The US Environmental Protection Agency finalized a regulatory program in 1987 which enforc- es the AHERA mandate which states that every school building must be inspected for asbestos and it requires that the inspec- tion must be done by an EPA certified inspector. The law also requires that each school build- ing have an “Asbestos Manage- ment Plan”. The purpose of this plan is to assure occupants that any asbestos contained mate- rial that may be present in the building are kept in a “safe, un- damaged” condition. Part of this law requires that each school keep a copy of this Asbestos Management Plan on file and that this plan be avail- able for public viewing. It is the intent of this letter to inform you of the asbestos in the School District and the availability of the management plan. The asbestos in the District is confined to the following areas: Senior High School — Pipe in- sulation, floor tile Intermediate School — Floor tile Garfield School — Pipe insula- tion, floor tile Mckinley School — Pipe insu- lation Roosevelt School — Floor tile In general, asbestos containing materials that are hard, such as floor tile are not dangerous. MONTHLY REPORTS Auditor, Cindy Brugman, not- ed the 2020 annual report has been completed and will be published this week. The Au- ditor provided the Board with a report, required to be pre- pared annually, which shows the amount of property taxes collected, on properties located in four TIF districts, which is not apportioned to the local taxing districts. The Auditor also pro- vided the Board with a docu- ment, prepared by the SD Dept. of Revenue, providing a general overview of how property tax- es are established. Director of Equalization, Shawna Constant, provided the Board with a 2021 Appeal process time-line. As- sessment notices were mailed out the last week in February and many phone calls are be- ing fielded on assessment relief programs and appeals. Local Boards start on March 15th and County and Consolidated Boards begin April 13th. Wel- fare Director, Sara Foust, pro- vided the Board with a monthly report of cases; information on monthly referrals; cost savings for the last 12 months; and re- viewed CARES, ICAP services, strategic planning, systems of Care update, and a successful client highlight. The Welfare Di- rector updated the Board on the number of CARES applications processed, which has been the main focus of the office the past month. Ms. Foust expressed thanks to Welfare Assistant, Kari Kraayenbrink, for her assistance during the first few weeks of her employment as the Codington County Welfare Director. AUDITOR’S ACCT. Congress enacted the Asbestos Hazard Emergency Response Act (AHERA) in 1986 that re-quired public and private, sec-ondary and elementary schools to identify asbestos containing building material (ACBM) in their school buildings and take ap-propriate actions to control the release of asbestos fibers. The US Environmental Protection Agency finalized a regulatory program in 1987 which enforc-es the AHERA mandate which states that every school building must be inspected for asbestos and it requires that the inspec-tion must be done by an EPA certified inspector. The law also requires that each school build-ing have an “Asbestos Manage-ment Plan”. The purpose of this plan is to assure occupants that any asbestos contained mate-rial that may be present in the building are kept in a “safe, un-damaged” condition.

Part of this law requires that each school keep a copy of this Asbestos Management Plan on file and that this plan be avail-able for public viewing. It is the intent of this letter to inform you of the asbestos in the School District and the availability of the management plan.

The asbestos in the District is confined to the following areas:

Senior High School — Pipe in-sulation, floor tileIntermediate School — Floor tileGarfield School — Pipe insula-tion, floor tileMckinley School — Pipe insu-lationRoosevelt School — Floor tile

In general, asbestos containing materials that are hard, such as floor tile are not dangerous. Therefore, the floor tile is of lit-tle concern as long as they are maintained intact. The floor tile has been put under an ongoing surveillance and maintenance program which mandates the material be kept intact and free of damage. Pipe insulation that could contain asbestos is locat-ed only in the mechanical areas.It is the intention of the Water-town School District to keep all building occupants and pub-lic informed and to be advised that the “Asbestos Management Plan” is available for viewing during normal business hours at the Watertown School District Business Office.

Commis-sion members present were: Lee Gabel, Charlie Waterman, Myron Johnson, Troy VanDu-sen and Brenda Hanten; Chair, Brenda Hanten, presiding. Commissioner VanDusen lead the pledge of allegiance.

MONTHLY REPORTSAuditor, Cindy Brugman, not-ed the 2020 annual report has been completed and will be published this week. The Au-ditor provided the Board with a report, required to be pre-pared annually, which shows the amount of property taxes collected, on properties located in four TIF districts, which is not apportioned to the local taxing districts. The Auditor also pro-vided the Board with a docu-ment, prepared by the SD Dept. of Revenue, providing a general overview of how property tax-es are established. Director of Equalization, Shawna Constant, provided the Board with a 2021 Appeal process time-line. As-sessment notices were mailed out the last week in February and many phone calls are be-ing fielded on assessment relief programs and appeals. Local Boards start on March 15th and County and Consolidated Boards begin April 13th. Wel-fare Director, Sara Foust, pro-vided the Board with a monthly report of cases; information on monthly referrals; cost savings for the last 12 months; and re-viewed CARES, ICAP services, strategic planning, systems of Care update, and a successful client highlight. The Welfare Di-rector updated the Board on the number of CARES applications processed, which has been the main focus of the office the past month. Ms. Foust expressed thanks to Welfare Assistant, Kari Kraayenbrink, for her assistance during the first few weeks of her employment as the Codington County Welfare Director.

ORDINANCE FOR HISTOR-IC PRESERVATION GRANT FUNDINGThe Board reviewed action needed for the Codington County Historic Preservation Commission to become cer-tified and eligible to continue receiving grant funds to carry out historic preservation related activities. Representatives from the SD State Historic Society participated in this discussion via Zoom. In order for the local commission to become certified and continue receiving federal funds the County is required to adopt an ordinance detailing the powers and duties of the Com-mission. A proposed ordinance was reviewed at this time. The Board indicated they would take this matter under advisement and further discuss the passage of an ordinance with Christy Lickei, Director of the Kampes-ka Heritage Museum.
