chairman Jim Church called the meeting to order at 5:30 p.m.
A motion was made by Josh Lydon and seconded by Alli Karrels to approve the consent agenda
consisting of the minutes of the Ap til LL,2076 meeting and the Police Department's monthly reportsfor March and bills. Motion carried 5-0,
The neighbors near 918 North Street are concerned about incidents at this residence. John Lodico, theproperty owner, apologized to the neighbors and stated that he was unaware of what was going on atthis residence. The person that resides at this address is disabled and pays very minimal rent. ChiefKuderer explained the activitiesgoing on at this residence. lnthetime span of 5/L7 /731o 2/L7 /16,thepolice department has responded to calls at this address 35 times. There have been 30 ambulance calls,
there have been 18 different people at this residence that the police had been in contact with, 17 of thepeople have some kind of criminal charges against them and 14 of the people had some kind of drugconviction. When the resident is in the hospital, family members come to help him out and they takeadvantage of him and his place. John has been checking all over for places for this resident to move toand get whatever help he can. But, so far, no luck. John is very sorry for this situation and is willing tocorrect this situation.
Todd had stated that there have been several complaints on the condition of the property. He is hoping
to do an inspection in the next week. Without doing a lot of repairs, this house may be considereduninhabitable. lf that is the case, John may decide just to raze the buildinB.
John mentioned that there is no payee for this gentleman and thls tenant has never been arrested.Todd mentioned that after his inspection, then there will be time frame set for this person to be evicted.Then the home will be posted. Maryanne Rice explained that she is also a landlord and felt that thisperson should be able to stay in his home and the neighbors could possibly help bring in meals andmaybe help with some of the fixing up of the house or find programs to help out with this. She had metwith him and feels there should be other options available. She also feels there is a lack ofunderstanding the drug problem and that we are lacking resources for drug rehabilitation. This topiccould be brought up at a later meeting.
It ultimately is up to the owner as to what he wants to do with this house after the inspection is doneThere was no action taken at this time.

There was a list of 8 people recommended for denial of their bartender's license from Chief Kuderer.
They are: Katrina Fanning - renewal; Faith Peterson - renewal; Yvonne Smart - renewal; Cheyanne

Kim Bowen, part owner of the Market Bar, asked the Committee to approve the license for Abigail Vieth
She has taken a class and paid the fine and was told that this would be cleared from her record, but itwas not. She was convicted of intoxicants in a motor vehicle carrying an underage person. Kim further
mentioned that there was no breathalyzer test done and she was not aware of any alcohol in the
vehicle. Abigail was hoping to work this summer bartending to help save up for college in the fall. Amotion was made by Josh Lydon and seconded by Alli Karrels to approve the bartender license forAbigail vieth. Motion carried 5-0,
Jason Boris, part owner ofJake's Northwoods, asked the Committee to approve two of his bartenders.
One, Trisha Nordvall and Katrina Fanning. He said he has a hard time finding good bartenders and one
of these two is a manager for him and has worked for him for 8 years. Jason is asking that the
Committee take another look at this ordinance and maybe make some changes. These people have
already been punished and it was their first time.
A motion was made by Ed Lukasek to table this because of representation untilJune and take another
look at these and possibly change this ordinance. His motion was amended to include all 7 of the
above list recommended for denial. This was seconded by Kevin Brueggeman and carried 5-0.
A motion was made by Josh Lydon and seconded by Alli Karrels that upon proper payment of any fees,
the temporary class ,,B,,/,'class B" license application for sparta Festivals, lnc. for Butterfest June 9th
through June 12th be approved. Motion carried 5-0.

T. Wholesaler. Means a person, other than a brewer, manufacturer orreciifier, who sells alcohol beverages to a licensed retailer or to another personwho holds a permit or license to sell alcohol beverages at wholesale.
U. Wine. Means products obtained from the normal alcohol fermentation ofthe juice or must of sound, ripe grapes, other fruits or other agricultural products,imitation wine, compounds sold as wine, vermouth, cider, perry, mead andsakes, is such products contain one-half percent (0,5%) or more of alcohol byvolume.
LICENSES REQUIRED. No person, except as provided by sub. (1), shalldistribute, vend, sell, offer or keep for sale at retail or wholesale, deal or traffic inor for the purpose of evading any law or ordinance, give away any intoxicatingliquor or fermented malt beverage or cause the same to be done without havingprocured a license or permit as provided in this section nor without complyingwith all the provisions of this section and all statutes, ordinances and regulationsof the State and City applicable thereto.
CLASSES OF LICENSES. There shall be the following classes of licenseswhich, when issued by the City Clerk under the authority of the City Council afterpayment of the fees specified in Sec. 12.01 of this chapter, shall permit theholder to sell, deal or iraffic in intoxicating liquor or fermented malt beverages asprovided in Sec 125.17, 125.25,125.26,125.28, 125,51 and125.57, Wis. Stats.
A. Class A Licenses.
1. A Class "A" license authorizes retail sales of fermented maltbeverages within the City of Sparta, for consumption elsewhere than onthe premises where sold.
2. A "Class A" license authorizes retail sales of all alcohol beverageswithin the City of Spada, for consumption elsewhere than on the premiseswhere sold.
3. A "Class A" license for the retail sale of cider, as defined in$125 51(2)(e)1 Wis. Stats, subject to the conditions and limitations setforth in $125.51(e) Wis. Stats. (Cr. #912,811912015).
B. Class B Licenses
1, Class "B" license authorizes retail sales of fermented maltbeverages to be consumed either on the premises where sold or off thepremises, provided that only fermented malt beverages in originalpackages or containers may be removed from the premises where sold

2. A "Class B" license authorizes retail sales of wine, fermented maltbeverages and intoxicating liquor for consumption on the premises wheresold by ihe glass and to be consumed on the licensed premises wheresold and ihe sale of intoxicating liquor in the original package or containerin multiples not io exceed four (4) liters at any one time and to beconsumed off the licensed premises, except that wine may be sold in theorlginal container or otherwise in any quantity to be consumed off iheprem ises.
3. Reserve "Class B" license as defined in Sec. 125.51(4)(a)4.,counted under Sec. 125.51(4)(br). Wis. Stats. and subiect to a $10,000initial issuance fee under the circumstances required bv Sec. 125.5'1(3)(e)2., Wis. Stats.: airthorizes retail sales of wine, fermented malt beveragesand intoxicatinq liquor for consumption on the premises where sold bv theqlass and to be consumed on the licensed premises where sold and thesale of intoxicatinq liquor in the oriqinal packaqe or container in multiples

4. Temporary Class "B" licenses may be issued to bona fide clubs, tocounty or local fair associations or agricultural societies, to churches,lodges or societies that have been in existence for at least 6 monthsbefore the date of application and to posts of veterans' organizationsauthorizing the sale of fermented malt beverages at a particular picnic orsimilar gathering,

Temporary "Class B" licenses may be issued io bona fide clubs, tocounty or local fair associations or agricultural societies, to churches,lodges or societies that have been in existence for at least 6 monthsbefore the date of application and to posts of veterans' organizationsauthorizing the sale of wine in an original package, container or bottle orby the glass if the wine is dispensed directly from an original package,container or bottle at a particular picnic or similar gathering. No fee maybe charged to a person who at the same time applies for a temporaryClass "8" license for the same event.
C. "Class C" License, A "Class C" license authorizes the retail sale of wineby the glass or in opened original containers for consumption on the premiseswhere sold. A "Class C" license may be issued for a restaurant in which the saleof alcohol beverages accounis for less than 50% of gross receipts and whichdoes not have a barroom or for a restaurant in which the sale of alcoholbeverages accounts for less than 50% of gross receipts and which has abarroom in which wine is the only intoxicating liquor sold.

1. Licenses to sell alcohol beverages may not be transferred topersons other than the licensee without City Council approval. lf thelicensee, or an applicant for a subsequently granted license, dies,becomes bankrupt or makes an assignment for the benefit of creditorsduring the license year or after filing the application, then under suchcircumstances or others deemed sufficient by the City Council in itsdiscretion, the City Council may, upon application, transfer the license tothe licensee's designee provided such designee complies with all therequirements under this chapter applicable to original applicants, exceptthat a surviving spouse shall be exempt from payment of the license feefor the year in which the transfer takes place.
2. Upon the happening of any of the events under paragraph (1)
above, the personal representative, the surviving spouse, if a personal
representative is not appointed, the trustee, or the receiver may continueto sell or assign the business.
B. From Place to Place. A license may only be transferred to another place
or premises with the City Council's approval. The City Council may permit one
transfer during the license year provided the licensee proves to the city council'ssatisfaction the new premises is in full and complete compliance with all state
and city laws, regulations and ordinances; the owner and/or lien holder of the
existing premises consents to the transfer in writing, and that such transfer is not
detrimental to the public interest. Application to transfer shall be filed with the
City Clerk along with payment of a transfer fee in the amount of ten dollars ($10).
ln ihe event the City Council approves the transfer the City Clerk shall promptly
notify the department of all transfers.
CLOSING HOURS. No premises for which an alcohol beverage license has
been issued shall remain open for the sale of alcohol beverage:
A. lf a wholesale license, between Spm and 8am, except on Saturday when
the closing hour shall be 9Pm.
