MAUTO TITLE LENDER RENTS IN AHUntil very recently, payday or auto title lenders were as rare

in Alamo Heights as snowmen in July, but recent ordinances enacted by the City of San Antonio may have the effect of chasing other such lenders to Alamo Heights to join the one which just rented the space where Blockbusters used to be across Broadway from Starbucks (just south of Austin Highway).

payday and auto title lenders are not subject to the same interest rate limitations set forth in the texas Finance Code that traditional lenders must adhere to, for the reason that their loans are supposedly of short duration, often to merely advance funds to the borrower to address a financial shortfall until his or her next paycheck. however, they are often cited as an example of predatory lending, because in practice “short-term” is often a misnomer when it comes to this type of loan.

as noted by the texas Fair lending alliance (tFla), this type of high-cost lending traps more and more texans in a destructive cycle of debt. This is because payday and auto title lenders often charge upwards of 500% annually for an average $300 loan, and more than 75% of such loans are taken out within two weeks of the previous loan to fill a financial gap caused by the original loan.

tFla goes on to say that in texas, an average payday borrower ends up paying $840 for a $300 loan. Due to such destructive debt traps, San antonio, in line with austin and Dallas, has now limited auto title loans to 3% of the consumer’s gross annual income or 70% of his vehicle’s value. pennsylvania has gone even further and attempted to eliminate the industry entirely through legislation enacted several years ago.

advocates of the industry cite the loans’ necessity for low income consumers unable to get loans elsewhere.

regardless of this, the image which their presence creates suggests that our own alamo heights City Council should enact the necessary ordinances to restrict the areas in which they operate, similar to

those already in place for pawn shops, and to protect consumers with the same type of regulations that San antonio’s City Council recently enacted.

otherwise, alamo heights may soon find itself as an unwelcome safe haven for other similar companies.

ahna strongly encourages our citys officials' efforts to restrict these businesses.

CITY HALL PROJECT PROGRESSESon a brighter note, progress continues on the new alamo heights

City hall Complex. overland partners, the selected architect, has determined it is not cost-effective to reuse any of the old City hall structure as part of the new complex. Joeris Construction has been selected as the general contractor “manager at risk” for the project, and will soon be soliciting bids from subcontractors.

The current floor plan and general appearance of the complex can be viewed at the City’s website, www.alamoheightstx.gov. it shows a pleasant, white stucco, Spanish Colonial-influenced building with a red-roofed façade, and an attractive courtyard.

During the construction phase it is anticipated that the alamo heights police and Fire Departments will operate out of the three houses the City owns on henderson Street, behind the City hall Complex. arrangements will need to be made elsewhere, e.g., temporary buildings or nearby rented space, for the City’s administrative staff.

Something that has been proposed and is being studied at the moment is the possible installation of solar panels on the municipal complex’s roof, which would provide an energy source, as well as possible future income to the City. This could be funded by a portion of the $1 million total the City of alamo heights has begun receiving from CpS Energy’s CEiD Fund. Those monies have not yet been earmarked.

you may remember that solar energy is part of the recent alamo heights high School renovation. no decision has been made yet on the use of solar in the City hall project. Citizens may contact City Council with input on this subject, whether as part of “Citizens to be heard” during regular Council hearings, or via emails to the City Manager or any of the City Council members whose addresses can be accessed at the city’s website.

once the budget for the new City hall Complex has been finalized and the subcontractors hired, groundbreaking is expected next spring. The expectation is that it will then take approximately a year for all construction to be completed.

Re: Kids, Cars & Crosswalks We are new to alamo heights and pleased to be here. however, there is one issue that tarnishes the reputation and high

standard alamo heights is known for. i find it shocking and disturbing that drivers do not stop or give the

right of way to pedestrians at the crosswalks in alamo heights, espe-cially in the school zones. you put your life into your own hands when you cross a road on foot around here! Thank goodness for the alamo heights police Department attempting to keep us safe each morning and afternoon.

i have two children who attend Cambridge Elementary and the Ju-nior School, respectively.

Walking my daughter to and from Cambridge is a daily adventure with cars chomping-at-the-bit to get by us at unsafe speeds or lack of courtesy.

We welcome a healthy yet civil difference of opinion reflecting a wide variety of viewpoints. ad ocateMy son catches the Via bus at the stop at the Chase bank on

broadway (across the street from local Coffee and Cambridge). Since the scheduled stop is at 7:30 aM, we often arrive at the cross-walk before the crossing guard comes on duty. We have been into the crosswalk and cars will not yield; or worse, will zoom by within inches. amazingly, a school bus buzzed right by us one morning!

We have been given glares, blank looks and honks on the horn while crossing the well marked crosswalk. i wear a neon-green re-flector, but apparently drivers do not see me. Even with the crossing guard, who has literally stood in front of cars blowing his air piercing whistle to stop them, we do not dare cross without his “go-ahead.”

it is truly disappointing how detached people are in their vehi-cles and it is concerning that they are not aware of their surroundings when driving....or willing to obey the law.

To help drivers, I suggest that a “Pedestrian Cross-walk” sign be installed above the white “Keep Right” sign on the island in the crosswalk.

i look forward to the continued enjoyment of our new home in alamo heights. by relating our experience with the crosswalks, hopefully people will be more considerate and responsible....and avoid a needless accident. Chapter 552 of the texas transportation Code covers this: Section 552.003 specifically addresses pedestrian right-of-way at

a crosswalk. it says a vehicle shall yield right-of-way to a pedestrian crossing a road in a crosswalk where there is no traffic control signal in place or operation and the pedestrian is on the half of the road the vehicle is traveling or approaching so closely from the opposite half of the roadway as to be in danger. it is important to note that this section requires that a pedestrian may not suddenly leave a curb and proceed into the path of a vehicle so close that it is impossible for the vehicle to stop.

Finally, and equally important for pedestrians and drivers, to provide access and visibility to crosswalks alamo heights City Code Section 18-96 prohibits a vehicle from being parked on a crosswalk or within 20 feet of a crosswalk.

AH Presbyteriancelebrates100th anniversary

On Sunday, Oct. 28, Alamo Heights Presbyterian Church (AHPC) will celebrate its centennial. Since its founding in 1912, the church has come a long way from initially holding services in the homes of parishioners.

in 1912 a group of individuals, motivated partly because of the distance between alamo heights and the established churches down-town, joined together to find a place to worship closer to home.

The fledgling, non denominational “alamo heights Church” held services every second Sunday in a member’s home because their pastor, the rev. C. E. McStavrick, was also pastoring another church at the same time.

in 1913 Edith Warnock, a united presbyterian Church home missionary, coincidentally arrived in alamo heights to search for a building to use as a “Sabbath School.” in a valley away from the main highway--on what is now the campus of Cambridge Elementary--she found the old, unused “alamo heights public School” building. af-ter receiving permission to reuse the old, wooden schoolhouse, work began to modify it. Soon “alamo heights Church” started holding services every other week in the newly refurbished structure.

not long after, the “alamo heights Church” members petitioned the board of Missions in pittsburgh, pa. for funds to buy a site for the new church. When a grant was authorized, the members ap-proved a plan to move the “Sabbath School” building to the corner of townsend and abiso avenues.

as a result of that move, the building needed repairs. During the five months it took to complete those repairs, the “Sabbath School” and the church members met in the home of Margaret Shepherd, 5911 broadway.

until 1916 the “alamo heights Church” had no official affiliation with any denomination; however, in that year the session of the First united presbyterian Church of San antonio was commissioned by the presbytery to organize a united presbyterian Church of alamo heights. Thirteen charter members made up its original congregation, and the first service was held on oct. 6 with the rev. McStavrick officiating.

in 1927, the present site of the church--the corner of broadway and Corona avenue--was acquired for $8,000. about the same time, the church became a member of the Southern presbyterian Church and was joined to the presbytery of Western texas in Waco.

The church building was officially dedicated July 12, 1931. as the congregation grew, expansions to the original building, including the current Sanctuary, affectionately called “our house,” continued throughout the 1950s and 1960s.

For over 30 years, ahpC has provided emergency assistance in the form of food, clothing and aid to thousands of individuals in crisis through the Christian assistance Ministry in San antonio. other chari-table organizations ahpC is affiliated with are the San antonio Food bank, i care-San antonio, plus SaMM Ministries.

National leader in solar energyThirteen years ago, solar energy in San Antonio was merely a

dream held by Solar San Antonio’s founder, Bill Sinkin, a former long time resident of Alamo Heights.

Bill’s son, attorney Lanny Sinkin, who is Executive Director of Solar San Antonio, will be the featured guest speaker at AHNA’s October meeting.

Solar San antonio is a cutting edge non-profit 501(c)3 organization making solar energy a major contributor to the creation of the new energy economy. it connects the private and public sectors through education, innovative marketing, and creative financing programs. Solar San antonio also provides direct assistance to homeowners and businesses ready to “go solar.”

Today, San Antonio has more solar under contract than any other city in the US.

The transition to a national leader in solar came as a result of programs developed by Solar San antonio and CpS Energy. among their achievements:

More than 6 megawatts of distributed solar on home and business rooftops.3 megawatts of commercial installations under the CpS Energy Solartricity program. Solar San antonio worked with local financial institutions to develop solar loans to make going solar affordable. With the CpS Energy solar rebate and the 30% federal tax credit, the final price to the solar adopter is significantly reduced. under some of the loan plans, the difference between the final loan payment and the value of solar energy generated can be as little as $20 a month.

For commercial installations with depreciation available, the cost of solar is even less. a commercial solar system can pay back the investment within five years.

Solar San antonio’s bring Solar home Campaign offers three free estimates to those interested in going solar. They assign three solar installation companies to each application. Those companies will assess what is possible with solar, and competitively bid for each contract.

The biggest thing we’re working on right now is building a new City hall. This was very controversial the first time around. This time it was overwhelmingly approved. We’re in the process now with the commu-nity to have them help us with the design they want to see that fits in alamo heights. That was one of the issues – in addition to price – of the last one.

The community didn’t like the design. We’ve hired the architects and have worked on the design. in ad-dition to that, we’re selecting the contractor. We’ve already approved the bond. That’s the biggest thing that’s going on right now. i give credit to the power of the local neighborhood association [for its contribu-tion].”

burglary 9/2/12 200 blk. Wildrosea male subject unlawfully entered a residence through an upstairs window and hid under a bed until the residents returned. The subject fled the resi-dence when police arrived and was apprehended a short distance away after

Theft 8/31/12 600 blk. lamonttools and construction equipment was stolen from a construction site by cutting chains and locks used to secure the equipment.

Theft – Shoplifting 8/26/12 4800 blk. broadwaya store manager observed a suspect push a shopping cart of groceries past the check-out points without paying. Suspect loaded some of the groceries into a vehicle and fled before police were summoned.

assault – Family Violence 8/26/12 100 blk. arcadiaa roommate physically assaulted and pepper-sprayed another roommate

when the relationship was broken off and the victim roommate was attempting to move out. Suspect roommate was transported to jail.

assault – Family Violence 8/26/12 300 blk. Montclairafter an evening of consuming alcohol, an argument between roommates esca-lated to violence resulting in injury to a female. a male subject was taken into custody and booked into jail.

Agg. Assault/Deadly Weapon 8/20/12 100 blk. Arcadiaan argument between a couple escalated to a male victim receiving a serious injury to his hand when stabbed with a kitchen knife by his female partner. She stated she was trying to prevent the male victim from removing their child from the residence. The female was transported to jail.

Burglary Habitation 8/16/12 6800 blk. Broadwayan apartment was burglarized by removing window panes from rear door and unlocking dead bolt. Miscellaneous electronic items were stolen.

Theft 8/10/12 5700 N New Braunfelstwo bicycles secured to a front porch by a locked security cable were stolen by someone having a tool to cut the security cable overnight.

Broadwaya vehicle parked in an office parking area was unlawfully entered and a briefcase stolen. a witness provided information leading to a suspect working at a nearby business and the recovery of the briefcase. Suspect confessed during post-inci-dent interrogation and charges will be filed.
