OF STATE-CONTROLLED ROADS
Notice is hereby given under sections 24, 25 and 27 of the Transport Infrastructure Act 1994, that the roads or routes, or part of the roads or routesdescribed in the schedule are hereby declared or revoked as State-controlled roads and motorway, as the case may be. As required by the abovementioned
sections of the Transport Infrastructure Act 1994, the Brisbane City Council and Redland City Council have been notified and the declarations described
in the schedule below are consistent with the department’s transport infrastructure strategies.

ADOPTION OF AMENDMENT NO. 10 TO THE TOOWOOMBA REGIONAL PLANNING SCHEME (MAJOR AMENDMENT)
Notice is hereby given that on 18 April 2017 the ToowoombaRegional Council adopted the Toowoomba Regional PlanningScheme – Amendment No. 10 (Major amendment).
The amendment commences on 21 April 2017.
The purpose and general effect of the planning scheme amendmentis to undertake multiple amendments to the following sections ofthe planning scheme:
• Part 5 – Assessment Tables:(1) Amendment of Table 5.7:1 is required to ensure that the
demolition and/or removal of a Heritage Place impactassessable if:(a) the building or structure is a Heritage Place
identified in SC6.6.2 of Planning Scheme PolicyNo. 6 and is not a State Heritage Place; and
(b) the building or structure is not a freestandingoutbuilding; and
(c) more than 25m² of the Gross Floor Area is proposedto be Demolished and/or Removed.
(2) Amendment of Part 5.7:1 (Building Work) is required toeliminate the need to obtain Building Work approval fordevelopment within the Neighbourhood CharacterOverlay where a Material Change of Use application isalso required. This reduces unnecessary duplication.
(3) Amendment of Part 5.5:2 (Low-medium DensityResidential Zone Assessment Table) is required tocorrect a duplication error whereby Dual Occupanciesare both exempt and self-assessable where they areattached buildings. Only attached Dual Occupanciesare eligible to be exempt development.
• Schedule 2 – Mapping:(1) Changes to the zoning of land in parts of Back Plains,
Bringalily, Centenary Heights, Charlton, Clifton, Coalbank,East Toowoomba, Emu Creek, Glenvale, Gowrie Junction,Harlaxton, Irongate, Millmerran, Millmerran Downs,Millwood, Mount Lofty and Pittsworth.
(2) Remove 27 Drayton Road, Harristown from HeritageOverlay; and
(3) Include 24-36 Drayton Road, Harristown into HeritageOverlay.

NOTIFICATION OF COMMENCEMENT OF PROCESSES TO IDENTIFY ENVIRONMENTAL VALUES AND WATER QUALITY
OBJECTIVES FOR QUEENSLAND WATERS
I, Jim Reeves, Director-General Department of Environment andHeritage Protection pursuant to the Environmental Protection(Water) Policy 2009 do hereby advise the commencement ofthe following processes:
(a) under section 11, to identify environmental values andwater quality objectives for the following waters:• Cape York (all surface and groundwaters for the eastern
river basins and all tidal waters to the limit of Queenslandwaters),
• Haughton, Burdekin and Don River basins (all surfaceand groundwaters and all tidal waters to the limit ofQueensland waters), and
• Queensland Murray-Darling Basin and the Bulloo RiverBasin (all surface and groundwaters), and
(b) under section 12, to amend waters in schedule 1 for thefollowing waters:• Wet Tropics (surface waters for all river basins and all
tidal waters to the limit of Queensland waters),• Mackay-Whitsunday tidal waters to the limit of
Queensland waters,• Fitzroy Basin (all surface and groundwaters and all
tidal waters to the limit of Queensland waters),• Tidal waters (excluding estuaries) to the limit of
Queensland waters for the Styx, Shoalwater andWaterpark Basins, Keppel Bay, Curtis Island to thesouthern extent of Gladstone Harbour (but excludingGladstone Harbour), and
• South east Queensland (all river basins and all tidal watersto the limit of Queensland waters, including PumicestonePassage, Moreton Bay and the Southport Broadwater)

Description of the land to which the designation appliesThe Ministerial designation applies to land at 91 Shipper Drive,Coomera and parts of the Ford Road and Shipper Drive road reserve.
The land is described as Lot 54 on SP137530, Lot 52 on SP137530,Lot 18 on SP131567.
Type of proposed community infrastructure for which the landhas been designatedThe land has been designated for the Coomera Dredged SedimentManagement Facility.
The community infrastructure is described under Schedule 2,Part 2 of the Sustainable Planning Regulation 2009 as follows:
