School for Potential Advancement and Restoration of Confidence (SPARC)
School for Potential Advancement and Restoration of Confidence (SPARC)-India is a non-
profit organization with its Head Office in Lucknow, Uttar Pradesh (UP) and has been in its
existence for more than 22 years now. The Founder Director and Chairperson, Dr. Amitabh
Mehrotra is himself having Cerebral Palsy (CP) with mild spasticity since birth and it was his
cherished dream to work for the cause of disability. He did his Post graduation from Tata Institute
of Social Sciences (TISS), Mumbai and served Corporate and CSOs in Bihar and UP. Recently, he
completed his PhD from Department of Psychology, University of Lucknow and was awarded
PhD degree in Applied Psychology. At present he is nominated as member in Steering
Committee of State Election Commission, Government of Uttar Pradesh and nominated as
member (renewed) of State Coordination Committee on Disability. He is also member of State
Advisory Board on Disability of Uttar Pradesh.
SPARC-India was formed in 1995 and registered in July 1996, as a voluntary organization which
aimed to empower people with various disabilities especially people with CP. SPARC-India
started its Community Based Rehabilitation (CBR) program in the year 1996 for persons with
disabilities (PwDs) in the urban slums of Lucknow. The thrust of the program was on health and
medical rehabilitation, formation of Disabled Persons Organizations (DPOs) / Self-Help Groups
(SHGs) of PwDs & their families and to establish linkages with the government schemes.
In due course of time, SPARC-India gradually established Jyoti Kiran School (JKS) for children
with CP in the year 2003. Recently, SPARC-India has been aligning itself to the philosophy of
‘Inclusion’. It emphasizes that inclusive environments will help in minimizing segregations and
deep rooted misunderstandings and prejudices between the children with disabilities (CwDs) and
non-challenged sections of the society. With this philosophy, the organization has also converted
its Jyoti Kiran School for cerebral palsy children from a special school to an inclusive school,
wherein the school caters to the educational and therapeutic needs of both the CwDs as well as the
non-challenged children. In 2005, SPARC-India setup a Vocational Training and Placement Cell
for PwDs to provide placement services to them. SPARC-India has immense experience in
imparting vocational training and skill development programs for PwDs.
SPARC-India established Uttar Pradesh Viklang Manch (UPVM) to develop a support system
for CwDs / PwDs to help them exercise their statutory rights and avail entitlements. SPARC-India
has provided counseling to approx. 12000 community members, vocational training to about 2500
PwDs and has created self-employment opportunities for more than 1200 PwDs and their family
members.
In the current quarter SPARC-India received funding from ICICI Prudential Life Insurance
Company Limited, HCL Foundation and Jan Vikas Samiti, Varanasi.
INTRODUCTION
WORKSHOP ON INCLUSIVE EDUCATION AT JYOTI KIRAN SCHOOL
A three day workshop on Inclusive Education was organized from 3rd January 2019 - 5
th January
2019. All the teachers of Jyoti Kiran School, therapists and field staff members participated in the
workshop. The main objective of this workshop was to make the participants aware of Inclusive
Education, RPwD Act 2016 and RTE Act 2009 and to discuss on pedagogy, TLM and assessment
in an Inclusive Classroom.
Day 1 was facilitated by Mr. Sudhakar Singh (State Advocacy Coordinator, Inclusive Education
Project, SPARC-India) and Ms. Anushree (State Coordinator, Inclusive Education Project,
SPARC-India). Following topics were discussed on day 1:
• Introduction (welcoming of participants and introducing the objective of workshop)
• Right to Education, RTE Act 2009 (Introduction of RTE 2009 Act, provision for CwDs in
it, how can we implement it)
• Right to Persons with Disabilities, RPwD Act 2016 (Introduction of RPwD Act and
provision under it, different kind of disabilities identified etc)
• Need for Inclusion and respect for diversity (Why do we need Inclusive Education and
what is the need for it, how it is beneficial for us as a society)
• Inclusive Education (Concept and steps which can be taken to achieve an Inclusive school
and society)
On Day 2, Ms. Anam Rakhshanda (Program Coordinator, Jyoti Kiran School, SPARC-India)
discussed the following topics:-
JYOTI KIRAN SCHOOL-An Inclusive School
• Visual Impairment (How to recognize it and what are the problems faced because of this
impairment and how we can include visually impaired people in mainstream. Some
sensitization activities for participants)
• Hearing Impairment (How to recognize Hearing Impairment and what are the problems
faced because of this impairment and how can we include Hearing impaired people in
mainstream. Some sensitizations activities for the participants)
• Cerebral Palsy (Reason and causes of cerebral palsy and what are the problems faced
because of this. Necessary steps that can be taken to include people with cerebral palsy in
mainstream)
• Learning Disability (How to recognize learning disabilities, problems faced because of it
and how should we deal with children having learning disabilities)
• Mental Retardation (How to recognize Mentally retarded or Intellectually Impaired people,
what are the problems faced by them and how these people can be included in the society)
On Day 3, the topics which were discussed by Ms. Anam Rakhshanda (Program Coordinator,
Jyoti Kiran School, SPARC-India) and Mr. Anurag (Innovations) are as follows:-
• Autism (What are the signs or symptoms of autism, how to recognize autistic persons and
how can we include autistic person in mainstream society)
• TLM Making (TLM which can be used for pedagogy)
• Feedback
Everyone appreciated the presentation and content delivered during the workshop. They said that
after attending the workshop they have received a clear picture in regards to many concepts. Few
of the participants suggested that the time duration of the workshop should be increased so that the
facilitators could get more time to explain the topics.
PARENTS SUPPORT GROUP MEETING
A Parents Support Group Meeting was organized on 12th
January 2019 at Jyoti Kiran School, SPARC-India. Following
points were discussed:
1. Completing the syllabus and individual education plan (IEP) of
each student.
2. Attendance and regularity of students.
3. Need of support and cooperation of Parents.
4. Proper guidance of parents on discussing students’ growth, academics etc.
5. Discussion on any other topic related to students.
It was decided in the meeting that in future some parents would participate in some of the activities
of school like Saturday Activities or any cultural activities. SPARC-India team is planning to
include some active parents in activities.
MEDICAL ASSESSMENT CAMP
A Medical Assessment Camp for Persons with Multiple
Disabilities and Mental Retardation was organized on 16th
January 2019 at Jyoti Kiran School, SPARC-India.
Mr. Ravi Chaturvedi (Medical & Psychiatric Social Worker)
greatly contributed in organizing this Medical Assessment Camp.
The team from Medical Department including Dr. Rajendra
Chaudhary (Additional Chief Medical Officer, Mental Health
Nodal Officer, Lucknow), Dr. Abhay Singh (Psychiatrist,
Balrampur Hospital Lucknow), Dr. Narendra Agarwal (Chief
Medical Officer, Lucknow) and Mr. Kaushal Raj (District
Magistrate, Lucknow) were present for assessing the candidates and providing them suitable
suggestions.
The candidates from 15 schools associated with HCL Foundation, Partner Organizations and
Communities associated with SPARC-India were invited to participate in the camp so that all those
Children with Disabilities/Persons with Disabilities (CwDs/PwDs) who still do not have their
Disability Certificates can avail it free of cost and as soon as possible. This will help them in
availing the benefit of various services and facilities provided by the Government of India
especially for CwDs/PwDs.
In the Medical Assessment Camp about 32 participants took part along with their parents and
guardians. The team assessed them and finalized the disability certificates of 20 participants for
further process, referred 8 participants to KGMU and 2 participants were rejected for some
issues.
VISIT OF HONORABLE SRI. V. N GARG JI
Sri. V. N Garg Ji (Retd. Chief Secretary, Department of
Empowerment of Persons with Disabilities) visited Jyoti Kiran
School (JKS), SPARC-India on 17th January 2019. The main aim
of the visit was to take an overview of the projects of SPARC-
India which are currently running so that he can support our
organization in the coming future in every way he can.
First he met Dr. Amitabh Mehrotra (Founder Secretary and
Director, SPARC-India). Dr Mehrotra briefed him about the programs of SPARC-India especially
Jyoti Kiran School (JKS). After having a conversation with him he visited all the classrooms and
met the staff and children of Jyoti Kiran School. He appreciated the work done by the organization
at different levels.
CELEBRATION OF 70th REPUBLIC DAY AT JYOTI KIRAN SCHOOL
Jyoti Kiran School (JKS), SPARC-India celebrated 70th Republic Day on 26
th January 2019 with
students and staff members. The Chief Guest on this occasion
was Honorable Sri. V. N. Garg Ji (Retd. Chief Secretary,
Department of Empowerment of Persons with Disabilities) and
the Guests of Honor were Mr. Vijay Awasthi (owner of JKS
building) and Mr. Lalit Kishor Tiwari (Advocate, Parent of
student- Rajshekhar Tiwari of JKS). The celebration began with
the flag hosting ceremony by the Chief Guest and the Guests of
Honor along with Dr. Amitabh Mehrotra (Founder Secretary
and Director, SPARC-India) and then National Anthem-“Jana
gana mana” was sung by all. After that all the guests were welcomed with bouquets.
The program was anchored by Ms. Anam Rakhshanda (Program
Coordinator, Jyoti Kiran School, SPARC-India). After that students
of Jyoti Kiran School (JKS) and Livelihood Resource Center (LRC)
presented various program like group dances and group songs. At
the onset a group dance “Jatta Pagdi Sambhal” was presented by
the students (Affan, Sanjana, Meraj, Pratham, Harshit and
Rajshekhar) of JKS. Students of Block-B of JKS- Areeba, Anjali
and Mayank recited a patriotic poem-“देश क� माट� देश का जल”
written by Shri Rabindra Nath Tagore. Then Naved, Anant, Suraj and Gaurav, of JKS performed a group dance on the song “Ae mere vatan ke logon” remembering
the sacrifices done by the soldiers of our country in attaining freedom. The group of students of
Skill Development and Placement Program, LRC- presented a group song- “Dharti Sunheri
Ambar Neela”.
Then Dr. Mehrotra wished everyone “A very Happy Republic
Day” and appreciated the cooperation provided to SPARC-India
by our Chief Guest- Honorable Sri. V. N Garg Ji who had always
supported and guided in the hard times. Then he invited our Guest
of Honor- Mr. Vijay Awasthi to say a few words and give his
blessings. Dr. Mehrotra thanked Mr. Awasthi who supporting
SPARC-India during the financial crisis. He then invited our
Chief Guest- Honorable Sri. V. N Garg Ji to say a few words
and give his blessings.
Then Mrs. Rekha Mehrotra (Dr. Amitabh Mehrotra’s mother) gave a vote of thanks to everyone
for taking out some quality time for our children and organization and gave her best wishes to all.
VISIT TO A PARK-NEHRU BAAL VATIKA AS SATURDAY ACTIVITY
Mr. Santosh Tiwari (Physiotherapist, JKS, SPARC-India), Ms. Priyanka Singh (Doandentation
Officer, SPARC-India), Ms. Anam Rakhshanda (Program Coordinator, JKS, SPARC-India)
along with all the teachers organized the Saturday Activity-Visit to park (Nehru Baal Vatika) on
2nd February 2019. The aim of this activity is to enhance socialization, participation and group
activity among students.
As it has also been observed in various researches and studies that Children with symptoms of
Attention Deficit Hyperactivity Disorder (ADHD) are better able to concentrate after contact with
nature. “Improving attitudes can have long-lasting effects and can help children with disabilities to
succeed” so this activity was just to explore the real natural things, concept of park etc. All the
students went to the park where they enjoyed playing various types of swings, games like-cricket,
volleyball etc. During playing and having snacks the students enhanced the skill of sharing and
participation among the students. The teachers briefed them about the objects and beautiful nature
in their surroundings so that they could explore the place themselves. All the students enjoyed
there a lot and learnt various new things about nature which is quite valuable and will help them in
studying and understanding the content of their curriculum.
PARENTS SUPPORT GROUP MEETING
A Parents Support Group meeting was organized at Jyoti Kiran School, SPARC-India on 9th
February 2019. The main objective of this meeting is to discuss the progress of students studying
at Jyoti Kiran School of with their parents. Following main
points were pointed out for discussion
1. To discuss on the issue for arrival and late coming of students
for van and bus.
2. To discuss on the importance of balanced diet and lunch time
of students.
3. To discuss on the issue and payment of fees of students.
4. To involve children in small activities at home and informing
them about their immediate environment.
5. Open discussion.
21 parents participated in this meeting. For the next meeting following points were discussed
o A separate meeting for integration of students and discussion with parents for the same.
o To include the members who didn’t attend this meeting.
o To have discussion on assessment of students.
o To have a discussion on curriculum and plan of students.
VISIT OF MS. ARCHANA SINGH AT JYOTI KIRAN SCHOOL (JKS) SPARC-INDIA
Ms. Archana Singh (Army Wives Association) from Shaurya Foundation visited Jyoti Kiran
School (JKS), SPARC-India on 12th February 2019. The main aim of the visit was to take an
overview of the projects of SPARC-India which are currently running so that she can collaborate
with us in future.
First she met Dr. Amitabh Mehrotra (Founder Secretary and
Director, SPARC-India), where during the conversation he
briefed her about the programs of SPARC-India especially
JKS. After having a conversation with him she visited all the
classrooms and met the staff and children of JKS.
She appreciated the work done in the organization. She also
shared the idea of collaboration with the team members. She
further said that she wanted to send a group of 40 students for
internship purpose who will indulge in the activities during the summer camp or other activities
according to their interest areas and skills. This will enhance their skills as well as sensitize them
towards the Children/Persons with Disabilities. At the end she took a group photograph with
students and team members and gave them blessings.
CONCEPT OF YELLOW DAY-BASANT PANCHMI CONCEPT
Mrs. Kiran Rastogi (Computer Teacher, JKS, SPARC-India) and Ms. Sanju Chauhan (Special
Educator-HI, JKS, SPARC-India) along with all the teachers organized the Saturday Activity-
“Concept of Yellow Day-Basant Panchmi Concept” on 16th
February 2019. The aim of this activity is to enhance
awareness, concepts about colors, participation and group
activity among students.
All the students and teachers were dressed up in yellow colored
dress and assembled in the hall. All the arrangements were
already done. The teachers told the students about the color
concept of yellow and yellow colored items that we find around
us. Then to relate it with Basant Panchmi the concept of it was described to the students along with
the stories behind its celebration.
After that Mrs. Rastogi along with all the teachers and students
performed the Saraswati Poojan with the prayer “हे शारदे माँ, हे
शारदे माँ अ�ानता से हम� तार दे माँ”. After that bananas were
distributed to everyone. At the end few questions were also
asked to the students related to the concept discussed before. All
the questions were responded correctly by the students.
CARTOON MOVIE SHOW-DELHI SAFARI
Cartoon Movie show- Delhi Safari was organized on 23rd February
2019. Ms. Anam Rakhshanda (Project Coordinator, JKS,
SPARC-India) and Ms. Alka Verma (Assistant Teacher, JKS,
SPARC-India) along with all the teachers organized the activity.
All the students were gathered together in one hall and Delhi
Safari (Cartoon Movie) was displayed on smart board. The main
aim of this activity is to enhance socialization, communication,
cooperation & sense of participation among the students of school. All the students watched the
movie with interest and later on teachers asked few questions
related to the movie and students answered them accurately.
This showed the unity and sense of participation among
students. Then teachers told them the lesson they should learn
from this movie that we should respect and care for the forests
and animals.
FLOWER MAKING-PAPER FOLDING AND CUTTING
Mrs. Anju Tiwari (Special Educator, JKS, SPARC-India) and
Mrs. Archana Verma (Vocational Teacher, JKS, SPARC-
India) along with all the teachers organized the Saturday
Activity-“Flower Making-Paper folding and cutting” on 2nd
March’2019. The aim of this activity is to enhance awareness,
concepts about colors, participation and group activity among
students. All the students were gathered at one place and told
about paper cutting and folding and ways to make flowers with
it, which was demonstrated by Ms. Archana Verma.
One of the amazing things about origami is that students can take a flat piece of paper and turn it
into a three dimensional object. This type of manipulation helps children understand spatial
reasoning. We can encourage the child to see the model develop as we progress in the folding
sequences. Folding paper is a great way to help young
children work on those fine motor skills as well as a way to
give children guides for processes like writing, sorting, and
counting.
After knowing about the benefits and about what is paper
folding and paper cutting students also tried to make variety of
flowers with colored chart papers and glaze papers with the help
of teachers and enjoyed it a lot. They all made a variety of
beautiful flowers and then pasted them on a chart paper.
PARENTS SUPPORT GROUP MEETING
Parents Support Group meeting was organized at Jyoti Kiran School, SPARC-India on 9th March
2019. The main objective of this meeting is to discuss the progress of students studying at JKS
with their parents. Following main points were pointed out
for discussion
1. Discussion on preparation and information related to
examination of students at Jyoti Kiran School.
2. Discussion on cooperation needed by Parents for overall
development of students.
3. Discussion on planning and integration of students.
4. Dress code for students while coming to school.
5. Submission and discussion on utility of doandents
submitted in school for assessment and other official purposes.
6. Open discussion.
All the teachers and therapist of JKS along with Ms. Anam Rakhshanda (Program Coordinator,
JKS, SPARC-India) were present in the meeting. They welcomed all the parents, and started
discussing on the above points. Some additional points were added according to students needs.
Teachers also asked about children’s interest and their hobbies with which they can develop
Individual Education Plan. 22 parents participated in this meeting.
Road Ahead –
• Topics related to examination and assessment.
• To discuss on Individual Education Plan (IEP).
• To discuss on Theatre training and summer camp.
HOLI CELEBRATION FOR STUDENTS OF JKS
Jyoti Kiran School, SPARC-India organized HOLI celebration
for all students on 19th March 2019. Mrs. Kiran Rastogi
(Computer Teacher, JKS, SPARC-India) and Mrs. Anju
Tiwari (Special Educator, JKS, SPARC-India), Mrs. Archana
Verma (Vocational Teacher, JKS, SPARC-India) organized the
activity for all the students. The main aim of the activity is to
make students aware of the concept of Holi, story behind the
festival Holi, and how it is celebrated.
All the students were gathered at one place. Mrs. Anju Tiwari enlightened the students about the
story behind the festival Holi and how & why it is celebrated?
After the story was told various questions were asked to the
students related to the story. Students were given drawing sheets
and asked to draw something related to Holi festival. Dr.
Amitabh Mehrotra (Founder Chairperson and Director,
SPARC-India) gave his blessings to the students and wished all
the staff members on the occasion of the festival. Then students
were provided with different colors to play Holi and sweets
were distributed to the students. Students enjoyed by dancing on
various Holi songs and throwing colors on each other. All the
students seemed very happy and joyful.
CLAY MODELLING ACTIVITY
Clay Modelling activity was organized for students of Jyoti Kiran School, SPARC-India on 30th
March 2019. Mrs. Archana Verma (Vocational Teacher, JKS, SPARC-India) organized the
activity. The main aim of the activity was to strengthen muscles and enhance creativity of students
with engineering and provide fine motor and sensory play.
The teachers told about clay modeling and its benefits in their respective classes. Clay gives you
the opportunity to be creative and learn about texture, shape and form whilst having lots of fun.
After that discussion students were provided with clay and asked to make anything, any object
they wish to make with it. Students were very joyful and showed their creativity and imaginative
ideas. The students of Foundation class made various objects with the help of their teacher like
flower, rose, teddy bear, tortoise and butterfly etc. Block-A students made various objects of
clay with the help of stencils like sun, fish, tree, emotions and smileys etc of different colors with
the help of their teacher.
The students of Block-B made various beautiful objects with the help of different colors of clay
and stencils like baby elephant, butterfly, tomato, snake, teddy bear, flowers and owl etc. The
students of Special Class and Vocational Class made various beautiful and extraordinary objects
which were beyond expectations like a tortoise, worship place of Lord Shiva (Shivling), tree,
cloud, sun, owl and dog (stencils), grass, caterpillar and teddy bear etc. All the students learned
various new things and enjoyed a lot during this activity. All the students tried their best according
to their potential level.
The interventions of Inclusive Education Project of Jan Vikas Samiti (JVS), Varanasi (based on
Right to Persons with Disabilities (RPwD) Act 2016 and Right to Education (RTE) Act 2009) in
the January 2019 - March 2019 quarter were implemented by SPARC-India in Lucknow and
Barabanki and Holy Cross Welfare Trust (HCWT) in Sitapur. The interventions aimed at:
1. Regular Classroom teachers and Resource Teachers need to be trained and equipped with
knowledge and skill by breaking psychological barriers to fulfil the special educational needs
of students with wider spectrum of disability in 12 Primary Schools.
2. Through regular sensitization to keep on ensuring the responsibility of local leaders/Village
Pradhan/PRA/Sabhasad to engage and ensure Inclusive Education at School Level.
3. To monitor participation, progress and attainment level of enrolled CwDs in schools.
4. To train the stakeholders to support Inclusive Education in longer run at all levels.
5. To establish Resource Centre as facilities for learning in an inclusive classroom.
6. To provide TLM and appropriate assistive devices to students in need.
7. To make suitable modifications in curriculum and accommodation in examination system to
meet the needs of CwDs.
INCLUSIVE EDUCATION PROGRAM
TRAINING ON RIGHT TO EDUCATION (RTE) AND INCLUSIVE EDUCATION (IE)
WITH PANCHAYATI RAJ INSTITUTION (PRI) AND COMMUNITY IN BHAULI
SPARC-India–Inclusive Education Program team organized a training on Right to Education
(RTE) Act 2009 and Right to Persons with Disabilities
(RPWD) Act 2016- Inclusive Education on 5th January 2019 in
Village- Bhauli of Block- Bakshi ka Talaab (BKT), Lucknow
District. The main aim of the training program was to sensitize
the community and to train the Stakeholders of Bhauli so that
they can support Inclusive Education at all levels from family to
school, school to community. In this program Sabhasad of
Bhauli Mr. Ramu Rawat ensured the school’s administration,
parents and community for investment from Gram Panchayat
Nidhi Kosh to make accessible schools. Ms. Anushree (State Program Coordinator, Inclusive
Education (IE) Program, SPARC-India), Mr. Sudhakar Singh (State Advocacy Coordinator,
Inclusive Education Program, SPARC-India), Mr. Arvind Verma (District Coordinator-
Lucknow, Inclusive Education Program, SPARC-India) and Mr. Ajai Singh (District
Coordinator– Barabanki, Inclusive Education Program, SPARC-India) organized this program.
TRAINING ON RTE AND IE WITH STAKEHOLDERS IN SANDEPARA
Holy Cross Welfare Trust (HCWT) conducted a community meeting in Village Sandepara, Block
Khairabad in Sitapur District on 11th January 2019. Mrs.
Kapoor Lata Dwivedi (District Coordinator- Sitapur,
Inclusive Education Program, Holy Cross Welfare Trust), Mr.
Rajender (Project coordinator- Holy Cross Welfare Trust,
Sitapur), Sr. Phoolkali (Program Coordinator - Holy Cross
Welfare Trust, Sitapur), Mrs. Poonam Awasthi (Special
Educator-HI, Khairabaad Block, Sitapur) were present in the
program. Mrs. Kapoor Lata Dwivedi spoke about the inclusive
spirit in the society and how all of us need to work together for this cause as a community and as

TRAINING ON RTE AND IE WITH SCHOOL MANAGEMENT COMMITTEE (SMC) IN
SARAKPUR SARAIYAN, LUCKNOW
A Training on RTE and IE was organized on 12thJanuary
2019 with SMC in Primary School Sarakpur Saraiyan in
Bakshi Ka Talaab (BKT). The main agenda of the meeting
was to discuss and sensitize parents and SMCs members to
play a responsible role based on RPwD Act 2016 so as to
increase the percentage of attendance of CwDs, to sensitize
parents to play an important role to educate their CwD
wards and meet the goal of IE Project. Mrs. Rehana
Parveen (Principal- Primary School Sarakpur), Mrs. Poonam Devi (Associate Teacher) and
Shree Sushil Kumar (Pradhan) discussed about cleanliness and responsibilities towards school
and requested the community people to not harm the property of school. Ms. Anushree (State
Program Coordinator, IE Program, SPARC-India), Mr. Sudhakar Singh (State Advocacy
Coordinator, IE Program, SPARC-India), Mr. Arvind Verma (District Coordinator- Lucknow, IE

STATE LEVEL CONSULTATION ON INCLUSIVE EDUCATION FOR FIGHTING
INEQUALITIES
Oxfam India and SPARC-India organized a state Consultation
on the issue of ‘Inclusive Education for Fighting Inequality’
on 24th January 2019 at Dayal Paradise, Lucknow with a clear
perspective of initiating discussion around mainstreaming the
issue in the agenda of different stakeholders. At the onset Ms.
Anushree (State Program Coordinator, Inclusive Education
Program, SPARC-India) welcomed everyone.
The Chief Guest of the consultation was Mrs. Preeti Verma (State Commission for Protection of
Child Rights- (SCPCR) Uttar Pradesh). The other members for the Panel discussion on Inclusive
Education for Fighting Inequality were Mr. Ramakant Rai (Country Head, National Coalition of
Education), Mr. Ashish Pandey (Media In charge, Chief Minister of UP), Mr. Brajesh Seth
(Shalimar Groups Pvt. Ltd.), Mr. Sanjeev Sinha (SCORE – India), Mrs. Veena Gupta (Bharat
Gyan Vigyan Samiti), Mrs. Vandana Mishra (Consultant- Care India) and Mr. Tushar Anchal
(Plan India). Approx 32 participants from different organizations like World Vision, PHIA
Foundation, Care India, and PwDs from Community who have benefitted through different
programs of SPARC-India, SMCs, and CwDs from Jyoti Kiran School along with their parents
were also present at the event. Mr. Binod Sinha (OXFAM India) introduced everyone about the
consultation and the topics to be discussed. He discussed on current scenario of the society and
government policies, rights based work currently done by CSOs, infrastructures issues, teachers
students ratio in Govt Schools, unavailability of special educators in schools, no provision for
CwDs in charter of demand or advocacy, difficulties faced by CwDs and teachers and
mainstreaming of the concept of disability towards inclusion through different organizations. Then
Dr. Amitabh Mehrotra (Founder Director and Secretary, SPARC-India) and Mr. Binod Sinha
welcomed the Chief Guest Ms. Preeti Verma by giving her a bouquet. Dr. Amitabh Mehrotra also
welcomed the guests of honor Mr. Ashish M Pandey and Mr. Ramakant Rai.
Dr. Amitabh Mehrotra welcomed all the guests and talked about his life struggles. He presented his
views on the topic “Inclusion as a tool for eradicating existing inequality in education with
reference to Sustainable Development Goals (SDG) of United Nations”. He talked about Right to
Education Act 2009 and its barriers, statistical data in this field in the preceding years, Right to
Persons with Disabilities Act 2016, Sustainable Development Goals of United Nations including
all the 17 goals but emphasized on Goal 4-Quality Education, which ensures inclusive and
equitable quality education and promotes lifelong learning opportunities for all. He discussed all
these topics along with real life experiences and at the end. In the consultation Mr. Ramakant Rai
Ji spoke about the “Barriers in practices of RTE Act 2009” which are faced in India by CwDs.
Chief Guest, Ms .Preeti Verma requested SPARC-India to provide proper data on disability to
SCPCR and draft the views regarding this issue so that it can be presented to the government and
addressed at a proper platform. SCORE India invited SPARC-India to start a campaign and take a
lead towards the goal of inclusion in society and schools. Mr. Sanjeev Sinha said he will include
disability in the manifesto of SCORE. All the participant organizations like Bharat Gyan Vigyan
Samiti, PHIA Foundation, SCORE India, Care India, World Vision, National Coalition of
Education etc. showed their deep interest for working on the issue of disability as they all were
highly sensitized and said that they will support SPARC-India in every way they can so they
should feel free to solicit any kind of help anytime. Mr. Binod Sinha said we all work on one or the
other similar issues and we all are partners so we should collaborate work on this issue and a note
should be drafted regarding gaps and it should be given to the government or concerning political
parties so that it can be included in their manifesto for the coming Lok Sabha elections 2019.
ORIENTATION OF RESOURCE TEACHERS
Orientation of Resource Teachers was organized on 1st February 2019
in Barabanki. Mrs. Sudha Jaiswal (District Coordinator- Barabanki,
Samekit Shiksha- Sarv Shiksha Abhiyaan) led the training sessions.
Approx. twenty special educators participated in the training. Ms.
Anushree (State Program Coordinator, IE Program, SPARC-India),
Mr. Sudhakar Singh (State Advocacy Coordinator, IE Program,
SPARC-India), Mr. Arvind Verma (District Coordinator- Lucknow,
IE Program, SPARC-India) and Mr. Ajai Singh (District Coordinator–
Barabanki, IE Program, SPARC-India) were present in the orientation
program. The main objective of the meeting was to discuss RPwD Act
2016 and RTE Act 2009, enrolment and medical assessment of identified dropout CwDs,
challenges faced by resource teachers in dealing with CwDs, parents and community and the
process of coordination of Resource Teachers with regular teachers in Govt. Primary Schools.
The resource teachers shared the issues that one day visit to schools for increasing the learning
level of CwDs is not enough. Gaps in visiting are affecting the quality learning of CwDs.
Psychological barrier in parents including stereotype beliefs and stigma still prevails in the mindset
of parents was also discussed. Parents, Resource Teacher and Regular Teachers have significant
role in improvement of basic education of CwDs.
The meeting resulted in sensitization of Govt. Officials and alignment of Inclusive Education
Program with the goals of Sarv Shiksha Abhiyaan. Resource Teachers realized that after
implementation of RPwD Act 2016 and RTE Act 2009 at least parents are forced to think about the
educational needs as basic rights of their CwD wards. Active participation of government officials
like Basic Shiksha Adhikari, Assistant Basic Shiksha Adhikari was ensured to include the
components of Inclusive Education at school and classroom level. Agenda of next meeting was
shared with the Resource Teachers.
TRAINING ON RTE AND IE WITH STAKEHOLDERS: MALOOKPUR
Training on RTE and IE with PRIs, SMCs, parents and peers group was
organized on 4th February 2019 at Malookpur Primary School of Bakshi
Ka Talaab Block of Lucknow District. The objective of the training was to
sensitize the stakeholders on Right to Education Act 2009 and Inclusive
Education.
An important provision of RTE Act, 2009 along with the importance of education in the life of
every child including the children with special needs was the major focus of the training. Mr.
Sudhakar Singh (State Advocacy Coordinator- IE Program SPARC-India), Mr. Arvind Verma
(District Coordinator-Lucknow, IE Program SPARC-India) and Mr. Ajai Singh (District
Coordinator- Barabanki, IE Program, SPARC-India) implemented the activity successfully in
Malookpur with Coordination of the Staff of Primary School Malookpur.
TRAINING ON RTE AND IE OF SCHOOL MANAGEMENT COMMITTEE IN ODAR
Training of School Management Committee on IE and inclusive
school setup was organized on 5th February 2019 at Primary School,
Odar of Nindura Block of Barabanki District. The objective of the
training was to sensitize the member of school management committee
on importance of inclusive education setup. The major part of the
training was on the importance of school development plan and the role
of infrastructure.
Mr. Sudhakar Singh (State Advocacy Coordinator- IE Program,
SPARC-India), Mr. Arvind Verma (District Coordinator- Lucknow, IE Program, SPARC-India)
and Mr. Ajai Singh (District Coordinator- Barabanki, IE Program, SPARC-India) and Staff of
Primary School were present at the event. Needs of the school was identified through focus group
discussion with SMC and it was observed that the school required sitting arrangements for the
students.

A Training on RTE and IE was organized on 9th February
2019 in Odariya, Barabanki. The main agenda of the training
was to sensitize the community leaders and major stakeholders
to meet the goal of RTE 2009 and RPwD 2016. Ms. Anushree
(State Program Coordinator, IE Program, SPARC-India)
discussed about the goals of Inclusive Education Project. She
discussed the role of SMC, PRIs, AWC and other involved
stakeholders to support Inclusive Education at all levels of
school education. Mr. Sudhakar Singh (State Advocacy
Coordinator, IE Program, SPARC-India) talked about the role
of parents to increase the percentage in attendance of CwDs at school. Mr. Anoop Pratap
(Principal, Primary School Odariya) discussed the enrolment of previously dropout CwDs in
coming new session. Mr. Arvind Verma (District Coordinator- Lucknow, IE Program, SPARC-
India) and Mr. Ajay Singh (District Coordinator- Barabanki, IE Program, SPARC-India) played a
major role in mobilization and sensitization of parents.
TRAINING ON RTE AND IE WITH STAKEHOLDERS IN SANDEPARA, SITAPUR
Holy Cross Welfare Trust conducted a community meeting in Village Sandepara in Khairabad
block Sitapur on 11th February 2019. Sr Reshmi (Director, Holy Cross Welfare Trust- Sitapur) and
Sr. Phoolkali (Program Coordinator, Holy Cross Welfare Trust- Sitapur) were present in the
meeting. Sr Reshmi welcomed all the members who were present for the meeting. The village
Pradhan, AWC Workers and teachers attended the meeting. Sr. Reshmi spoke about the Inclusive
Education Program. She emphasized on the need of inclusive
education and its objective to create an inclusive society. She
told that it is the need of the society and we all need to work
together to bring the disabled children to the regular school.
We need to work together to bring change in our mind set. In
that process Govt Stakeholders, likeminded N.G.O. and
Village Pradhan, Panchayat members, school, the Disabled
Persons’ Organization (D.P.O) and peer group need to come
together for this cause.
CONSULTATION ON SOFTWARE DEVELOPMENT
Through our interventions we have identified that in order to
achieve inclusive education there should be a strong
mechanism and a process that helps improve performance and
achieve results. With this objective in mind SPARC-India with
the support of JVS, Varanasi organized a State Level
Consultation on Quality Indicators for Inclusive Practices
to develop a Tool Box (Software) for Result Based Monitoring
and Evaluation System on 13th February 2019 at DIET
Lucknow – Nishatganj. As Software Development is also one of the major interventions of
Inclusive Education Project, Tata Consultancy Services, Lucknow has been appointed as agency
for Software Development.
Clarification on previously identified indicators and
identification of quality indicators for inclusive practices was
discussed in the Consultation. The identified key performance
indicators which could improve the current and future
management of outputs, outcomes and impact in a collective
manner would be included in the tool box (software). Ways to
make the software more user-friendly has also been discussed.
Dr. Amarkant Singh (Basic Shiksha Adhikari, Lucknow) joined in as the Chief Speaker in the
Consultation Program. Approx. 15 participants from different NGOs participated in the
Consultation Program.
NETWORKING WITH OTHER NGOs
Holy Cross Welfare Trust under its Inclusive Education Project organized a meeting in Jeewan
Jyoti community centre for the N.G.O. members on 7th March 2019. Mr. Sudhakar Singh (State
Advocacy Coordinator, IE Program, SPARC-India) participated in the meeting. About 30 stake
holders were present in the meeting. Mr. Sudhakar Singh spoke about the program and how we
need to work together to bring the disabled children to mainstream society. Sr Reshmi (Director,
Holy Cross Welfare Trust- Sitapur) thanked all the stakeholders for their help and support for this
cause.
WORKSHOP ON MANUAL DEVELOPMENT FOR TEACHERS ON INCLUSIVE
EDUCATION
The core concept of Inclusive Education is linked with covering the diverse children including
children with specific need in the same teaching and learning process and creates the beauty of
Inclusive classroom with diverse learning outcomes. The
inclusion of CwDs is the major strategy. In Execution Phase
of Inclusive Education, Innovative Curriculum is an
important part of the Inclusive Education Project, as are
Universal Design of Learning and Multi-Sensory teaching
and learning tools. These have been found to be effective in
children with special educational needs. In such cases, multi-
sensory teaching methods in a sustained and effective
manner can only take place with extensive follow up and
support. In Inclusive Education, Accessible Curriculum,
rights and needs have to be taken care of.
A one day training workshop for designing curriculum was facilitated by LOGICBOX
COMMUNICATIONS, New Delhi at DIET- Lucknow, Nishatganj on 11th March 2019 which was
organized by SPARC-India with coordination of Holy Cross Welfare Trust and supported by Jan
Vikas Samiti (JVS), Varanasi. Teachers of 12 Primary Schools of Lucknow, Barabanki and Sitapur
Districts, CwDs, parents, peers, SMCs, DPOs and government officials participated in the
workshop.
Dr. R.N Singh (Consultant- Inclusive Education- UNICEF) gave an introduction about Samagra
Shiksha and Gram Panchayat Development Plan policy. Mr. Felex Thomas (Program Manager,
JVS) appreciated the strategy for Manual Development. As the representatives of donor agency, he
ensured that he will present the intervention of SPARC-India to the honored senior members of
JVS. Mr. Manish (Innovation – Lucknow) shared the innovative ideas to run the school. DPOs as
emerging entrepreneurs also shared their success story and promised to equally participate in
making the school and community inclusive.

society and bring the disabled children to the mainstream then we all need to work together. Mrs.
Kapoor Lata Dwivedi (District Coordinator- Sitapur, IE Program, Holy Cross Welfare Trust)
spoke about all the schemes for the disabled children and how we have to help them to stand on
their own legs. She asked all the stakeholders to work in collaboration with the Govt. and NGOs
for this cause. She also told them about UDID and other schemes for CwDs.
RESOURCE TEACHERS MEETING
Resource Teachers meeting was conducted on 27th
March 2019 at Jeewan Jyoti community center, Sitapur.
The resource person was Mr. Anoop (training teacher
from Sitapur). He spoke about the forms of disability and
how we need to help them. He also told that we need to
show more love and affection to the disabled children.
All resource teachers present at the meeting shared their
experiences with CwDs. Sr. Reshmi (Director, Holy
Cross Welfare Trust, Sitapur) shared her experience with all the resource teachers and expressed
gratitude to all for helping in implementing the Inclusive Education program.
SCREENING PROCESS FOR BATCH 10
The screening process for Batch-10 started on 01st December 2018. A total of 32 students are
screened out of which 20 students were selected and 15 students joined the program. The screening
process for batch 10 continued till 15th March 2019. During screening the candidates filled an
admission form and a simple questionnaire which included basic Fill in the blanks, simple
mathematics questions, some questions of General Knowledge, etc. A personal interaction with
candidates was done to understand about their seriousness in joining this program and willingness
to do job post training, the candidates were also asked about their family background, source of
earnings, etc. The candidate is then asked to read an English/Hindi paragraph to check the current
status of reading. This is followed by doandent verification under which all original doandents of
the candidate is being scanned and saved in computer for future reference. Photocopies of all the
doandents, original High School Mark sheet, 5 pictures and bank details are also collected from the
students. The purpose of the screening is to have an eligible candidate as per the program and the
candidate should be willing to join the job after completion of the program.

CAREER COUNSELING MEETING OF LRC ALUMNI
A career counseling meeting of LRC alumni who are currently
working was organized on 9th February at LRC. The meeting was
hosted by Enable India team. The main aim of the meeting was to
understand the issues faced by PwDs while in job and their future
prospects thereof. Dr. Y P Singh (Financial Expert, Researcher
and Trainer), Mr. Dwijendra (Enable India) and Mr. Sanjay
(Enable India) along with LRC staff were present at the event. A
total of 20 students were present in the event. Dr. Y P Singh spoke
about how to overcome one’s own shortcomings and progress in life. Mr. Sanjay talked about how
PwDs can make their own space in life. Participants were shown presentation on people like
Arunima Sinha and Stephen Hawking who were PwDs and yet through their grit and determination
they proved that disability is not a bar in achieving heights in life. Motivational lectures were given
to the participants so that they also overcome their fears and be a part of the workforce.
Participants were also motivated to have start-ups of their own so that they can also motivate more
people and provide new job opportunities to people.
CENTER VISIT & GUEST LECTURE - MRS. ARCHANA SINGH
Mrs. Archana Singh from Army Wives Association, Lucknow
came to meet Dr. Amitabh Mehrotra (Founder Secretary and
Director, SPARC-India) and our LRC trainees on 12th February
2019. She met our trainees and discussed about many important
aspects related to life and how to stand on their own to achieve
the success. Trainees also enjoyed the short session with her.
She asked them about the priorities of their life and how they
feel after joining this program. Mrs. Archana Singh appreciated
the work done by Dr. Amitabh Mehrotra and LRC team and wished the trainees for their future.
DRESS DISTRIBUSTION OF UNIFORM OF TRAINEES OF BATCH 10
The uniforms of batch 10 were distributed to the trainees on
11th March 2019. The uniform brings a sense of unity amongst
the trainees. The boys were given a shirt and trouser and girls
were given salwar suit and dupatta. The trainees were happy to
receive their uniform. It’s a great feeling for student to receive a
special uniform as they wear and look alike as a team. They feel
united wherever they go either for an interview or for any
functions outside the Nishatganj Centre.
CENTER VISIT BY HCL FOUNDATION TEAM
Team from HCL Foundation visited LRC on 11th March
2019 in presence Dr. Amitabh Mehrotra (Founder
Secretary and Director, SPARC-India). The visiting
delegation from HCL Foundation Noida comprised of
Mr. Vineet Singh (Project Coordinator, UDAY, HCL
Foundation), Mr. Arpit Asthana (Program Officer,
Livelihood & Skill Development-HCL Foundation), Mr.
Tarun, Ms. Meha Tiwari (Project In charge, HCL
foundation) and Ms. Sanya (HCL Foundation).
The main purpose of the visit was to get an update on the progress of LRC, where they discussed
various aspects for mobilization of candidates for the program, enrollment of trainees such as
screening, teaching methods, teaching environment, job interviews, and selection of trainees, also
about previous batch trainees & placements. The Visiting Delegation also interacted with the
trainees of Batch 10 and asked various questions, like what they have learned, their needs and so
on. They also asked trainees if they had other requirements that would help not just the current
batch of trainees but also future batches as well.
GROUP DISCUSSION
A group discussion among trainees was organized on 12th
of March 2019, to check and evaluate their thinking skills,
listening abilities and how they communicate their thoughts.
The aim the group discussion was to teach trainees how to
control the conversation through listening attentively and
having the perseverance to mould it towards their direction
of thoughts. The topic of the discussion was ‘Education
System in India’. The trainees expressed their views on the
policies formulated by the government like The Right to
Education Act 2009 and lauded the government for its
schemes like mid day meal, free distribution of study material and uniform to trainees. The trainees
emphasized on the importance of education and how education attributes and influences strength,
knowledge and virtues to their personality. Trainees also discussed about the pressure of scoring
good grades in exams and how a student gets depressed and at times even commits suicide when
she/he is not able to meet the set target. Trainees also discussed about the absence of teacher in
government schools. They also discussed the lack of awareness about importance of education in
parents due to which children do not go to school. At the end of the discussion trainees
unanimously agreed that everyone should get education as it develops a person’s character.
MOCK SELLING ACTIVITY
A mock selling activity was conducted on the 12th March
2019 by Ms. Zeba Khan (Program Officer, LRC, SPARC-
India). The conversational exercise usually resembles a live
scenario in a controlled environment, for the purpose of
providing experience to the trainees. In the mock sales
activity trainees are provided with different types of situations to handle & attend and resolve the
customer’s query. They were a little confused on how to resolve the query in the beginning but
with proper guidance they were able to perform quite well in the end.
SCREENING FOR BATCH 11
A special screening was held on 12th March & 13
th March, 2019 at LRC in presence of Mr.
Aniket Srivastava (District Mission manager, UPSRLM) &
Ms. Devika Sonwani (Nodal Officer-Lucknow District
UPSRLM). The screening was conducted by Ms. Zeba
Khan (Program Officer, LRC, SPARC-India). In the
beginning Mr. Ravi Verma (Mobilization Officer, LRC,
SPARC-India) gave his introduction and also briefed the
candidates about SPARC-India and the Skill Development
and Placement Program for youth with disabilities (YwDs)
between the age group of 18-35 years and who have completed their high school. 26 candidates
were screened for the training out which 11 candidates were selected for the residential training
program.
MOBILIZATION & SCREENING VISIT FOR BATCH 11- UNNAO
A mobilization meeting and screening was conducted on 14th
March 2019 in Unnao in the presence of Mrs Ragini (District
Mission manager, UPSRLM). The meeting was started by Ms.
Zeba Khan (Program Officer, LRC, SPARC-India). First, she
introduced herself and gave a short introduction of SPARC-India. A
video was also played for the candidates sharing the Success Story
of one of our previous batch candidate. The candidates were
explained about the program and how SPARC-India helped in the
Skill enhancement of the selected candidates. After this, Mr. Ravi
Verma (Mobilization Officer, LRC, SPARC-India) gave his
introduction which was followed by the introduction of candidates. 11 candidates were screened
for the training out which 6 candidates were selected for the residential training program. Mr. Ravi
Verma informed that all the selected candidates should get all their things of daily use such as
utensils, quilts etc with them when they come for joining the program.
TALENT HUNT
A talent hunt was conducted on 15th March 2019 for the
trainees of batch 10 to give them an opportunity to show
case their talent. The program was attended by LRC staff.
All the trainees were happy to know that a talent hunt and
started their preparations in advance. They prepared an
invitation card for the staff. The trainees sang patriotic
poems, bhajans and danced to bollywood song, said shayari
and few trainees told stories with a moral. Kamlesh won
the first prize for his astounding dance performance. Second prize was given to Shikha for
storytelling. All the trainees enthusiastically participated in the activity and performed with great
joy. The prizes were distributed by Mr. M.V. Singh (Retd.Chief Engineer) who is a Volunteer
with SPARC-India.
INTERVIEW AT KARVY
Four trainees of Batch 10 attended an interview at Karvy Office on 16th March 2019. The four
trainees who went for the interview were Vijay Bhatiya, Shikha Gupta, Mohtab Siddique and
Shailendra Yadav. The interview process was in two rounds. A personal interview was conducted
by Mr. Amit Kumar (HR, Karvy Consultancy) which was followed by a computer based test to
know the typing speed of the trainees. Three trainees (Shikha Gupta, Mohtab Sidaque and
Shailendra Yadav) were selected for the BPO process and Vijay was selected for the second round
of Data Entry Process.
MOBILIZATION & SCREENING VISIT FOR BATCH 11- BARABANKI
A mobilization meeting was conducted on 19th March 2019 in
Barabanki in the presence of Dr. Neerja (District co-coordinator,
UPSRLM) and Dr. Urmila (District Mission manager, UPSRLM).
The meeting was started by Ms. Zeba Khan (Program Officer,
LRC, SPARC-India). She introduced herself and gave a short
introduction of SPARC-India. Mr. Ravi Verma (Mobilization
Officer, LRC, SPARC-India) then took over the session and gave
his introduction followed by a round of introduction by the
candidates. The candidates were explained about the program and how SPARC-India has
previously helped in the Skill enhancement of the selected candidates. Ms. Zeba Khan explained
how SPARC-India imparts training to YwDs and after training try for placement of the candidates.
13 candidates were screened for the training out which 8 candidates were selected for the
residential training and 2 were selected for vocational training.
CHALLENGES FACED IN MOBILIZATION
During the Period of January 2019 to March 2019 SPARC-India faced a major challenge in terms
of mobilization of candidates for the program (Batch 10). Reasons that impacted the mobilization
outcome were:
• Various examinations that were scheduled during this period as most of the candidates in the
age bracket criteria of the program appear for the UP Board examination or Undergraduate or
Post Graduate examination.
• Also a lot of candidates could not join the program due to the harvesting season in their
respective villages.
Keeping this in mind Dr. Amitabh Mehrotra (Founder Secretary and Director, SPARC-India)
proactively met Mr. Diwaker Singh (State Rural Livelihood Mission (UPSRLM)) wherein he had
an in depth discussion on the program being run at LRC – Nishatganj, The proposal was highly
appreciated by the state officials at UPSRLM and they too readily agreed to help SPARC-India in
the mobilization of PwDs. Mr. Diwaker Singh at UPSRLM has been quite open to working with us
in the mobilization efforts with regards to the outreach that they have in the various districts under
their different programs. By partnering with us in our efforts they too would be able to extend the
training to the selected candidates from the various districts under UPSRLM.
Due to Dr. Amitabh Mehrotra & Mr. Diwaker Singh’s combined efforts we have been able to
conduct mobilization & screening in Lucknow, Unnao and Barabanki. These screenings were
attended by the various District Mission Managers (DMM’s) along with their Nodal Officers.
SPARC-India is in constant touch with all the DMM’s & the Nodal officers to ensure that a steady
flow of candidates is maintained.
BUILDING ISSUE CAUSED BY THE CONCERNED DEPARTMENT
The building lease provided by the concerned Depts. to SPARC-India was a contract that was
renewed every 6 months but as of 31st of December 2018, they refused to renew the contract for
the building and we were asked to vacate the premise with immediate effect. SPARC-India had to
make hard efforts to carry on & meet bureaucrats and senior ministers to allow time to implement
it as it is one of the key programs of the Government too. Dr. Amitabh Mehrotra (Founder

Governor of Uttar Pradesh on 29th March 2019.
VOCATIONAL UNIT AT MADIAON, LUCKNOW (OCTOBER 2018-MARCH 2019)
SPARC-India established a vocational centre at Madiaon, Lucknow in the month of October
2018. The centre enrolled around 50 girls or women for the stitching training program in the
current quarter. The girls who are enrolled in this program mostly belong to the marginalized
section of the society or Women/Girls with Disabilities (W/GwDs). The trainees were also
registered under National Livelihood Service Center (NLSC).
VOCATIONAL UNIT
The training was provided to trainees in steps. So far, they were taught following things:-
• They were taught hemming in paper cutting after that it was taught on handkerchief.
• They were also taught to stitch button, buttonhole, hook and eye closure or loop.
• Then they were taught to stitch panty first on newspaper then on cloth.
• Then they were taught variety of embroideries on handkerchief.
• They have learned crochet work on various materials like matte cloth, chikan cloth etc.
• They have also learnt stuffed embroidery, reverse bone stitching.
• The present trainees of the program can currently stitch variety of clothes like baby frocks,
umbrella frock, patiyala salwar, petticoat, blouse, salwar-suit, plazzos and churidar
payjama, variety of embroideries in handkerchief, kurtas etc.
After completion of their course in the month of March 2019 they will appear for final practical
and theoretical exam in April 2019, in which their files will be checked and various questions
related to stitching and drafting will be asked.
FELICITATION CEREMONY BY CHRISTIAN FRIENDS FORUM (MASIHI MITRA
MANCH) AND UTTAR PRADESH CHRISTIAN ORGANIZATION (UTTAR PRADESH
MASIHI SANGATHAN)
Christian Friends Forum and Uttar Pradesh Christian Organization organized a Felicitation
Ceremony (Milan ceremony) on 3rd January 2019 on the holy occasion of the birth of Jesus
Christ and New Year (festival of love peace and hope) for persons who contributed to the
creation of a prosperous nation and served the society in various fields at St. Francis College
Auditorium, Hazratganj, Lucknow.
The Chief Guest of the program was Honorable Shri Indresh Kumar Ji (Member National
Executive, Self Service Association). Honorable Shri Laxmi Narayan Chaudhary (Cabinet
Minister, Religious Affairs and Culture and Minorities Department), Dr. Augustus Anthony (The
Bishop of Assembly of Believers Church) and Honorable Bishop Dr. Philip S. Masih were very
special guest on this occasion. The Guests of Honor were Honorable Smt. Sanyukta Bhatia
(Mayor, Uttar Pradesh), Honorable Denjid Godin (MLA, BJP) and Honorable Swami Murari
Das (Senior Promoter, Self Service Association).
The program was coordinated by Dr. Roma Smart Joseph
(Educationist), Mr. Rakesh Chhatri (Convenor), and Mr. Rajiv
Joseph (Convenor Christian Friends Forum). Students or Internees
of various institutes like St. Marry Polyclinic, Nursing students
presented various programs like dance, songs and plays etc.
On this occasion, Shri Indresh Kumar Ji honored Mrs. Mridula
Mehrotra (Head, Vocational SPARC-India), Smt. Rekha Mehrotra
and the trainees (Women with Disabilities) of the vocational unit

6th March 2019, at SPARC-India.
The Chief Guest of the function was Mr. Tushar Roy (Chief
Manager-Human Resources ICICI Prudential Life Insurance).
The Guests of Honor at the event were Mrs. Bhoomija Joshi (Branch Manager ICICI Bank
Aliganj), Mr. Uma Shankar Singh (President, SPARC-
India) and CA Mr. Rajeev Sharma (Treasurer, SPARC-
India).
The program began with the National Anthem in sign
language by the group of Children with Disabilities (CwDs)
of Jyoti Kiran School (JKS). Trainees of Skill Development
and Placement Program welcomed the honorable guests with bouquet. Dr. Amitabh Mehrotra
(Founder, Secretary and Director, SPARC-India) welcomed all the guests and introduced them
about the programs of SPARC-India that are running and his own life experiences. He also
thanked ICICI Prudential Life Insurance and ICICI Bank for providing the financial support.
The Chief Guest Mr. Tushar Roy appreciated the work and spirit
of the trainees. Mrs. Bhoomija Joshi shared her feelings in a
simple line and heart touching line that “you people carry on
your work with all efforts and for financial help we are always
here.” Mr. Uma Shankar Singh gave his blessings to everyone
and congratulated them with the saying “आप अ�म नह ंस�म हो,
आप अपूण� नह ंपूण� हो”. All the guests congratulated everyone and
thanked for welcoming them to such an event.
Then the Honorable Chief Guest along with Guest of Honor distributed the sewing machines and
distribution (hand-driven or foot-driven) to 26 Women with
Disabilities (WwDs) and women from marginalized section of
the Vocational Training Program who have successfully
completed the training for two batches i.e Daulatganj Batch
(October 2017 - March 2018) and Dandaiya Batch (April 2018
– October 2018). Then the certificates were distributed to 15
Youths with Disabilities (YwDs) of Skill Development and
Placement Program of Batch-7 and Batch-8 of Skill
Development and Placement Program who have successfully
completed the training.
In the end, Dr. Amitabh Mehrotra thanked the honorable guests and dignitaries for making this
event successful. After that all the guests visited Jyoti Kiran School and interacted with the staff
members and students of JKS.
HCL PARTNERING FOR CHANGE – 2019
A two day Annual Member Meet was organized at HCL Noida Campus on 5th and 6
th February
2019. Around 250 participants from 85 organization participated in this meeting, Dr. Amitabh
Mehrotra (Founder Director and Secretary, SPARC-India) and Ms. Anam Rakhshanda
(Program Coordinator, JKS, SPARC-India) participated in this meeting. The agenda of the meeting
was to review the progress, recognize emerging best practices and to align the work and ideology
with the vision/mission of HCL Foundation as well as larger Sustainable Development
Framework.
PRESENTATIONS AT VARIOUS PLATFORMS
Objectives–
• Create an interactive space for participants to meet and learn about the respective work,
identify best practices and understand the element of successful convergence model.
• Strategize the next curve of HCL foundation programs; plot milestones and contribution of
partners aligned to vision/mission of HCL foundation and the larger SDG Framework.
• Design strategic and meaningful volunteer engagement initiatives in line with the
organizational objectives of HCL foundation flagship volunteering program, Power of One.
After introduction and recap of HCL foundation, Mrs. Navpreet Kaur (Director of Project HCL
Samuday) shared her experience of HCL Samuday project in Hardoi. After that, Ms. Nidhi
Pundhir (Director CSR, HCL Foundation) and Ms. Sara Jarpenberg (Senior Manager, HCL
Technology) presented the developmental work being done in South Africa, Sweden and other
countries. Then Mrs. Navpreet Kaur, along with Mr. Nikhil Pant (Managing Partner, Shaktishi)
and Ms. Aditi Chawla (HCL Foundation) gave an overview of project Clean Noida and HCL
Foundation Academy.
After tea break there was a panel discussion with community members who have been
beneficiaries of HCL Foundation. It was facilitated by Ms. Payal Randhawa (Resource Alliance
India). Panel discussion was followed by Sustainable Development Goals and how can we work in
alignment with these sustainable development goals. These two sessions were facilitated by Mr.
Shubhro Sen (Director, School of Management and Entrepreneurship, Shiv Nadar University),
Ms. Madhulika Singh (Monitoring and Evaluation Analyst, UN Women), Ms. Payal Randhawa
and Ms. Swathi Awasthi (Resource Alliance India).
Next session was of Power of One which was facilitated by Mrs. Simi Suri (AGM, HCL
Foundation), where she shared the idea, its objectives and how the fund is being used. The day
ended with musical performance by HCL Foundation.
Second day started with Recap of Previous Day by Mr. Sharad Sharma (Cartoonist and Founder,
World Comic Network) where he presented some of his sketches of previous day events. Mr.
Navneet Kumar (Associate General Manager, HCL Technologies) along with Mr. Vineet
Kumar Mishra (HCL Technologies) shared the idea of automated MIS Platform, and how it can
be beneficial for partners. HCL Partners shared their inputs and feedbacks for the MIS platforms.
The next session was on Financial and Audit Policies. The session was facilitated by Mr. Pawan
Danwar (Chief Financial Officer and Executive Vice President, HCL Corporations), Mr. Samrat
Adhlakha (Vice President Finance, HCL Corporation) and Mr. Ravi Mohan (Vice President,
Internal Audit, HCL Corporation). Team shared their financial policies and answered the queries
of HCL Partners. This session was followed by the session on Business with a Conscience
facilitated by Mr. Saurav Adhikari (President, Corporate Strategy. HCL Corporation). He shared
his own experience of working in HCL and how we can consider social sector while plotting
business and profits.
After the session Mrs. Roshni Nadar Malhotra (Vice-chairperson, HCL Technologies and
Chairperson of CSR Committees) looked around the posters which were presented by Partners
who came from across India. She also discussed the idea of convergence and vision and mission of
HCL Foundation with all the partners.
There was a brief discussion on Child Protection Policy developed by HCL Foundation. This
discussion was led by Mr. Francis Rebello (Consultant, Child Protection, HCL Foundation).
Last Activity of the meeting was to develop an Action Plan for the year 2019-20. This session was
facilitated by Mrs. Arunima Sharma (HCL Foundation).
Dr. Amitabh Mehrotra added points on Inclusion of People and Children with Disability, and how
we can converge with other NGOs for the same cause.
TRAINING AND CONFERENCE ON IMPROVING MENTAL HEALTH AND
WELLBEING OF COMMUNITIES: SKILL DEVELOPMENT FOR DIAGNOSIS AND
MANAGEMENT MENTAL ILLNESS USING DIGITAL TECHNOLOGY
“International Training on Skill Development for Diagnosis and Management of Mental Illness
using Digital Technology” focusing on Improving Mental Health and Wellbeing of
Communities was jointly conducted by Indian Institute of Health Management Research (IIHMR)
University, Jaipur, University of Chester, Rural Mental Health Section of World Psychiatric
Association (WPA), Indian Psychiatric Society (IPA) and South Asia Self Harm Research
Capacity Building Initiative (SASHI) from 7th -9
th February 2019 at MDP Center and Old
Auditorium, (IIHMR) University, Jaipur, Rajasthan. All the participants were engaged in the
domain of mental health as an academician, professional, social worker, or policymaker. It was the
platform to address issues and engage with top-notch specialists from India and abroad. Dr.
Amitabh Mehrotra (Founder, Director and Secretary SPARC-India) and Ms. Priyanka Singh
(Counselor and Documentation Official, SPARC-India) participated in this training as a part of
Partner NGOs of HCL Uday Foundation.
On the Day-1 the panelisits were Dr. S.D Gupta (Chairman IIHMR University), Dr. Pankaj
Gupta (President IIHMR University), Professor Catherine Robinson (SASHI), Professor
Angela Simpson (University of Chester), Mr. Anshuman Pant, Dr. Thomas Schulze, Mr.
Satish Malik (WPA), Dr. Vimal Sharma (Professor of International Health Development,
University of Chester), Mr. Pradeep Sharma and Mr. Matt Bowen (University of Chester). The
welcome address was given by Dr. S.D Gupta and Dr. Pankaj Gupta. They talked about the
emerging issue of Mental Illness in the present scenario and said Mental Health is recognized as
significant morbidity in every area. The outline of conference and training were provided to the
participants by Dr. Vimal Sharma. The Guest speaker for the session was Dr. Ved Prakash Mishra.
The first session was chaired by Mr. Prakash Behere and co-chaired by Mr. Gunjan. In the post
lunch session Mr. Matt Bowen, Dr. Steve Jones, Dr. Sowmya introduced GMHAT/PC, Scoring
and Assessments along with video role plays.
The second day included the sessions with Mr. Matt Bowen, Dr. Steve Jones, Dr. Sowmya Krishna
and Dr. Vimal Sharma and team on the topics Barriers to communication; Communication skills:
Developing the Best Attitude, Communication skills: Questioning Techniques; Administering
GMHAT, Scoring and Assessments: Role plays; Discussion on Learner Manual.
The third day conference at Old Auditorium, IIHMR University included five panels sessions-
Emerging Trends in Mental Health, Self Harm and Suicide, Mental Health Care: Modes of
Delivery, Public Involvement in Mental Health and Mental Health Challenges and Needs.
Dr. Pankaj Gupta welcomed everyone and Dr. Vimal Sharma told the objectives of the conference.
Dr. S.D Gupta (Chairman, IIHMR University) gave the keynote address on Mental Health: A
Public Health Challenge (in the perspective of SDG). Prof. Angela Simpson and Dr. Raghu
Sharma (Health Minister, Govt of Rajasthan) addressed everyone.
The first panel session “Emerging Trends in Mental Health” was chaired by Mr. Sanjeev P Sahni and co-chaired by Dr. Vimal Sharma. The panelists for the first session were Dr. Thomas G Schulze
(Genetics and Mental Health), Dr. Louise Taylor (Mental Health – A Qualitative research perspective), Dr.
Pankaj Gupta (Mindfulness), Dr. Elizabeth Denley (Meditation and Heartfulness) and Mr. Sanjeev P Sahni
(Emerging Trends in Mental Health).
The second panel session “Self Harm and Suicide” was chaired by Prof. Catherine Robinson and co-chaired by Mr. Yogesh Satija. The panelists for the second session were Prof. Peter Huxley (Quality of
Life: Biosocial Model of Mental Health), Prof. Angela Simpson (Self Harm), Dr. Anne Krayer (Self harm
research: building capacity in qualitative methods), Dr. Murali Krishna (Knowledge and attitudes to self
harm: community surveys in South Asia) and Dr. Sumanth Majgi (Developing a self harm register in
Mysore India).
The third panel session “Mental Health Care: Modes of Delivery” was chaired by Mr. Mohammed
Abou Saleh and co-chaired by Mr. R K Solanki. The panelists for the third session were Dr. Bontha Babu,
Mr. Chabbil Kumar, Dr. Nutan Jain (ICMR Study in Alwar, Rajasthan Model), Dr. Prabhat Chand
(NIMHANS Model), Ms. Amruta Huddar (Tata Trusts Model in Nagpur, Maharashtra), Ms. Susanta
Padhy (Odisha Model), Dr. Rishav Koirala (Mental Health in Nepal), Mr. Anshuman Pant (Mental
Health in Australia) and Dr. Mahesh Odiyoor (Mental Health in UK).
The fourth panel session “Public Involvement in Mental Health” was chaired by Dr. S D Gupta and co-chaired by Mr. Paramjit Singh. The panelists for the fourth session were Dr. Manoj Kumar (Media
and Mental Illness), Dr. Prabha S Chandra (Women and Mental Health), and Ms. Rachna Garg
(Involving family and community in mental health care).
The fifth panel session “Mental Health Challenges and Needs” was chaired by Dr. Bontha Babu and co-chaired by Mr. I.D Gupta. The panelists for the fifth session were Dr. Mahesh Odiyoor
(Challenges and approaches to mental health in people with Intellectual disability), Dr. Santosh
Chaturvedi (Hidden mental illness in medically ill people), Prof. Paul Kingston (Aging and mental
health), Dr. Satish Girimaji (Learning and development), Mr. Mohammed Abou Saleh and Dr. Prabhat
Chand (Alcohol and Substance Abuse) and Mr. Taj Nathan (Forensic and Human Rights).
It was a great platform to understand the work done by all the panelists and participants who are
already working in this field which is the need of the hour at present. The views, training and
concepts provided on the above topic will help us in near future to create a disable friendly
environment for our Persons with Disabilities and at some point it will also help us in our
organization's growth. Dr. Amitabh Mehrotra used this platform for discussing with the delegates
about the work being done by SPARC-India. The delegates appreciated the work of the
organization and the IEC Materials of SPARC-India was also circulated. It has also created an
opportunity to collaborate with others in various aspects like research field, fund raising, trainings,
awareness programs etc. so that in a way we could assist in the development of our country.
NATIONAL MULTIDISCIPLINARY CONFERENCE (GUIDELINES FOR
REHABILITATION OF PERSONS WITH DISABILITIES) –
National Multidisciplinary Conference was organized at JSS
College of Physiotherapy, Mysuru, Karnataka from 21st - 23
rd
March 2019. Dr. Kavitha Raja (Principal JSS College of
Physiotherapy, Mysuru, Karnataka) and her team is working on
ICMR-DHR project about developing treatment guidelines for
people with cerebral palsy in India; regarding it this conference
was organized.
Dr. Amitabh Mehrotra (Founder Secretary and Director) was invited to participate in this
conference and for the consensus meeting held on 23rd March 2019 for the discussion on the above
mentioned topic. He presented his views on the topic along with his own life experiences so that it
could be related and generalized. He focused on the following points:-
• Proper identification and interventions of Cerebral Palsied persons should be done in the areas
both rural and urban at a regular interval.
• They should be included in the normal schools as it their right to get education according to
RTE Act 2009 and RPwD Act 2016.
• Awareness programs about Cerebral Palsy including its ADL Training, treatment,
rehabilitation and consequences should be provided for parents, staff members and students at
schools, offices, at society level so that social inclusion can be created in every respect.
• Proper medical care facilities should be provided in the rural areas.
• In the education system policies should be made for such persons as they require additional
support system for their ADL activities. There should be proper facility of Special Educator,
Physiotherapists and Speech therapists at every school as they need different therapeutic
interventions at schools.
• Till now many policies have been formed but not carried out by government of India at a
policy level so this should be taken into consideration.
• Policies should include education for them not only at primary level but also at secondary and
higher education level.
• During the education phase extra time for writing the exams along with writers as they might
have articulation issues, tremors in hands due to which they are unable to complete the task
like others.
• Due to these complications it is very difficult to get a job for such person so policies should be
made while keeping their issues in mind and employment opportunities should be created for
them.
• Proper trainings, personality development programs and enhancement of risk taking abilities
programs should be organized for them so that they can get empowered and socially inclusive.
• Happiness and Wellness centres should be there for such persons so that they can get proper
meditation classes, motivational classes which will create a positive environment for them
inside and outside.
MEETING WITH GOVERNOR OF UTTAR PRADESH
Dr. Amitabh Mehrotra (Founder Secretary and Director, SPARC-India) along with Mr. Uma
Shankar Singh (President, SPARC-India), Mr. Vineet
Singh (Project Coordinator, HCL Foundation), Mr. Lalit
Kishor Tiwari (Advocate, Parent of student- Rajshekhar
Tiwari of JKS) met Honorable Mr. Ram Naik, Governor
of Uttar Pradesh on 29th March 2019 and discussed
following issues for SPARC-India which is working for
Persons/Children with Disabilities since last 23 years.
SPARC-India is currently facing the following challenges:
1. At present, SPARC-India is running a Skill Development and Placement Program for youths
with disabilities at rented hostel of Department of Empowerment of Persons with Disabilities,
Vidya Bhawan Campus, Nishatganj, Lucknow since last 1.5 years on renewal basis (every six
month). Our current lease was valid up to 31st December 2018. We have already requested the
government for the extension but all our efforts have proved to be futile and on December 31,
2018, due to non-expansion of the department, they have imposed a sum equal to 10,000 rupees
per day on the institution.
2. The institution is facing problems due to lack of alternative construction to run skill training and
placement program.
3. From April 2018 - September 2018 SPARC-India faced financial problems in the school, due to
which we could not pay the salaries and other necessary expenses during that time period. The
total outstanding amount is Rs 22 lakhs.
4. SPARC-India has been working for the last 23 years in the state of Uttar Pradesh, but due to not
having its own building, the institution is working in a limited way.
Dr Amitabh Mehrotra discussed the above points with the Governor. He also discussed the issues
that he faces in running such an organization and told about his future plans for which land and
space is one of the main obstacle. The Governor assured help and said he will support SPARC-
India so that good work for Skill Development Program continues.

BAL SAMUH MEETING AT AYODHYADAS WARD
A Bal Samuh meeting was held on 10th January 2019 at
Aanganwandi Kendra in Makkaganj of Ayodhyadas Ward,
Lucknow. The main objective of the meeting was to discuss
the precautionary actions which are good for health. The
meeting was attended by Mrs. Shyama Devi (Field Worker,
SPARC-India), 10 children including CwDs and non-
challenged children and their parents / guardians & support
staff of Aanganwadi Kendra. Cleanliness should also be
focused for good health. Children were asked to keep their
surroundings clean both at school and at home. They were also told to keep themselves clean and
bath daily, brush twice a day, wash hands before eating anything etc.
BAL SAMUH MEETING AT AYODHYADAS WARD
A Bal Samuh meeting was held on 18th January 2019 at Geeta Aanganwandi Kendra of Kumahran
Tola of Ayodhyadas Ward, Lucknow. The main objective of the meeting was to make children
aware of their rights. The meeting was attended by Mrs. Shyama Devi (Field Worker, SPARC-
India), 11 children including CwDs and non-challenged children and their parents / guardians &
support staff of Aanganwadi Kendra. At first the children introduced themselves and then they
were made aware of their rights which they should utilize like the right to live, right to
conservation, right of participation and right to development. They were encouraged to benefit
through these rights and utilize them to become self dependent.
COMMUNITY BASED REHABILITATION (CBR) PROGRAMME
BAL SAMUH MEETING AT AYODHYADAS WARD
A Bal Samuh meeting was held on 30th January 2019 in Madehganj of Ayodhyadas Ward,
Lucknow. The main objective of the meeting was to provide information about education and its
importance and inclusive education. The meeting was attended by Mrs. Shyama Devi (Field
Worker, SPARC-India), 10 children including CwDs and non-challenged children and their
parents / guardians. The participants were informed that according to Right to Education (RTE)
Act 2009 all the children between 6 to 14 years have right to get free and compulsory education.
All the children can study together and no school can refuse or deny their admission.
BAL SAMUH MEETING AT AYODHYADAS WARD
A Bal Samuh meeting was held on 9th February 2019 in
Madehganj of Ayodhyadas Ward, Lucknow. The main objective
of the meeting was to discuss about the rights of children. The
meeting was attended by Mrs. Shyama Devi (Field Worker,
SPARC-India), 9 children including CwDs and non-challenged
children and their parents / guardians. The parents were asked to
send their Children with Disabilities (CwDs) to SPARC-India
and gave the example of Zikra who is going to Jyoti Kiran
School (JKS), SPARC-India. They also talked about Disability Certificates, and asked them to get
it made if yet not made.

A Bal Samuh meeting was held on 19th February 2019 in Khadri
of Faizullahganj Ward, Lucknow. The main objective of the
meeting was to provide information about inclusive education
and its importance. The meeting was attended by Ms. Shaheen
(Field Worker, SPARC-India), Mrs. Shyama Devi (Field
Worker, SPARC-India), 15 children including CwDs and non-
challenged children and their parents / guardians. The
participants were told how to create inclusive environment and
teach students with activities and games.

A Bal Samuh meeting was held on 7th March 2019 in Madehganj of Ayodhyadas Ward, Lucknow.
The main objective of the meeting was to make children aware of their rights. The meeting was
attended by Mrs. Shyama Devi (Field Worker, SPARC-India), 7 children including CwDs and
non-challenged children and their parents / guardians. At first the children introduced themselves
and then they were made aware of their rights which they should utilize like the right to live, right
to conservation, right of participation and right to development. They were encouraged to benefit
through these rights and utilize them to become self dependent.
DISABLED PERSON’S ORGANISATION (DPO) MEETINGS
DPO MEETING AT KADAMRASOOL WARD
A DPO meeting was held on 19th January 2019 at Shahdaushi Baba Ki Dargah of Kadamrasool
Ward, Lucknow. The main aim of the meeting was to discuss about the policies of government
which are currently available for Persons with Disabilities (PwDs). The meeting was attended by
Ms. Shaheen (Field Worker, SPARC-India), 9 PwDs and members from the community. They
informed the members that despite of Disability Certificate there are few other facilities like bus
pass, rail pass and pension for PwDs and facilities of equipments like tri-cycle, wheel chair,
hearing aid machine, artificial hands and legs etc that are provided by the government.
DPO MEETING AT FAIZULLAHGANJ WARD
A DPO meeting was held on 22nd February 2019 at Semra of
Faizullahganj Ward, Lucknow. The main aim of the meeting was
to discuss about the policies of government like pension for
Persons with Disabilities (PwDs), old-age pension which are
currently available. The meeting was attended by Ms. Shyama
Devi (Field Worker, SPARC-India), 12 PwDs and members from
the community. The participants were asked to contact the Tehsil
in their area and apply for it. The members were informed that SPARC-India is running a
Vocational Training Program of Sewing for Women with Disabilities and women who belong to
the marginalized sections of the society so those who are interested can join it.
DPO MEETING AT KADAMRASOOL WARD
A DPO meeting was held on 23rd February 2019 at Shahdaushi Baba Ki Dargah of Kadamrasool
Ward, Lucknow. The main aim of the meeting was to discuss about the policies of government
which are currently available for Persons with Disabilities (PwDs) like health services. The
meeting was attended by Ms. Shaheen (Field Worker, SPARC-India), 10 PwDs and members
from the community. In the meeting the members were informed that through Ayushman Yojana
the government provides health services under which it provides 5 lakhs rupees free facility for
treatment to families under Below Poverty Line. For availing this facility they would have to avail
a health card.
DPO MEETING AT FAIZULLAHGANJ-I WARD
A DPO meeting was held on 5th March 2019 at Yash Nagar of Faizullahganj-I Ward, Lucknow.
The main aim of the meeting was to provide information about the loan facility provided by
government to Persons with Disabilities (PwDs). The meeting was attended by Ms. Satwiki
Mishra (Physiotherapist, SPARC-India), Ms. Shaheen (Field Worker, SPARC-India), 7 PwDs
and members from the community. In the meeting it was informed that government provides loan
for starting a business which could be availed to set up a business.
SELF-HELP GROUP MEETINGS (SHG MEETINGS)
SHG MEETING AT FAIZULLAHGANJ-I WARD
A SHG meeting was held on 17th January 2019 in Khadri of
Faizullahganj-I Ward, Lucknow. The main aim of the meeting
was to discuss about self help group and its progress along with
implementation. The meeting was attended by Ms Shaheen
(Field Worker, SPARC-India), Mrs. Shyama Devi (Field
Worker, SPARC-India), 11 women members from the
community. In this meeting it was discussed how the self help
groups can help in starting own employment. The group members informed that they have
completed all other formalities and they were just waiting for the loan to come, as soon as they get
it they would start the business and make themselves empowered.
SHG MEETING AT FAIZULLAHGANJ-I WARD
A SHG meeting was held on 19th February 2019 in Khadri of
Faizullahganj-I Ward, Lucknow. The main aim of the meeting
was to discuss about self help group and its progress. The
meeting was attended by Ms Shaheen (Field Worker,
SPARC-India), Mrs. Shyama Devi (Field Worker, SPARC-
India), 10 women members from the community. In this
meeting it was discussed how the self help groups can help in starting own employment. The
members told that they were depositing money in their bank accounts for setting up a business.
They also discussed about DUDA (District Urban Development Agency) and said that as soon as
they would get loan they will establish a business.
SHG MEETING AT FAIZULLAHGANJ-I WARD
A SHG meeting was held on 29th March 2019 in Yash Nagar of
Faizullahganj-I Ward, Lucknow. The main aim of the meeting was
to discuss about self help groups and its importance. The meeting
was attended by Ms Shaheen (Field Worker, SPARC-India), 11
members from the community. In this meeting it was discussed
how the self help groups can help in starting own employment, the
aims of self help groups, norms of the self help groups and its various roles. They discussed how it
can be created and how it will help in empowering the group.
AREEBA FATIMA:-
Areeba Fatima is 18 years old and lives with her father Mr. Irtizaa Ali Siddiqui who is a
Volleyball Coach, mother Mrs. Shahina Khatoon who is a housewife and
an elder sister. Areeba is having Cerebral Palsy. The financial condition
of the family is quite good.
She joined Jyoti Kiran School in November 2011. In the beginning she
did not interact with other children and did not share her lunch with
others. She stammers so her speech is unclear. Due to spasticity in her
hands and legs she is unable to perform any activity like walking, writing
etc. She mostly remains silent in the class. Because of lack of confidence
she even hesitates in talking to teachers. Due to physical problems she was unable to participate in
any cultural program of school.
With proper goals, plans and help of teachers she has changed a lot. Now she gets engrossed in
various activities and shows interest in games. After continuous efforts of physiotherapist, class
teacher and counselor, now she talks to everyone, cooperates with others and comes regularly to
school. Her speech has also improved a lot through regular speech therapy. In class she also
participates in co-curricular activities, coloring activities and shows interest in studies. She can
even speak, read and write in both English and Hindi. She also helps her mother in household
activities. She loves to dance and watch T.V.
When her parents observed a lot of behavioral changes along with her growth at academic level
they were very happy and wished that she could study so much that she could become self-
dependent.
NAVED AKHTAR:-
Naved Akhtar is 9 years old and lives with his father Mr. Ashfak Ali who
is a businessman and his mother Mrs. Parveen Jahan who is a housewife.
He has two elder brothers. Naved is having Cerebral Palsy. The financial
condition of the family is quite good and his parents take good care of him.
Before joining Jyoti Kiran School he studied in Bachpan Day Care for
almost one year.
He joined Jyoti Kiran School, SPARC-India in August 2018. Initially he was shy and
uncooperative. He neither spoke with any other student nor he played or shared his lunch with
anyone. Because of lack of confidence he even hesitated in talking to teachers. He didn’t
participate in any cultural program of school.
SUCCESS STORIES
JYOTI KIRAN SCHOOL
With proper goals, plans and help of teachers he has changed a lot. Now he gets engrossed in each
and every activity and shows interest in them. After continuous efforts of physiotherapist, class
teacher, counselor and parents slowly his confidence level has enhanced and he has started
communicating with others, shares his lunch with other students, plays games with them and helps
everyone in school. In class he also participates in co-curricular activities, completes the given
tasks by himself, obeys teachers and participates in every cultural program at school. Now he likes
to take initiative and has emerged as one of the sincere student of Jyoti Kiran School. Now he can
read and write English Alphabets, vowel words (a,e), Hindi Alphabets, two & three letter words,
Numbers (1-100), do addition & subtraction, recite tables of 2 & 3, answer GK questions etc.
When his parents observed a lot of behavioral changes along with his growth at academic level
they were very happy and wished that he could study so much that he could become self-
dependent.
SAMAR:-
Samar is 5 years old. He has Cerebral Palsy. He lives in Sarakpur
Saraiyan, Bakshi Ka Talaab block of Lucknow District. He is the eldest
child in the family. The representatives of Inclusive Education team met
him through AWC workers of village during baseline survey of door to
door visit. The IE team met his parents. His grandfather showed interest
in Inclusive Education concept. His mother, grandmother and
grandfather always attended training on RTE and IE with parents, community and stakeholders.
The IE team took Samar to the school but the school administration did not show any interest in
admitting him and gave reason that Samar needs caretaker. Then the team approached the
Resource Teacher – Mrs. Manjari Srivastava. Mrs. Manjari insisted and finally Samar got enrolled
in Primary School Saraiyan. He was admitted in Class 1.
He is enjoying his journey with friends. He can count now till 40. Through home visits Mr. Arvind
Verma (District Coordination- Lucknow, IE Program, SPARC-India) has developed Individual
Education Plan for him. Samar along with his parents also joined training program on Manual
Development for Inclusive Education.
SITA:-
Sita is nine years old. She lives in Sandepara, Khairabaad Block in
Sitapur District. She has Hearing Impairment (HI) due to which
she was not going to school at the time of identification.
She faces challenges in mingling with other non-disabled children
due to HI. Through baseline survey the representatives of Holy
Cross Welfare Trust realized that she is being neglected in her own

family. Sita did not participate in activities in community as well.
Through baseline survey she has been registered in Holy Cross Welfare Trust. Her case studies
have been done. Through training on RTE and IE, house visits parents and community people have
been sensitized on RTE Act 2009 and RPwD Act 2016. She has got admission in Primary School
Binaura.
The rigorous efforts of Mrs. Lata Dwivedi (District Coordination- Sitapur, IE Program, Holy Cross
Welfare Trust) and other members of Holy Cross Welfare Trust, Sitapur through organizing
training on RTE Act 2009 and IE with parents resulted in sensitization of parents of CwDs. Sita is
regular to the school. She is enjoying all the facilities at school and made new friends. She has
received books and school dress from school.
VIJAY BHATIA-
Vijay Bhatia is a 23 year old boy. He belongs to Indore district in Madhya
Pradesh. Vijay has completed Diploma in Elementary Education from
Madhya Pradesh, Bhopal. He has 75% PPRP in lower limb. His father is a
farmer and mother is a housewife. He has two sisters and both of them are
continuing their studies.
He came to know of SPARC–India’s residential three month skill
development and training program through Jan Vikas Samiti (JVS) team.
He visited our Livelihood Resource Center (LRC) and was inspired to join the program. After
discussion with the team he took admission in the training program.
He is a confident and happy boy. He had previously done teaching but with the hope to learn more
he left his place and came to our center in Lucknow. Vijay Bhatia is an enthusiastic trainee and
always asked questions. He is very curious and wants to know more about new topics that are
taught in the training class.
After successfully completing the training program, he was selected in Aegis Ltd. and is
currently undergoing on job training.
Km. SHIKHA GUPTA-
Km. Shikha Gupta is a 26 year old girl. She belongs to Gonda District
of Uttar Pradesh. She has completed M.Ed. Her father is a businessman
and her mother is a housewife. She has one younger sister and one elder
brother. She has 80% PPRP in lower limb. She came to LRC where she
was informed about the residential three month skill development and
training program. She enrolled herself in the program.
LIVELIHOOD RESOURCE CENTRE (LRC)
Shikha has completed her education related to the teaching and also prepared for competitive
exams but because of not getting expected result she joined skill development program. Coming
from a business class family she never wanted to sit idle and always wanted to learn new things.
She is a bright student and worked very hard.
She joined the session late but still she gave good performance in the class. All the trainers were
impressed by her result and her curiosity to learn new things in a very positive way. In a very short
period of time she learnt each and everything that was taught in the class and went for the
interview.
After successfully completing the training program, she was selected in Aegis Ltd. and is
currently undergoing on job training.
RITU RAJPOOT:-
Ritu Rajput is an 18 year old girl who lives near Purani Masjid in
Mohibullapur area of Lucknow. Her father Mr. Ramu Rajput is a
plumber and her mother Mrs. Meera Rajput is a housewife. She belongs
to the marginalized section of the society. There are eight members in
her family. She has never been to school due to financial problems.
Before joining the Vocational Training program she was unable to
identify the aim of her life and was unable to help her family in financial terms. In order to become
self dependent she started her training at stitching center at Madiaon, SPARC-India. The support
and training helped her to learn to stitch variety of clothes and various types of embroideries. Now
she stitches petticoats, blouses, suits, skirts, plazzos kurtas, variety of salwaars etc at home.
Through this earning she bears her expenses and also supports family to a small extent. She has
become self dependent and is able to help her family financially somewhere which has boosted up
her confidence level and groomed her personality.
SHEHNAZ BANO:-
Sehnaz Bano is a 21 year old girl who has 90% PPRP and lives in
Fatima Nagar in Mohibullapur area of Lucknow. Her father Mr. Zaleel
Ahmad works in a cycle repairing shop and her mother Mrs. Munni
Bano is a housewife. She belongs to the marginalized section of the
society. There are thirteen members in her family.
In her childhood she was unable to walk and had spent her growing up
years mostly stuck at home. She has passed her High School and
Intermediate with good marks. She has completed her Graduation and
Masters in Urdu from Lucknow University with 65%.
VOCATIONAL UNIT
In order to become self dependent she has joined the second batch of computer training of Skill
Development Training Program of SPARC-India in the year 2012. After this training she has
worked for a year at call center and at present is working as Data Entry Operator at Arunima
Foundation.
She started her training at stitching center at Vocational Training Center in Madiaon, SPARC-
India. She has learnt sewing and embroidery. Now she stitches petticoats, blouses, suits, skirts,
plazzos kurtas, variety of salwaars etc at home. Through this earning she bears her expenses and
supports her family to a greater extent. She has become self dependent and is able to help her
family financially which has boosted her confidence level and groomed her personality.
ERAM FATIMA-
Eram is 20 years old and has Cerebral Palsy. Her father, Mohd. Ikram is
a tailor and mother Mrs. Tabassum is a housewife. The monthly income
of the family is not enough to meet out the basic needs of the life.
Eram joined SPARC-India under the project of JVS-LF for her education.
SPARC-India has been providing financial assistance for her education.
The members of the advocacy team of SPARC-India provided her
information regarding the rights and entitlements of the disabled person.
Due to SPARC-India’s intervention, there has been a lot of change in the attitude and behavior of
the family. Besides this she is availing other facilities like: Aid & Appliances, Medical certificate
and therapies through SPARC-India.
After joining Jyoti Kiran School her physical condition was improved gradually. Previously she
was not able to eat any solid food or walk without her mother‘s help. She had problems in
balancing too. She was having muscle tightness of upper and lower extremity. Now she does not
need anybody’s help rather sometimes she helps her peer group if needed.
She faced a lot of challenges during the rehabilitation process. Even some of her relatives avoid
mixing with her. It took a lot of efforts to restore her confidence and belief that she could also go
ahead and achieve her dreams in life.
When we started working with Eram her father was not very keen to send his daughter to the
center. This was a major obstacle in the progress of the child. Her father was having negative
attitude towards the disability of her daughter. Our field workers had to constantly motivate the
father and counsel Eram. The reaction of Eram towards all painful situations is quite bold and
confident. Initially she was provided bus facility to bring her to the programs organized in the
community. Gradually her father became positive in his approach and he used to come to different
programs organized by SPARC-India from time to time.
COMMUNITY BASED REHABILITATION (CBR) PROGRAMME
With the support of JVS-LF and SPARC-India at present she is been integrated to class I of Green
Lawn Public School, Sector 10, Indira Nagar Lucknow.
Her parents’ said, “We want to thank SPARC-India & JVS-LF for giving recognition in the
Society and boosting our morale. Now we have got the path to flow in the mainstream society. If
we were deprived from these facilities, we would not be able to live our life smoothly and with
pride”.
AMEEN SIDDIQUI-
Ameen Siddiqui is 23 years old and has Cerebral Palsy. His mother’s
name is Mrs. Shama Parveen is a housewife and his father, Mohd. Saleem
Siddiqui is a watchman. He was delivered at home and at that time his
mother was 35 years old. Their financial condition was bad to meet out the
basic needs of life. He was examined by the physician when he was one
year old. According to the physician his veins were dried up mainly due to
the deficiency of calcium. Ameen was not vaccinated nor given booster dose of polio timely.
Ameen belongs to a middle class family so he couldn’t get a proper treatment. He couldn’t walk
nor speak properly, and therefore he felt inferior. His parents were very worried about his future.
Field workers of SPARC-INDIA met his family and explained them about the facilities that are
provided at the centre and convinced them to admit him. The whole team assessed him properly
and suggested that through therapy he could improve. Physio and speech therapy sessions are
arranged for him according to his problems and needs.
After all these interventions, his physical condition improved gradually. He now participates in all
the cultural programs of the organization. Now he can read and write. He is also interested in
learning computers, art and likes to play with his friends. After completing his education at
SPARC-India, he was integrated to class III of Maharishi Kashyap Bal Vidhya Mandir where he
studied there till class 8th. At present he is studying in class IX of Shia Inter College, Iradat Nagar,
Sitapur Road, Lucknow.
His family faced number of challenges during the process of rehabilitation like negligence,
demoralization from the community etc. Most of the people think that mental retardation and
cerebral palsy are the same. Due to Ameen’s disability his parents couldn’t attend the social
gathering. But as the condition of child gradually improved they are now more confident.
His parents’ are very grateful to SPARC-INDIA & JVS-LF for giving recognition to Ameen in the
community and boosting their morale.
