• This led to a lengthy public service and through a convoluted process, so it is probable incurred a high cost economy, the abuse of authority, corruption, collusion and nepotism, discriminatory treatment, and others.

• The low quality of public services is one of the beams that are directed to the bureaucracy of government in providing services to the community. Improvement of public services in an era of reform is an expectation throughout the community, but in the course of the reform enters sixth year, did not change significantly.

Closing and SuggestionA public service is a service which is provided by govemment to people living within its jurisdiction, either directly (through the public service) or by financing private provision of services.
Indonesia and the government should further enhance transparency in the public service, both among work unit within the Ministry of Research and Technology of the Republic of Indonesia and the unit of work with the community, through the delivery of information, clarity and consistency. !! 4uo PrG
