Lacking proper slaugh- terhouse, people in Nowpora area are facing acute prob- lems due to stinking smell emanating from illegal dis- posal of animal waste there. Locals allege that the occupation of the slaughter- house continues with the connivance of the concerned authorities. Sources allege that some officials don’t want evacuation of slaughter- house as they facilitate slaughtering of animals at the private set-ups of butchers, allegedly, against monetary considerations. The locals complain that in the absence of a slaugh- terhouse, butchers throw animal waste in the open causing huge inconvenience to the people. Meanwhile, students in of Boys Middle School and Primary School Nopwora located in the area mostly remain closed due to the foul smell. Pertinently, the only slaughterhouse in the town was built in early 1975, and was functional till 1994. Municipal authorities told Greater Kashmir that the slaughterhouse was built on modern lines. “The nearby residents would not feel foul smell because there would be underground arrangements to dispose of offal and blood of animals,” he claimed. The slaughterhouse was occupied by some locals in 1995 and till now authori- ties have failed to evacuate it despite receiving scores of complaints from the locals. When contacted, Bandi- pora Municipal authorities rejected the allegation of receiving bribe from butch- ers and said: “We are regular- ly monitoring activities of the private slaughterhouses.” Meanwhile, Deputy Commissioner Bandipora Muhammad Yousuf Zargar Directed Municipality authorities to get the slaugh- terhouse evacuated imme- diately to save people of the area from trouble. “We will restore the slaughterhouse within days,” DC told Greater Kashmir. Yasir has been under arrest for the last two weeks. The news of his ill health triggered instanta- neous protests and clashes in this South Kashmir town. Reports said Yasir had a fall inside the premises of Sadder Police Station, Anan- tnag where he is detained. “He also complained of pain on left side of his chest after which he was shifted to District Hospital Anant- nag for treatment,” reports said. Family members of Yasir said that doctors at the hospital, referred him to SKIMS in Srinagar for specialized treatment. “We have been told that the left side of his body was not working and doctors feared that he has suffered a stroke,” said a family member. He said the police did not allow any of the family members to meet him, while he was being rushed to Sri- nagar. The doctors at the District Hospital Anan- tnag said Yasir suffered a mild stroke, “We have referred him to Srinagar as a precaution- ary measure,” said a doctor at the hospital. As soon as the word about Yasir’s ill health spread in the town, his sup- porters including women, came out of their houses and staged pro-freedom and anti- police protests in Lal Chowk area of the town. The protest- ers were demanding imme- diate release of Yasir. The police personnel used force to quell the protesters. “The policemen resorted to baton charge and fired tear gas shells to disperse the protesters who in turn pelted stones on the police,” witnesses said. The clashes were on till late in the eve- ning with reports of injuries to few people. Meanwhile, more than a dozen members of the religious wing of Ummat- e-Islami (UeI), courted arrest at Police Sta- tion Anant- nag, demand- ing immediate release of their chairman and Mirwaiz South Kashmir, Qazi Ahmad Yasir. The members of UeI and the supporters of the Yasir assembled inside the compound of Hanfia Jamia Masjid, Islamabad after the Friday prayers amid pro- freedom slogans and tried to march towards Lal Chowk. However, large posse of police and paramilitary CRPF personnel deployed outside foiled their attempt. Earlier, addressing the people at Jamia Masjid, Moulana Sarjan Ahmad Barakati, head of the reli- gious wing of UeI accused the state of handing over administrative affairs to the police. “But they (police) need to be remembered that they are there to serve people and not harass them,” said Barkati. Sources said Govern- ment was of the view that with the improvement in sit- uation, the Jammu migrants from the erstwhile districts of Doda, Reasi, Poonch and Rajouri could be perma- nently rehabilitated in their native places at Jammu. “For this purpose Rs 91.56 crore package was proposed for the return and rehabilitation of the Jammu migrants on the analogy of package for the Kashmiri migrants,” sources said. Under the package, the Department has proposed Rs 7.50 lakh to each family for construction of fully dam- aged houses and an amount of Rs 2 lakh for partially damaged houses. Meanwhile expressing solidarity with the victims of the natural calamity that hit Uttrakhand and Himachal Pradesh, the Cabinet pledged an amount of Rs. 1 crore to the Prime Minis- ter’s Relief Fund for providing relief and rehabilitation to the affected people. The Cabinet however deferred the decision on creation of the post of Development Commissioner Works in the Roads and Buildings Department due to absence of the Minister concerned from the meeting. According to the train- ees, the authorities are avoiding their passing-out parade in violation of the police norms. “Authorities are vio- lating the police norms as according to procedure the passing-out parade is to be conducted only after nine months of training, while 17 months have passed and we are still waiting for the passing-out parade. He also took a dig at Congress leader for comparing J&K with Maharashtra and Rajas- than saying that “why these states don’t have two flags and two constitutions.” Talking to Greater Kash- mir, Dr Beg said Fotedar for- gets “that article 370 means autonomy.” “Thank God, he at least accepts that 1975 Accord guarantees that the article 370 should remain intact in J&K. I want to ask the Congress leader if that is the case, how he can deny that autonomy is a closed chapter. If he studies the article 370, that is nothing but autono- my,” the NC MP said. He said his father, Mirza Muhammad Afzal Beg had agreed to the 1947 accession and its implications. “But why doesn’t Fotedar elabo- rate on the implications of the accession. My father had agreed on the implications which means that J&K was not to be separated from the Union of India. This was what he (Afzal Beg) meant by accepting the implications of the accession,” the NC leader said. “By stating that Mirza Afzal Beg had accepted the accession and its implica- tions, Fotedar has tried to distort the history.” Dr Beg while castigating Fotedar for comparing J&K with the states like Maha- rashtra and Rajasthan said: “Can Fotedar clarify why J&K has a separate flag and why it has a separate consti- tution if we are like other states of the country?” He said J&K is the only state where legislators take oath of state constitution. In a sarcastic tone, the NC leader said he was thank- ful to Fotedar for stating that self-rule was already in place. “I feel good to hear this from a person who is hand-in- glove with PDP patron Mufti Muhammad Sayeed. We too had been saying that if Mufti would contest elections and if he would win, that is the self- rule and it is not any solution to Kashmir issue,” Beg said. Four teachers of Govt Higher Secondary School, Laridora, were arrested by Chandoosa police on Thursday after some of the students of the insti- tute resorted to protests and ransacking of school furniture on Wednesday over the alleged eve- teasing by some school lecturers during a picnic a few days back. A formal complaint was lodged by some locals in the police station Chan- doosa against the teach- ers, prompting police to arrest the accused teach- ers of the school. The com- plainant in his application has charged the teachers of the institute of fiddling with the school girls. "Based on the com- plaint, we have arrested four teachers of the Higher Secondary School Larido- ra. However, we have not questioned girl students of the school yet and neither questioned principal of the institute," said SHO Chan- doosa, Parvaz Ahmad. The principle of the institute while talking to Greater Kashmir, termed the charges beyond real- ity. He, however, added that in order to maintain discipline during picnic, he ordered minimum use of music and dances during the picnic. "In order to maintain discipline, I had instructed the students not to resort to any indecent behavior. However, when I found rampant use of music in the buses, I even scolded some of the teachers who were in charge of disci- pline," said Abdul Hamid, Principle of the school. Meanwhile, Chief Edu- cation Officer Baramulla today visited Government Higher Secondary School Laridora and held talks with the students of the institute. "No student has leveled charges against the arrest- ed teachers and instead they all demanded immedi- ate release of the arrested teachers. I think there has been a deliberate attempt to defame the institute.
