The police report said 1,989 cases of street crime were reported in 2006 and 1,648 in 2005; 960 cases of jewellery snatching were reported in 2006 and 879 in 2005; at least 486 cases of cell phones snatching were reported in 2006 and 301 in 2005; and 367 cases of purse and cash snatching were reported in 2006 as compared to 261 in the corresponding year.

Other figures submitted to the court said the city police remained clueless about 3,847 cases last year. During the first month of the current year, 139 cases of street crime were reported.

The report revealed that the cases of vehicle theft topped the list of untraced incidents with 2,127 clueless incidents followed by 762 cases of street crime. Ten cases of murder, four of robbery-cum-murder, 26 of dacoity, 684 of robbery, 154 of vehicle snatching, 2,127 of vehicle theft and 762 of street crime remained untraced in 2006.

Last year, some 8,487 cases of heinous crimes were reported in the city. Of them, vehicle theft topped the list with 3,722 incidents. Some 442 cases of murder, 189 of clueless murders, 35 of kidnapping for ransom, 46 of dacoity-cum-murder, 104 of dacoity, 1,634 of robbery, 326 of vehicle snatching, 3,722 of vehicle theft and 1,989 of street crime were reported in the city in 2006.

Comparison of 2006-2007 crime rates: Organised crime decreases, street crime increases

This year has seen a decrease in crime against people and property from last year. However, violations of local and special laws and minor crime have increased.

Senior Punjab Police officers believe the overall decrease is because of the Punjab government's special attention to crime. They say foreign help in crime fighting techniques and equipment has paid its dividends and has made Punjab safer.

"The special equipment provided under America's Anti Terrorist Assistance (ATA) Programme and training provided by the Yorkshire Police Department (UK) has produced results and decreased the crime ration in the province," one police officer added.

However, another group of senior police officers said crime had decreased because the police was on high alert due to terrorist activity across Pakistan. They said regular pickets at important junctions played an important role in decreasing organised crime.

A senior officer of the Research and Development (R&D) Wing said that in 2006 the police registered cases frequently following orders, but that in 2007 it reverted to its tradition of not registering crime to show a decreasing crime ratio.

Similarly, the increase in violations of local and special laws showed that basically organised crime had decreased and that and street crime had increased, he added.

He said that during 2007 the department's hierarchy focused on curbing heinous and organised crime as well as ending the aggressive attitude of police officials. Similarly, he said the hierarchy focused on building liaison between the public and the police for peace.

"However, non-scientific investigation tactics, no investigation skill and an aggressive attitude by policemen are behind the department's failure to improve their image and decrease crime," he added.

He said that so far the Police Department had failed to fill 35 vacant seats for physiologists (0ne for every district). He said these vacancies were to be filled in 2006. He said that with the help of psychologists the department would be able to determine the crime trends, types of crime and crime controlling methods.

Street crime data 2010 Faisalabad, Lahore the most mugged districts

  Faisalabad, the home district of Punjab Law Minister Rana Sanaullah, and Lahore, the home of Chief Minister Shahbaz Sharif, grabbed the top two places on street crime chart of Punjab districts in 2010 with 1,015 and 655 registered cases, thus constituting 73 per cent of the total crime of the province, according to official data.

An official correspondence shared with all field police officers in April 2011, Provincial police chief Javed Iqbal showed his concern over the increasing street crime throughout the largest populated province.

Statistics show that in 2010, 2,277 cases were reported with police in which 723 (32 per cent) were related to wallet snatching, 982 (43 per cent) cash snatching and 572 (25 per cent) were about snatchings of other effects.

The most affected districts were: Faisalabad (1,015 cases), Lahore (655 cases), Multan (238 cases), Bahawalpur (139 cases), Rahim Yar Khan (72 cases), Sialkot (63), and other districts were reported with 95 cases.

Mr Iqbal wrote to police officers: “A cursory review of the figures and reports being highlighted in electronic as well as print media requires us to have a focused and uniform strategy to counter and combat this type of crime.”

The top police boss also outlined a few guidelines for effective anti-street crime policy.

“Effective and fast response and surveillance, appropriate use of information technology, adequate appointment of resources and professional deployment of force will lead us to tangible results in combating street crime and other sensational offences.

“Hence all RPOs/DPOs should sensitize the officers about their role and encourage them to believe that their efforts can yield positive results. They should feel a greater sense of ownership and commitment. The beat officers need to be aware of the importance of intelligence gathering, questioning of previously recorded criminals and identification of potential informers.

They should garner cooperation and active involvement of all operational officers, not just members of specialist teams, and must be allied to ‘pro-active’ and reactive policing.”

The directives conclude: “Energetic and early intervention can deter criminals from emerging in criminal activities and halt their criminal careers at an early stage.” The letter directs RPOs and DPOs to take personal interest in the matter, monitor the impact and efficiency of their efforts and send an analysis report after three months.

Demography and Crime Trends in Punjab:

Gujrat is an ancient district of Pakistan located between the two famous rivers, Chinab and Jhelum where almost 2.4 million people are residing. Urban population is 27.7 percent and rural proportion is 72.3 percent. The gender based bifurcation of population is 1.0 million males and 1.4 million females. The proportion of youth population ages (10-29) is 15 percent (District Population Office Gujrat, 2010). Gujrat is known as the notorious district where crime trends have been significantly higher as compared to other districts of Punjab. According to Punjab Police Statistics (2010) most of the crimes are committed by young people in Gujrat. In 2005 about 7242 acute crimes were reported in Gujrat and this number reached to 10528 in 2007 (Punjab Police, 2010). The graph of crimes is consistently increasing with every passing day which is alarming for the peace promotion efforts and enforcement of law in the district. The political confrontations, agri-land disputes, domestic issues, unemployment, illiteracy, ignorance, caste based conflicts and personal grudges are causing increased crime trends in Gujrat. This study highlights major crime trends among youth (15-29) in Gujrat.

Table No. 2 shows the age structure of criminals. It was found that crime incidents were higher among young people aged (15-29) and gradual decline with respect to age in crime incidents was observed in subsequent age groups of 30-44 and 45+ years.

Table No. 3 highlights the nature of crimes committed by youth aged (15-29) in Gujrat.

Crime incidents remained high in the age group of 25-29 where 46 criminals were involved in offences related to intoxicants. In this youth age group, offenses related to weapons, theft, robbery and dacoity remained common crimes. In the youth ages 20-24 years, offence related to intoxicants was committed by 37 people and weapons related crimes, robbery, theft, firing remained subsequently higher. Data indicates that crime trends among adolescent people (15-19) were not as high as among the mature age group (24-29). Theft and offences related to intoxicants were equally among young people (24-29). Murder, abortion or attempt thereof and weapons related offences were subsequently equal among adults (15-19).

Table No. 7 shows that the crime trends were higher among young people (15-29), belonged to rural areas. Offences relating to intoxicants were equal in rural and urban areas, but incidences of murder and use of weapons in criminal activities were higher in rural areas. Theft and firing were equal in both areas. However, disputes on agri-land were higher in rural areas.

Table No. 8 shows that incidents of crime were higher among young blue collar laborers / workers. Offences related to intoxicants were significantly higher in this working community. Theft, robbery and

offences related to weapons were equal among young blue collar workers but cases of murder / abortion were slightly lower in this working community. Incidents of theft, murder, drinking, use of weapons in criminal activities were almost equal among young people belonged to Zamindar families or those who were linked with agri-business. The majority of unemployed young people were found habituated to drinking but rest of evils were rare among them.

Crime descends over Punjab:LAHORE – All types of crime, from street-mugging to murder, have been surging in Punjab, exposing the claims of provincial police chief to have reined in criminals

According to official statistics, 180,340 incidents of crime of all types were reported from February 17, 2011, to July 20, 2012; while 164,592 cases were registered from September 14, 2010, to February 16, 2011.

The estimates show at least 16 murders a day in the province, though the police big guns claim to have deployed energetic and veteran police officers in the most vulnerable districts of Punjab, such as Sheikhupura, Gujranwala, Faisalabad, Sahiwal and Rahim Yar Khan.The data reveal 45 per cent increase in kidnapping for ransom cases in the Punjab capital where 25 people went missing in the past five months while 14 people were kidnapped for ransom in the first five months of the previous year.  About 3,000 people have been gunned down, slaughtered or killed by their rivals in Punjab during the past six months. Faisalabad topped with more than 470 incidents of murder, followed by Gujranwala with 445 and Lahore with 348. Dera Ghazi Khan remained at the lowest position with 220 murders during this period. In dacoities, the Sahiwal region topped with more than 400 incidents, followed by Faisalabad with more than 350, and Sheikhupura with 270 incidents. A total of 2760 robberies were reported with the Punjab capital police and the Faisalabad police registered 1480 case while 1340 incidents were reported in Gujranwala. More than 20 cases of gang rape were reported in Sheikhupura, 17 in Lahore and 16 in Gujranwala.“Deprivation of legal rights, revengeful mindset and inferiority complex are the major factors that lure people, especially dejected youth into gangs and commit heinous crimes,” Faisalabad City Police Officer Bilal Siddique Kamiana said.  He added that due to layoff, closure of power looms factories, about one million workers descended into street crimes. He said the nature of crimes in Gujranwala and Faisalabad are the same as the two districts are industrial cities.  He pointed out old enmity had been adding to law and order problems. “More than 40 people from two families fell prey to their rivalry in Wando of Kamoke when I was posted as ASP there,” he said. The CPO said: “Sohanay Bajway is the most dangerous gang of Faisalabad.” He cited threats to complainants, patronage of Chaudhrys and Sardars and agreement between gangsters and the complainants as the three major reasons for the surge in robberies. To a question, he said lack of training; defective investigation and triviality of police statements in

courts also favour the criminals.  Talking about the situation in southern Punjab, Rahim Yar Khan DPO Sohail Zaffar Chatha said: “The Sardari system in Rohjaan and other tribal areas on the bordering belt is the chief reason for crimes.  Due to tribal fights, the killers and victims commonly take refuge on the river tributaries and take revenge on suitable times. He added that police in these areas had no access to such vulnerable areas due to lack of resources. The CPO of Faisalabad, DPOs of RYK and Sheikhupura say, “We should follow scientific methods to curb crimes and the provision of latest equipment, introduction of moderate and technical education, rehabilitation of criminals and reformation of religious seminaries in the most vulnerable districts, especially the southern Punjab should be ensured.”

Crime report of Punjab for the last five year (2007-2012)

The Punjab contributed over 61.59 percent in the total crime, recorded throughout Pakistan during the last five years as 1,953,209 cases were reported in Punjab alone against 3,170,889 cases recorded all over the country.

The NCD statistics indicate that 1,366 women were gang-raped and 15,082 were raped while 2,640 people were kidnapped for ransom. Moreover, 88,161 men and women were kidnapped or abducted during the political government, which completed its tenure recently with much fanfare.

Around 171,713 vehicles worth over Rs85 billion were stolen or snatched throughout the country during the democratic rule of different coalitions, involving the Pakistan Muslim League-Nawaz (PML-N), PPP, Pakistan Muslim League-Quaid (PML-Q), Awami National Party (ANP), Muttahida Qaumi Movement (MQM) and other political parties.

The five-year crime figure disclosed 611,852 cases of street crimes, including 350 banks and 698 petrol pumps robberies in addition to 2,357 highway robberies, were reported. Moreover, 291,167 offences of armed robberies, burglaries and theft were reported.

On the other hand, 65,446 persons were murdered and 22,253 people were killed in road accidents during the period under review. The statistics of the Punjab depicted alarming situation, indicating that total 723,051 criminal cases were recorded including 268,173 against person (52,219 in 2008, 51,898 in 2009, 53,958 in 2010, 56,701 in 2011 and 53,397 in 2013) and 454,878, crimes against property were — 81,546 in 2008, 85,110 in 2009, 91601 in 2010, 104242 in 2011 and 92,379 in 2012.

As many as 1,075 women were gang-raped (202 in 2008, 202 in 2009, 237 in 2010, 225 in 2011 and 209 case were reported in 2012) in the Punjab during the period under review, with 78.69 percent of gang-rape incidents occurring in Punjab as over 1,366 cases were reported throughout the country.

The figure revealed that 832 people were kidnapped for ransom in five years — 213 in 2008, 174 in 2009, 146 in 2010, 184 in 2011 and 115 in 2012 — while 67,690 persons were kidnapped or abducted as 11,279 were kidnapped in 2008, 11,972 in 2009, 13,820 in 2010, 15,035 in 2011 and 15,584 in 2012.

During the period under review, 102,819 vehicles were stolen or snatched in Punjab as against NCD figure of 171,713 vehicles for the whole country, showing that 59.88 percent of the total vehicles were stolen from the Punjab province.

The statistics disclosed that 454,878 cases against property were recorded in Punjab during the last five years (81,546 in 2008, 85,110 in 2009, 91,601 in 2010, 104,242 in 2011 and 92379 in 2012), which directly affected general public.

In 2008, 303 cases of highway robberies were reported, 25 banks and 60 petrol pumps were looted, 15,658 armed robberies and 49,157 incidents of burglary and theft were reported.

In 2009, 306 cases of highway robberies, 22 bank and 55 petrol pump lootings, 15,980 armed robberies and 49,792 incidents of burglary and theft were reported. The report for 2010 said that 298

cases of highway robberies, 26 cases of banks and 44 of petrol pump looting, 14,977 incidents of armed robberies and 54,808 cases of burglary and theft were recorded.

The report for 2011 said that 344 cases of highway robberies were reported, while 45 banks and 98 petrol pumps were looted, 18,130 incidents of armed robberies and 59,461 cases of theft and burglary were recorded. In all, 295 incidents of highway robberies were recorded while 32 banks and 102 petrol pumps were looted, 14,477 cases of armed robberies and 57,574 cases of theft and burglary were reported.

Crimes graph swells swiftly across Punjab

LAHORE- Amid uncertainty in the police hierarchy, the crime rate has swelled to an alarming level in the Punjab province as citizens are deprived of their properties and valuables including cars and motorcycles worth millions of rupees during the first five months of this year.

The police performance plummets adversely as the cops given key slots during the caretaker set-up poorly failed to handle the rising trend in the incidents of dacoities, abductions, and street crimes as well. The provincial capital has become safe-heaven for the gangsters since the cases of killings, kidnappings, robberies, and other heinous crimes are rapidly increasing in Lahore, where the police performance is adversely declining due to one or another reason. For an instance, dacoits Friday robbed 10 houses at gunpoint and made off with cash, gold ornaments, and other valuables worth Rs9 million besides 11 cars and motorcycles in several successful strikes in different parts of the provincial capital.

The police record reveals that at least 8500 vehicles were either snatched or stolen away from different parts of the province during the first five months of this year, suggesting 15 percent increase in the incidents of auto-lifting if compared to the previous year. Lahore appeared to be the worst crime-hit city, where dozens of citizens of being deprived of their cars and motorcycles on daily basis. From January to May 2013, the police reported more than 12500 cases of dacoity, robbery, burglary and theft which took place in different parts of the Punjab. At least 5000 cases of dacoity, robberies, and burglary were reported only in Lahore. The police in the Punjab also reported more than 2500 cases of cattle-theft during the first five months of this year. The situation indicates a considerable surge in such incidents. Police also admitted that more than 1000 cases of dacoities, involving five or more than five gunmen, were reported in the province during the same period. More than two dozen people were gunned down as they tried to put up resistance against armed robberies.  Apart from 2000 murder cases, the police have registered 50 cases of kidnapping for ransom this year so far. No less than 20 cases of kidnappings for ransom are still under investigations. At least 45 cases of gang-rape were also reported in the province during the first five month and the police are unable to trace most of the cases yet.  Police sources say some 95000 accused declared as Proclaimed Offenders in different cases are still at large in the Punjab province. More than 50,000 POs are wanted in various criminal cases only in Lahore. 

What to say about the unreported cases of crimes taking place in the province, where the law enforcement agency has publicly admitted its poor performance in dealing with cases of heinous crimes. Insiders say the police’s emergency service (Rescue-15) in Lahore receives around 100 emergency calls daily. More than half of such calls are proved genuine, which indicates that the police should have registered 60 cases of robberies a day. But the police register only 15 to 20 percent cases of robberies and street crimes in order to show their good work in the official record. 

Contrary to police claims of bust gangs of criminals, the crime data from January to May shows that incidents of robberies and snatching of cars, motorbikes, cell phones, and other valuables are on the rise with every passing day.

on city roads and depriving innocent citizens of their valuables. “The bandits are striking brazenly in connivance with the police. No one is serious to improve the law and order situation in the province,” says Fahad Saleem, a resident of Ichhra who was deprived of his motorcycle at gunpoint in February this year.Last year, the police had killed more than 350 alleged gangsters during fake encounters, staged in different parts of the province to bring the crime graph down. However, there is no let-up in the rising crimes and law and order situation as the police are unable to provide protection to the lives and properties of the citizens.

 An officer in the Lahore police, when contacted, said that unemployment, illiteracy, bad governance, misuse of power, and poor police working are the major reasons for the rise in crimes. He claimed that the crimes rate could be brought down if seasoned and committed officers are posted on key positions to clear the mess in the otherwise corruption-riddled police. Punjab police fail to trace 17,000 crimes in 2014:

In 2012, the police had admitted that they failed to trace more than 20,000 cases of crimes. Similarly, the police had failed to trace at least 19821 cases of crimes including killings, attempted murders, abduction for ransom, robberies, auto-lifting, and cattle-theft in 2011.

In the category of crimes against property, more than 262 cases of dacoity, 3506 of robberies, 2677 of burglary, 256 of theft (under section 382/PPC), 5855 of motor-vehicle theft, 877 of motor vehicle snatching (at gunpoint), and 294 of cattle-theft have been declared as untraceable.

Similarly, as many as 2850 cases of crimes of other nature as also declared as untraceable due to reasons best known to the police hierarchy. In the category of crimes against person, no less than 207 cases of murders, 305 of attempted murders, 37 of hurt, 121 of kidnappings, one case of kidnapping for ransom, six cases of rape, and two cases of gang-rape could not be traced as well. The police also failed to trace 871 cases of crimes of other nature during the first nine months. What to state about the unregistered cases of crimes when the law-enforcement agency has publicly admitted its poor performance in dealing with cases of heinous crimes.  The conviction rate has also put a big question mark on the working of the Investigation Wing of the law-enforcement agency. According to police, at least 296266 cases of crimes of various natures have been registered this year till September while only 51332 accused persons were convicted and 49261 were acquitted during the corresponding period.

 On the other hand, according to official figures, the police killed 216 alleged criminals in staged encounters during this year (from January to September) while last year the police had eliminated 201 alleged gangsters in armed encounters.  From street crimes to auto-lifting and armed robberies to house dacoities, the police have failed to smash the organised gangs, which are striking brazenly and with impunity across the province.

Police sources reveal that auto-lifting has become a flourishing industry for the gangsters in the provincial capital because on average about 20 citizens are deprived of their vehicles daily. Apparently, it seems that Lahore police have completely given up when it comes to street crimes and armed robberies.  According to official statistics, compiled by Punjab police, at least 20,000 vehicles were taken away from January to September from different parts of the province. Ironically, the police have declared 6500 cases of auto-lifting as untraceable. This means that these vehicles would never be recovered since these cases are untraceable.  When contacted, Punjab Inspector General of Police (IGP) Mushtaq Ahmed Sukhera was not available for his comments. However, a senior police officer on the condition of anonymity blamed the investigation wing of the police over poor performance in solving the cases of heinous crimes. 

Since the cops are busy in minting money, nobody should expect improvement in the worsening law and order situation, he said. At a time when crime rate is multiplying, the police are only focusing on the cases of public dispute to receive the bribe - from both the accused

and the complainant.  This has become a common police practice in the cases registered under Section 406, 506, 489-F, and 365. 

The investigators must use modern techniques to trace the criminals and focus on blind cases to unearth the gangsters. The government should also upgrade the investigation wing of the Punjab police to improve its working.

Alarming increase in crimes rate in Punjab:LAHORE: A person is killed in every hour and fifteen minutes in Punjab, the most-populous and prosperous province of Pakistan, a report issued by Investigation Wing of Punjab police said.   

According to the report, a person is killed in every hour and 15 minutes in t he last seven in Punjab while overall as many as 4753 people were killed during the period in question.

Some 1900 cases of rape were reported during the period out of which 193 women were subjected to gang rape.

As many as 17673 vehicles were snatched/stolen during the period while a total of 1994 cases of streets crimes were reported. Some 194 people lost their lives while resisting robbery bids.

The report also highlighted the inefficiency of Police as 60 accused fled from police custody.

As per the, some 3308 more cases were reported during the first seven month of 2014 when compared with the corresponding period of last year.
