corridor to Macclesfield that

    address Road Safety, Congestion and Mitigation of the wider environmental impactof traffic.

    Boost business integration and productivity: improving the efficiency and reliability of thehighway network, reducing the conflict between local and through traffic, andproviding an improved route for freight and business travel.

    Allow improvements to the highway network for public transport, walking and cycling.2.5 The scheme is expected to address the following problems in the area: To reduce congestion in and around Poynton, improving air quality and noise levels. To provide improved connectivity for cyclists and pedestrians. To improve highway connections, that are currently hampering development

    opportunities and restricting economic growth. To improve connectivity between Macclesfield, Stockport, Manchester Airport and

    beyond.2.6The Proposed Scheme includes: 1.9 miles of new single carriageway relief road, between the existing A523 London Road

    to the south and the proposed Manchester Airport Relief Road (A6MARR) to the

    north (now under construction). Junction improvements along the A523 London Road at Adlington Crossroads and the

    Bonis Hall Lane Junction.

    A new road bridge to allow the proposed relief road to pass beneath the existingChester Road.

    Two new additional bridges to allow existing public rights of way to pass over theproposed relief road.

    A three metre-wide pedestrian and cycle way alongside the road. Measures to mitigate the environmental impacts of the scheme, such as tree planting,

    bunding and noise fencing.

    3. STOCKPORT COUNCIL RESPONSE TO ROUTE OPTION CONSULTATION

    3.1 Stockport Council responded to the initial consultation in autumn 2014 saying that itpreferred the blue route but would support the green route so long as the impact onlocal residents was no greater than the original proposed scheme.

    3.2 The consultation responses from Stockport residents indicated general support forthe scheme but a desire to understand potential impacts on the highway network inStockport including the A6 High Lane, A34 and A523 especially the proposed newjunction with the A555 at Macclesfield Road and roads around Woodford and

    Bramhall .3.3 There is an expectation that any negative impacts will be mitigated appropriately and

    that appropriate environmental and traffic mitigation measures will be developed.3.4 Concern was expressed regarding the potential impact on residents in Woodford and

    Stockport Council stated they would like reassurance that that there would be nogreater impact on residents from the proposed route option than the originalproposed route.

    4. PUBLIC CONSULTATION 20154.1. The scheme has continued to be developed and the more detailed proposals of

    the scheme are being consulted upon this autumn. Public exhibitions were held inWoodford and Poynton and local residents near the scheme received a leafletencouraging them to participate in the consultation.

    4.3. There will be a short presentation at committee based on the informationprovided at the exhibitions.

    feature in the area and is visible to users of the district centre, people passingthrough the centre of Cheadle Hulme, from nearby dwellings and from the nearbyrailway station. It lies approximately 3 miles away from access to the M60 and M56motorways.

    2.2 The building was last occupied in early 2011 when the then occupying company,Simon Carves Limited moved to their new purpose built offices in Manchester. Sincethe building became vacant in 2011, it has suffered from anti-social behaviourincluding vandalism, graffiti and fly-tipping and its condition is rapidly deterioratingtowards a derelict state.

    2.3 The Council first received complaints about the building not long after it was closed,in September 2011, when the rubbish in skips on the car park had been set alight.Since then, the building has deteriorated and the whole site has been affected byongoing vandalism and anti-social behaviour. GM Fire Service, the Police and theCouncil have had to respond to concerns raised about anti-social behaviour andCouncil officers have had to make repeated site visits with regards to litter, brokenglass and offensive graffiti.

    2.4 The property is currently in the hands of the receiver and it is understood to beaffected by longstanding complex issues regarding the leasehold.

    2.5 Officers have therefore prepared the attached brief to guide the future developmentof this important site in Cheadle Hulme District Centre and to ensure it contributes tothe local economy and the well-being of the local community. The brief will alsoprovide certainty for interested parties looking to either reuse the Sim Chem buildingor to redevelop the site.

    2.6 This brief has been sent to all parties believed to have a legal interest in the building,further to which no responses have been received.

    3. NEXT STEPS

    3.1 The planning brief will be published on the Councils website and provided to anydevelopers interested in either conversion of the existing building or a redevelopmentof the site.

    3.2 Officers will continue to monitor the situation whilst actively working towards ensuringa long term solution is identified and implemented.
