Monday 24th October 2011 After a rocky arrival to the residential, with a broken down minibus for the north
members the group arrived at the Lodge around 11am. As there were a number of new
members at the residential the morning session was spent with some introductions and
‘getting to know you games’.
Janet’s game of passing the bean bags around the circle did not go particularly well.
With only a couple of bean bags being added into the circle before things went slightly
wrong!
Rules for the residential.
The group decided on a set of rules that it would follow for the duration of the
residential.
• Be careful around Sophie (because she is on crutches)
• Clean up after Tea and Coffee (Mugs to be taken back to the Kitchen area)
• Wash your Teaspoons!! ‘Save the planet – look after your spoons!
• Smile in the morning
• Leave the place better than we found it
• Death By…. For being late!
• Avoid all owls
• No booze or drugs
• Laptops/phones away during workshops
• Quiet in corridors at 11pm
• All to be sleeping at Mid night

The Powys Youth Forum support team
Context of workshop
Help young people to understand about affordable homes and having a say about supply
and provision in rural Wales.
Learn about the challenges of providing homes at the right price, in the right place at
the right time.
Empower young people to have their say on this issue and ensure they are considered a
high priority when considering affordable homes developments in rural communities
Input into design, tenure and type of affordable homes in Powys.
Team building exercise
Four teams have completed the exercise of building the highest stack out of 50 plastic
cups and the creation of a structure out of marshmallows and dried spaghetti.
This exercise was designed to let the team members to get to know each other and
learn to work as a team.
Match the household with a home
The groups now had the task of matching seventeen households with 12 different types
and size of homes.
After matching the households with a home, they needed to decide if the household was
likely to own or rent the home.
They recognised that there are many different households in different circumstances,
and that the ability to save for a deposit and having a regular income play an important
role if someone would be able to own a home. They also discussed the differences
between open market and affordable homes to meet the needs of different households
Design your home
The groups picked a household to design a home for. It was explained they first had to
start by compiling a brief, so they had to think what the household would need. How
many bedrooms, what type of facilities, outside space, one or two floors, energy
efficiency and other things the group found important. It had to be realistic and they
had to justify their choices. After agreeing on the brief, the teams had to design a
floor plan of the house.
They designed for the following:
One bed flat to rent for a fireman, who just finished High school
A detached owned family home for a couple, where the husband works in a business and
the wife looks after their two little children during the day.
A two bed terraced home for a single man
Forum members learnt about designing a brief, drawing floor plans, measurements,
standard floor plans, how spaces inside a home relate to each other and building
materials
Develop your home into a community
After designing their house the groups were asked to place it in a community. They had
to take into account: transport, other residential properties, commercial properties,
community facilities, energy supply, open spaces and the relation between them.
The family home was situated in a small village with many small scale facilities.
The flat was situated at the edge of a town with many small and large scale facilities.
The terraced property was developed into a semi circle with parking at the back and
play area in the front.
The groups had to present their designs and answer questions. The architect gave feed
back to all designs.
The Forum learnt about how different functions in a community relate to each other,
for example by thinking about transport links from residential areas to schools, shops,
cinema, leisure centre, hospital, library, and other facilities. They also had to think of a
way of providing power for their settlement.
Survey
At the end of the workshop 21 participants aged between 12 and 24 filled in a
questionnaire about housing issues.
PYF Evaluation of the Housing workshop
The group had expressed some issues and difficulties with how the workshop was
delivered, and asked to do a feedback/evaluation session so that feedback could be
given to the Housing team that ran the session.

Summary and key findings
This survey was undertaken amongst 21 members of the Powys Youth Forum. The forum
consists of people between 13 and 24 years of age, representing different groups from
all over Powys. As the group is diverse the results of the survey can be seen as a
representative view of young people’s opinions.
Only four out of 21 young people surveyed would like to live in the area where they live
now or in Powys. Sixteen young people would like to move away. The current population
structure in Powys confirms that people between 20 and 30 years are much
underrepresented. We didn’t ask why people would like to move away, but study or work
is the most likely reason.
Two of the four who’d like to stay would like to stay in the town where they live now;
one would like to move from a village to a town and one would like to move from a village
to a farm in nearby countryside.
Young people value the place where they live now, especially the quietness. They would
like to have better transport options and more facilities. As Powys is very rural many
young people are dependent on other forms of transport to facilities and activities.
Although the young people appreciate the peace and quiet they would like to have more
facilities like a shop.
An affordable price was highlighted as the most important thing for young people who
were surveyed and least important was the having of a nice view from the home.
Affordability is named as the challenge for young people when looking for a home of
their own. Two third of young people surveyed mentioned this.
The Rural Housing Enablers spent the afternoon speaking with and supporting the youth
forum members through a series of activities, before handing out the survey forms.
Members detailed how in their lives they would not be able to access a home in the near
future, due to a lack of affordable housing supply. Some members said that they would
like to move away only because they feel there are not enough work opportunities.
Analysis of responses
The respondents
Initial questions detailed about the current situation of the respondents. The tables
below illustrate that almost all respondents live with family or others. This is not
surprising given the average age below 17

All responded to questions requesting details about the best things about where they
live now. Most appreciated are the physical environment and the social environment.
Most named key words relating to the places they live being quiet and aesthetically
appealing to live in.
Respondents were also asked what one thing they would like to change about where they
live now. Six respondents named better transport options, five would like to see more
facilities, like for example a shop, and four respondents named more activities.

Four of the respondents would like to stay in the area where they live now or
somewhere else in Powys. Sixteen young people answer they would like to move to
somewhere else, outside Powys.
Seven respondents didn’t know what type of property they would like to live, with
others not answering or indicating multiple responses.
Youth forum members were asked to rank by importance a list of features in a
community.
More than half of the respondents find the following important: public transport,
nearby work / school, enough room, good mobile phone signal / fast internet and
distance to shops / facilities.

Powys Youth Forum members were asked what they thought was the biggest challenge
for young people when looking for a home. Fourteen named affordability as the issue,
followed by availability. Other challenges named were - the need for high deposits,
temporary contracts, work, distance between work and home, location and transport.

households and their needs for a home and linking this back to the importance of a
community. All members were asked to develop a home around a chosen household. From

this activity it was evident that the young people were all too aware of the challenges
facing them when considering accessing a home and looking at becoming independent.
Members detailed how in their lives they would not be able to access a home in the near
future due to their understanding that there was a lack of supply of homes at an
affordable price to meet their needs in the areas they lived. Many detailed how they
would stay at home for a long time or until they moved away to follow education or work.
They did not believe in many cases that they would ever be able to afford to live
independently in the areas they live currently.
One group of youth forum members spoke about how overpriced rental accommodation
was and that they would probably only be able to leave home if they were able to share
a house with other young people and that this was a good option to enable them to start
out independently.
Surprisingly some group members who said that they would like to move away only gave
this response as they did not feel there were enough opportunities for work in the
communities they live in currently and if work was available they would like to stay close
to friends and families or places they have a connection to.

Powys Youth Forum comments
• The card’s too vivid, vibrant
• A web address rather than a contact number
• Want it to look more like a bank card

• Thinks the card fold out is too thick, prefers the folding size of just paper
• Why do we need to have a card?
• Can’t there just be a short induction every time?
Angie Heins, Senior Youth & Family Information Worker will write a short piece to
explain to young people why we need a card, database and a monitoring
procedure with the C-Card when she posts the results on the Youth and Family
Information website.
Accreditation - ‘Getting an awardy thing’
A discussion took place within the forum as to whether or not the forum would like to
get more recognition for the work that they do – and in what form that accreditation
would take place.

Members thought it would be a good idea if the certificate also explained what the
forum was, maybe on the back.
Discussion on accreditation
• Agored – difficulty with Agored is that it doesn’t record information in the same
way that the forum does. In the past it has created additional work for forum
members. It could be a possibility if the forum could be accredited for what they
are already doing.
• Youth Participation Officer can be used to give a reference for a youth forum
member.
• Possibly look at the Duke of Edinburgh award.
• British Youth Council Awards. PYF looked at 2 awards run by the British Youth
Council: the Local Councillor Shadowing Award and the Youth Voice Award. Both
use log books to record work which are similar to the log book the forum already
use and so should not add too much additional work.
Action Becs/Janet produce a list of what certificates/awards are available!

Powys Youth Forum Website – Dan Harper & Sam Norton
Dan Harper and Sam Norton (PYF members) ran a session with the other youth forum
members on the PYF website www.yobscene.com
The website was set up by PYF members just over 3 years ago to promote the work of
the forum and to gain the views of young people throughout Powys on various different
topics. The website relied on its members and to a certain extent on staff to make sure
that it was populated with up to date information – however as Dan and Sam explained
this had not been happening at all. The website had not been updated frequently, and
the forum relied on only a couple of members to keep things up to date (Dan and Sam in
particular). The group were asked to discuss the future of the website –
• to keep it as an active website and commit to updating information on a much
more frequent basis
• to keep the website as a static page with only basic information around the
forum
• to shut the website down all together.
The forum discussed the CYPP’s website and the possibility of having Powys Youth
Forums information and updates on a page on there instead.
The conclusions of the discussion were as follows
• The majority of forum members felt that they didn’t have enough time or just
didn’t want to spend time updating the yobscene website.
• The group didn’t see the point in having Yobscene as a static page.
• The agreed decision was to close down Yobscene website with immediate effect.
• The group believe that the best way of PYF having information online will be
through the CYPP website
• It was noted that the forum thought that the link to the Youth Forums page on
the CYPP website needed to be improved.

Janet - feedback
1a. Spotlight debate
Once a year the issues are discussed at the Youth Forum. The group votes on a shortlist
of issues of most concern and the top issue is selected to be the topic of the next
spotlight debate. The format of the spotlight debate is not fixed; it can be a formal
conference (as in the last event around ‘School Councils’). The findings from the school
council survey have been put on the CYPP website and the whole thing has been very well
received by people in high places e.g. the Children’s Commissioner who did a speech to
the all Wales Teaching Conference using the Youth Forum survey findings. Jane Harries
is putting the results on the Pupil Voice website too. Michelle and Janet updated the
secondary heads meeting. Janet has had a conversation with Douglas Wilson (DW) and
he would like to see a school council conference however, both agreed that PYF would
not be expected to organise it but would support ideally working alongside Head
teachers.
1b. Participation Strategy
Now the final version has been printed; partners have all agreed to do the action plan;
went to the CYPP, Cabinet, Welsh Government, Jane Harries, DCELLS – all were very
impressed. It has been shown as a good model for other authorities – Powys is the first
to complete the strategy. The guidance for the Strategy is currently out for
consultation, however Powys’ strategy was written with this draft guidance in mind, and
it is not expected to change a huge amount when the consultation period ends. Once the
guidance is approved and finalised we will need to review our strategy and make sure
that any gaps are filled.
2. Holly – Head of Year; and newly elected School Council and 6th Form Council rep at
Llanidloes High School – more reports next time.
3. Spud – Is currently an Apprentice.
4. Hannah – Represents GABA (Girls and Boys Altogether) in Llanfyllin. They meet every
Wednesday. Originally an all girl group but recently changed. They are currently planning
this year’s activities. It’s really cool – not just a youth club – they do things as a group
and have discussions about things (e.g. consultations for Barnados and advocacy;
quizdom review of Youth Services.)
5. Twill – Chair of Brecon High School Council.
6. Ed – rep at John Beddoes School. Elected on to the school council last year.
7. Alex – GABA youth group. He is home educated and thinks it would be a good idea to
develop a Home Educators network for those educated at home as there are lots of
home ed. people are in Powys.
8. Ben – Maes y Dderwen School – has just been elected to the school council.
9. Lucia – Gwernyfed School rep. Just had a new head teacher start and he is very
enthusiastic. New school council elected in June. Also on student governors. Lucia did a
presentation about the Powys Youth Forum to the school council.
10. Freya – Young Carers rep.
11. Ieuan – Young Carers rep.
12. Amy – Newtown High School Council – co-opted to do young LSCB – ‘Eat Carrots’
group and also the Chair of Montgomeryshire Young Farmers. There are 2 reps from
each club around the county and they elect the chair and vice-chair. The Chair goes to
the executive meetings and is asked for input. Last year they were fundraising and
sorting out finances and have now got back into profit. So they can now plan trips
including Cardiff in February to watch the rugby. Recently the Young Farmers had an
evening around alcohol awareness.
13. Sophie – NEET – campaigning for better funding for under 18 year olds.
14. Dan – starting soon as a Youth and Family information worker at Powys County
Council based in the Gwalia.
15. Tom – Has been asked to stand for election at the next county council elections.
Wants to do it because young people need a voice at a different level. (If successful,
Tom will be the youngest County Councillor in Powys.)
16. Jack – John Beddoes School council and a member of ‘Eat Carrots’.
17. Sam – last year at the PYF – going to university next September.
18. Ash – Rep at Coleg Powys.
19. Ryan – Coleg Powys rep.
20. Chris – Builth High School rep, school council rep and school governor rep. School
council has just been elected. Chris has been asked to represent the UK as a youth rep
in Germany to promote the German language and culture; with a partner ambassador.

Sue Glenn – One Powys Plan and Consultation Feedback
Sue Glenn attended the residential to feedback on the forums input into the One Plan
Powys consultation that took place at the Royal Welsh Show Ground, during the Royal
Welsh Show.
* What is the One Plan? It is a document written by all agencies and partners in Powys
contributing to a single plan. The plan contains lots of facts and figures about Powys,
for example Powys is the most sparsely populated area in England and Wales, and hence
there are issues with access to services. Powys also has an aging population – average
age is 44.
* The joint needs assessment resulted in ten core themes and there are key actions
beneath these 10 themes.
* Where did the young people’s comments on the One Plan go?
The young people’s comments from their focus group at the RWS were fed into the
consultation and the plan was amended accordingly, as listed below.
You said – we did
a) Economy and education:
You said – More help needed for self-employed and needs to be a bigger range of
qualifications.
We added – Provide more support for small businesses/self-employed. More
vocational qualifications and support for FE/HE.
b) Families and Housing:
You said – Should be joined up for everything not just early intervention. Older
people being vulnerable too.
We added – Improve protection for vulnerable adults, provide youth and
parenting skills. Increase the amount of affordable and low rent housing.
c) Feeling safe and access:
You said – Bullying and prejudice; people feel more vulnerable if there is poor
mobile signal as they can’t get help. Also travelling around the county is difficult; public
transport if limited and relatively expensive.
What happens next?
The One Powys Plan has gone to Council and been approved; it has been sent to the
Welsh Government. The organisations now have to get on with the actions then it will be
reviewed.
Sue Glenn – Resident Survey
It is;
* Social research/ market research – survey of 1000 residents interviewed by phone,
sampled by proportion of residents in each area of Powys
* Conducted annually (next one due 2012).
* The survey is designed to gather public’s views on local authority services then use
this information to improve things.
* So what’s the problem? Well last year the survey sample was missing the young people
quota. Short by 125 respondents in the under 45 age group.
* There was a group discussion as to how the residents survey can best reach young
people in Powys and what questions should be asked.
How do we get to you?

• Send packs with questions to schools – do the questions in PSE lessons.
• Train young people in Powys to be interviewers.
• Create websites – send link to schools & colleges and ask them to do questions.
Would depend where you put it. Paper version would need to be made available
too. Various formats would be needed. Key to all of the above is advertising it.

Powys Stakeholder Group – Alan Austin
* Defined a ‘stakeholder’ as people who have a stake in a business – in this case the
health service.
* This is a new idea in the NHS so the PYF is a guinea pig in a way.
* Asked the group who owns NHS Wales? The group suggested that all of us own NHS.
And Welsh Government is the custodian of NHS Wales.
* NHS Wales employs 90,000 people so is the largest employer in Wales – and it is very
expensive.
* There are 7 health boards including Powys. And the health board controls all areas
including GPs, Specialists, hospitals, opticians and dentists.
* The stakeholder reference group, through consultation and bringing issues to the
group, will bring influence to bear on the health board.
* The PYF can bring issues to the stakeholder group either through own rep or through
Dominique Jones who is also on the group.
* There are meetings every two months and it is the responsibility of the group to
ensure that any requested actions are followed through by the health board.
• The forum agreed that Dominique Jones would be the best person to attend
these meetings, the forum would feed into the group via Dominique.

Participation Strategy – Action Plan
Janet introduced the strategy and explained about the need for action plans from each
of the partners; these are monitored by the participation group and have to be kept up
to date.
* PYF is part of the reviewing of action plans.
* PYF has to do its own action plan too – part of the CYPP Participation Teams action
plan.
* Janet explained that the action plan is based on National Participation Standards, but
there doesn’t necessarily have to be an action for each of the seven standards.
* The group was asked to look at the Participation Team’s plan and add some relevant
actions, ideally some they are going to be able to do!

Janet explained that the PYF needs to take responsibility for the new actions. When
the action plan is reviewed in 6 months PYF will be asked about progress on their
actions. Group also needs to consider which of the participation standards their actions
apply to.

Powys Youth Forum Issues – debate 2011/2012
This section of the residential is all about the group raising and discussing issues that
young people in Powys would like to see addressed. The issue the group decided upon
would be worked on over the next year.
1. School nurse/health advice
Holly wanted to know what other school facilities were and can now report back to her
school council.
Verdict = Not a spotlight debate issue.
2. Drugs Policies in schools
There are many different policies across Powys schools; no consistency of approach
particularly as far as enforcement and punishment is concerned, with some schools
applying an immediate expulsion whilst others turn a blind eye. A topic for spotlight
debate as it would highlight the extent of the issue. There should be a focus on getting
a uniform drugs policy for Powys. (Could also include other policies in schools)
Verdict = put forward as a topic for the vote.
3. School toilets
This was considered as potentially a topic that the forum could do most with, but they
may not want to focus on schools only.
Verdict = Put forward as a topic for the vote (Combine with public toilets?)
4. Road Safety
This has been proposed as a spotlight debate topic as children an young people are being
discouraged from walking or cycling to school, college or work due to the dangerous road
conditions.
The aim must be educate drivers keeping vulnerable road users safe especially cyclists
and pedestrians.
Verdict = Put forward as a topic for the vote.
5. Promotion of the PYF
Want to get a consistent message across about the PYF and what it does – engaging
teachers to help spread the word. They are supposed to show the PYF DVD at school
council meetings but don’t always do so. Could have a day promoting the forum and get
the word out there so everyone can get more involved. Could do it as a separate project
e.g. to go to school councils.
Perhaps develop a media pack containing all the details – hence a consistent
message. Eat carrots has a promotion pack already – could do the same for the PYF.
Promotion is in the action plan too – need corporate comms for youth forum. But is it a
spotlight debate topic? Perhaps could have a stall at events like the Winter Fair at the
RWS.
Verdict = Not a spotlight debate, but media pack should be developed.
6. Lack of jobs/support for YP under 18/NEETs
The topic would be to support the 16-18 year olds, including awareness about
employment rights. The desired outcome from the day would be services to work with
NEETs and help 16-18 years olds looking for work; none of the funding out there
targeting NEETs is for this group?
Verdict = Not a spotlight debate but needs addressing.
7. Recreational spaces - Focussing on improving and revamping those that already
exist and facilitating access to them.
The group thought this topic to be very similar to that around safe places to hang out,
which had already been the subject of a spotlight debate. Perhaps Powys Xtreme could
help get more groups to activities. There is also an issue around young people knowing
where the places are (eg BMX tracks, skateparks) and being able to get there.
Verdict = not a spotlight debate but needs to be addressed.
8. Alcohol awareness
The group suggested that this could be combined with the drugs issue and have it as one
topic. Or is it just a case of groups being more proactive? There has already been a lot
of work done in this area e.g. viewpoint survey.
Verdict = Not a spotlight debate topic.

Preparation
Need to start inviting heads of service in November to stand any chance of getting
them to agree to attend next year. Between now and Christmas the group needs to do
some research on the topic to decide what you are presenting at the debate. This needs
to focus on;
• What your schools policies are.
• Comparison of policies between different schools.
• Research the effectiveness of policies.
There is an issue around the best time to hold the spotlight debate. Traditionally held
during Easter holidays in April, but teachers will be unlikely to attend during the
holidays.
Other invitees could include:
- School governors
- County Councillors. Next years council elections may mean councillors will be unable to
attend.
Action Please respond to e-mails from JB/RU asking for assistance with arrangements
for the debate!
The forum members can now feedback to their groups about what the spotlight debate
is for 2012.
Further updates/Other business
1. Secondary Heads meeting – YOB logo
Feedback from secondary heads meeting re: YOB logo. They have concerns about the
logo and they requested that the youth forum discuss the topic. The group held a vote
as to who likes the current YOB logo and there was a majority in favour. SO now the
forum members need to go back to canvass their peers, school councils and groups as to
whether they like the logo too, and go back to the secondary heads with the results.
There was some discussion by the forum around what the YOB logo stands for. Older
members explained that it is not the official logo for the PYF and was originally
designed to promote a magazine and the website. These had been set up with a grant
which covered promotion and was directed at all the young people of Powys not just the
Forum. YOB stands for Youth with Opinions to Broadcast. The group agreed that they
must be clear about what the YOB logo is used for and what it represents.
It was also agreed that after consultation with groups and peers etc if the wider public
decide they don’t like it; there is no reason why the forum shouldn’t use it on their
internal communications; i.e. they don’t have to get rid of it. (Fluffy sheep breathes sigh
of relief!)
Action PYF to discuss with the groups they represent.
2. CYPP – Powys Youth Forum representation on the CYPP meetings.
The Youth Forum discussed the need to ensure that the CYPP are continually informed
and updated on the ongoing work of the forum. The forum also highlighted the need to
keep the lines of communication between the CYPP and the forum open.
In the past the Youth Participation Officer has attended the CYPP meetings on behalf
of the forum – however when the partnership was restructured this arrangement was
ended.
The CYPP have agreed that there is a need to have Powys Youth Forum representatives
attending future CYPP meetings and have asked the forum to consider which option they
think would be most suitable and beneficial for the young people.
Meetings are scheduled to take place every quarter and forum members agreed that
there was a need to have representatives attending each of these meetings if possible.
The group discussed whether it would be necessary for them to stay for the whole
meeting or whether it would be more appropriate for the members to have a standing
agenda slot on each meeting. The group also raised some concerns regarding the timing
of the meetings – in particular, for those young people who live in the far north or south
of the county it may be difficult to arrange transport if meetings were due to start
early in Llandrindod.
The forum agreed that the following points should be taken back to the CYPP for
approval with the hope that this new arrangement would begin in Jan 2012.
• Quarterly meetings to be attended by 3 forum reps.
• Suitable staff member to support young people in meeting (Youth Participation
Officer or Comm’s officer)
• PYF members attending meetings to be rotated.
• Meetings to start at a suitable time (Breakfast meetings).
• For at least the first couple of meetings the young people thought it was
necessary for them to attend the whole CYPP meeting – this would be reviewed
after a couple of meetings.
• The young people highlighted the need to receive agenda’s well in advance and to
make sure that agenda items are produced in a way that the young people can
understand.
• Make sure that the youth forum reps have a standing agenda slot for their
feedback and for the CYPP to ask forum members questions etc.

LRSP (Team around the family) – Review of Poster (Pam Beausang)
Pam Beausang consulted the forum on some promotional materials that would be used
within schools and other organisations promoting the ‘Team around the Family’ to young
people. The posters would be displayed with information on who to contact regarding
‘Team around the Family’ and an easy to understand explanation of what the TAF could
offer young people and families.

Review of residential staff members
A number of new sessional staff members attended the October residential to support
the work of the forum. At the end of the residential the forum members reviewed each
member of staff and suggested the staff members that they thought could work well
with the forum in the future.

Janet and the Funky Dragon representatives left for 3 more action packed days at the
Funky Dragon AGM which this year was held at Llangrannog.
