EXECUTIVE COMMITTEE CENTRAL CALIFORNIA CHAPTER NEWSLETTER - September 2018 Public Works Pros Assemble at PWX 2018 Beautiful Kansas City, Missouri was the host location for more than 5,000 public works professionals who attended the August 25-29, 2018 PWX Conference. “PWX provides a first-class multi-modal learning experience designed for professionals at all levels and across the entire spectrum of public works.” (source: pwx.apwa.net) This year’s conference delivered on inspiration and teambuilding with several dynamic Key Note Speakers including America’s first African American female combat pilot Vernice “FlyGirl” Armour, and Jake Wood of Team Rubicon, a nonprofit organization that “... utilizes the skills of military veterans to rapidly deploy emergency response teams,” and “gives veterans an opportunity to continue their service,” giving a “sense of purpose, community and identity.” Mariposa County Director of Public Works and Transportation Mike Healy presented the Lessons Learned from the Detwiler Fire. The presentation discussed the courageous efforts of the Mariposa County Public Works team and the steps other agencies should take to be prepared for when an emergency occurs. Mike gave an amazing presentation and passed along valuable information to fellow APWA colleagues. The National Equipment Roadeo was a conference highlight in which chapter representatives participated in Backhoe and Skidsteer obstacle courses, and a Technicians competition, where individuals worked to build hydraulic circuits, troubleshoot snow plow failures, conduct electrical procedures on a test board and more. In addition to the educational sessions and Exhibit Hall, the Awards and Recognition Ceremony & Reception was a great place to see friends and colleagues honored for their accomplishments out there in the national public works community. April 5 2018 - Hanford, CAJames Ypma from Initiative Foods captivated APWA members with his first hand account of “the worst day of his life” as he relayed his personal and relatable message regarding a horrific fire, and how to (along with how not to) respond during an emergency. As leaders in our industries and communities, this story signifies the importance of “public works” preparedness.

May 10, 2018 - Clovis, CACity of Clovis Surface Water Treatment Plant (SWTP) Production Manager Leon Penney delivered a presentation on the operations of the SWTP and conducted a brief Q&A session. Following the presentation, the group was divided into smaller groups and given a tour of the entire facility.

June 14, 2018 - Hanford, CASpeaker Shannon M. Mulhall, NIC, ACTCP, is the Americans with Disabilities Act Coordinator for the City of Fresno, CA and a certified sign language interpreter. Housed in the Public Works Department, Mulhall has an awareness of the unique challenges faced when working in the Right-of-Way, and experience working directly

with designers, traffic engineers, and construction management. In her presentation, Mulhall addressed Right-of-Way (ROW) infrastructure and ADA (Americans with Disabilities Act). Right-of-Way Infrastructure is often one of the largest assets within a state or local government entity, but addressing accessibility does not need to be a daunting task! This discussion provided information about planning and coordination for ROW accessibility including ADA basic requirements, developing and monitoring ROW self-evaluations & transition plans, and the value of up to date design standards and policy documents. Included was precedent-setting case law that impacts curb ramps, sidewalks, and on-street accessible parking as well as the importance of creating a culture of access. Mulhall encouraged approaching all aspects of accessibility with an education focus and an emphasis on the positive role everyone can play in providing equal opportunities to all members of the public.

July 12, 2018 - Fresno, CAExecutive Director for the Fresno County Transportation Authority (FCTA) Mike Leonardo presented an update on FCTA and Measure C projects and programs, including the State Route 180 Kings Canyon Expressway, Segment 3.

August 2, 2018 – Hanford, CAMs. Shelby MacNab, who has been the Grants Administrator for the City of Fresno, Department of Public Works since 2015 presented on Public Works Grant Programs available to local agencies, and shared from her personal best practices for successful grant application efforts.
