Pulse Townsville Grant ProgramCouncil wants to showcase Townsville’s unique culture and promote the city as a great place to live, work, play, visit and invest. We are offering funding for innovative and creative ideas to get our cities heart pumping and make our streets and public spaces pulse through the creation of vibrant spaces and places.

The Pulse Townsville Grants are an opportunity for businesses, community groups, innovators, trendsetters and entrepreneurs to receive funding to assist with new projects and ideas that encourage visitation to the city and ignite the city heart.

To be eligible for funding, the project/placemaking/activation etc. would need to be delivered within Townsville’s City Activation Zone (refer to map).

THE GRANTS AIM TO:• Create enduring partnerships;

• Inspire participation;

• Encourage community-based placemaking and activities within the city;

• Create connections with the Waterfront;

• Improve the look and feel of the city;

• Create unique city destinations;

• Create colourful, active, interesting, safe, comfortable, enjoyable city places; and

• Create public art, street art and innovative activities.


PLACEMAKINGPlacemaking inspires people to reimagine and reinvent public spaces, improving a neighbourhood or city and reinforcing it as the heart of the community.

Council’s aims to create through Placemaking:

• Unique and vibrant spaces and places within the city centre;

• Empowered communities and strong partnerships;

• Connect property owners, traders and residents and their attachment to the city; and

• Strengthening the connection between people and explore the places they share.

WHY ENCOURAGE PLACEMAKING?

• The greatest cities in the world are full of many unique spaces and great places with strong individual character.

• Spaces only become great places if people use them.

• Those who use a place are often in the best position to know what a place should look and feel like. Council believes these people should have input into the way places are planned, funding is allocated and services are provided.

• The Pulse Townsville Grant Program creates a sustainable way for the community and council to work together towards a joint passion for the city.


GRANT FUNDING

Funding Round

This is a rolling grant where applications will be reviewed continuously to allow for quick responses to opportunities or circumstances as they arise. These grants will run until June 2018.

Assessment Duration Applications take 2 weeks to process

Funding availableApplications for up to $5,000 are invited; proposals that include a dollar for dollar contribution will be looked favourably upon.

Please note: the word ‘project’ refers to the project, activity, proposal or placemaking activity that will be delivered if your application is successful.

WHO CAN APPLYOPEN BUT NOT LIMITED TO:

• Entrepreneurs

• Trendsetters

• Innovators

• Sole traders

• Registered businesses

• Artists

• Performers

• Community groups

WHO CANNOT APPLY• Government agencies or departments;

and

• Educational, religious or medicalorganisations where the application isfor the organisation’s core business.


TOWNSVILLE’S CITY ACTIVATION ZONEGreater weighting will be given to proposals in the Primary Activation Zone, however you are still able to lodge applications in the Secondary Activation Zone which will be considered on their individual merits.

ELIGIBILITY CRITERIASUCCESSFUL APPLICANTS MUST:

• Be a group or individual holding a current ABN or be a constituted incorporated body; or auspiced by a constituted incorporated body that is able to accept legal and financial responsibility for the project;

• Hold public liability insurance to the value of twenty million dollars per claim or occurrence giving rise to a claim;

• Not have any outstanding debts or previous grant obligations with Townsville City Council; and

• Demonstrate how the project will achieve the Pulse Townsville Grant aims through the Assessment criteria.

WHAT COULD BE FUNDEDBring us your bright ideas and funding may be provided for placemaking, activities and exhibitions which contribute to the city as a welcoming and dynamic place for people to live, work and visit. Example of activations include:

• Street furniture or fittings

• Public art

• Innovative activation concepts

• Projects addressing accessibility issues eg. wayfinding signage, accessibility ramps etc

• Projects addressing safety issues eg. installation of lighting

• Beautification of public spaces

• Landscaping in public spaces

• Shading of public spaces

• Public interactions within public spaces

• Lighting of public assets

• Performers e.g. musicians, mimes, chalk artists

• Artistic Design e.g. murals

• Materials e.g. paint for murals

• or any other innovative idea


WHAT WILL NOT BE FUNDED• Retrospective costs – including costs already incurred and funding for projects

which have begun prior to the application being approved by council;

• Salaries, wages and on-going related costs;

• Council costs including council waste fees, staffing fees and costs, council staff overtime, venue supervisor wages and hire of council equipment;

• Prize money, prizes or trophies;

• Projects which support political or religious organisations;

• Projects that duplicate existing services or programs; and

• Projects that may have adverse impacts on neighbouring businesses or residents as decided by council.

CONDITIONS OF FUNDING

• Applications must be submitted using the Pulse Townsville Grants Online Application Form.• Funds must be used for the purpose which they are granted. Variations must be approved in

advance and in writing by council. • Funds must be expended within 12 months of being granted unless written approval has been

given in advance for an extension.• All successful applicants are required to sign a Funding Agreement prior to funding being provided.

This will include any maintenance, ownership, or conditional requirements.• Grant recipients must complete an acquittal form within 28 days of the completion of the project.

This form will be provided when a successful applicant is provided the funding agreement. This indicated the requirements before signing the funding agreement.

• Organisations that receive funds from council are required to acknowledge council’s contribution in publicity material associated with funded activities.

• Grant recipients who fail to comply with the funding guidelines or funding agreement will be required to reimburse council in full for the grant received.

• All applications are to comply with all relevant regulatory codes, standards and the Townsville City Council City Plan.

• Successful applicants must seek approvals and permissions required to undertake the proposal.• Applicants will be responsible for the continued maintenance of their project, including delivery of

minor capital works and purchase of portable equipment.• In some cases council may specify additional requirement for maintenance of projects. These will

be applied during the assessment stage and included in funding agreements.• In some instances successful applicants may not receive the full amount of requested funding, but

rather a percentage of the total sought. If your project cannot proceed without full funding, this should be indicated in your application

• Council reserves the right to utilise funding initiatives in media and for promotional purposes.


WAIVER OF VENUE AND PARK HIRE FEESCouncil will provide assistance via the waiving of venue and park hire fees for council owned and coordinated venues and public spaces.

Applicants who wish to have venue and park hire fees waived as part of their grant funding will need to contact council and obtain a quotation to attach to their grant application.

Council is unable to provide assistance with waiving of associated costs such as:

• Waste fees;

• Staffing fees and costs;

• Council staff overtime;

• Venue supervisor wages; and

• Hire of council equipment free of charge.

ASSESSMENT PROCESSAll applications will be assessed in accordance with council’s Community Grants Policy.

After Council has received your application:

• Council officers will review your application for eligibility.

• If eligible, your application will then be assessed by a panel of council staff.

• You will receive an email with the result of your application within 2 weeks of the application being received.

The community grants program is a competitive application process. Townsville City Council receives more funding applications than it can support. Applications are assessed against the assessment criteria. Therefore, successful applications are those that best respond to the assessment criteria. Council reserves the right to reject any application that does not meet the assessment criteria and to request further information in considering applications.


Assessment CriteriaThe following questions need to be completed through the online application form on the councils website. Visit the Grants and Funding page for more details. Highly regarded/weighted responses will include a dollar for dollar contribution and for projects held in the Primary Activation Zone.

1. HOW WILL THIS PROJECT ATTRACT VISITATION INTO THE TOWNSVILLE CITY? (Maximum 300 Words)

• Does your project: • Address a social issue?

• Improve on existing services?

• Promote the city centre to the community?

• What marketing techniques will you use to attract visitors to the city centre?

• Is your project part of a larger project or strategy to attract community members to the city center?

• How will the project bring people together? Explain how your project will encourage accessibility and community participation from all sectors of the community, including developing partnerships.

• If your project has a specific purpose that demonstrates involvement from a target demographic, this will be highly regarded.

A STRONG RESPONSE SHOULD INCLUDE: - Feedback from participants and community members or other businesses within the City Centre; - Evidence of community consultation; - A needs analysis; and/or- Letters of support.


2. WHAT ARE THE BENEFITS TO TOWNSVILLE’S CITY FOR THIS PROJECT? (Maximum 300 Words)

• Think about the outcomes:• What are the long and short-term benefits of your project to the city centre?

• What are you planning to deliver to both the community and visitors?

• Think about how the project will:• Enable placemaking and city activations;

• Improve amenities eg. toilet blocks;

• Create opportunities for participation; and

• Increase visitations by the community and tourists.

3. DOES YOUR ORGANISATION HAVE THE CAPACITY TO MANAGE GRANT FUNDING IF SUCCESSFUL? (Maximum 150 Words)

• Think about a project that has previously received grant funding. You can include:• Funding totals;

• How you managed reporting requirements;

• Key milestones; and

• If you completed an evaluation or acquittal.

A STRONG RESPONSE SHOULD INCLUDE: - Statistics as evidence to support your project’s success will be highly regarded;- Trends and data from your organisation; - An evaluation method; and/or - Successful delivery models from other projects.- Detailed planning and partnerships that maximise outcomes from limited resources.

A STRONG RESPONSE SHOULD INCLUDE:- An example where an organisation has managed a similar or larger project;- How they successfully completed all requirements;- An evaluation of the project;- How the project or works will be maintained whilst ongoing and for entire its life cycle.

Hint: If you haven’t previously managed grant funding, you should include examples of a self-funded project (a project that was funded by your organisation).


A STRONG RESPONSE SHOULD INCLUDE:- A plan for achieving self-sustainability; - Consideration for alternative funding options; and/or - Any long term planning for the project to reduce reliance on external funding sources (efforts to achieve a self-funded project).

4. CAN THE PROJECT BE DELIVERED IN THE FUTURE WITHOUT COUNCIL FUNDING? (Maximum 150 Words)

• Demonstrate planning and actions undertaken to sustain this project without on-going council funding. When answering this question you should consider:

• If the project is one off and not ongoing, include that as your response.

• What is the long-term financial sustainability of the project?

• Council funding is limited and not all projects can be supported.

• Any ongoing maintenance requirements
