More than 30 speakers delivered presentations at the meeting on topics including antibiotics stewardship, the future of ‘alt-meat,' nutrition, food safety and in-plant inspections, infectious disease, animal welfare, chicken house ventilation, on-farm water quality and more. Forty companies supplying products and services to the chicken industry sponsored the National Meeting, including Boehringer Ingelheim, Merck Animal Health, Farm Credit, Huvepharma Inc. and Clear View Enterprises. The National Meeting onPoultry Health,Processing, and LiveProduction returned toDelmarva in October, andwe’re pleased to sayattendance at the meetingexceeded ourexpectations! More than500 people attendedduring two full days ofmeetings, meals andevents. Veterinarians,processing facility

managers and supervisors, grow-out managers, live productionmanagers, flock supervisors, growers, pharmaceuticalrepresentatives, allied businesses, government regulators andofficials, research faculty, university extension experts and othersinvolved in the chicken industry took part in it.

More than 30 speakers delivered presentations at the meeting ontopics including antibiotics stewardship, the future of ‘alt-meat,'nutrition, food safety and in-plant inspections, infectious disease,animal welfare, chicken house ventilation, on-farm water qualityand more. Forty companies supplying products and services to thechicken industry sponsored the National Meeting, includingBoehringer Ingelheim, Merck Animal Health, Farm Credit,Huvepharma Inc. and Clear View Enterprises.

We followed up with an online survey after themeeting, asking attendees how they rated thehotel, our programs, the meals, and otheraspects of the event. We received a lot ofconstructive feedback that will help us plannext year’s meeting, set for Sept. 28-30, 2020.Here’s some of the comments we read insurvey responses:

The DPI Board of Directorsand staff have been hard atwork implementing thestrategic plan the Boardapproved in September2018. One of thosestrategies was to “improve

the image of our organization and the industrythrough rebranding and the use of variouscommunications methods.” But what isrebranding? Does that mean just changing thelogo? And why are we doing it?

Rebranding is more than just changing anorganization’s logo. Rebranding is changingthe image of what an organization is and howthey want to be seen, now and into the future.It encompasses everything from the name andthe logo to the culture, the messaging and anycommunications both internally and externally.

Delmarva Poultry Industry, Inc. has carried thesame name and brand since the 1950s, andour chick logo has represented us for just aslong. The name was conceived whenAmericans’ trust in companies, industry andlarge institutions was profound (think DuPont,General Electric, or Burma Shave). It wasnamed when the Eastern Shore PoultryGrowers Exchange was used to sell live birds,when one person owned just a hatchery andwhen the pullets, breeders and broilers wereall in the same area – possibly the same farm.

A lot has changed since the 1950s, includingthe average consumer’s trust in institutions,which has declined. And a lot has changedwithin DPI, including the work that we do. DPIno longer focuses on cooking contests, recipes

and chicken festivals. Today’s mission focuseson advocacy, education and membershipservice. Our membership focuses on thebroiler industry on Delmarva –simply put, onmeat chickens. We don’t represent pullets,layers, turkeys or other types of poultry. Theseare important differences that may not bereflected in our current brand.

More importantly, we listened to you, ourmembers, in deciding to take this challengeon. In January 2018, members shared theirfeedback on a survey as we prepared for ourstrategic planning. Some of those weaknessesincluded “outreach to younger generations,”“perceptions of favoritism” and “perceived asprotector of the ‘status quo.’” The word“industry” in our brand name may make it evenmore challenging to address thoseweaknesses.

Our rebranding work is not being done withouthelp, or in a vacuum. DPI has contracted witha professional consultant, a.s.a.p.r. ofSalisbury, Maryland, that focuses on marketresearch, branding and communications. Theyhave extensive experience helping companiesand nonprofits solve branding challenges,including several agricultural firms. They willbe helping us with every step, from decisionmaking to rollout.

We feel good about all the goodwill the DPIbrand has attracted for 70 years. But we don’twant to miss an opportunity to advance ourmission and vision even more effectively with athoughtful, useful rebranding effort.

Spotlighting the farms of several DPImembers, the National Chicken Councilunveiled several new resources related toenvironmental sustainability in October,including videos, infographics, farmertestimonials, FAQs, social squares, blog postsand more.

The story told by the new resources is this:Producing the same amount of chicken todayas 1965 has 50% less impact on theenvironment. Many factors have contributed tothe reduced environmental impact of producingchicken, including:

• 75% fewer resources required in poultryproduction;

• 36% reduced impact of poultry productionon greenhouse gas emissions;

• 72% decrease in farm land used in poultryproduction; and

• 58% decrease in water used in poultryproduction.

According to recent NCC survey results,knowledge of the environmental impact ofchicken among consumers is low. Only half ofsurvey participants (51%) are moderatelyknowledgeable about chicken’s impact on theenvironment and the strides the industry hasmade. To help bridge the gap, answerquestions and address misperceptions, theNCC produced the social-media-friendlyresources. DPI will share them on Facebookand Twitter, and we’ve started using them intalks to groups as well.

“As sustainability in agriculture continues to bea hot topic among U.S. shoppers, we as anindustry need to do a better job of telling our

sustainability story, because it’s a great one,”said NCC President Mike Brown. “Theseresources related to broiler chicken productionand its impact on the environment are keytools in helping the industry bettercommunicate with consumers, customers andthe media.

“The chicken industry is committed toenvironmentally sustainable productionpractices and continuous improvement toensure a healthier planet,” Brown added. “Iencourage consumers to eat responsibly –choose chicken.”

statistically as important as animal welfare(37%). Half (49%) of survey participantsindicated a willingness to eat more chicken ifthey learned it is more sustainable than otherprotein sources.

In the U.S., the consumption of chicken hasgrown more than 300% since 1960, whilecutting its environmental footprint in half. At 94pounds per person, chicken consumption in2019 will be a record and the most of anyanimal protein.

When the Maryland Department of theEnvironment proposed revisions to the state’sConcentrated Animal Feeding Operationpermit, and proposed to add fees to CAFOpermit applications after the General Assemblyrequired it to stop waiving CAFO permit fees,DPI tracked the proposals closely. We offeredthe comments below at public hearings on theproposed changes.

On the proposed CAFO permit fee changes,we said:

“DPI is supportive of the changes that theMaryland Department of the Environment hasmade to these regulations, although we wantto be clear that generally, we are not in favorof any regulatory change that will create acompetitive disadvantage for our familyfarmers within neighboring states – and thiswill do that. Delaware and Virginia currently donot charge permit or annual fees on theirgeneral discharge CAFO permit or the stateVirginia Pollution Abatement Permit,respectively. However, DPI recognizes thatMaryland’s ability to waive the fee, as it hasbeen done for 10 years, through two differentadministrations, was removed from MDE’sauthority through legislation this past session.

“The additional five-year expenses of $540,$2,700 and $5,200 for the small, medium andlarge CAFOs, respectively, may not sound likemuch to some, but it is a huge impact for ourgrowers. These are family famers and smallbusinesses that already have large expenseswhen operating a chicken farm. In what iscurrently a tough market for all of agriculture,including chicken growers, those expensesmay make the difference between keeping thatfarm sustainable, adding additional buffers, orsimply paying for an afterschool activity for thegrower’s children.

“And since these fees are not earmarked

specifically for the AFO program, there is noclear benefit to a chicken farmer for the fee.The AFO program has been operating foryears with no apparent resource needs. Farmsare being permitted, inspections are occurringat minimum once every five years as requiredby EPA, and any enforcement actions havebeen imposed as needed.”

On the proposed revisions to the text ofMaryland’s CAFO permit, we had this to say:“DPI was pleased to see several modificationsthat were made that will offer fewer burdens onour chicken growers, including:

• Removal of the certification ofconformance

• Language to allow professionallyengineered structures that are equivalentto NRCS standards to be used for manurestorage, saving the farmer money andlower the cost-share needs

• Allowing for chicken growers that landapply manure and are covered under theCAFO permit to properly stockpile litter fortemporary field storage based onMaryland’s Nutrient Managementguidelines.

“DPI is also pleased to see MDE include in thepermit the recognition that any farmsconstructed after December 2008 are done inaccordance to MDE’s New SourcePerformance Design Criteria, also known asstormwater management plans. These newfarms have been or are designed so that nonutrients leave the operation.

“However, DPI does have grave concerns withmodifications that were added to the draftpermit, including best management practicesspecific to odor and outdoor air quality. TheCAFO permit is authorized due to the

provisions of the federal Clean Water Act notthe Clean Air Act. Not only do we believe MDEdoes not have the authority, but there is noclear definition of a ‘resource concern’ andwhat might trigger that, subjecting Marylandfarmers to concerns of unvalidated nuisancecomplaints and costly requirements that are

also not clear. DPI believes that subsection D.1 and D 2. under Section 4 should beremoved.”

We intend to follow up with more detailedwritten comments before the public commentperiod for the revised CAFO permit ends.

Maryland Animal Waste Technology Fund Seeks ProposalsThe Maryland Department of Agriculture isrequesting proposals from eligible peopleseeking a grant to partially fund thedevelopment, implementation, or marketdevelopment of economically feasible animalwaste technology projects in Maryland. Thepurpose of this request is to encourage thedevelopment and implementation of provenand innovative technologies that manageagricultural manure and on-farm generatedwaste in a manner that reduces the amount ofnutrients in the waste; changes the product’sform or function for alternative uses; orproduces energy or other marketable productsfrom the waste. To be eligible for financialassistance, the project must have strongpotential to improve public health and theenvironment, preserve the viability of theagriculture industry, and have a positiveeconomic development impact.

Up to $3.5 million will be granted. There is nomaximum or minimum request. Applicationsare due by 4 p.m. on December 1.

Who is eligible? • Individuals, businesses and non-profits ingood standing to do business in Maryland,and State and local government entities.

• The proposed technology must have beenpreviously implemented and be eithercommercially available or proven tofunction as described in the proposal.

• The technology’s net effect must reduce

the movement of nitrogen and/orphosphorus that is associated with animalmanure produced on Maryland farms.Technologies in the research anddevelopment stage are not eligible.

• Proposed projects must be located inMaryland.

• Proposals must include verification that asite has been secured to implement thetechnology.

• The applicant, identified subcontractors,experts, or partners, shall have at leastthree years of experience with theproposed animal manure technology.

Applications will be reviewed by the EvaluationCommittee. Awards will be made by theSecretary of Agriculture on advice of theAnimal Waste Technology Fund Committee.

Winter migration of wildfowlmoving south across thespine of Delmarva has thepotential to bring wild birdscarrying highly pathogenicavian influenza (HPAI) orlow pathogenic avianinfluenza (LPAI) close tocommercial chicken flocks.

Denying HPAI and LPAI any opportunity toaffect your farm and your chicken industrydepends on following biosecurity principles infall and winter – and, indeed, throughout theyear. Remember these basic biosecurityprinciples as you follow guidance from yourflock supervisors.

Avoid tracking migrating fowl manure into thepoultry house on your boots. Use foot bathsevery time you enter a chicken house.

Keep visitors to a minimum. Allow only peoplewho care for your flock – veterinarians,contract workers, etc. – to come into contactwith your birds, and keep a record of everyonewho visits your farm. DPI can provide you withsturdy all-weather signs to warn unauthorizedvisitors not to enter your farm for chickenhealth reasons.

Wash your hands before and after handlingchickens. This reduces the chances ofspreading disease from farm to farm or fromone bird to another. If water and soap are notavailable, remove as much organic material aspossible and use hand sanitizer.

Clean and disinfect any tools or equipmentbefore moving them to a new poultry facility.Make sue service vehicles, tools andequipment are cleaned and disinfected beforethey leave your farm.

Provide disposable boots for use by any farmvisitors. You should insist that visitors use

boots when they walk on your property. Ensurevisitors remove the disposable boots anddiscard them before leaving. Limit visitor entryto poultry housing areas unless absolutelyessential.

Wear farm-specific clothing, including shoes,and change your clothes before you leave thefarm. Remember not to wear your ‘farmclothes’ when making day trips to stores orother farms. Visitors who handle birds or enterchicken houses should wear protectivegarments, boots and hairnets, and shouldchange clothes before leaving your farm.

Report increased mortalities to your flocksupervisor. Delmarva’s ongoing surveillancefor avian diseases relies on that reporting.
