Sir,

In accordance with CERC regulat ions 2009, for Grant of Connectivity, Long-Term

Access and Medium-term Open Access in Inter-State Transmission, NTPC

VidyutVyapar Nigam Ltd, (NWNL) has submitted Long term Access applicat ions for

210MW of Solar Generation from Rajasthan to various beneficiaries in NR, ER, NER

and SR. As per the Long Term Access applications the beneficiaries are Punjab-25MW,

UP- 55MW, Orissa- 10MW, West Bengal- 35MW, Damodar Valley Corporation-15MW,

Kamataka- 45MW, Andhra Pradesh- 20MW and Assam- 5MW.

Agenda for grant of LTA for the applications are enclosed herewith. Your comments , if any

on individual application basis may please be sent within three weeks , In case no

comments are received , Long Term Access shall be granted to MIs NTPC VidyutVyapar

Agenda for Long Term Access NWNL Solar Power Projects

In accordance with CERC regulations 2009, for Grant of Connectivity, Long-Term

Access and Medium-term Open Access in Inter-State Transmission, NTPC Vidyut

Vyapar Nigam Ltd. (NW NL) has applied for Long term Access for 210MW of Solar

Generation from Rajasthan to various beneficiaries in NR, ER, NER and SR. A brief

of the applicat ion is as under:

Generation Project NWNL has tied up with 24 nos of Solar Power

Producers ranging from 5-20MW in Jaisalmer,

Jodhpur, Nagaur and Bikaner.

LTA sought for LTA has been sought from 01/03/2013 for a

period of 25 years

Target Beneficiaries e-, Punjab 25MW,.:0- UP 55MW

~ Orissa 10MW

~ West Bengal 35MW

:0- Damodar Valley Corporation 15MW

:0- Karnataka 45MW,. Andhra Pradesh 20MW,

Assam 5MW,.Total 210MW

The applicant has submitted individual application for each state (Annexure-I-(i) to

(viii)). Further it is also to mention that as per MOP letter dated 12/02/2013,

forwarded by the applicant, the beneficiaries shall be allotted power out of

unallocated power of NTPC's coal based substation in the respective region.

(Annexure- II).

The details of connectivi ty and proposal for transfer of power are as below:

Connectiv ity:

There are totally 24 nos of solar plants with total installed capacity of 295MW and

are located in Jaisalmer, Jodhpur, Nagaur and Bikaner districts of Rajasthan. Out of

this 85MW power is allocated to Rajasthan. The generators are connected to the grid

through 132kV GSS of RVPN at 33kV 1132kV level. No Object Certificate of

RRVPNL for Long Term Access of 210MW is enclosed in Annexure-III. As

indicated by RVPNL in the NOC, till 220kV transmission system, approved for the

area is commissioned evacuation from Solar Power Plants connected to 132kV Bap,

132kV Ps-2 and 132kV PS-3 would be restricted subject to loading of connected

132kV transm ission system up to 50MW.

Evacuation of Power:

Presently Kankroli (POWERGRID) - Jodhpur(RRVPNL) 400kV SIc line and Merta

(RVPNL)-Kota (POWERGRID) 400kV D/c lines are available in this area. Power

from the generation can be transferred through these ISTS interconnection points.

Power transfer to other states, out of Rajasthan, shall be mainly through

displacement. Power transfer to various beneficiaries would be as follows :

~ To NR Beneficiaries: Punjab and Uttar Pradesh are well connected to ISTS and

can access their allocated share of 25MW and 55MW through various touch

points already provided .

~ To ER & NER Beneficiaries: It has been observed that generally, the direction of

power transfer between ER and NR is from ER to NR and therefore no

constraints are envisaged in transferring 65 MW from Northern grid to Eastern

grid. The 5MW transfer to NER would be through existing ER-NER tie lines.

y To SR Beneficiaries: Regarding LTA to SR it may be mentioned that Govt. of

India vide letter dated 23/04/2013 has intimated that "150MW unallocated power

of NTPC stations of Eastern region, presently allocated to Southern region i.e

Andhra Pradesh (100MW) , Kerala (35MW) and Tamil Nadu ((15MW) has been

reallocated to Bihar. 65MW solar power which has been commissioned in

Rajasthan is to be utilized Andhra Pradesh (20MW) and Karnataka (45MW)".

Copy of the letters from MOP is enclosed at Annexure-IV. It is proposed to

accommodate 65MW in the capacity being vacated due to reallocation of

unallocated capacity of 150MW to Bihar.

Accordingly it is proposed that LTA to NWNL may be granted for 25 years as per

the beneficiaries indicated below :

~ Northern Region : Punjab- 25MW and UP-55MW

;.. Eastern Region : Orissa-10MW, West Bengal -35MW and Damodar Valley

Corporation-15MW

,. Southern region- AP-20MW and Karnataka-45MW

The LTA may be granted subject to:

In suppression of this Ministry's order of evenno. dated 10.12.2012. it hasbeendecided the followingchanges:

l'TPC Vidyut Vyapar Nigam Limited (NVVN) have vide letter dat ed 30th November, 2012 intim.ted that 340 MW Sol" PVProjects are scheduled to be cemmissioned by February, 2013, as per the PPA signed with the Solar Power Dev-elopcrs. -r-;VV!'i hiverequested for allocation of powerfrom the Unallocated Power of CoaJ..based stations of NTPC for bundling with Solar po.....-er. The derailsof schedule of commissioning of Solar Po.....e: Proiect under INNSM (Phase-I), Batch-If is at Annex-l.

Southern Region i.e. Andhra Pradesh (100 MW ). Kerala (35 \1\\ ' and Tamil , "adu (15MW) has been reallocated to Bihar. 65 MW solar power which has been comrmssi oned inRajasthan is to be utilized by Andhra Pradesh (20 MW) and Karnataka (4) MW ) It hasbeen decided tn allocate 20 MW power to Andhra Pradesh and 45 MW to Karnataka fromthe unallocated coal based stations of NTPC for bundling with solar power Ifus power "asallocated vide this Ministry's letter of even no. dated 12th February 201 3 which wassubsequently reallocated to Rajasthan vide this Ministry's leiter of even number dated I Sf
