Subject: Proceedings of the public hearing conducted on 30.05.2012 in connection with the application filed by M/s Bhawani Industries Ltd., for obtaining Environmental Clearance as required under the EIA notification dated 14.9.2006 for carrying out expansion of its existing unit located in the revenue estate of Village Ajnali, Mandi Gobindgarh (Punjab).
It is intimated that M/s Bhawani Industries Ltd has applied for obtaining
environmental clearance as required under the EIA notification dated 14.9.2006 for
carrying out expansion of its existing unit located in the revenue estate of Village Ajnali,
Mandi Gobindgarh (Punjab). The project is covered under EIA notification no. 1533 (E)
dated 14.9.2006 and the 'Terms of Reference' for preparing draft EIA study report for
the said project have been prescribed by the EAC of MoEF. Accordingly, the industry
had submitted draft rapid EIA study report alongwith summary report of the same to
the Board and requested for conduct of the public hearing for expansion plan of the
project.
In compliance to provision of the EIA notification dated 14.9.2006, the
Board issued public notice of 30 days in two daily newspapers for getting responses
from public and intimating time, date & venue of the public hearing fixed for
30.05.2012 at the site of the project i.e. at Village Ajnali, Mandi Gobindgarh (Punjab). A
copy of the said notices is enclosed herewith as Annexure-I. Thereafter, public
hearing for the said project was conducted on 30.05.2012, which was attended by 109
persons. A copy of the attendance sheet containing the details of persons, who
attended the said hearing, is enclosed herewith as Annexure-II.
The public hearing process was supervised and presided over by the
Additional Deputy Commissioner, Fatehgarh Sahib, Environmental Engineer, PPCB,
Regional Office, Fatehgarh Sahib and Environmental Engineer (Mega), PPCB, Patiala.
The summary of the public hearing proceedings reflecting all the views and concerns
expressed during the public hearing, duly signed by the Additional Deputy
Commissioner, Fatehgarh Sahib is enclosed herewith as Annexure-III.
The Punjab Pollution Control Board had made arrangement to carry out
video recording of the entire public hearing process and a copy of the same is also
enclosed herewith as Annexure-IV for further necessary action at the end of the
Ministry of Environment & Forests, Govt. of India, New Delhi.

Environmental Engineer (Mega), Punjab Pollution Control Board, Patiala welcomed the
officers supervising and presiding over the hearing and people from adjoining
towns/villages, who came to attend the public hearing of the project in connection with
the application filed by M/s Bhawani Industries Ltd. in the office of the Ministry of
Environment and Forests, Govt. of India, New Delhi for getting Environmental Clearance
under EIA notification no. 1533 (E) dated 14.9.2006 for increase in the production of
concast billets from 200 TPD to 400 TPD by installing an arc furnace of 20 Ton/heat
capacity and installation of a rolling mill for production of 200 TPD of TMT bars in
addition to the existing machinery and products in its premises located in the revenue
estate of Village Ajnali, Mandi Gobindgarh, District Fatehgarh Sahib. He apprised the
public present there about the requirement of conducting the public hearing before
deciding on the application filed by the industry for getting the said clearance for
carrying out expansion of the existing unit. He also brought into the notice of public
that the industry has submitted copies of draft rapid EIA report alongwith the Executive
Summary of the same and a copy of each such document was placed in the office of
Deputy Commissioner, Fatehgarh Sahib; Zila Parishad, Fatehgarh Sahib; General
Manager District Industrial Centre, Mandi Gobindgarh; Executive Officer, Municipal
Council, Mandi Gobindgarh, Regional Office of MoEF at Chandigarh and Regional Office,
Fatehgarh Sahib of the PPCB for access to the public and other stakeholders. He further
brought out that a notice of public hearing was published in two prominent newspapers
namely, ‘The Tribune (English Daily) on 29.04.2012 and ‘Ajit’ (Punjabi Daily) on
28.04.2012 to make the public aware of the date, time & venue of the public hearing
and about the places/offices where the public could access the draft EIA report and its
Executive Summary report before the said hearing. Thereafter, he requested the
representative of the industry to elaborate about the main features of the project and
the draft EIA study report.
Sh. A.K. Ummat, of M/s CPTL, who is the environmental consultant of the
promoter company, brought out the details of the expansion plan of the project before
the public as under:
1. At present, the industry has installed 2 no. induction furnaces of 6 Ton/heat and
20 Ton/heat capacity for manufacturing of 200 Ton/day concast billets and 50
Ton/day steel ingots. Besides, a rolling mill and tube manufacturing unit have
been installed for manufacturing of 110 TPD of flats/strips and 60 TPD of ERW
pipes, respectively. In addition, the industry is also manufacturing 80 TPD of GI
Pipes.
2. The industry intends to increase in the production of concast billets from 200
TPD to 400 TPD by installing an additional Arc furnace of 20 Ton/heat capacity.
3. The industry shall use iron scrap, pig iron, silicon and manganese as raw
material, which will be procured from local market.
4. The industry has applied to the MoEF for obtaining environmental clearance
under EIA Notification no. 1533 dated 14/09/2006 and the said authority has
already issued TOR for preparation of Rapid EIA study Report.
5. The details of the project are as under:-
Land area : 151634 sq. m. (37.47 Acres)
Covered area : 56105 sq. m.(37%)
Open area : 42457 sq. m.(28%)
Green Area : 53072 sq. m.(35%)
Cost of the Project :
Existing : Rs. 60 Crore
Proposed : Rs. 2.35 Crore
6. About 16 KLD of water is used for domestic purpose and 30 KLD of fresh water is
used as make up water and the entire water requirement is met from
groundwater. After expansion, the demand of water for domestic and cooling
purpose will increase to 24 KLD and 45 KLD.
7. At present, there are 400 employees/workers and about 12.8 KLD of domestic
effluent is generated, which is treated in a STP installed based on aerobic
biological treatment system, having capacity to treat 20 KLD of domestic
effluent. The treated wastewater is used for irrigation of green area and
suppression of dust emissions being generated due to movements of trucks etc.
After expansion, about 20 KLD of domestic effluent will be generated, which will
be treated in the existing STP. The wastewater from acid pickling section is
treated in an effluent treatment plant and the same is utilized for irrigation of
plantation area.
8. In order to replenish the groundwater, the run-off to the tune of 31,419 KL/year
to be collected from roof tops, will be recharged into groundwater through
rainwater harvesting system.
9. The industry has installed wet scrubber and venturi scrubber as APCD to contain
the concentration of SPM in the emissions being generated from 6 Ton/heat and
20 Ton/heat induction furnaces, respectively. A coal gasifier has been installed to
produce coal gas, for using the same as fuel in the reververatory furnace and
wet scrubber has been installed as APCD to contain the concentration of
pollutants in the flue gas emissions. Furthermore, separate alkali scrubbers have
been installed as APCD to control the emissions from hot dip galvanized furnace
and acid pickling process. Also, all the three oil fired annealing furnaces are
attached with separate stacks of adequate heights.
10. The existing power load is 19,173 KW and after expansion, it will become 31,673
KW, which will be sourced from the PSPCL.
11. The solid wastes in the unit are generated from the following sources.
i) Slag from the furnace.
ii) Sludge from STP.
iii) Solids from bag filters.
The slag from the furnace is crushed and passed through magnetic separation to
remove any traces of iron and will be sent to cement plant for further uses. The
solid waste from bag filters being hazardous in nature, is collected separately in
impervious pit and sent to the TSDF site.The sludge from the STP is being used
as manure being non-hazardous in nature.
12. The environmental impacts of the proposed project are as under:
Ambient Air Quality
The conc. of RSPM, SPM, SO2 and NOx has been determined quantitatively by
conducting field monitoring at suitable stations within a radius of 1OKM from the
project site.The affect of the expected pollutants to be discharged by the unit has
been studied through a mathematical model and it has been found that the max
G.L.C. will be within the prescribed limits in the windward direction. The effect at
other places will be comparatively less. The combined ultimate result is likely to be
well within the norms.
Water Environment
The domestic use of water will be about 69 KLD. The wastewater generation will
be 20.0 m3/day, which will be treated in the existing STP. The treated
wastewater is used for plantation/horticulture and dust suppressions due to
movement of vehicles. The treated wastewater will not be thrown in any water
body. Thus, water environment is not likely to be affected. Further, ground water
will be balanced through recharge by rain water harvesting from the roof top to
the of extent about 31,419 m3/annum through recharge wells. Thus pressure on
underground water will be reduced.
Noise Environment
There will be no noise producing machinery or equipment except ID fans &
Blower etc. which will be placed in acoustically sound proof room causing least
disturbance in the area. Thus, there will be no significant change in noise
environment.
Land Use Pattern
The Project is already existing ,thus there will not be any significant adverse
effect on the existing general land environment with the increase in capacity of
the project.
Hazardous Materials
Neither any hazardous material is used in the process nor do the finished goods fall
in this category. There will no impact on the environment on this score.
13. ENVIRONMENT MANAGEMENT PLAN
Environment Management Plan (E.M.P) in a project is prepared to mitigate the
possible adverse effect of various activities on the existing environmental factors,
during construction as well as in operational stages, to avoid their deterioration,
if any. It is desirable that necessary steps are taken right from the beginning of
the project to be more effective. The various components of EMD are as under:
Air Environment
During construction stage, water will be sprinkled on the soil to avoid dust
generation, if any. The debris and unused construction malba shall be removed
immediately for recycling, if any, or for land fill. Bag filters shall be provided to
arrest SPM from flue gases to keep it within permissible limits. All vehicles for
service activities at the project site shall be checked for vehicular emission. The
agencies will be asked to keep them within prescribed limits. They will also be
asked to maintain them properly.
Water Environment:
During construction stage, toilet facilities shall be provided to labour with septic
tank. Finally, the wastewater from the toilets shall be taken to S.T.P. through
underground delivery system and treated to tertiary level. The treated
wastewater will be used within the premises for tree plantation, landscaping and
parks etc. No wastewater will be discharged into any water body. The roof top
rain water shall be harvested and used for ground water recharge to minimize
effect of withdrawal of water from the underground.
Land Environment:
The construction activity will be done within the existing premises and the
requirements of sand and aggregates for the construction works will be met
through venders. The land use is, thus, so planned that there is minimum
adverse impact.
Solid Waste
The solid waste generated from the construction activities shall be effectively
recycled within the project. The other solid wastes from the bag filters shall be
stored and disposed off in the designated places. The slag from the furnace shall
be sent to Cement plant for further use.The solid waste from STP shall be used
as manure within the premises being organic and non-hazardous in nature.
Noise Environment
During Construction stage “NO HORN” signs will be displayed at prominent
places. The drivers shall be directed not to blow horn unnecessarily. Vehicle
owners will be asked to maintain them in proper condition. During operational
stage noise creating machinery such as Blower, ID Fans etc will be housed in
acoustically sound proof room so as not to disturb the noise level in the area.
Green Belt
A green belt has already been provided along the boundary wall of the unit. In
addition, trees will be planted along the internal roads. The landscaping of the
open area shall also be done.
14. The frequency of the monitoring will be as follows:
The ambient Air quality shall be monitored at project site and two upward
and downstream locations once every quarter for RSPM, SPM, NOx & SO2,
and CO levels during the construction and operational Phase.
The ambient noise levels shall also be monitored once every six months.
15 An Environment Management Cell shall be created to effectively monitor all
environmental parameters. The Environment Management Cell shall include:

16. Rs.34 lacs will be spent for implementation of EMP and Rs. 6.0 lacs will be spent
on account of recurring charges on the EMP.
Thereafter, Environmental Engineer (Mega) brought into the notice
of public present at the venue of hearing that as per the provisions of EIA notification
dated 14.9.2006, as amended time to time, the persons present at the venue may seek
any information or clarifications on the project from the project promoter. It was also
brought into the notice of the persons present there that the information or
clarifications sought by them and reply given by the project proponent will be recorded
in the proceedings of the hearing, which will be sent to the SEIAA, Punjab for further
consideration. Accordingly, he requested the persons present in the hearing to seek
information or clarifications on the project one by one. He also informed that no
information / clarifications / comments / views / suggestions / objections on the project
have been received from the public in writing by the Board, so far.

Environmental Engineer (Mega) further requested the persons present at the
venue of hearing that if anyone else wants to seek any information/ clarification on the
proposed project, but no one came forward. Thereafter, he requested the persons
present in the hearing to confirm, by raising their hands, as to whether they are in
favour of expansion plan of the Company at this site. In response to this, more than
95% of the persons present at the venue of public hearing raised their hands in favour
of expansion plan of the Company. Thereafter, he requested the persons present in the
hearing to confirm, by raising their hands, who are not in favour of expansion plan of
the Company, but only one person raised the hands. This public hearing was attended
by 109 persons.
The Additional Deputy Commissioner, Fatehgarh Sahib, who supervised
and presided over the entire public hearing, observed that most of the participants
present at the venue of public hearing were in favour of expansion plan of the Company
to be carried out in the existing unit located in the revenue estate of Village Ajnali,
Mandi Gobindgarh, District Fatehgarh Sahib, provided the company complies with the
provisions of the environmental laws for the control of pollution as per the
commitments made in the draft Environmental Impact Assessment study report/EMP
and further that it up-keeps the corporate social responsibility activities for the local
people as far as possible.
The hearing ended with vote of thanks to the Supervisor-Cum-Presiding
Officer and the public present in the hearing.
