Foreword from the MinisterI am pleased to present the 2014-2015 Public Reserves Management Fund Program (PRMFP) Report, which highlights the program’s many achievements over the year.

The PRMFP supports regional economic growth in NSW, strengthens local communities and helps to protect the natural environment.

Managers of Crown reserves, as well as freehold showgrounds and schools of arts, are eligible to apply for grants and low interest loans through a competitive application process to support their work on behalf of the NSW community in managing some of our most important public reserves.

Over the last 5 years, more than $95m has been allocated through the annual funding program to support the development, maintenance and protection of NSW Crown reserves.

In 2014-2015, $22.4m in funding was allocated to 532 recipients across the State to support important initiatives such as the maintenance of showgrounds and community halls, the improvement of local parks and reserves, protection against bushfires, weeds and

pests, and the development of caravan parks.

Crown Lands are our showgrounds, our racecourses, surf lifesaving clubs and halls - the very heart of our communities - and this annual report showcases some of the many achievements of the thousands of people who put in countless hours to make our communities better.

About the Department of Primary Industries - Lands

The Department of Primary Industries - Lands is a diverse, regionally based Government agency responsible for Crown land within NSW. Under the Crown Lands Act 1989, the Department is responsible for managing some of the most iconic and diverse public land through approximately 35,000 Crown reserves and approximately 60,000 leases, licences and permits. The department is also responsible for managing and assessing Aboriginal land claims

under the NSW Aboriginal Land Rights Act 1983.

The NSW Crown Estate is large and diverse - representing approximately 42% of the State of NSW. Valued at $11 billion, it is used for a range of social, economic, recreation, heritage and environment conservation purposes.

Crown land includes:

• most beaches, estuaries and waterways;

• Crown roads;

• land used for grazing, agriculture and travelling stock;

• commercial ventures such as marinas, kiosks, restaurants and aged care facilities;

• recreational areas such as ovals, tennis courts, golf courses, bowling greens and walking tracks;

• community and cultural facilities including community halls, showgrounds, racecourses, cemeteries and lighthouses; and

• tourism facilities such as caravan and holiday parks.

About the Public Reserves Management Fund Program

The Public Reserves Management Fund Program (PRMFP) provides financial support for the development, maintenance and protection of public reserves. PRMFP funds are allocated each financial year to reserve managers through a robust assessment process.

The PRMFP was established by the Public Reserves Management Fund Act 1987. It has been self-sustaining since 1998-1999, generating income from levies, licences and loan repayments. More than $95m has been allocated by the NSW Government from the PRMFP over the last five years.

The key PRMFP program areas are:

• Local Parks and Reserves

• Caravan Parks

• State Parks

• Showgrounds

• Pest and Weeds

• Tracks and Trails

• Bushfires

Each year the funding priorities are reviewed and set. In 2014-2015, priority was given to applications that assisted reserve managers to achieve: • Compliance with legislative and/or regulatory

obligations, in particular to ensure public safety and work health and safety is maintained on Crown reserves.

• Substantial repairs, maintenance or upgrades that preserve or broaden the reserve user base, especially where this promotes greater financial sustainability.

• Environmental management, such as for conservation, contaminated site management or remediation, bushfire management, and pest and weed control.

• Collaborative projects which address common issues across multiple reserves, particularly those which involve more than one trust.

• Projects of regional or state-wide significance, particularly where these facilitate increased regional investment and employment.

• Business support and planning, including for concept development and asset management, and

• Projects that facilitate the development of tourism and events-based activities, especially where this features investment in long-term infrastructure that benefits regional communities and multiple user groups.

Objectives of the PRMFP• Maintain and develop recreational and tourism

facilities on public reserves for community use and enjoyment.

• Facilitate improved management of community facilities on public reserves, including community halls, showgrounds and parks.

• Manage and renovate infrastructure and other assets on public reserves to optimise value to the community and comply with regulatory obligations, in particular to ensure public safety and work health and safety is maintained on Crown reserves.

• Enhance environmental assets by supporting conservation initiatives, bushfire management and weed and pest control on public reserves.

• Support business opportunities that realise the potential of the Crown land estate, support regional economies and promote greater financial sustainability.

• Support the important role that volunteers play in the ongoing management of the Crown reserve system, and

• Ensure the PRMFP is self-sustaining and managed in a contemporary and efficient manner, with appropriate planning and administrative processes.

2014-2015 Overview

The 2014-2015 PRMFP was delivered via two rounds:

Round 1 - Showgrounds (including freehold), Pests and Weeds and Bushfires

Round 2 - Crown Parks and Reserves, Crown Caravan and State Parks, Showgrounds (including freehold) and School of Arts Halls and Bushfires

A total of 1025 applications were received by DPI - Lands over both rounds, with a combined value of $42.9m:

• 648 for local parks and reserves, caravan parks, state parks, schools of arts, and showgrounds

• 48 for pests;

• 236 for weeds;

• 1 for tracks and trails; and

• 92 for bushfire projects.

In 2014-2015, $22.44m (including $0.7m in loans) was disbursed across 532 projects, supporting important initiatives such as the maintenance of showgrounds and community halls, the improvement of local parks and reserves, pest and weed management and the development of Crown holiday parks.

With more than 530 individual projects funded by the Public Reserves Management Fund Program, there were literally hundreds of highlights in

2014-2015. Great outcomes are being achieved from these grants and loans across the State, with beneficiaries ranging from small community

groups to whole regions. Following are examples of just some of the great initiatives supported by the PRMFP.

Contribution towards bandicoot survey programs $8,000Killalea State Park near Shellharbour on the south coast of NSW is well known for its recreational values as a national surfing reserve and is also a popular destination for school outings, weddings, fun runs, community activities, picnics and camping.

However, wildlife values are far less understood despite there being excellent examples of rare coastal habitats including the freshwater coastal wetland (Killalea Lagoon), an extensive tract of littoral rainforest at Minnamurra Spit and a near-shore island in Rangoon Island.

With the help of a PRMFP grant of $8,000 and $4,000 from the Killalea State Park Trust a comprehensive flora and fauna survey was undertaken in conjunction with the NSW Office of Environment and Heritage.

Killalea State Park Manager, Nathan Cattell said the main findings were the sightings and identification of the long-nosed bandicoot, three endangered species of bats and a host of endangered ecological communities.

“Beyond birds, very little was known about the fauna of the park, particularly insectivorous bats, tree and

ground-dwelling mammals and reptiles, all of which proved to be more diverse than expected.

“We found the park provides habitat and refuge for at least 235 native animal species. Among these are 17 species listed as threatened in NSW comprising 13 birds, three mammals and one frog.

“Killalea Lagoon is a haven for waterbirds, including threatened species such as the Australasian bittern and blue-billed duck. It is a popular location for amateur birdwatching and one of the only coastal waterbodies in the Illawarra protected from disturbance by watercraft and dogs.

“The NSW Office of Environment and Heritage carried out extensive surveys with the help of our staff.

“Everyone got behind the studies. Most of the staff volunteered their time after hours to help out and it was a fantastic effort.” “This data will be invaluable in helping us to plan future development and activities across the whole of the Park,” he said.

The Showground is very popular and used all year round for agricultural and equestrian events as well as the famous Bangalow Monthly Markets

Alterations to the existing rotunda building, including a new canteen and disabled toilet facilities, first aid room, office, club room and covered outdoor area.$36,660 Home to the famous Bangalow monthly markets, the Annual Agricultural Show, Pony Club and other equestrian events, the Showground has an interesting history. It was once a forest, then a bare paddock, now a parkland, and in the early days it was a weekly marketplace for livestock sales.

Consultation with five different stakeholder groups representing over 150 members identified strong support for upgrading the Rotunda at the Bangalow Showground in order to free up another building for more regular income generation.

The Rotunda, a single storey reinforced concrete building, was built in the 1950’s with male and female amenities and a small office space. The concrete roof is used as a viewing platform and there is a makeshift announcer’s booth.

The plan for stage one was to upgrade the building to provide additional office space, a canteen, altered male and disabled amenities, a first aid room and a large covered paved outdoor space on the ground floor.

This work was completed at the end of 2014.

Member of the Bangalow Park Showground Trust, Toni Appleton said the PRMFP contributed $36,660 and the Trust matched it dollar for dollar.

“The equestrian clubs have always made use of ‘Moller Hall’, another building on the grounds for their club activities, however this building has been significantly upgraded in recent years and was in great demand by other sectors of the community for weddings and family celebrations, as well as various classes and rehearsals.

“This made it increasingly difficult to program times for all the users of this building so the upgrade to the Rotunda has taken the pressure off and has meant that we can accommodate users simultaneously and still generate a healthy income,” she said.

The stakeholder groups which use the Showground regularly assist in maintenance and fundraising on the grounds. The main arena is used for paid parking for the monthly markets, helping to generate income and the ‘Moller Hall’ is now used regularly for functions.

The three equestrian stakeholders on the grounds - Bangalow Pony Club, Summerland Dressage Club and Northern Rivers Easy Riders, are pleased to be able to now use the covered outdoor area, bigger office and canteen on club days and competitions.

The Bangalow Show Society will use the covered outdoor area for the restricted alcohol zone, and the Lions Club will use the canteen for their barbeque during the annual show.

When the Trust has saved enough money they are hoping to apply for more PRFMP funding to complete stage two of the project - a complete second storey addition to the building.

Repair of the metal framework of the Cattle Pavilion by sandblasting the rusted areas and application of a thick coat of protective epoxy resin $11,600 The Robertson Agricultural and Horticultural Society Showground in the Southern Highlands of NSW is used all year round by the football, pony, equestrian and motor home clubs. It is the home of the Annual Robertson Show and famous for its starring role in the hit movie - Babe. Renowned for its dairy and beef cattle sections at the Annual Show, the steel framed cattle pavilion was in desperate need of repairs due to extensive rusting. Long-time Committee Member of the Robertson Show Society and Showground Trust, local dairy farmer and judge for the dairy section, John Wattman said the Show is well known in the Southern Highlands district for the quality of the dairy cattle showings and is an important lead-up event to gain points to qualify for entry into the Sydney Royal Easter Show.“The improvements to the Pavilion were done to ensure the safety and security of both the cattle and their handlers.“The Cattle Stewards consulted with a qualified, experienced metal fabricator who advised that the rusting could only be removed by sand blasting the affected framework - and removing and replacing the roof cladding progressively as the work proceeded, in order to protect its powder coating as the heavy duty epoxy protective

coating was applied.“The Show Society and the Trust provided all manual labour required which included clearing and site preparation and disposal of scrap materials. “It was a difficult and tedious job, but essential to restore structural safety,” he said.Not only does the Show Society and the Showground Trust benefit, the other principal purpose the Cattle Pavilion is used for is a training ground by the agriculture students from several local high schools to advance their knowledge in all aspects of cattle breeding. The Shed provides them with a place to gain hands on experience in handling, stabling, washing and trimming for judging and showing cattle.Member of the Robertson Agricultural and Horticultural Society and Showground Trust, Katherine Wood said “if it wasn’t for the grant from DPI - Lands the Cattle Pavilion would have fallen down around our ears.“The Show Society Auxiliary had raised $3,000 through an Open Garden Scheme with the intention of heat insulating the west wall of the Craft Pavilion, but instead donated these funds towards the more urgent need in the cattle shed.“I couldn’t speak highly enough of the good work achieved through the PRMFP. It’s a brilliant scheme, with available helpful staff and an amateur-friendly website to work with. “The difference it makes to our community is enormous,” she said.

Gresford Park Showground

Upgrade of kitchen preparation area, including two new gas operated griddle plates $8,560 Gresford is a small country town in the Hunter Valley only a short drive north of Maitland. The Gresford Recreation Reserve and Showground is in a pleasant bush setting on the edge of the township beside the Allyn River which is ideal for swimming and camping, rodeos and equestrian events, birthday parties and wedding receptions.

The function centre is a self-contained part of the Showground that has a food preparation area, meeting space and toilets.

The Gresford Recreation Reserve and Showground Trust applied to NSW DPI - Lands for funding to carry out works in the food preparation area. This involved upgrading the existing cast iron griddle plates and splash back areas to install new stainless steel gas operated griddle plates.

Member of the Gresford Park Trust, Rosemary Wall said the function centre is utilised by numerous community organisations for events all year round. These organisations include, the Gresford Park Trust, the Gresford Agricultural and Horticultural Association, the Rodeo Association, the Pony Club, and the Australian

Campervan and Motorhome Association. The facility is also used by members of the public for specific events such as wedding receptions, birthday functions and general use.

“This land really is owned and cared for by the local community,” she said.

“It was purchased by the community in 1927 when it was put up for sale and they were faced with the prospect of losing the privately owned bush racecourse site. The area has been self-sustaining ever since, either from income generated by the community or more recently with assistance from the PRMFP.

“By improving the facilities in the function centre the Trust has created a better source of income and those fees coupled with our income from camping fees have been used to supplement some very welcome government grants that enabled us to install five additional stainless steel gas BBQ’s down in the camping area for free public use. The popularity of the free BBQ’s can be measured by the level of LPG gas usage - over the past year the free BBQ’s have used just over 250 KG’s of gas which equates to refilling a standard bottle a minimum of once every 2 weeks. The camping area is constantly booked and I don’t think the caretaker has had

a holiday for a while.”

“The whole town benefits. The local shops and pub do really well from the tourism and you can’t wipe the smile off the butcher’s face when he knows something is coming up at the Reserve,” she said.

The Trust was also recently successful in gaining a grant from the PRMFP to change their showers from a solar hot water system to a new gas fired on-demand hot water system because the solar could not cope with the patronage. The PRMFP grant will also pay for a brand new set of showers to cope with peak holiday times and major events.

“Being able to access funds from the PRMFP for these ground improvements has meant that we have been able to improve patronage of the Reserve and therefore increase our income stream from sources outside our local area such as the tourism trade and event organisers from other districts.

“The increased patronage of the Reserve also supports our local businesses and allows the Trust to keep ground hire fees at an affordable level for our local non-profit community and social groups such as the Pony Club, Show Society and Dressage to name a few,” Rosemary said.

Purchase and installation of fire hose reels

$4,000 The Glenreagh Public Recreation Reserve, on the Mid-North Coast halfway between Grafton and Coffs Harbour has been undergoing extensive upgrades over the past number of years.

When the Trust was appointed, the Reserve was fairly run-down so it was decided that a comprehensive Plan of Management would be developed to guide the direction for its future.

With the help of the PRMFP the Trust received grants to install a waste water treatment plant to service the camping areas and in the past financial year received a $4,000 grant to fire-protect the 6.5ha Reserve by putting in fire hose reels.

Trust Member, Peter Dickson-Smith said this will provide a fire protection capability for the Reserve which previously did not exist.

“The Glenreagh Public Recreation Reserve Trust has great plans for the land and in order for us to manage this Crown land we have to be self-sustaining so we needed to generate an income stream.

“Through the hire of camping grounds and the use by other organisations of the arena and facilities for

equestrian events such as the carriage club, team penning and pony club we can manage to keep the Reserve maintained and continually improve the amenities.

“There are a number of large events held throughout the year such as the annual timber and wood chopping festival and the yearly markets which attract a large number of people.

“Although we can provide a modest income to maintain the land we wouldn’t be able to carry out the ‘big ticket’ infrastructure projects without the help of the PRMFP,” he said.

The Trust has plans down the track to build a new toilet and shower amenities block to further improve this idyllic camping and recreation reserve.

Box Road Reserve Trust, SylvaniaControl of noxious weeds and Weeds of National Significance (WONS)$10,500 Grant funding through NSW DPI - Lands has enabled Sutherland Shire Council to continue important pest and noxious weed control programs at a number of sites across the Shire.

A total of $162,000 will fund work at thirteen sites

for pest animal and noxious and environmental weed control and will protect endangered ecological communities and threatened species across Sutherland Shire in Sydney’s south.

The control programs cover pest species such as foxes, rabbits, deer, cane toads and noxious weed control for Boneseed, Pampas Grass and high risk aquatic weeds on Crown Land Reserves across the Shire in Bangor, Bundeena and Maianbar, Heathcote, Illawong, Grays Point, Loftus and Woronora Valleys, Lucas Heights, Kurnell, Taren Point and Greenhills.

Sutherland Shire Mayor, Steve Simpson said the funding enabled council to deliver on its

commitment to enhance and protect the local environment from invasive plant and animal pests.

“Noxious weeds are hard to eradicate, spread rapidly and may have toxic or harmful effects. Pest species can have serious environmental, social and economic impacts on the community. It’s vital that our pest species and noxious weed control programs continue to protect our local area,” he said.

“We value the assistance we get from the community, and I would encourage people to join a council Bushcare group to gain practical skills in plant identification, weed control and bush regeneration,” the Mayor said.

Camden Council received funding from DPI - Lands to rehabilitate a portion of the Camden Wetlands Reserve. The primary aim of this project was to enhance biodiversity, aesthetic values, and the ecological functions of the Camden Wetlands Reserve through the removal of woody weeds and revegetation planting of native shrubs and trees around the wetland.

Since its implementation, this project has been recognised by the Keep NSW Beautiful - Blue Star Sustainability Awards with a ‘Highly Commended’ award in the Habitat and Wildlife Guardianship category.

The Wetlands Reserve is one of the few ephemeral wetlands within the Camden area and provides habitat for a number of native animals including many wader birds such as Purple Swamp Hens, Australian Wood Ducks and White Spoonbills. The wetland holds significant value to the Camden community being located along the Nepean Cycleway, adjacent to the Camden Softball Club and alongside Camden’s main road. The wetlands experience a high number of resident visits and is a key attraction for visitors from outside the Camden area.

Prior to rehabilitation, the wetland was heavily infested with highly invasive woody weeds including Willows, Honey Locust and Box Elder, and had little ecological value. Woody weed removal was conducted in January 2015 as the first phase of the project followed by herbicide treatment. Jute matting was installed across 2,300 square meters of the site to aid in weed suppression.

Camden Council held a Community Planting Day in March 2015 to engage the local community, and users of the Nepean River Trail, in restoration of native vegetation and wetland management. As part of the revegetation phase, 40 volunteers attended the event with 3 staff members from Council. Volunteers and staff worked together to plant over 3,000 native shrubs which exceeded expectations for the event.

Sara Ormond, Natural Resource Officer with Camden Council said a key outcome of this project was engaging community members in wetland rehabilitation and improving the visual amenity for community members, while improving biodiversity in the wetlands.

“It was a real team effort with involvement from a number of community groups including the Macarthur Softball Club, Kings Bush Bushcare Group and the

Camden Lions Club.

“Having such a visible area cleared of woody weeds and rehabilitated with locally native plants was very heartening for the community to witness.

“This project demonstrated the interest and effort that Camden Council devotes to bushland rehabilitation and, as a result, the greater Camden community is able to view a successful example of a Council bush restoration project with ease,” she said

Victory Park Caravan Park is located on the banks of the majestic Darling River in Wilcannia, western NSW.

The Council-run caravan park was in desperate need of a revamped toilet and amenities block. With the help of a PRMFP grant of $40,000, Central Darling Shire Council was able to engage local tradespeople to renovate

the amenities block and connect the existing effluent disposal system to Council’s sewerage scheme.

Manager of the Caravan Park, Tamara Kessell said “the grant allowed Council to upgrade existing facilities at the Victory Park Caravan Park to an acceptable standard.

“New toilets, showers and wash basins were put in and it was re-tiled and painted to complete the fit-out,” she said.

“The PRMFP was a great help.”

It is used for public and community meetings, weddings, wakes, private functions, dances and school functions. It is also home base for the sub-committee of the Coopernook Amateur Theatrical Society

The Coopernook School of Arts Reserve Trust received a grant from the PRMFP of $36,740 to replace the damaged roof and flashings and install two new extraction fans to assist with air flow.

Reserve Trust said “the removal and installation of the new roof was dependent on the weather as the internal roof framing the building would be exposed during the work.

“It was a delicate job given the age of the building and its historical significance as it was built in 1901.

“The contractor’s experience, judgement and professionalism was paramount in carrying out the work.

“The restoration and replacement of the exterior roof of the School of Arts now maintains the integrity of the building and allows us to continue to use the community hall for events and functions in the village of Coopernook,” she said.

Hannam Vale Recreation Reserve Trust

Pathways Project - Removal and replacement of pedestrian bridge across a watercourse, construction of a road from the Reserve entrance across to the pavilion, provision of a 9m x 6m concrete slab under a new extension to the pavilion$38,700

The Hannam Vale Reserve on the Mid North Coast, half way between Taree and Port Macquarie, is a public space that was overgrown with noxious weeds and because of poor access for the local residents, was an unusable space.

Pedestrian and vehicle access to the Reserve was only via the main Hannam Vale Road which was not easily or safely accessible by foot and consequently the Reserve was isolated from the main section of the village, particularly from the local primary school.

An existing bridge across a water course between the school and Reserve was unsafe and the Education Department had banned its use.

The Hannam Vale Recreation Reserve Trust had a plan to make the Reserve more accessible through its ‘Pathways Project’ and applied for funding through the PRMFP to

repair the pavilion, remove and replace the pedestrian bridge across a watercourse and construct a road from the Reserve entrance across to the pavilion.

Graeham Kennedy, Deputy Chair of the Reserve Trust said it is now a wonderful Reserve and space for locals, visitors and travellers.

“What was once a space that was waist-high in weeds and grass is now home to the Open Gardens Day with food stalls and markets, and the annual ANZAC Day community cricket match.

“The new pedestrian bridge now provides a safe and convenient alternative means to access the Reserve from the local school and helps facilitate enhanced linkages between the Reserve and other local community bodies including the public school, tennis club, church and Rural Fire Service, all of which share a common boundary with the Reserve, separated by the water course.

“The students now have quick, safe and direct access from the school playground to the Reserve.

“Not only does this project benefit school students and the school community, it is part of a bigger plan, called the ‘Pathways Project’ in which the Reserve Trust

wishes to provide much closer links between all local community groups and the Reserve such as the tennis club, school and local church,” he said.

The local community and members of the Trust contributed labour to assist in the removal of the old bridge, mowing and weed control and the restoration of the watercourse banks.

The road upgrade and wider turning circle near the pavilion make it easier for buses to manoeuvre around and helps improve traffic control.

“If it wasn’t for the grants from DPI-Lands under the PRMFP we wouldn’t be able to make it such a wonderful asset for bringing the community together. It’s a lovely space for visitors and travellers and a real focal point for locals,” Graeham said.

Guyra War Memorial Hall

Major repairs to the roof and flooring$19,139 Guyra’s War Memorial Hall was the beneficiary of a $19,139 grant from the PRMFP to repair the leaking roof which was causing damage to the building and to fix up damaged floors.

Built in the 1920s, this iconic brick and tiled building is one of the oldest memorials in the New England region.

Guyra War Memorial Hall Trustee Naomi Davidson said the building had an interesting history.

“It housed the town library in the 1950s and it’s full of local war memorabilia and honour boards. It is regularly used by the RSL for remembrance days and other events and local senior citizens use it regularly for meetings and social gatherings.

“The Trust is also looking at ways to hire it out more in order to raise funds to pay for maintenance, bills and rates.

“We were able to hire it out recently for a wedding and a men’s drumming group hire it occasionally,” she said.

The repairs to the roof were done just in time.

Mrs Davidson said “the work on the heritage building was carried out by specialist tilers in February; then during winter, we had some of our best snow falls in years.

“The funding from the PRMFP was greatly appreciated. We couldn’t have repaired it without the help from DPI - Lands,” Mrs Davidson said.

Replacement of boundary fencing and installation of solar panels on the roof$8,726 The Patonga Public Hall and Bush Fire Brigade Trust has had a renovation program in place over the past five years which has seen them gradually repair and renew parts of the Patonga Hall on the Central Coast north of Sydney.

With the help of the PRMFP the Trust has been able to replace the boundary fencing around the Crown reserve and install solar electricity panels on the Hall roof.

The new fence has improved the security of the reserve as the old fence was rusted and broken in a number of places.

The installation of a solar electricity system has also substantially reduced the total running costs of the hall.

Trust member, John Quigg said “we have replaced the asbestos roof with the help of the PRMFP and carried out other major works with funding we have raised ourselves through community fundraisers or other grants.

“By making the hall a more desirable venue to potential hirers we hope to increase the revenue earned for the Reserve Trust.

“The whole of the Patonga community will benefit from the ongoing availability of the hall which is a much loved public asset.

“It is the focal point of social gatherings for the village such as our Easter fete, Anzac Day breakfast and community Christmas party.

“Without the ongoing maintenance and upkeep that the Reserve Trust carries out, the hall could fall into disrepair and the Patonga community could lose this valuable asset,” he said

Installation of new playground equipment to supplement existing equipment$23,430 Liston is a small mountain village in northern NSW in the Tenterfield Shire local government area. It lies just inside the eastern boundary of the Queensland border on the old Cobb & Co route, which is now the Mount Lindesay Road, which extends from Brisbane to Tenterfield.While Liston is part of New South Wales, the closest major town is the Queensland town of Stanthorpe, 17 km away.Trustee of the Liston Children’s Playground Reserve, Kym Howard said “it is a quiet country village with a community hall, Council park, Crown land reserve, and local residents homes. “Although the village is small, it services a much wider population from local farms and is also a stop-over and rest area for lots of travellers.“We had some very old swings and a see-saw for the kids to play on but they were very outdated and run-down. “The community wanted to provide a more user-friendly, safer and accessible playground for a wider section of the community and visitors. We applied for funding through the PRMFP to install new playground equipment consisting of multiple play stations

alongside the current playground. The whole combined play area was then filled with river-washed sand as soft-fill. “The combined council park, Crown land and community hall is a communal recreation area for local residents for birthday parties, Christmas celebrations, meetings and social gatherings as well as a rest stop for travellers along the Mount Lindesay Road,” she said.The project was a real community effort. “As well as the Playground Reserve Trustees, the Liston and Area Progress Association was involved in the planning and Tenterfield Shire Council was very supportive with supplying PVC pipe for the perimeter of the sand soft-fill. Council also provided support for mowing the park area and any major items of maintenance and local volunteers helped the contractor with the sandfill area after the playground was installed. The contractor also offered a portion of his time for free,” she said.Kym said the community really appreciates the communal space and everyone is very proud of their efforts to make it an inviting area. “We even have a roster of locals to clean the toilets.“The grant we received from DPI - Lands for the play equipment made a huge difference to our village. We couldn’t afford to do it on our own,” she said.

Lilly Pilly Cup Day is a major community day out in Leeton The new unisex accessible toilet facility

Construction of disabled unisex toilet at the Leeton Jockey Club $13,888 The Leeton Jockey Club and Racecourse in southern NSW is host to a number of events during the year attracting thousands of visitors. Unfortunately, until recently, the Racecourse had no disabled toilet facilities. To address this issue the Leeton Racecourse Management Committee applied for funding through the PRMFP to construct a unisex disabled toilet. The Racecourse Management Committee, Leeton Jockey Club and Riverina Vintage Machinery Group provided an extra $3,000 to finance the project with Leeton Shire Council providing in-kind support. The remaining $13,888 came from DPI - Lands through the PRMFP.Treasurer of the Leeton Jockey Club, John Gavel said the disabled toilet was a must to cater for the needs of thousands of visitors each year.“We have two race meetings a year, the Riverina Vintage Machinery committee hold their bi-annual field days at the premises, and it is the home of the very popular Leeton Farmers Markets attracting more than 750 visitors each month.“The racecourse and function centre is an ideal venue except there was no disabled toilet to cater for frail, aged and disabled patrons. “The new function and hospitality area at the venue now

provides an excellent space for the community. It is now used by not only sport and recreation groups but also by social clubs, cultural clubs, service clubs, schools and for family gatherings. “The new facilities are also being used for weddings, conferences, expos, country and western concerts and sporting presentation evenings as well as attracting visitors to the town such as motorhome groups.

“The premises are in constant use and this is increasing because of the excellent facilities,” he said. “The Leeton Racecourse Management Committee is grateful for the support of Leeton Shire Council and DPI - Lands. “We can now offer a fabulous and accessible venue for events which boosts the local economy and makes Leeton such a great place to live.”

Westpac Helicopter to the rescue of this stranded driver in a swollen river

Westpac Life Saver Rescue Helicopter Base, Cape Banks

Substantial repairs and maintenance of the Westpac Life Saver Rescue Helicopter base due to extensive corrosion$150,000 The Sydney Westpac Life Saver Helicopter Base, situated at Cape Banks in the Botany National Park on the northern headland of Botany Bay plays an integral role in helicopter rescues from the Illawarra to the Central Coast including greater Sydney and the Blue Mountains.

This purpose built operational facility opened in 2006, and is situated less than 200 metres from the coastline at La Perouse giving the helicopter quick access to the coastal waters and cliffs, providing the most responsive service to the community of greater Sydney.

Cape Banks is at the heart of the service’s primary mission requests, a significant proportion of which are within 10-15 minutes flight of the Base. The service is one of the principal agents that respond to rock fishing incidents along the NSW coast line and around thirty percent of these missions occur within a 20 km radius of the Base.

Due to its location and exposure to the harsh elements of the coastline, severe corrosion had occurred. Funding was sought to assist in the substantial repair of and maintenance to the Westpac Life Saver Rescue Helicopter Base.

The work involved remediation of severe corrosion around the super-structure with anti-corrosive materials and removal, disposal and replacement of the corroded architectural and structural steelwork and repairs to corroded bi-fold hangar doors.

Other work included repairs to fascia trusses, internal door frames, metal balustrades in the hangar and removal, disposal and replacement of corroded security fencing and gates.

CEO of the Westpac Life Saver Rescue Helicopter Base at Cape Banks, Stephen Leahy said the massive undertaking of work could not have been done without the support of the NSW Government’s Public Reserves Management Fund Program.

“The works were estimated to cost $464,000 and the help we received from the grant from DPI - Lands of $150,000 was greatly appreciated.

“We were able to raise the remainder internally and through the great support and fundraising efforts of our volunteers and the community,” he said.

The real beneficiaries of the remediation works are the people of the greater Sydney region and coastline as well as the staff and volunteers of the Westpac Life Saver Rescue Helicopter Base.

Other groups to benefit include the NSW Police, NSW

Ambulance, NSW State Emergency Service, Fire & Rescue NSW which regularly use the Base and Reserve for operational and training purposes; as well as community and school groups which regularly visit the Base and Reserve as part of educational tours.

Bushfire ProgramDairy Road Fire Trail, Oakdale in Wollondilly Shire$74,720 As part of a joint initiative by NSW DPI - Lands and the Rural Fire Service an investigation was carried out to assess the need for strategic fire trails in the Oakdale area of Wollondilly.

The assessment found that an old fire trail on Dairy Road was badly eroded and overgrown and posed access problems for Cat 1 vehicles.

In order to remedy this and make it eligible for the fire trail register a number of works had to be carried out.

Acting Senior Bushfire Coordinator with NSW DPI - Lands, Tim Heslop said “the fire trail was a very strategic one allowing hazard reduction planning and compartmentalisation of the area.

“The trail runs along a relatively flat surface for approximately 1km. This portion of track required action to install drainage controls, maintain the surface and manage surrounding vegetation.

“The next kilometre, the trail begins meandering downhill towards the creek system. This section was severely degraded with no drainage control structures evident. Many sections had severely eroded down to bedrock, leaving the track surface to function as a drainage line.

“Imported sandstone fill material was utilised to rebuild portions of the track and drainage controls were constructed to reduce future erosion risk along the trail.

“Vegetation management was also carried out to allow safe access for fire fighting vehicles,” he said.

A fish-friendly bed-level crossing was installed to allow Cat 1 vehicles access through the previously confined space. This has reduced the level of erosion and sedimentation and allows for safe fish-passage.

The Rural Fire Service (RFS) had received bush fire hazard complaints from residents of the Lake Munmorah Residential Resort regarding the potential bush fire threat from a large area of bush land located to the west of the resort.

The RFS assessed the site and determined that it met the criteria of a significant bush fire risk and subsequently advised NSW DPI - Lands that an asset protection zone was required to reduce the risk.

Funding totalling $17,530 was applied for through the PRMFP to undertake the construction works, which included the removal of several trees and understory vegetation.

The works were completed by the Soil Conservation

Service and the site has been placed on the annual bushfire works program for ongoing maintenance.

Managing the Program

The PRMFP is coordinated by a specialist team within DPI - Lands and supported by regional staff across the State.

The PRMFP team is responsible for management of the fund which includes preparing the annual budget, coordinating the application and assessment processes, submission of the recommended projects to the Minister for approval, payment of the approved funds, management of the loan portfolio and over-sighting of project reporting by funding recipients.

The workload of the team continued to rise in 2014-2015 with over 1000 applications received, up from around 300 in 2012-2013 and 650 in 2013-2014.

A total of $0.640m was allocated for the administration and improvement of the PRMFP in 2014-2015.

Program Improvements

Since 2012-2013, a number of improvements have been put in place to enhance the operation, governance and transparency of the PRMFP. 2014-2015 was largely

a year of consolidation, with enhancements made across the full spectrum of PRMFP policy, process, documentation, and information technology and stakeholder communication. Two key new initiatives delivered in 2014-2015 were:

• Establishment of a PRMFP Audit Framework and conduct of the inaugural (annual) audit program, and

• Design and delivery of the inaugural yearly PRMFP report (for 2013-2014).

Program Finance

The PRMFP does not receive any direct allocations from the Government. The funds given out as grants and loans are primarily sourced from leases and licenses on Crown reserves ($4m), a levy on coastal Crown reserve caravan parks ($5.5m) and PRMFP loan repayments ($6.7m). Total income received into the fund in 2014-2015 was approximately $17 million.

PRMFP loans are established with relatively low interest rates as this provides trusts with a financial incentive to undertake capital intensive works that benefit the Crown estate. These loans also generate future income to the PRMFP from interest payments. In 2014-2015 the PRMFP loan portfolio was valued at more than $32 million.

Program Governance

The PRMFP is governed in accordance with the Independent Commission Against Corruption’s guidelines for the better administration of grants. The key governance measures include:

• Documented application and assessment processes and associated guidance

• Documentation of each assessment decision

• Oversight of each funding round by an independent probity advisor*

• Mandatory post-project reporting by all funding recipients

• On-site audit of selected projects, and

• Regular review by the Audit Office of NSW

* The probity advisor engaged to review the 2014-2015 PRMFP concluded in their final report that the processes were “accountable, defensible, transparent and capable of withstanding external scrutiny”.
