Learning Objectives

By attending this session participants will learn about

bull The differences between quality control (QC) and quality assurance (QA)

bull Who conducts QC and QA within the Weatherization Assistance Program (WAP)

2 | Weatherization Assistance Program Quality Work Plan

Training and Technical Assistance

Whatrsquos the purpose of QAQC in the WAP

Doing the right work right

The goal of QA and QC in the WAP is to ensure that WAP dollars are spent on purchasing work that has been specified correctly installed correctly and functions as intended

Itrsquos about protecting the clients the workers and the taxpayers

3 | Weatherization Assistance Program Quality Work Plan

Definitions

Quality Control (QC) is a system of routine technical activities to measure and control the quality of service

Quality Assurance (QA) is a planned system of procedures to

review finalized units once QC is complete

4 | Weatherization Assistance Program Quality Work Plan

Training and Technical Assistance

Quality Control

Local responsibility

100 percent inspection of all completed units To include

bull Review of the initial audit bull Inspection of all installed work for conformance with the SWS

and grantee requirements bull Review of work order and incurred costs for reasonability

bull Diagnostic testing to confirm air sealing performance and health and safety issues

5 | Weatherization Assistance Program Quality Work Plan

Training and Technical Assistance

Quality Assurance

Grantee responsibility

DOE mandates 5 of all completed units are inspected by the grantee or an agent of the grantee

Grantees can mandate a higher percentage DOE will require this if QCI at the local level is not independent of the work

bull Review of the initial audit bull Inspection of all installed work for conformance with the SWS

and grantee requirements bull Review of work order and incurred costs for reasonability bull Diagnostic testing to confirm air sealing performance and health

and safety issues

Quality Assurance vs Quality Control

Federal Quality Assurance DOE Project Officers review a few units during their onsite monitoring trips

Grantee Quality Assurance Typically 5-20 of completed units

Subgrantee Quality Control 100 of inspected units

Section 1 Requirement

Definition of Work Quality Guidelines and Standards

All WAP measures installed must meet the minimum outcomes and specifications for work outlined in the Standard Work Specifications for Home Energy Upgrades (SWS) beginning with PY2014

bull ldquoApplicable tasksrdquo are those tasks that are addressed in the Standard WorkSpecifications for Home Energy Upgrades for Single Family Multifamily andorManufactured Homes

bull Tasks that are not listed in the SWS are not subject to this requirement

bull Grantees will make available to subgrantees comprehensive field standardsoutlining Grantee expectations of work scope and quality These fieldstandards must meet or exceed the minimum standards outlined in the SWS where applicable

bull Grantees must review their field guides and ensure that the relevantprocedures in those guides will result in work that achieves the desiredoutcomes in the SWS Field guides will reference the appropriate SWS for theprocedure being described and clearly state the required specifications forthat procedure

bull The field guides and standards may be maintained in one or more documents
