lethal force, for purposes of this policy,
is
defined as
a
manner of
force
not
designed, nor expected
to cause death or serious
physical
injury. The
Department
identifies less than
lethal
force
as follows:
A.
Tasers: The M-26 or X-26
Advanced Taser(re: Taser) are the
ONLY
'TASERS'
or other
electrically charged defensive
weapon authorized
for
use by specifically trained
ofiicers of
the Chatham County sherifPs
Deparfinent. The Taser
may be used
to conhol dangerous
or
violent
subject(s) when:
a. attempts to subdue
the
subject
by conventional
means have
been, or will
likely
be,
ineffective in the situation
at hand, or
b.
there is reasonable expectation
that it
would
be
ursafe
for officers
to
approach
the subject
within
contact
range.

of a
Taser
shall be
properly
investigated
and
documented. Waivers
or delays for
the completion of
these reports shall
only be
granted

the Bureau
Heads and above.
Since the totality of the
circumstances
is always a consideration

uses
of force,
the officer

Taser must consider additional
speoial circumstances
such
as:

Pregnancy

the
Taser
could
cause
oomplications
or
secondary
injury from a fall
and/or contactions
in
late term
pregnancy.
2. General

officer's surroundings.
3.
Injury to the officer or
depleted
energy level.
4. Distance
ofthe
offender
and/or
proximity
of
aggressor
to weapon.
5.
Availability
ofother
oPtions.
6.
Additional
offender
information (disability,
MH,
etc.).
The
Taser is
places
on the
Use ofForce
Continuum at
the
'Verbal
Noncompliance'
level
(same
as
O.C.
and
the
capture shield) and
may be used effectively
at a
distance up
to
21 feet'

Taser

a
laser
light

device
which can be
demonstrated
prior
to discharge

de-escalate

-
GENERAL
Law enforcement
and civilian employees are entrusted with special responsibilities.
They
must
conduct themselves
professionally
at all times; never behaving in a
manner
that
brings
discredit to
this
Department or lhemselves.
Their
personal
behavior must
be beyond reproach,
and
is
subject to disciplinary actions when engaging
in
"conduct
unbecoming an
officer"
or
"conduct
detrimental to the Department." No member will
engage
in
any behavior which results
in
incarceration
or
probation.
Personal activities/associations of
a
member that knowingly create an apparent or
real
conflict of interest with the conduct of official duties are
prohibited.
A
"conflict
of
interest" arises when
a
member's private interest, whether financial or otherwise,
conflicts with the
member's
impartial
conduct
of official duties/responsibilities.
It shall be the
policy
of the Sheriff's
Department
to
prohibit
the
use of
badges
and
emblems associated with the
Sheriff's
Department where such use
is
considered
to
be
detrimental to
the
interests, reputalion
and
image of the department. Further,
such
other
use shall
only be
permifted
with the express
permission
of the Sheriff or his
designee.
Members shall not sign
petition(s)
reflecting
titles,
positions
or
identiffing the
person
as
an employee of
this
Department.
Members will not lend to another
person
their
identification cards/badges, or
permit
them
to
be
photographed
or reproduced without the approval of the Sheriff
or his
designee.
Members shall not
post
or distribute
photographs/information
for
personal
reasons,
(i.e.
the internet) which would identify
them
as
members of
the
Department, or that
would
reflect
poorly
on
the Department.
Members who use
public
forums, such
as
the
internet,
shall delete any
inappropriate correspondence
(solicited
or unsolicited)
that
would
bring discredit upon the member and/or
the
Department.
Employees of the Chatham County Sheriffls Department shall observe the following
rules
of
conduct:

office of the Sheriff of Chatham County.

language
by employees

presence

members
of
the
public,
arrestees,
or
jail
inmates
will
not be
tolerated.

charged
with a criminal
offense,
if they
are
the
subject
of an
investigation,

if they
have
been
subpoenaed

of a criminal

an employee
shall

the target
of a
judicial
protective
order,

Division

Any employee

a court
order restraining

employee
from harassing,
stalking, or
threatening
an intimate
partner
or child
of such

conduct that would place an

partner in reasonable

or child, shall
immediately
notify
their
immediate
supervisor.
Members
shall conduct

Members will maintain a
level
of
moral
conduct
in both their
personal
and business
matters that is in keeping
with
the
highest standards of
law
enforcement.
Members will
not
participate
in any incident
or
frequent
any establishment
involving moral
turpitude,
which
impairs their ability
to
perform
as law
enforcement
officers or causes
discredit to
the
Department. A member shall
not
enter
into any situation
or dwelling
with
intent to
engage in immoral or unlawful
conduct.

Members have an obligation to
maintain a courteous and
respectful

superior
officers.
Incidents of
insubordination, insolence,

will not be
tolerated.
All
Department
personnel,
both
civilian and sworn,
when addressing
a superior
officer
or when referring

Each member is responsible
for reporting, through the
chain
of
command, any unusual
incident or incidents or circumstance
outside the norm
of Departmental operation
which
occur:
a)
on
their
shift or
within
the employee's
general
area
of
responsibility;
or
b)
on another
shift,
or
in
another area to
which the employee
is
not assigned
but
has
reason to believe that
the
incident
has
not or will not be reported within that
other Section or Division.
No
disciplinary
action
or
sanctions
shall be
taken
against
any
employee
(unless
they
are
a
party
to the
incident)
for

member
shall

report
any
information

them

Incident reports,
should be wriften and submitted on the date on
which the incidents are
first
discovered
by
the
reporting
employee.
Bureau Heads
shall forward
a
copy
of
all
incident
reports
generated
on Incident Report Forms
from
their respective
commands
to the Street
Division
of
the
Enforcement Bureau. Copies of incident reports involving
use
of force, officer misconduct or
policy
violations
will
be
fonrvarded
to the Professional
Standards Unit.
The
Street
Division
shall
maintain a
file of all
incident
reports
composed
within
the
Department
and shall, through
periodic
review, report to
the
Undersheriff on the nature
and
classification of such
reports
in
relation
to
specific needs
and
concerns
of
the
DeDartment.
The

Division
shall forward to
G.C.|.C.
all incident
reports
that
fall
under the
purview
of G.C.|.C.
