EXEMPTION SYSTEM FOR NATIONAL PENSION PLAN PREMIUMS

2016 NATIONAL HEALTH INSURANCE PREMIUM STATEMENTS & PAYMENT SLIPS

Income Standard If the income of a person, his/her spouse or the head of his/her household in the previous year is lower than the designated standard, that person is deemed eligible for the exemption system. This criteria varies by number of household members. The exemption system includes special cases such as unemployment, disasters and other hardships.

Eligibility PeriodThe period of the exemption is included in the eligibility period to receive benefi ts of the senior citizen, disability or survivor's plan.

Note: If a person does not pay her/his premiums for a certain period, the exemption is temporarily suspended.

Deferred Premium PaymentsPremiums unpaid due to the exemption system can be paid in arrears within 10 years after the exemption period. However, any payment in arrears in and after the third year following the exemption period is added to a fi xed amount. In addition to this exemption system, people under 30 years old, excluding students, are eligible for the “Payment Grace System for Youth.”

You can apply for an exemption retroactively up to 25 months from the time of application.

Reduction of Insurance PremiumsFor households whose total annual income earned between January and December of the previous year is below a certain level, the equal monthly payments for their NHI premiums can be reduced by 20 to 70 percent.Whether a household qualifi es for a reduction will be determined by total household income. Therefore, residents are required to declare the income of all household members, even in cases when there is no income.

Reduction Measure for Involuntarily Unemployed Residents People who have lost their jobs due to corporate restructuring and other causes are eligible for reduced NHI premiums.

Eligibility1. People who have left their jobs due to business consequences on the part of their employers, such as bankruptcy or labor reduction 2. People who have left their jobs due to specifi c reasons, for example the expiration of their employment contract.

Bring your certifi cate of qualifi cation for employment insurance to Minato City Hall to apply.

Mailing of Payment SlipsMinato City Hall sends out a total of 10 payment slips, from June 2016 through March 2017. There are two types of payment slips: one divided in ten separate installments and one for a full payment. Recipients are free to choose the type of payment according to their preference.

Note: Those making payments through automatic withdrawal from a bank, Japan Post bank account or by special collection will receive only the premium statement.

Premiums can be paid at banks, post off ices and convenience stores, Minato City Hall or each Regional City Off ice. Please note that payments cannot be made at convenience stores if the amount shown on a single premium payment slip exceeds ¥300,000.

Minato City will review health insurance premiums in case of residents’ join or withdrawal from the NHI or in case there have been other alterations to the amount of resident tax due.

An exemption system is in place for the National Pension Plan, designed for people having diff iculties paying the premiums. There are four types of exemptions available: 25%, 50%, 75% and full.

National Health Insurance (NHI) premium statements and payment slips for the 2016 fi scal year will be sent to heads of households on Wednesday, June 15.

Minato City Through Ukiyo-eUkiyo-e, commonly referred to in English as “woodblock prints of the floating world,” was a popular form of printed art in Japan during the Edo period, from roughly the 17th to 19th centuries. Usually, ukiyo-e art depicted scenes from the everyday life of Japanese people at the time, with a particular focus on fashion, entertainment and pleasure. In this series, we would like to share some sights from the area of the current Minato City as it was depicted through ukiyo-e at the time.

The above ukiyo-e paintings are owned by the Minato Local History Museum

"One Hundred Famous Views of Edo: Furukawa River at Hiroo" (Hiroshige Utagawa, 1856) Looking toward Meiji Street in the direction of Shibuya from Tengenji where its location shares borders with Hiroo and Shibuya Ward. The bridge depicted in this painting is Sagamitono-bashi and the left side of the river is Hiroo no Hara.

"Forty-Eight Famous Views of Tokyo: Crossroads at Iikura" (Shosai Ikkei, 1871) Today’s Iikura Crossroads used to be called Yotsutsuji. Stores stand side-by-side and the decorations of Tanabata, Japan’s Star Festival, are swinging in the wind. This ukiyo-e illustrates the beginning of the Meiji period as the men in the center are wearing western-style clothes while also having chonmage, a traditional samurai-style haircut.

Heat stroke is a serious health con-dition that can be caused by high air temperatures and compunded by a person’s physical condition.

How to prevent heat strokeAvoid exposure to direct sunlight when outside on very hot and humid days. Use parasols and hats to block sun-shine. It’s advisable to wear light colors and loose clothes. Drink plenty of water to avoid becoming dehydrated. When indoors, use fans or air conditioners to cool down the room temperature.

Symptoms Light: Nausea, light-headedness, muscle ache, heavy sweating

Moderate: Headache, vomiting, fatigue

Severe: Convulsion, inability to respond when being called, uncon-sciousness, high fever, inability to walk straight

If you experience heat stroke Move to a cooler place immediately and drink water or a sports drink to regulate your body temperature and restore your body’s fluids and salt lev-el. Alert someone near you about your condition and if you don’t feel better, visit a hospital as soon as possible.

Population of Minato City

Please sort waste by type and place it at allocated waste collection stations by 8 a.m. on the designated day. For more information on waste sorting, disposal and designated collection days, please refer to the English Guidebook for Sorting Recyclables and Waste or visit Minato City Web. When disposing waste, please use transparent bags or lidded containers.

Recyclable plastics: collected once/weekFilms, paper bags, cups, packs, plastic trays, caps, shock absorbers, such as styrofoam, and daily plastic commodities, such as hangers, straws, and toothbrushes. Rinse before disposal. Unwashed plastics should be disposed of with other combustible waste. All recyclable plastics should be put in the same bag.

Recyclable items: collected once/weekNewspapers, cardboard, paper bags, magazines, postcards and paper candy boxes, plastic food and beverage bottles and cans. Dispose by sorting and bundling used paper by type. Place at the allocated spot, rain or shine. Rinse bottles and cans. Place them in the proper con-tainers: yellow for bottles and jars, blue for cans and green collecting nets for plastic bottles. Remove caps and labels from plastic bottles and dispose with recyclable plastics. Note: Do not put plastic bags inside recyclables already placed in plastic bags.

Combustible waste: collected twice/weekKitchen garbage, waste paper, pictures, paper cups, rubber products, leather products, CDs, videotapes, clothing, disposable diapers, cook-ing oil, unwashed plastic containers. Note: Minato City collects used clothes and cooking oil for reuse, recycling and limiting the amount of waste. Please put them into the allocated collection box at municipal facilities.

Incombustible waste: collected twice/monthCeramics, glass, metals, spray cans, gas canisters, lighters, home electronics smaller than 30 cm, light bulbs. Empty all spray cans and lighters prior to disposal. Place them in a separate bag from other incombustible waste and label the bag "キケン" (danger). For safety concerns, please do not poke holes in steel bottles and spray cans or bottles. It may cause vehicle fire. Broken glass bottles, sharp blades and fluorescent light bulbs should be wrapped in a newspaper or the packaging material they came in and also be labeled "キケン."

Large-sized WasteLarge-sized waste refers to items with at least one side longer than 30 cm. Collection of large-sized waste requires an application and a service fee for collection. Apply directly to Large-Sized Waste Center in advance, purchase Large-Sized Waste Tickets for Minato City at local convenience stores and affix them to each item you are discarding.

PCs cannot be discarted as large size waste. PCs are collected and recycled by their respective manu-facturers. If you wish to dispose of a PC, contact the manufacturer or Minato Call.
