WHY E-LEARNING PROGRAMS STRUGGLE IN

THE REGION

Well-attended Technical Presentation presented by Dr. Salah Al-Sharhan, professor in GUST University

Pre-Project , Project Lifecycle & Post Project Stages and the Efficient E-learning Implementation Model

The Technical Presentation initiated with a

brief introduction of Dr. Salah Al-Sharhan by

Mr. Hazem. Dr. Salah is an Associate Professor,

highly experienced in the IT sector and the

Director & founder of the e-learning centre of

excellence in GUST University.

Dr. Salah participated in developing the e-

learning strategy of the Ministry of education

where he was the Program Manager of the e-

learning project (consists of 9 different pro-

jects) which is a splendid national project, intro-

duces eLearning to all the schools of The State

of Kuwait.

He explained the difficulties faced in delivering

the Kuwait e-learning project & elaborated the

reasons why e-learning struggles in the region.

Some of the Primary reasons were as follows—

Lack of Strategies

Failure to develop physical architecture

Cannot recognize magnitude of technology

Projects are dominated by non-

experienced Project Managers

Lack of PM best practices

Diversity in ownership in Ministries

Project Complexity & Poor planning

Organisational restructuring / HR compe-

tencies

Project Risk / QA standards

No clear integration strategy.

Dr, Salah suggested that most Projects are

dominated by IT / Software Engineers, as the

strategies are linked to Technologies. However,

the most effective delivery method would be to

involve a team of subject matter experts to

work together as a team including teachers, IT

team, educators etc.

He stated that the PMBOK 5 including the new

knowledge area Stakeholder management

acknowledges the involvement required of the

team for successful project completion.

Dr. Salah proposed an efficient e-learning imple-

mentation model using PMI guidelines and rec-

ommended development of PM Practices &

Methodologies for the same.

The Presentation was followed by an interactive

Q & A session. The event concluded with Mr.

Wael Jasem, President of PMIAGC KW award-

ing a certificate of appreciation to Dr. Salah Al-

Sharhan, GUST University.

A very insightful technical presentation was

presented by Dr. Karim El-Dash on Risk Man-

agement, wherein he provided an insight into

the biggest risk factors of the construction

sector with large impact to Project delivery.

Mr. Hazem Ibrahim introduced Dr. Karim El-

Dash. He is a Professor of Construction Man-

agement at Banha University, Egypt. Published

about 30 papers in international Journals with

an experience of over 29 years in the design

and management of projects in the Middle-East

region.

He initiated the presentation with correlating the current risk situation of Egypt and its im-

pact on projects. He focused on the major

risks faced during construction phase with an

example project in Egypt of an U/G parking

structure i.e Underground parking lot condi-

tions, License & permits for infrastructure,

Project rejection due to lack of compliance

with safety and fire requirements

Timely definition and implementation of the

risks involved in the project from the onset

would define the success and failures of the

project.

The PMBOK guide Risk Management technique

follows the process—Identification, Analysis,

Response, Control. He outlined the general

risks usually faced-

Positive (Opportunity) – Business Risk –Financial & Economic Situation

Negative risk (Threats) – Accidents & Safety

Some risks identified from history (experienced in previous projects)

Unknown risks He raised a crucial risk & its mitigation method

for the owner from the comprising three par-

ties involved - owner, consultant, contractor,

Construction Risk — transferred to Con-

tractor by contract & Performance bond.

Design Risk - transferred to Consultant

by Professional Indemnity.

The techniques to mitigate risk are to Assess

the Impact of the risks & plan appropriate

risks mitigation strategies during planning

and followup on the risk, evaluation of se-

verity of risk along with appropriate pro-

curement methods to avoid such risks &

greater involvement of the contractor be-

fore or during initiation of the project.

The seminar concluded with awarding a cer-

tificate of appreciation to Dr. Karim El-Dash.

Comparison PMBOK 4 & PMBOK 5

Mr. Ahmed S. Khalil , a highly experienced PMP

& Director EPMO – AFiTCO / Ex./ VP Pro-

grams – PMI-AGC Kuwait conducted a 5 day

training based on PMBOK 5.

A detailed matrix is shown on page 6

which includes the 5 process groups and

10 knowledge areas.

The students received invaluable lessons with

clear explanations and descriptions of the 47

processes. There were 12 attendees in the

workshop and the presentation was an interac-

tive session with questions and answers.

Mr. Ahmed briefly explained the differences and

the additions to the new PMBOK guide.

The workshop ended with awarding each at-

tendee a 35 hr certificate of attendance and

networking to build a strong base of future PMP

professionals.

His Excellency Minister of Public Works and

Electricity and Water Mr. Abdul Aziz Al Ibra-

him opens officially inaugurated The Big 5 Ku-

wait 2013 on Monday 16 September, at the

Kuwait International Fair. The region’s largest

event for the construction industry in Kuwait

opened with over 185 exhibitors from 25 coun-

tries, providing complete building solutions to

those attending the event.

Andy White, Group Event Director for The Big

5, said: “The Big 5 Kuwait is a sell-out for its

launch, with 12 national pavilions participating

in the three day exhibition, bringing together

renowned brands from the building and con-

struction world. For a market with great poten-

tial in the GCC, The Big 5 Kuwait offers visi-

tors access to a full spectrum of innovative

products, technologies and industry insights.”

Taking place from the 16 - 18 September at the

Kuwait International Fair, the event will see product launches, new technologies, the launch

of the Sustainable Design & Construction Con-

Alongside the launch of the exhibition, con-

struction professionals had the opportunity to

gain their USGBC LEED 201 Workshop: Core

Concepts and Strategies certificate. The work-

shop combined theory with practical applica-

tion, showing participants ways in which they

can incorporate LEED strategies into their own

business.

Commenting on the LEED 201 workshop, Mar-

io Seneviratne the workshop facilitator and

USGBC LEED Fellow said, “The LEED work-

shop is the most important class for anyone

who wants to understand sustainability and

sustainable buildings. Our goal here is to simpli-

fy the use of LEED in buildings. There is

obviously a technology component to it, and we

want to make that very lucid, which people

really appreciate. They may have come to the

workshop with a sense of apprehension, but

they definitely left with confidence.”

registered in December 1992. PMI-AGC has

seen substantial growth since then and current-

ly has more than 4,000 active members.

Within Kuwait, PMI related activities were
