New Market & Main Luxury Apartments On August 16th, Tom Rubey with the New Albany Company conducted a tour of the new Market & Main Luxury Apartments with the city senior staff. Kaufman Develop-ment is the project owner and the Daimler Group performed the apartment construc-tion. This new housing will serve empty-nesters who may want to downsize and millennials who love all the activity New Albany has to offer. The project design is expected to produce very few new students for New Albany schools, as there are 54 one-bedroom units and only four three-bedroom units. Because this project is consid-ered commercial, it will generate more tax revenues for schools and other municipal services. These luxury apartments will also generate additional foot traffic to support the growing restaurants and shops in the Village Center, something residents have re-quested. Storm Water Ordinance Meeting The director met with the City Law Director Mitch Banchefsky, Mike Barker the City Engineer and Jay Herskowitz with E.P. Ferris to put together the final revisions to city ordinances that involved stormwater control. They updated the language to meet cur-rent EPA (Environmental Protection Agency) standards. The next step is to take the proposed changes through the city’s legislative process for city council adoption. Professional Development Operations Manager Brian Strayer and Fleet Supervisor Eric Umbleby attended the Ohio BWC (Bureau of Workman’s Compensation) training for: Advanced Safety for Public Employers Part 1 on August 13-15, 2018. Topics included: PERRP (Public Em-ployment Risk Reduction Program); Bloodborne Pathogens, Electrical, Confined Space, Hazard Communication, Safety and Health Programs, Hand and Power Tools, Ergo-nomics, Flammable Liquids, and Walking Working Surfaces. Steve Kidwell, Maintenance Supervisor, attended the Maryland State Highway Admin-istration Snow Roadeo Competition in Westminster, Maryland on August 14-17, 2018. The snow roadeo is designed to test the knowledge, skills and abilities of the operators. There are three phases to the snow roadeo: A knowledge test, an equipment diagnostic test and the obstacle driving course. Maintenance Workers, Tyler Ashcraft, Ian Hurst, Kenny Geiger, Chase Loughman, An-drew Love, and Carl McNeal attended ODOT’s Guardrail Installer Training in Jackson-town, Ohio on August 16, 2018. Topics included: Types of Guardrail Systems, Testing, Performance and Characteristics.

Franklin Soil and Water Conservation District - Pilot Tree Planting Survey

New Albany is serving as a community host in support of a tree planting survey which will be conducted with city residents. Working with a graduate student from OSU, staff from Franklin Soil and Water Conservation District (FSWCD) has developed a list of survey questions designed to assess homeowners general knowledge about stormwater and experience with planting trees. The overall goal is to gather information from the survey to then help develop a good strategy for encouraging residents to plant more trees. The pilot study in New Albany will include approximately 300-400 neighborhood residents that will be asked to participate in the stormwater tree planting survey. A por-tion of the New Albany Links subdivision, was identified as the pilot neighborhood. A city letter was mailed in August alerting residents to the survey which will be conducted the end of August, by OSU graduate students wearing FSWCD clothing.

City Sidewalk Improvement Project

Decker Construction was the low bid contractor for performing sidewalk replacement as part of the city street improvement project at a cost of $263,226.

Upper Fenway and North of Woods are planned for the improvement work.

Sidewalk improvements began in July and are expected to be completed in September.

2018 City Street Improvement Project

The low bidder for the construction contract is Decker Construction at a base bid price of

$ 911,909.

Work includes ADA curb ramp improvements, pave-

ment overlay, curb repair and crack sealing.

Construction schedule is July 1, 2018 to September

30, 2018.

Market Street - Traffic Visibility Improvement Project

Decker Construction was the low bid contractor for removing the existing concrete curb and asphalt parking spots at Market Street at a cost of $13,772.

Decker will enlarge the green space area, where pre- vious parking spots were and add new concrete curb.

Work improves the sight visibility on Keswick Com- mons and will be completed by September.

Touch-A-Truck Event The public service department hosted the city’s annual Touch-a-Truck event on August 18th and had over 1,100 attendees. This year’s event continued a food drive for the local New Albany Food Pantry and in-cluded a helicopter sponsored by the New Albany Mount Carmel Hospital. In addition to the public ser-vice vehicles, the police department, fire department, county engineer, Rumpke and NA schools provided vehicles for the children to explore. City Forestry Activity Maintenance staff and seasonal worker used a hydro-excavator to expose and remove a problematic root in the Ashton Grove community. The root had grown under and dislodged an entryway post, requiring its removal. Street tree root issues are common in this de-veloped based on the close proximity of the homes to the city right-of-way. Market and Main Street Crosswalk Signals Maintenance workers, Rob Runyon and Shaun Bush successfully completed the conversion of the north side pedestrian crossing signal from motion detection to push button activation. Staff worked with the equip-ment manufacturer to determine what materials and wiring was necessary. Completion of the other three crossings will occur by the end of September.

Summer Seasonal Maintenance Staff This month we said good-bye to the summer seasonal maintenance staff, thanking them for all their hard work. Projects which they performed included mow-ing, trimming weeds, painting street signs and fire hy-drants, staining wood guardrails, watering flowers and trees and other misc. tasks. Thank you Tim Heckler, Rob Serafin, Brady Jackson, Kyle Vorys, Colin Ryan, Mark Moldovan, Kenny Beery, Brad and Nick Taylor.
