The Saltzer Story

Founded in 1961 by Dr. Joseph Saltzer, our organization is built on strong patient-doctor relationships that continue for generations.

Dr. Saltzer completed his internship in New YorkCity and started his medical career specializing in pathology. After contracting tuberculosis and suffering from a collapsed lung, Dr. Saltzer was urged to go “out west” where drier weather would be more conducive to a full recovery.

Ultimately, Dr. Saltzer moved to Homedale, where he helped a rancher with medication for a prized bull. The bull survived and Dr. Saltzer’s fame spread throughout the rural area. His medical practice in Homedale grew until he moved to Nampa to be near a hospital.

In Nampa, he teamed up with Dr. Kellogg, a local surgeon, and networked with other local physicians to find the best medical solutions for his patients. Eventually, Dr. Saltzer and Dr. Kellogg formed a medical group with Dr. Robert Hay and Dr. Harold Brown. Originally known as Medical Center Physicians, the name changed in 1999 to Saltzer Medical Group.

After five decades practicing medicine, Dr. Saltzer retired at the age of 76.

Dr. Tommy Ahlquist ran several companies while working his way through medical school at the University of Utah and residency at the University of Arizona in emergency medicine. He went on to practice as a full-time ER doctor for 18 years, treating over 45,000 patients over the course of his medical career.

After witnessing the life-saving power of Automated External Defibrillators (AEDs), Tommy founded Stat Pads in 2001. Stat Pads is now the premier defibrillation service company in the country.

In 2005, he founded Ahlquist Development, a regional firm that has developed and owned over 2 million square feet of office and retail space.

Cortney Liddiard is a multifaceted CPA with expertise in commercial real estate, private equity, energy and thehealthcare sector. He is Chief Executive Officer of Ball Ventures.

Cortney began his career working in U.S. Senator Orrin Hatch's office in Washington, D.C. where he served on the taxation staff. He later became a partner at Rudd & Company, a large regional accounting firm, where he represented clients in all aspects of accounting and taxation.

Since 2002, Cortney has served as Chief Executive Officer of Ball Ventures LLC.,based in Idaho Falls, which owns and manages approximately 2.9 million square feet of commercial real estate across the country.

Ball Ventures has also formed other strategic partnerships to create a diversified real estate portfolio in healthcare, hospitality, and student housing.

A self-described serial entrepreneur, Dr. Tommy Ahlquist is Chief Executive Officer of Ball Ventures Ahlquist.

In 2018, Cortney Liddiard and Tommy Ahlquist founded BVA with the goal of building the region's most prominent medical development company.

A native of Nampa, he graduated from college in Ohio before returning to Idaho and earning an MBA at Northwest Nazarene University. He served for four years as CEO of Treasure Valley Hospital, then worked as a consultant before joining St. Luke’s Health System in 2006.

Ed was Administrator for the Ortho/Neuro and Rehab service lines at St. Luke’s for more than sixyears before being named Site Administrator for the St. Luke’s Nampa Medical Center.

Castledine joined Ball Ventures Ahlquist as Vice President of medical development in 2018.

Dr. John Kaiser, VP & Chief Medical Officer of Saltzer Health Clinics, is board certified in obstetrics and gynecology by the American Board of Obstetrics and Gynecology.

As Chief Executive Officer of Saltzer Health, Ed Castledine is responsible for the strategic vision, payor/provider partnership development and operational leadership or Saltzer Health.

Dr. Kaiser earned a bachelor’s degree in electrical engineering at Florida Atlantic University and an MBA and master’s in Industrial Engineering at the University of Miami, while pursuing a successful career with IBM as a quality test engineer, product engineering manager and program manager. In the 1990s, he earned a medical degree from the University of Miami and completed his res-idency at the University of Vermont. In 1999, he joined Medical Center Physicians, which was later renamed Saltzer Medical Group.

Dr. Kaiser continues his medical practice while serving in an administrative role as Vice Presi-dent and Chief Medical officer of Saltzer Health.

At Saltzer Health, Matt provides oversight of all clinical operations, marketing and communications, business development, ancillary and support services. Matt earned a bachelor’s degree in political science and a master’s degree of business administration at Boise State University where he also earned a football scholarship to play for the Broncos. After suffering a career-ending concussion in a post-season bowl game, Matt worked with Gallatin Public Affairs on a team that was instrumental in passing Idaho’s youth concussion legislation. Subsequently, Matt joined St. Luke’s where he developed and coordinated a community-wide education and outreach program for the St. Luke’s Concussion Clinic. He later completed a St. Luke’s administrative fellowship before working as a director of operations in Physician Services with responsibility for 10 primary care and specialty clinics across eight urban and rural communities.

Most recently, Matt was the Senior Director of Operations for the St. Luke’s McCall hospital before joining Ball Ventures Ahlquist and transitioning to Saltzer Health.

Marnie Packard is the Vice President of Population Health at Saltzer Health.

Matt Kaiserman is the Vice President and Chief Operating Officer of Saltzer Health.

In this role, she leads the payer contracting efforts for the organization, and oversees the population health team as they work to identify the risk of our patients, improve quality, and control cost and utilization.

Previously, she was the Director of Government and External Affairs for SelectHealth. She has over 19 years of experience in health care working within health insurance industry, and is excited to be on the delivery side of healthcare in her role at Saltzer Health. Marnie is the chair of the Boise Metro Chamber of Commerce Government Affairs Committee and a member of the Healthcare Industry Advisory Board. She is the Vice President of the Board for Girls on the Run Treasure Valley. Marnie earned a bachelor’s degree in biology and an MBA through the Executive MBA program at Boise State University. She and her husband, Joe, live in Boise where they enjoy access to all that Boise has to offer, including its natural resources and culture. They have two daughters, four grandchildren, and two labradoodles.

Before joining Saltzer Health Anne served as the external and in-house corporate counsel at St. Luke’s Health System from 2001 to 2014. As a member of the Executive Leadership Team, much of her time was spent collaborating with senior leaders and providers to expand and improve the delivery of healthcare in the region. Anne was responsible for providing guidance on medical staff issues, governance and leadership structures and responsibilities, compliance issues and regulatory and accreditation matters. She also supported the resolution of public relations issues, patient care events, and local governmental concerns and participated in the development of numerous policies and agreements affecting hospital and clinic operations.

During her career, Anne has organized the defense of a qui tam and she drafted agreements for and assisted with the negotiation of several hospital acquisitions and more than 30 physician practice acquisitions.

As a consultant with Legal Enterprises LLC, Anne advises physicians, physician groups and consulting firms on health law matters.

Anne Taylor is the Vice President and Chief Legal Counsel at Saltzer Health.

Ryan oversees the accounting and revenue team and IT groups, and is working to establish processes and procedures and develop financial strategy for the organization.

Ryan graduated with a degree in Accounting from Brigham Young University and started his career in Boise as an Auditor for Arthur Andersen. He spent 7 years at Andersen and later KPMG leading teams that provided audit and consulting services for some of Boise’s largest public and private companies. In 2005, he joined MWI Veterinary Supply where he created their Internal Audit Department and served as Director of Internal Audit and Special Finance Projects as they went public and expanded into England and Europe. Most recently, Ryan served as the Finance Director for Cornerstone Healthcare, which completed a Public Spinoff from Ensign Services in 2019.

Saltzer Health Home Health & Home Care Our Home Health and Home Care professionals provide home-based clinical services throughout the Treasure Valley. We offer physical therapy, lab draws, medical equipment and nursing for patients of all ages. Our teams also assist patients with bathing and toileting, dressing, meal preparation, grocery shopping, transportation, medication reminders and overnight care.

Riverview Rehabilitation A 30-bed skilled nursing facility on the Boise River near downtown Boise, Riverview Rehabilitation offers private suites, restaurant-style meals, and a caring staff for short-term rehabilitation in a clean, comfortable environment. In 2018, Riverview Rehabilitation received a Pinnacle Customer Experience Award for exceptional nursing care, cleanliness, laundry service, safety and security.
