AI and related technologies are tipped to make a major impact over the next 12 months and beyond. So will they? Or is all the hype just, well, artificial intelligence?
We want them to do the things we can’t. Or, more accurately, we want them to do the things we can, but to do them faster and more profitably. We want technology to be our eyes, our ears, our voices. Our brains.
In that sense (pun very much intended) Artificial Intelligence (AI) is hardly a new concept. Indeed, it’s been a central pillar of science fiction for decades. The difference now though, is that it appears to be becoming science fact.
Talked up by all and sundry, AI and related technologies like machine learning and augmented reality have started showing signs of real potential over the last year or so. And with the likes of Amazon Echo, Windows Cortana, Google Home, and, of course, Apple Siri dragging them into the mainstream, they are predicted by many luminaries to make a serious impact through 2017.
So are we really about to see AI begin making its way into public, and Public Sector, consciousness and start delivering practical business tools? Or is it all, quite literally, a case of synthetically wishful thinking?
Certainly there remains a not insignificant gap between what are basically strong R&D cases of AI usage and robust, real-world, working examples. And although a recent poll of enterprise technology professionals from Forrester Research noted that almost three in five respondents are researching AI currently, far fewer ( just over one in ten) are actually using it on a regular basis.
When you think about it, artifice lies at the heart of almost every technology ever invented.
It is, after all, why we invent technologies in the first place.

The Rise of the Smart MachinesMarket forces are always a telling barometer however, and with all manner of big name technology players now pouring serious investment into their AI efforts, and indeed into the AI space in general, things look to be set fair for the technology.
It’s a forecast that’s being further reinforced by a lot of big name public backing. From LinkedIn CEO Jeff Weiner for instance, who recently described AI as a leading factor in the firm’s decision to shake on its acquisition deal with Microsoft. From Box CEO Aaron Levie, who recently said machine learning and AI were pillars of his company’s strategy. And from plenty more besides.
There are other significant indicators too.
The attitudes of firms like Apple, Google, Microsoft, and Facebook for example.
All of whom are, in one way or another, currently open-sourcing or sharing
their work around AI simply in order, it seems, to stimulate and drive advances in the arena.
Apple CEO Tim Cook has made no secret of AI’s pertinence to the company’s future, particularly as regards the evolution of the iPhone, and such apparent openness and inclusivity is virtually unheard of where Apple is concerned.
Google meanwhile, is blending machine learning into mass usage applications like Gmail, Google Drive, and Google Docs, which leverage user activity patterns to predict and rapidly cue up desired messages, files, and formulas.
Okay, so AI is clearly gathering some heavyweight backing and momentum.
But why? What exactly is it that’s getting the big game hunters so excited?
Essentially because Artificial Intelligence is starting to deliver precisely the tangible, real results that have largely eluded it up until now. Because this is leading to the development of useful, real applications. And because suddenly all this has started happening pretty damned quickly.
Photo object recognition, speech recognition, driverless motoring (a pipedream just a few years ago, now a productised reality), smart translation, the IoT. All are driving – and being driven by – the evolution of AI.
Another key area of impact currently is the slickening up of chatbots. Those online chat and texting tools that, until now have proved useful for some people, but an annoyance to many more.
Microsoft claims that its newest chatbot, Zo, has garnered more than 115,000 users since its launch in October, while the
company’s Bot Framework – which makes it easier to create bots with cognitive functions and natural-language processing – has drawn 67,000 developers to date.
Those are even more impressive numbers than they appear at first glance. What’s more they provide a the most useful and illuminating gauge yet. Not just of how bots are grabbing the respective imaginations of both consumers and developers, but of just how enormous the impact of AI could be through 2017.
There’s nothing artificial about it. AI is going to be big. And it’s going to happen sooner than anyone probably thought possible even five years ago.

Digitisation: Kill or Cure?With Private Sector organisations digitising seemingly everything, not least their customers’ experiences, PSOs are under mounting pressure to do the same…
Digital transformation. The digital workplace. The digital customer experience. Digital government. What isn’t being digitised these days?
And what Public Sector organisation isn’t experiencing major headaches as a result?
By way of providing some immediate pain relief, let’s dispense with the lengthy preamble that often accompanies the issue, and ask the killer question up front. Should PSOs be delivering services and engaging with their audiences via digital channels, or should they not?
The short answer is a resounding yes, they should. Why?
First, because every government can do better. In terms of speed and efficiency.
In terms of cost. In terms of service delivery. In terms of customer satisfaction and public approval. In terms of self-preservation.
Second, because, as clearly demonstrated in the private sector, digitisation really can revolutionise operations in all these areas.
And third, because there’s a whole spectrum of proven tools out there to make it happen. Human-centric design, web analytics, social-media scans and nudges that steer service users through the ‘choice architecture’. Such tools are transforming the private sector in ways unthought of even a few years ago.
The problem is, that asking whether or not digitisation is a good move is only the first of many important questions PSOs should be asking themselves when it comes to their services and interactions with public audiences.
Will they really improve customer experiences simply by digitising them? Do the audiences in question necessarily need or even want services delivered digitally? Are tools like chatbots a welcome addition to public websites, or just an intrusion? What should be the primary aim of service delivery even? To satisfy the needs of the user, or the needs of the PSO and wider government?
And it’s through the struggle to answer such questions succinctly that problems have so often begun in the past.
We’ve all experienced the hell of nightmarish integrated response systems. (Press 1 for department X, Press 2 for query Y, Press 3 to stay on hold for all eternity.) Not only have such reforms alienated the public, they have often ended up proving wildly inefficient and costlier than, for want of a better phrase, human solutions.
No public service is intentionally poor (though admittedly it can sometimes feel that way), so why does it happen? For many commentators it boils

Digitisation: Kill or Cure?down to the fact that PSOs simply don’t have the intrinsic, instinctive consumer focus that is necessary for survival in the Private Sector, and that they instead tend towards a ‘Get-what-you’re-given’ approach. These commentators have a point.
It is fair to say that, historically at least, government has tended to lack what might be termed a customer satisfaction mind-set. Certainly public services can hardly be said to have glorious history of ‘delighting’ their customers. This is the first shift in mindset PSOs
should consider if they want to digitise successfully.
That will be real challenge in itself for many PSOs. And even those that have begun the journey still have a very long way to go.
It’s wise to keep in mind the ultimate goal which, for both Private and Public Sectors, is
essentially the same: To make services reliable and accessible, and to ensure their customers
are satisfied. Both face similar challenges making it happen. Both need to decide which services they need to deliver and how best they should do it. And yet there are, of course, marked differences between Public and Private Sector delivery.
A range of factors can and do influence whether or consumers are receptive to particular services, digital or otherwise.
With the best will in the world, however much a PSO wants to engage with and please its audiences digitally, its reach is likely to be limited. Perhaps severely. Deciding which consumers most need (and want) digital services is therefore vital.
Servicing such a large number of individuals and such a broad demographic (this is after all the general public we are talking about) is a far greater challenge than the vast majority of private concerns are ever likely to come up against.
And while it is true that not every public service provider is digitally-minded, not every customer is either. Smartphone applications may not appeal to those who need a particular public service the most.
What then, is the answer? Put simply, clear thinking.
Trace and map out the customer journey. Think carefully about where and how the user wants to engage, and why. Where does their journey begin? With your website? An advert? A leaflet? What, ultimately, does the customer want? A piece of information? A permit? An appointment? What are their ‘pain points’? Where are the bottlenecks likely to appear?
Segmentation – recognising the different needs or your different audiences – is key in this regard, both in terms of the services offered and how they are delivered.
Are digitised services a panacea?
Of course not. But they’re a damned good cure for a headache.

Sovereign Territory or Unstable Ground?With GDPR on its way, and the governance of public information becoming increasingly vital in compliance terms, are UK-based data centres the answer, or just another part of the question?
It’s probably the most famous thing Bill Gates ever said.
Invoked liberally by a generation of smug naysayers, and the source of many a self-satisfied smirk over the years, it goes something like this:
“640K really ought to be enough memory for anyone.”
Snigger. Good to know that even world-changing, multi-billionaire philanthropists get it wrong too eh? If only occasionally.
Only guess what? He didn’t say it. In 1981 when it was quoted, or at any other time from what we can tell. Still, it’s fun to pretend, so what say we carry on as if he did?
Either way, it illustrates an important point: Data wasn’t as a big deal back in 1981 as it is these days. Not nearly. And it wouldn’t be for quite a few years to come. Indeed, the European Commission’s (EC) first Data Protection Directive didn’t arrive until 1995.
Since then, the situation has changed of course. And how. The constantly quoted fact here being that more data has been created in the last two years than in the rest of previous human history combined.
Seen in such a context, and as much disquiet as they are undoubtedly causing, the EC’s infamous impending General Data Protection Regulations (GDPR) look not only necessary, but very possibly a bit overdue.
Likely, you’re already familiar with GDPR, but in the disturbing event that you’re not, a quick recap. First, if you don’t know about it, you really
should. Because it will certainly impact your business to at least some degree and compliance is both mandatory and critical. Critical.
How so certain? Does your business store electronic data of any kind? From almost anywhere? Then you’re affected.
Relating, and indeed absolutely central to the notion of Data Sovereignty (basically the concept that data is subject to the laws of the country in which it is located) GDPR is essentially a single,
pan-European legal framework for data protection to supersede today’s patchwork of national laws.
A much more structured and cohesive legal structure than anything that has gone before, it asks several crucial questions and raises several key concerns for those businesses whose activities fall within its scope. Which, just to reiterate, means you.
(And just in case anyone thinks that Brexit is somehow going to let the
UK off the legislative hook by the way, it won’t. Without going too far into its nuts and bolts, suffice to say GDPR applies to non-member countries trading within the EU as well. So come 2018 when it rolls out, we will need to comply just like everybody else. Remember also, that even assuming that Article 50 is ever invoked, it would still likely be several years before the UK made a full and final official withdrawal.)
The first and most obvious issue for both private and public organisations – and therefore the immediate priority – relates to where data is stored.
And as a direct result – notionally to enable organisations to keep their data ‘safe’ in the domain in which it originated – providers large and small have begun opening local data centres hand over fist.
This makes perfect sense, and for obvious reasons. Even taken in isolation, the act of

Sovereign Territory or Unstable Ground?relocating data, storing and processing it locally makes adherence to the new laws much less of a challenge. Consequently the mass uptake of such offerings has been and still is, profound.
But there’s a problem. This growing proliferation of UK-based data centres (many of them from the likes of AWS, Google, Microsoft, and IBM SoftLayer) has been misconstrued by many as a silver bullet.
A cure-all for GDPR and data sovereignty issues, with migration being seen as a data governance panacea in and of itself.
Once again, let’s be clear. It verydefinitely is not these things. Yes, keeping data within the bounds of the EU will enhance one’s chances of compliance, but by no means does it guarantee them.
Neither is data localisation as straightforward an exercise as it may sound. Firstly, it often increases cost and complexity, and second, doing it successfully demands a great deal more than simply moving the data. How the data is moved, manipulated and processed thereafter is equally if not more vital. And not just ‘primary’ data, but any and all data that relates to it.
Put simply it’s not just about where you move data that matters, but how you move it and what you do with it when it gets there. And that demands expertise.
At the risk of repeating ourselves, while data localisation offers organisations a fighting chance of GDPR compliance, it in no way secures it. Every aspect of how data is used, manipulated, transported is central to GDPR compliance, not just where data is stored.
