1. FOREWORD

GAMUDA is committed to provide timely delivery of quality products/services to our

customers, shareholders and general public. In realizing our commitment, Gamuda

has been certified with the latest version of international and national management

system standards which include ISO 9001, ISO 14001, OHSAS 18001 and MS

1722.

OUR AIM is to focus and communicate the importance of meeting customer

requirements, business commitments and social responsibilities and at the same

time, comply with safety, health and environmental legislations in our daily work

and improve the performances of our company in terms of safety, health and

environment.

QSHE HANDBOOK is one of our important medium to communicate our company’s

vision, mission, policy, objectives and targets, roles and responsibilities, business

processes and programme to all of us. Therefore, we as top management are

proud to deliver this handbook to all Gamudians to familiarize with our management

system and more importantly to implement it in everything we do.

ALL OF US must play a role to lead and achieve the company’s goals and work

towards continual improvement.

2. INTRODUCTION

Our handbook is designed to provide important information regarding our Company

QSHE Policy, objectives and targets, business processes and procedures and

organizational structure. This handbook is one of the channels of communication

to ensure familiarity with our company management system requirements.

The objectives are:

• Increase awareness on GB & GESB Management System among our

employees

• Ensurecompliancewithallapplicablesafety,healthandenvironmentlegal

and other requirements

• Develop a sense of responsibility, accountability and ownership among

employees for carrying out QSHE responsibilities

3.1 QSHE POLICY

Our Management System has been established according to the latest version

of ISO 9001, ISO 14001, OHSAS 18001 and MS 1722 requirements. It aims to

improve our operations to consistently provide a high quality, cost effective, reliable,

safe and environmental friendly products and services to our customers.

Our Management System Objectives and Targets are measurable and consistent

withtheQSHEpolicy.EachDepartmentdevelopstheirownperformancetargetand

measurement criteria based on the company objectives, which we have classified

into certain key areas such as Operation, Cost Management, QSHE Management

System, Staff Training and Safety, Health and Environmental Implementation.

reviewed for the continual improvement process.

We are responsible to achieve our policy, objectives and targets as well as ensuring

theGB&GESBManagementSystemimplementedeffectively.

EveryonehasaJobDescriptionwhichdescribestheirrolesandresponsibilities.

5.1 ROLES AND RESPONSIBILITIES OF QSHE DEPARTMENT

QSHEDepartmentisestablishedtosupportandmonitortheimplementationofthe

GB&GESBManagementSystemwithinthecompany,departmentsandprojects.

The duties are:

• FormulatestrategiestohelpdevelopandenhanceatotalQSHEmanagement

culture within the company through setting up of system, monitoring

mechanism, education and training.

• Identify the shortcomings in the Management System and take prompt

corrective or preventive measure to ensure compliance with standards and

statutory requirements.

• DevelopandmaintaintheGB&GESBManagementSystem

• Monitor the effectiveness of the QSHE Management System of division,

departments and projects, and report the findings to top management

• PromoteQSHEawarenessamongmanagementandstaff

• Conductinternalauditsandcoordinateexternalauditswithincompanyand

project sites

• Support subsidiaries of Gamuda in developing the Management System

according to their requirements.

Each and every one of us plays an important role to ensure the QSHE requirements

that integrated into our current Company Management System is implemented

effectively. We are responsible to:

6.1 MANAGEMENT SYSTEM METHODOLOGY

Our Management System integrates the latest version of ISO 9001 Quality

Management System, ISO 14001 Environmental Management System, OHSAS

18001 and MS 1722 Occupational Health & Safety Management System into

one coherent system so as to enable the optimal achievement of our business

objectives.

focusing on client’s requirements and current needs. This fundamental concept

can be translated as diagram below:

Our approach on Safety, Health and Environmental Management System aims to

reduce the hazards which could affect the human well-being and the surrounding

environment by conducting proper planning and periodically reviewing the

established management system.

Our current QAQC System is to manage and improve our operations to consistently

provide high quality, cost effective and reliable products and services to our

customers.

The objectives of having QAQC system is to:

• Demonstrate the compliance of specified contractual requirements has

been met

• Ensuredeliveryoftheconstructedproductstoagreedstandards

• Avoid re-work and repair of theWorks and achieve time/cost savings –

doing right at the first time

• Complywiththelocallegalandotherrequirementsinconstructionstage

• Minimize Product non-conformance and complaints from the client,

authority,generalpublicandotherexternalparties.

QAQC system involves every project personnel at the start and through out the

duration of the project. This is to ensure every project personnel:

• UnderstandtheagreedInspection&TestingProcessFlowfortheproject

• DefinetheQAQCroles&responsibilitiesoftheinvolvedprojectpersonnel

• Understandtheclient,legal&otherrequirementsspecifiedfortheproject

CONTROL

Our Safety, Health and Environmental (SHE) Management Control System is

committed to provide a safe and healthy working environment to our employees

and those under our care. We believe in an environmentally responsible approach

to our business.

The objectives of having SHE Management System are:

• Minimizesafetyandhealthrisksthroughadoptionofbestpractices

• Preventenvironmentalimpactsandmanageresourceseffectively

• Conduct regular review through effective monitoring, assessment and

analysis of the SHE performance to meet the company’s

• Compliance with client and applicable safety, health and environmental

legal and other requirements

• Continually improve our safety ,health and environmental processes that

facilitate effective management and control of these areas

(HIRADC)

GAMUDApracticesriskmanagementapproachasakeycomponentinthe

management system that identifies, evaluates and determines the means

of reducing risks to an acceptable level across a wide range of factors to

protect people, the environment, assets and to avoid loss.

We have established a procedure to systematically identify and evaluate the

hazards and effects that might arise from our activities including routine,

non routine and activities of people having access to the workplace.

The activities, products and services that provided by our company are

identified for its environmental aspects and evaluated for its impacts. This

is to identify the significant aspects and implement operational control

measures for minimizing the impacts to the environment.

6. QSHE MANAGEMENT SYSTEM APPROACHd) Incident Reporting and Investigation

We have a procedure in place to record, investigation and analysed incidents

to determine underlying SHE deficiencies contributing to the incidents and

identify the needs for corrective action to prevent reoccurrence.

The analysis of the statistical data will allow us to identify causes and trends

of the incident which reflect changes or corrective action needed in the

current management system for continual improvement.

6. QSHE MANAGEMENT SYSTEM APPROACHe) Emergency Preparedness and Response

Gamuda will maintain a high degree of emergency preparedness with the

objective to minimize the impact on employees, community, property and

environment should an emergency occur.

Purpose

Establishing emergency preparedness and response procedure is to

identify any potential emergency situations that can be associated with our

activities, equipment or workplace and prepare a system to respond to such

emergencies.

The Specific Emergency Response Plan (ERP) will be the focal reference on

the company’s arrangements to deal with any emergency

Complying with the legal requirements, Safety, Health and Environmental

Committee are established at head office and project site where it consist

of representative from management and employees. We encourage active

participation and involvement of all employees in promoting safe and healthy

working practices throughout our operation.

8. PROMOTION, PROGRAMMES AND TRAININGIn line with our company’s Policy and Corporate Social Responsibility (CSR),

promotional programmes, briefings and trainings are organized to create awareness

onourcompany’scommitmenttoqualityproducts,safe&healthypracticesand

importance of environmental protection. This is with the aim of inculcating a sense

of responsibility and accountability to our employees to motivate them to take

action either individually or collectively and thus, entrench a strong quality, safety,

health and environmental (QSHE) culture into our company corporate culture.

8.1 PROMOTIONAL PROGRAMMES

Promotional programmes play a significant role in encouraging and enhancing

participation. These programmes are usually open to the employee family members

aswebelievethatitisintegraltoexposeandeducatetheyoungergenerationto

bring about lasting change. We initiate QSHE related programmes which include

talks, seminars, conferences, campaigns and workshops.

8.2 TRAINING

Other than implementation of promotional programmes to reach out to our

employees, we conduct trainings to our employees at head office and project sites.

The goal of trainings is not only to increase awareness but to improve knowledge of

quality,safety,healthandenvironmentconcerns.Byequippingthetargetaudience

with the relevant skills and values, this will translate to better working practices at

both head office and project site. The types of trainings are as follows:
