Budget Council realized signifi- cant savings in the city’s operational costs in its 2015 budget and is con- tinuing to find savings in the 2016 budget. Some of these cost savings came from a restructuring of staffing at City Hall. The cumulative result over these two budgets is an approximately 10 per cent reduction in the overall operating costs of the City, or an avoidance of an al- most 8.5 per cent increase in general taxation. These operational sav- ings allowed Council to increase taxes in 2015 only for the City’s Capi- tal Reinvestment Reserve, a major step toward ad- dressing a long-standing annual infrastructure defi- cit. Strategic Plan Council adopted a new vision and mission in its strategic plan. Governance A signi� cant portion of

Budget Council realized signi� -

The Cariboo Chilcotin Regional Hospital District (CCRHD) endorsed a request from Northern Health for 40 per cent funding for renovations to the Avery Health Clinic in Quesnel. As part of plans, actions and efforts to provide exceptional care and assist in the recruitment and retention of physicians, Northern Health intends to renovate the Avery Health Clinic to function as a Primary Care Clinic. The estimated costs for the renovation project are $750,000. The CCRHD portion of this project would be in the amount of $300,000.

ElectionThe CRD’s Electoral

Area G Director Al Richmond, and Electoral Area A Director Ted Armstrong were re-elected during today’s meeting as Chair and Vice-Chair respectively. This marks the eighth consecutive year as Chair and Vice-Chair for Richmond and Armstrong.     

BudgetsThe Cariboo Regional

District’s 2016 provisional

budgets for the CRD and the Cariboo Chilcotin Regional Hospital District were endorsed. Copies of the budget will be available for viewing on the CRD website, at all three CRD offices and in the CRD Branch libraries in 100 Mile House, Quesnel and Williams Lake.The Regional

District Board of Directors and staff encourage all residents to review the documents and provide any feedback prior to the budget’s final adoption on March 24, 2016.

SupportThe CRD Board of

Directors agreed to support in principle a request by the Xeni Gwet’in to the NDIT for $250,000 in grant funding from the Cariboo-Chilcotin/Lillooet Regional Development Account, under the Economic Development Infrastructure program. The funding will be used to restore a decommissioned airport site, bringing it up to current regulatory standards. Major capital

works at the site include improvements and upgrades to the runway, and the construction and installation of fencing. Other funding for the project, which has a total value of $395,000, is proposed to come from Aboriginal Affairs and Northern Development Canada, and from the Cariboo-Chilcotin Aboriginal Training Employment Centre.

The CRD Board also agreed to support an application to the Xat’sull Development Corporation. The request is for $250,000 in grant funding from the Economic Diversification Infrastructure program. The Xat’sull Development Corporation is proposing to renovate, expand and reopen an existing commercial property located on Soda Creek IR 1. The proposed project includes upgrading and renovating the existing building for a commercial gas bar, restaurant and convenience store. A new branded gas bar will be installed and the building will be expanded by 1,300 square feet to

accommodate a new convenience store. Existing space in the building will be fully renovated to allow for a leasable restaurant space. Further information about the NDIT is available online at northerndevelopment.bc.ca.

Façade programThe CRD will be

supporting an application to the Northern Development Initiative Trust (NDIT) under the Business Façade Improvement funding program. The request is for $20,000 in grant funding from the Cariboo-Chilcotin/Lillooet Regional Development Account, for the communities of Likely and Horsefly, and the Interlakes area. The Business Façade Improvement program provides annual grant funding of up to $20,000 for municipalities and regional districts to enhance economic development by encouraging private sector investment in businesses façade improvements. Acceptable projects include complete exterior

improvements such as building façades, signage, murals, architectural features, siding, lighting and awnings. The CRD will work closely with partner community organizations including the Likely & District Chamber of Commerce, Horsefly Board of Trade, and Interlakes Economic Association to successfully deliver the program in each area.

FundsThe Cariboo Regional

District Board authorized up to $1,000 of the Electoral Area F Discretionary Funds for the Big Lake Community Association. The funds will be used for acoustic improvements to the Big Lake Community Hall.

Modernizing the City’s “Brand”

What does “Goldpan City” mean to you?

According to recent meetings we’ve had with the business community, while the “Goldpan City” brand may reflect a small portion of the City’s history, it doesn’t say much about Quesnel today. More important-ly, it doesn’t tell tourists, potential residents, and possible investors what Quesnel has to offer, nor does it entice them to come here.

Commencing in the New Year, Council, with significant funding assistance from the Northern Development Trust and the Cari-boo-Chilcotin Beetle Action Coalition, will be undertaking a two-step process to rebrand the City and to update and upgrade its web presence (website, social media, web-based marketing). This is a great opportunity for the City to re-invent and modernize its image and presence in the very competitive market of tourist, resident, and investment attraction.

Early in 2016, Council will host an open session to begin the process of finding a new way to characterize what the City has to offer to residents and visitors today. We’ll be looking for a new brand and catch phrase to capture the present-day essence of our City and region’s affordability, abundant ame-nities, opportunities for healthy living, and openness to innovative business ventures and investment.

Currently, our branding is mixed. While the logo we use is a gold pan, we also use “Woodsmart City” on occasion. The Downtown Business Association’s signage at both entrances to the downtown core represents another part of our history: a paddle wheeler. This disparate “branding” of our City doesn’t help us to send a common message to visitors about what the City has to offer. They are also all based on our past and do not reflect today’s opportunities or our future potential.

Once a new brand has been created with significant public input, we will be develop-ing and launching a new City website and streamlining and integrating our web pres-ence. A recent marketing strategy report for the City recommended that we concentrate most of our efforts on web-based market-ing, as that is the tool most people use to make vacation, re-location and investment decisions.

A new website will also give us the opportunity to find better ways to provide residents and visitors with timely and more easily accessible information about City services and programs and make it easier to find business forms and development permit information. We also hope to create a web platform that will allow us to engage more residents in Council’s decision-making processes.

Developing a new brand and updating the City’s web presence is a critical step toward realizing Council’s strategic vision for Quesnel as a vibrant and resilient commu-nity. I hope you’ll join us in this creative adventure to reinvent our image.

Prime Minister Justin Trudeau joined other national leaders in hailing the international greenhouse gas emission agreement reached in Paris over the weekend, but the implications for Canada and B.C. remain unclear.

Trudeau said in a statement from Ottawa that he and the provincial premiers will meet within 90 days to develop a plan to do Canada’s part in the effort to keep average global temperature rise below two degrees.

The Paris agreement notes that existing voluntary

targets by countries do not meet what is calculated to prevent a two per cent increase, and more emission cuts will be required.

Article 28 of the legal text also gives every country the ability, after three years of implementation, to give a year’s notice and withdraw.

In a year-end interview, B.C. Premier Christy Clark said the government will wait until a national emissions goal is established before deciding whether to add measures to the existing carbon tax on carbon-based fuels.

The B.C. tax has been frozen at $30 a tonne since 2013, adding about seven cents to the price of a litre

of gasoline with similar increases for natural gas and other heating fuels.

An advisory committee recommended in November that the tax be increased by a third starting in 2018, with annual increases after to drive down carbon dioxide emissions.

Clark said the carbon tax freeze means B.C. won’t meet its own legislated target of reducing emissions by a third by 2020, but the government couldn’t keep raising it and risk pushing industries and jobs out of the province.

“Other provinces are starting to get closer to where we are,” Clark said. “By 2018, Alberta’s going

to have come some way. By then Ontario will be into a plan, and Quebec already is.”

B.C. NDP leader John Horgan said he’s “comfortable” with the advisory committee’s date of 2018, which would give an NDP government time to assess the situation if he wins the 2017 B.C. election.

Horgan said he is inclined to support the carbon tax proposed recently by Alberta Premier Rachel Notley, which means “taking revenues and driving them into industries, or activities like transit, that will reduce emissions over time.”

Premier Christy Clark has appointed Prince George-Mackenzie MLA Mike Morris, a long-time RCMP of� cer, to the cabinet as public safety minister.

Morris was sworn in Friday at the cabinet of� ce in Vancouver, returning the B.C. government to a system where the public safety minister is responsible for police and prisons, while the justice minister is responsible for courts and Crown prosecutors.

Justice Minister Suzanne Anton has performed both roles since her election as MLA for Vancouver-Fraserview in 2013.

Clark merged the two roles in 2012, appointing veteran cabinet minister Shirley Bond to the

combined role to review the ef� ciency of the court system.

“Mike Morris brings strong experience to the executive council as a 32-year veteran of he RCMP and a former North District superintendent,” Clark said in a statement.

“Suzanne Anton will continue to spearhead

the work to accelerate access to justice, continue justice innovation and will be British Columbia’s lead on the federal government’s Inquiry into Missing and Murdered Indigenous Women.”

Morris, elected in 2013, was assigned last July to make recommendations for new penalties for distracted driving and careless smoking that ignites forest � res.

Premier Christy Clark sat down with Tom Fletcher for a

year-end interview at her Victoria office Dec. 9. Here are excerpts. For the full version, see the Opinion tab at www.quesnelobserver.com.

TF: At the UN climate conference in Paris, did you speak about natural gas as a transition fuel, and did you find support for that idea?

PCC: Yes and yes. The new government in Ottawa is a big supporter of our LNG plan, and part of the reason for that is that they also see it as a way forward for Canada to make a huge contribution to fighting global climate change.

There are 150 coal plants on the books in China today. The only way that those plants and the ones that come after will be stopped is if they have a transitional fuel to move to.

TF: B.C.’s 2020 greenhouse gas target, reduction of emissions by a third, is another target that isn’t going to be met. Why?

PCC: When the

government brought in the carbon tax, it was based on the assumption that other jurisdictions around us were going to eventually catch up. And none of them have.

There comes a point where the carbon tax can only get so high before we start chasing all those jobs out of the province.

TF: Your advisory committee says the carbon tax needs to go higher starting in 2018 if it’s going to have an effect. Do you have any other choice?

PCC: Let’s figure out what the national goal is going to be, which we don’t know yet.

TF: On a related topic, transit spending. Your new minister Peter Fassbender has talked about a “new

day” in Ottawa and he’s downplaying the idea of another referendum for new funding sources. Is that off the table now?

PCC: It may be possible that the federal government wants to invest more in transit, and take up some of the slack from the local government level.

TF: On LNG, oil and natural gas prices continue to go down, and supply continues to go up around the world. Did you see any positive signs this year?

PCC: What I saw this year was developing countries, especially China, making a firm commitment to reduce their emissions. The only way for them to do that is to move to a greater degree to natural gas, and the bulk of their industry is still located on the east coast of their country, a long way from Russia and close to B.C.

TF: Are we going to see some policy action on high housing costs in 2016, and will there be some relief from the property transfer tax?

PCC: You’ll see in the February budget, but we are looking for ways to provide some relief for home buyers.

TF: We’re starting to see government advertising ramp up. We saw a lot of Jobs Plan advertising before the 2013 election, we saw the federal government do it with their Economic Action Plan, which was very expensive, and to most people’s eye self-serving or political in nature at taxpayers’ expense. Is that what we’re going to see in the next year and a half?

PCC: It won’t be political. I think some of that was, really, political. You will see more information-based advertising out there, talking to people about for example, the Registered Education Savings Plan.

TF: Not Jobs Plan 2.0?PCC: I don’t think that’s in

the plan. I wish I could say to you no, never, but I, you know….

While native women make up four per cent of

Canada’s female population, 16 per cent of all women murdered in the country between 1980 and 2012 were indigenous.Indigenous women are three times

more likely to report experiencing violence.Another report indicates that

55 per cent of the cases involve women and children under the age of 31.But statistics aside, these

women are sisters, mothers, daughters, friends, co-workers and neighbours.That’s why the federal

government’s decision to move ahead with an inquiry into murdered and missing indigenous women is so important.There is a need to know why

indigenous women fall victim more to violence than other women, whether it’s at the hands of a loved one or a stranger.It also must be determined if

there are systemic influences that lead to indigenous women being potentially treated differently by the police and courts.We must also know if age-old

stereotypes within the broader society have helped create these situations.Nobody should have illusions

that an inquiry will immediately stop abductions and murders overnight.But what the process says is

that all lives matter, that it’s not acceptable for these tragic circumstances to be so prevalent.Hopefully the inquiry will also

allow all Canadians to reflect on what kind of country we live in and the need for all citizens to be safe and secure and to reach their full potential.There’s long been a division

among First Nations and the rest of the country, and now is the time to close that gap once and for all.

“Inconvenient truths” column was highly selective in its choice of so-called climate “alarmist” examples.

Yes, contrarian examples exist and can be used to make a point.

For example, some glaciers are growing (around seven per cent, compared to more than 70 per cent that

are shrinking).  One who would sympathize with some of Fletcher’s comments is the famous independent scientist James Lovelock, annoyed with some “environmentalists who emotionalize the arguments.”

But Lovelock, the father of the Gaia Theory, directs his focus not to these people but more importantly to the climate

scientists, the results of their work, and the stark options facing civilization.

In his latest book, A Rough Ride to the Future, Lovelock notes that the fact that there has not been as much warming to date as most models were predicting has contributed to the denier perspective.

He sees early computer models as simulating the atmosphere well, whereas

only now are models simulating the interaction between the oceans and the atmosphere, something much more complex to model.

It is clear that there has been significant warming linked to burning fossil fuels. Increasing parts per million of CO2 and other warming gases is documented, as is ocean acidification.

The built-up inertia

in the Earth’s system, given this data, may be a tipping point from which it could be too late to take meaningful action.

The nature of this issue means we cannot be 100 per cent certain, however the Precautionary Principle would urge action on 80 per cent confidence when the realization of a risk would be catastrophic.

Editorials that denigrate

vocal activists and selectively choose data lower the quality of discussion, contribute to polarized discussion, and raise doubt as to whether any action is needed; just what climate change denial interests want.

Black Press, given that it touts itself as the largest independent news chain, can do better.

CNC nursing students are proud to be one

of only a few chapters of Canadian Nursing Student Association (CNSA) in Western Canada.

This national association is the of� cial voice of nursing students in Canada. CNSA represents students and their interests to government, healthcare organizations and to the media.

“CNSA fosters uni� cation and communication amongst nursing students,” CNSA Quesnel Chapter president

Ericka Kirby said.“I researched the

strengths and advantages of our program becoming a chapter of CNSA and it seemed like a good � t.”

The � rst order of business was to have all the nursing students in the CNC program endorse the application to become a chapter.

At � rst there were questions but once these were explained and understood, the CNC nursing students were on board.

Quesnel’s nursing program is completed � rst with two years at CNC then the � nal two years are with UNBC.

CNSA is dedicated to providing opportunities to its nursing student

members in several ways.First CNSA provides

an opportunity for participating members to acquire and demonstrate leadership and organizational skills. It also increased students’ awareness of relevant political and ethical issues which will affect their future as health care professionals.

In Quesnel, along with the president, there are three delegates Alex Laird, Sam Riczus and Isla Butler.

“Since we began the process of becoming a chapter, every CNC nursing student is now a member,” Laird said.

“Everyone has recognized the value of communication and

working together.”Ericka added that

nurses have traditionally been active in lobbying for health and safety measures.

“Membership in CNSA puts CNC students on the leading edge of these efforts,” she said.

“Each chapter has a vote in Canadian Nursing Association policy-making and legislative lobbying,” she said.

However, possibly the most active portion of their association with CNSA is the support it provides and is a third partner in the CNC nursing students’ community pro� le.

“Our goal is to have an event at least once a month,” Laird said.

“That includes fundraisers in support of local causes and public awareness and education events.”

This month, they have held a bake sale and a food drive. Proceeds from the bake sale will go towards an accessible park being built in Quesnel. They are planning a bottle drive in January.

“Count on seeing us in the community,” Laird added.

“We’re excited to be doing health promotion and community strengthening.”

Both Laird and Kirby know their involvement with CNSA will serve them as they proceed in their nursing career.

“CNSA provides opportunities for involvement in health care issues and health promotion both in our own community and at national and regional conferences,” Kirby said.

“It’s wonderful to have such a great network of support.”

CNSA also helps prepare students for active membership within professional nursing associations, as well as providing insight into the business procedures and policies of professional organizations.

In addition, the association offers exposure to changing nursing philosophies and specialty areas of nursing.

Recommended age is 12 years. People who suffer from severe allergies can take heart. There is a new skin patch technology being researched that looks promising. It’s called epicutaneous immunotherapy (EPIT). It is hoped that it will work well with those with peanut allergies as well as dairy allergies. Research is ongoing.Wine often is part of holiday celebrations. Check the wine labels for “alcohol content”. It’s not uncommon to find wines with more than the usual 11-12% alcohol…even up to 14%. The same can be true of some beers too. Also, every drink doesn’t have to be alcohol. Try the mix only or a big glass of water.There are many remedies for alcohol overconsumption but the best is sensible consumption.

Quesnel Community Foundation Welcomes new Coordinator simon turner

We would like to introduce the new Coordinator for Quesnel Community Foundation – Simon Turner. While this is a new role for Simon with QCF, he comes with previous experience as he served on the Board for two years commencing in 2008 and was an active member on both the Grant and Investment Committees. After a 35 year career in banking, Simon retires from the Royal Bank at the end of 2015 during which time he worked in both personal and commercial banking, was Branch Manager in Vanderhoof and for the past 13 years held the position of Financial Planner here in Quesnel. He served on the board of Quesnel Youth Soccer during the time of construction of the Indoors Sports Facility and is an active member of Rotary. Married to Linda, their sons Steve (Stacy) and Alex live and work locally, and it won’t be long until the soccer cleats find their way onto grandson Logan’s feet. Simon brings with him a wealth of knowledge and great community passion. We welcome him back to the Foundation!

cipline the City was able to assist Northern Health to attract two temporary doctors (Locums) dur-ing the summer months by pro-viding free temporary housing for them. These doctors provided emergency room coverage and pre-vented potential curtailments of the emergency department at G.R. Baker Memorial Hospital.

Humble Shepherds and a

Humble KingCharacters of the

Nativity – ShepherdsFor generations,

the Israelites had been waiting for the coming of the Messiah. His birth was not just good news; it was big news as well! It didn’t make the headlines, though. The only people who knew about his arrival were Mary, Joseph – peasants from Nazareth - and the group of shepherds who had just received the news from a host of angels.

Shepherds were near the bottom of the social standings of their time and yet God chose them above the religious or political elite to share this good news with. Did the shepherds wonder why God had chosen to send angel messengers to tell them this breaking news? Perhaps. But they responded

nonetheless by immediately journeying to the humble manger where Jesus lay and then spread the word of what they had seen and heard (see Luke 2:15-17).

It is striking that God almighty, the creator of the universe, would want to intentionally meet with the weakest and meekest of his children. But this is what he does that first Christmas night. He not only came in humble form, as a peasant baby born in a stable to a young virgin who was far from home, but he also shared this good news with lowly shepherds.

I wonder, do we ever feel like a shepherd? Do we feel like we are not worth much in the world’s eyes? We may feel that we aren’t smart enough or pretty enough or rich enough to really be important. But in God’s eyes, we are. In fact, it is often when we are at our weakest, when we are most in need of him, that he reveals himself to us most clearly.

When we hear the good news of

Jesus this Christmas may we, like the shepherds, respond. May we make our way to the manger in our hearts. May we bow on bended knee and worship Jesus, a king not crowned in silver and gold, but the Son of God wrapped in human flesh. May we humble ourselves before the humble king.

Quesnel skaters performed well at the Okanagan Interclub Freeskate competi-tion Nov. 27 – 29 in Kelowna. Quesnel had four skaters in the competition, Mitchell Dunn, Casey Fisher, Grace Dunn and Beverly Smeta-niuk.

Mitchell earned his bronze assessment award in the Star three boys, which was his first competition at the Star three level. Fisher took home gold in the Star four girls, group one in the 13 and over category, out of seven skaters. Coach, Sharon Chow said Fisher recently returned from an injury and had only been skating for two weeks before they left for the competi-tion, which makes

her result even more impressive. Dunn finished fifth out of six skaters in the 13 and over group, in the second division and received mainly gold and silver as-sessments on her individual program elements. Smetaniuk placed seventh out of nine skaters in the senior bronze ladies freeskate. Chow said she skated a strong program and her score was an im-provement from her last competition at the Autumn Leaves Freeskate, held in Chilliwack. The Star events are a com-petitive stream that are set up by Skate Canada to develop the skater’s skills. The next competition is the Cariboo North Central Regional Championships, held in Prince George Jan. 22 – 24, 2016.

Canada’s World Junior team is beginning to take shape, fol-lowing their first round of cuts. Forwards Michael Dal Colle, Spencer Watson and Pierre- Luc Dubois along with defencemen Jakob Chychrun were released and sent back to their junior teams. Dal Colle of the Oshawa Generals was the fifth overall pick in the 2014 NHL draft by the New York Island-ers.

This was Dal Colle second attempt in making the World Junior roster after failing to make last year’s squad. The cuts were made after their second exhibition game against a team of all-stars from Canadi-an universities, where they were defeated 5-4 in a shootout. Mitchell Marner, Joe Hick-etts, Lawson Crouse, Hayden Fleury, Dylan Strome and Brayden Point, who will make a big impact for Canada at the tournament were scratched during the games.

Marner and Strome, who were the third and fourth overall pick in last year’s draft are expected to lead Canada offensively. Chychrun a top pros-pect for the upcoming 2016 NHL draft, was

the youngest defenceman at the camp and was said to have a good chance at making the roster.

Although, he was released it will not hurt his draft status, as this is considered to be a 19- year old tournament and underage players do not usually make a big impact. Chychrun is projected to be a top five draft selection. Another underage player that was released was Dubois, who has had an out-

standing first half of the season with the Cape Breton Scream-ing Eagles, scoring 20 goals and 47 points through 33 games.

He is also considered to be a first round pick in the up-coming draft. Watson of the Kingston Frontenacs, who had 17 goals and 32 points in 32 games was also released. Hockey Canada, announced the addition of Jake Virtanen of the Van-couver Canucks, who was

part of last year’s gold medal winning team.

With the addition of Virtanen it brings the number of return-ing players to four with Crouse, Hicketts and Point the other returnees. The team will depart

for Finland for three pre-tour-nament games against Belarus, the Czech Republic and Sweden before the tournament begins on Dec. 26 where Canada will play their rival the United States.

Quesnel Special Olympic will be sending eight of its athletes to the Na-tional Winter Games in Corner Brook, NL from March 1 – 5.

The athletes are Cory Melnychuk in cross country skiing, Danny Dodgson and Cherie Swan in snowshoeing and the curling team, consisting of Glenda Melnychuk, Travis Burt, Martin

Scriver, Dean Cake and Alfred Schotel. Along with the athletes there are two coaches for the curling team, Richard Lindstorm and Rick Prosk, who is also the Program Co-ordinator for the organization. Quesnel Special Olym-pics started in 1992 and today they have around 60 registered athletes. Although, they are mainly a sports organization, the athletes benefit from the social aspect as well. Beginning in 2016, Quesnel Special Olympics will

participate in 14 competitions, which is highlighted by the National Winter Games. This will be the first time that athletes from Quesnel Special Olym-pics have qualified for a National Win-ter Games. All eight athletes attended the Provincial Winter Games last February, as members of the regional team. The curling team competed against 21 other teams in four divi-sions, to win its division and advance to nationals.
