Welcome to the QualiBuild final conference – The National RollOut. We are particularly excited about this event as it representsthe significant progress of the EU funded Irish BUILD UP SkillsQualiBuild project. Philippe Moseley, EU Commission/EASME - The Build Up Skills Initiative – Results and Impacts to date

Philippe Moseley works in the Horizon 2020 Energy unit of the Executive Agency for Small and Medium-sized Enterprises (EASME). Philippe is responsible for managing parts of the Horizon 2020 and Intelligent Energy Europe programmes on

behalf of the European Commission. He also manages the Concerted Action, Energy Performance of Buildings Directive, which is the forum of 28 EU Member states and Norway to exchange best practice on implementing the Directive. In the past Philippe worked for some 15 years as a practising architect and urbanist, and he continues to be a member of the Royal Institute of British Architects and of the Urban Design Group.

Ciaran Lynch, LIT - Overview and the importance of QualiBuild

Ciaran Lynch is the Development Manager of LIT and is responsible for all development projects within the Institute. Heis a Town Planner by profession and worked as the Chief Planner in one of Ireland’s Local Authorities for 13 years. In that role he

was heavily involved in the development of land-use and environmental policies as wellas the assessment of development proposals including those in the field of sustainable energy and large-scale commercial, industrial and public building projects. Mr Lynch was also involved in the development of the 2004 and 2011 Regional Planning Guidelines for the Mid West Regional Authority (MWRA) and has close links to the local authorities and other agencies within and beyond the region. He is a Board Member of the Tipperary Energy Agency as well as four other community companies.

Damian English, T.D Minister for Housing and Urban Renewal – Irish Context

Damien English TD was appointed Minister of State for Housing and Urban Renewal in May 2016. He is a member of the Fine Gael Parliamentary Party representing the constituency of Meath West. Following the General Election in 2007, Damien served

as Fine Gael’s deputy spokesperson on Enterprise with special responsibility for Small Business and Labour Affairs from 2007 to 2010. In the current Dáil term Damien most recently held the position of Chairman of the Oireachtas Joint Committee for Jobs, Enterprise & Innovation. Previously he was Chairman of the Oireachtas Joint Committee for Jobs, Social Protection & Education.

Mark Keyes, ITB - Upskilling trainers within the construction sector

Mark Keyes has been employed at the Institute of Technology Blanchardstown (ITB) since 2009, initially as a lecturer and currently as Industry Training Coordinator. With a background of over 20 years’ in the construction sector, he has been active in

the development and delivery of up-skilling programmes in the fields of energy efficiency, renewable energy and building retrofit. Since 2011, he has managed work packages on a number of EU funded projects at ITB, including Build UP Skills Ireland (BUSI). Mark recently coordinated the nationwide piloting of programmes for the up-skilling of trainers and construction workers under the QualiBuild project, the follow-on from BUSI.

10.40 QualiBuild Train the Trainer

Mark Keyes, ITB – Upskilling trainers within the construction sector

Summary of the QualiBuild Train the Trainer programme to upskill trainers within the construction industry. The delivery of the course is over a period of 5 months with classroom, workshops and various site visits and access to resources on-line. The piloting of the course ran in 2 phases in collaboration with other parties. It was deemed a most comprehensive training programme by its participants.

T.D Minister Damien English for Housing and Urban Renewal – Irish context.

With significant changes to the National policies and Building Regulations in Ireland over the last number of years, the urgency now with up-skilling the building construction workforce in Ireland to implement these changes. The need for Quality Low Energy Building is a necessity to ensure that the construction industry move forward with competency and confidence.

11.50QualiBuild Foundation Energy Skills

Seamus Hoyne, LIT - Upskilling construction workers.

Outline of QualiBuild Foundation Energy Skills Training and the roll out of the pilots. The Foundation Energy Skills (FES) programme is a core component of the Irish Build Up Skills Initiative. The course consists of classroom activities of discussions, poster design and role play with additional support through a workshop demonstrating air/wind tightness, thermal bridging, continuous insulation and controlled ventilation. 200 construction workers were trained with 14 pilot courses Nationally.

A practical demonstration explaining the importance of airtightness, continuous insulation and thermal bridging using typical cut away models from ETB Ballyfermot.

14:00Design & Sustainable Buildings

Darragh Lynch, Sustainability Task Force RIAI – Design Parameters for Quality Sustainable Buildings.

Darragh will present the overall context of making sustainable buildings. He will present the key design decisions required in the selection of the site, the design and form of the building and the materials used to ensure buildings more sustainable.

Dara Stewart, DIT – Construction Workers Skills Register.

Development and objectives of the Construction Worker Skills Register - an online registration system for individual operatives, craftworkers and construction site managers to record their training and skills development for view by the public. Completing the FES course and holding a current safe-pass is a criteria for entry to the Register.

Recommendations from the QualiBuild Project, Reviewing supporting and training actions and how to roll the courses and register in Ireland. The importance of mandatory legislation and support from government bodies to manage the courses and implement the construction workers register.

Dara Stewart, DIT – Construction Workers Skills Register

Dip Arch, B.Arch. Sc, MSc, MRIAIDara is currently working as Principal Investigator at DIT on Work Package 4 of the Intelligent Energy Europe (IEE) BUILD UP Skills Qualibuild project which primarily involves the development of

the Construction Worker Skills Register. Dara has over 15 years’ experience working in architecture, building energy consultancy and delivery of BER training. Dara has a Masters in Environmental Design of Buildings from Cardiff University and is a registered Architect, registered thermal modeller, BER assessor and Certified Passive House Designer. Dara has previously worked on the IEE Episcope Project and IEE NZEB Open Doors Ireland Campaign.

Seamus Hoyne, LIT - Upskilling construction workers

Seamus Hoyne is the Head of Department of Technology & Flexible Learning at LIT. He is an engineer by background with an undergraduate degree and Masters Degree in that discipline. He is a Chartered Member of the Institute of Engineers of Ireland.

He has been a Lecturer in LIT since 2000 and was the Manager of the Tipperary Energy Agency between 1998 and 2012 in addition to his lecturing role in LIT. He has been the Project Manager for a number of major European Projects including the €10 million FP7 funded SERVE project, the Irish Build-Up Skills project and the current QualiBuild project. He has also developed and managed a number of Leonardo Projects including CESBEM and HEATPLUS.

Darragh Lynch, Sustainability Task Force, RIAI – Design parameters for quality sustainable buildings

Darragh graduated from UCD and has worked as an Architect in London and India. He worked in Ballymun Regeneration for 10 years where he delivered low energy social housing projects. In 2013 he set up his own practice specialising in sustainable

building, social housing and disability design. Darragh is currently the chairperson of the Sustainability Taskforce in the RIAI.

Padraic Cullen, LIT - Supporting and Training Actions leading to the National Roll Out

Padraic Cullen is a qualifi ed Civil Engineer, Project Manager and BER Assessor. He graduated from UCC with a degree in Civil Engineering and subsequently completed a Masters Degree in Engineering and Communication Infrastructures at Athlone

Institute of Technology. He has also trained in Quality Management Systems which has infl uenced his approach to his work throughout his career to date. With over 30 years’ experience of Project Managing major multi-million Euro developments in the UK and Ireland, he joined the LIT Development Unit, based in Thurles primarily working on the QualiBuild project with a particular emphasis on the national roll-out element.
