However, with deteriorating weather and trail condi-tions and freezing rain in the forecast for Sunday, officials cancelled the run into Barkerville based on safety considerations. The family of Annie Ruller are sad to announce her death at Hospice House in Vernon on Sunday, January 18, 2015.  We do rejoice that she is in the presence of her Lord.For 43 years she has been a loving wife to Will and mother to Kimberley Koop (Glen); Keren Ruller (Terry); Philippa Murray (Chris); Nick Ruller (Lida).  She was a loving “Grand-mama” to nine grandchildren.  She leaves her loving husband Will, younger brother David and family in Christchurch, New Zealand and was predeceased by her parents Basil and Berenice. She also leaves many nieces and nephews along with many other family members in Ontario, New Zea-land and Australia.

Council has referred a recommendation to the Policy and Bylaw Committee to establish a policy which addresses all budget submissions and financial requests. The recommendation suggests that these (submissions and requests) be referred to the Financial Sustainability and Audit Committee (FSAC) for analysis and that Council will make financial decisions based on a recommendation from the Financial Sustainability and Audit Committee.

Council would like to ensure that it makes budget-impacting decisions in a timely and informed manner and have sufficient and timely briefing materials so it can always make spending decisions within the context of the whole budget.

The FSAC has an approved Terms of Reference, which makes it the point for all budget submissions from the public. FSAC is also the Council Standing Committee that will have the most up-to-date budget information and the most comprehensive understanding of all the internal and external pressures on Council’s annual and five-year budget.

These Terms of Reference also require it to make budget recommendations to council that comply with council’s budget policies and procedures. nder this practice Council would remain the final decision-maker on all spending decisions,

as FSAC would bring back to council a recommendation only on every submission referred to it.

an application for $50,000 to Northern Development Initiative Trust for the Economic Development Capacity Building Grant for the projects listed below with the funding flowing through to Quesnel Community

and Economic Development Corporation (QCEDC). Council further approved the application for $8,000 to Northern Development Initiative Trust for the Grant Writing Support Grant of $8,000 with the funding flowing through to Quesnel Community and Economic Development Corporation.

Council reviews grant programsfrom A2

Economic Development Capacity Building Grant for 50,000 is to increase the economic development capacity of municipalities and regional districts within the region. Eligible costs include incremental salaries, incremental operational costs, consulting or contractor fees and collaborative projects with other municipalities, regional districts or First Nations Bands.

Grant Writing Support for $8,000 is to assist municipalities, regional districts, and First Nations bands to build grant writing capacity and expertise that leads to direct funding for projects in the region.

The Grant Writer is required to apply for a minimum of $200,000 to support community projects.

QCEDC continues to work with the non-profit and business community to support grant funds coming into Quesnel to support community activities and needs.

Council believes an in-house economic development function will more directly align with its strategic plan and budget constraints. The QCEDC will be wound down by Dec. 31, 2015. The board has been replaced by an interim board of directors for the remainder of this year.

Get ready for Skyfest 2015

Quesnel Skyfest

Society gave a presentation to Council regarding the 2015 celebrations scheduled this year on August 1 – 2. The Society indicated that Quesnel will be introduced on the world’s stage through the Discovery Channel. The Airshow Series premiers on Monday, Jan. 26 at 7 p.m. and will run for 13 weeks. Quesnel will be featured in the third episode airing Monday, Feb. 9.

Council approved sending a letter of support for the Quesnel Skyfest Society Grant Application for $15,000 to the Northern Development Initiative Trust under the Community Halls and Recreation Facilities Program.

Council further

approved the Society’s intent to apply for funding from various sources to enable the purchase of special assets for a total of approximately $71,000 in an effort to enhance public safety and spectator experience at the airshow.

Council directed the remaining requests to the Financial Sustainability and Audit Committee for consideration and recommendation to Council.

The Ride Across Canada event

Council approved providing administrative and technical support to the Communities for Veterans Foundation - Ride Across Canada as well as $500 from Council Projects.

Horseback riders

will journey across Canada from Victoria, B.C. beginning April 11 to Saint John’s, Newfoundland with the focus being to gather Canadian Veterans’ stories to raise awareness and provide education regarding the issue of Post Traumatic Stress Disorder of Canadian Veterans.

 Other Council supported

the request from the Quesnel Multiple Sclerosis Self-Help Group to use the River Walk for an MS walk on May 9 from 1 – 4 p.m.

The walk begins and ends at Ceal Tingley Park.

Fish and wildlife licenses available onlineTo improve service,

a variety of fish and wildlife applications will be available online only effective Monday, Feb. 2, Forests, Lands and Natural Resource Operations Minister Steve Thomson announced Friday.

The latest permits to move online include:

• Angling guide, game guide outfitters and transporters’ licences;

• Export permits;• Transportation

permits for endangered species, rainbow trout and farmed

sturgeon;• Scientific fish

collection permits;• Fur trade and

trapping licences; and• Various permits

specifically required under the Wildlife Act, including permits for: possessing dead wildlife or wildlife parts; capturing, possessing or importing live wildlife; rehabilitating injured wildlife; and operating a vehicle in an area closed under the act.

Hunting and fishing licences will continue to be sold through retailers.

Fishing licences will still be available online.

When the B.C. government last resorted

to shooting wolves from helicopters in the 1980s, an emotional public outcry forced a retreat.

In the B.C. tradition, sensation-seeking urban media and protesters led the way. An outraged reporter named Pamela Martin marched a BCTV crew off the road near Fort St. John to expose this presumed crime against nature. With a metre of snow and tempera-tures dipping to -40, they didn’t get far, but public sentiment was aroused enough for politicians to overrule wildlife biologists.

This winter, while snow reveals the wolves’ location from the air, the choppers and rifles are out again. And my heart goes out to the biologists and First Nations hunters who face this grim task.

The South Selkirk moun-tain caribou herd, which ranges between B.C., Idaho and Washington, has been the target of intensive con-servation efforts by govern-ments on both sides of the border. Six of the remaining 18 animals now wear radio collars. There were 46 in

2009, only 27 by 2012, and wolves have killed two more since last spring.

Targeted hunting and trap-ping haven’t been sufficient, so up to 24 grey wolves are to be shot from the air before the snow melts.

There are seven caribou herds in the South Peace, with the Graham herd the largest at about 700. It’s the control group, left to fend for itself as a measure of wolf removal for the rest. The Burnt Pine herd is down to one bull, effec-tively extinct. The province and Treaty 8 First Nations are working on a plan to kill 120-160 wolves in that region.

It’s long been accepted that resource roads, logging and recreational trail use have increased herd disruption and predator access through what would otherwise be

seamless bush and deep snow.

Snowmobiles and even back-country skiers can shift the balance. Smithers-area outdoor enthusiasts are currently being urged to stay away from the Telkwa Mountains, where the caribou herd is down to fewer than 20 animals. Lo-cal hunting and snowmobile clubs have observed a ban on motorized travel since 2003, but of course there will always be yahoos who chase animals for fun.

A mountain caribou recov-ery plan was implemented in 2007, protecting 2.2 mil-lion hectares from logging and road-building, including most of the core habitat of the South Selkirk herd. The Nature Conservancy of Canada bought 550 square kilometres in that region to protect habitat.

Strategies include trans-planting animals from healthier to weaker herds to increase genetic diversity and capturing and penning females with young calves to keep them from being picked off by wolves.

The B.C. grey wolf population averages around 8,500, with managed hunt-ing and trapping to protect

livestock while preserving the wolf as apex predator in most of its wide range.

This context is seldom reported by Vancouver media, which mostly sees its role not as explaining issues but rather embarrassing whatever political party is in power and providing an uncritical platform for the stop-logging-mining-energy crowd, which is seen as popular with urban viewers.

Remember the spotted owl, with the fringe of its range extending into south-ern B.C.? Our branch-plant enviros marketed that one for years. Its core habitat is Washington and Oregon, where many sawmills were shuttered to “save” them.

Now they’re shooting invasive barred owls, which have emerged as a greater threat to spotted owls than logging. Context is impor-tant.

I suppose we’ll never know what difference the 1980s wolf kill would have made if it hadn’t been shouted down for TV ratings and ur-ban enviro-donations.

parents from the hockey rink may sound ridiculous.

It happened this week when a Van-couver Island minor hockey associa-tion announced they were considering banning people in the stands for a weekend to send a message to incor-rigible parents squawking at refs and players on the ice.On second glance, it may just be a

good idea. Especially after finding out that Penticton parents ended up in fisticuffs with the opposing teams’ fans at a tournament in Salmon Arm last weekend. It started with a dis-agreement over a penalty called by the ref and ended with a physical confrontation. This despite the Salm-on Arm Minor Hockey Association saying they make efforts at the begin-ning of the season to teach parents abuse of officials, players (and we guess next season will include fellow spectators) is not acceptable.This isn’t a one-off in the world of

minor hockey either. In November, a restraining order was placed on a woman who was harassing the Koo-tenay Ice (WHL), Detroit Red Wings (NHL) and others about her sons’ hockey careers. Earlier this month a Burnaby hockey dad was given a conditional discharge and 12 months probation for threatening a minor hockey player all of nine-years old. One blogger posted a video this week (date of its origin unknown) shot from the stands of a minor hockey game. A parent, from Florida, sud-denly stands up in a rage over a ref’s decision and smashes his hand against the glass shattering it. At least one parent commented, “Way to go Paul. That’s classy.”So maybe having a no spectator

weekend might put things into per-spective for the parents who dish out thousands of dollars in gear, travel and fees for their kids to play hockey. Hockey is there for kids to participate in organized sport, make friends and have fun.What fun is it when you have to em-

barrassingly hang your head low on the ice or in the dressing room when your parents are the ones screaming from the stands? For the sake of the kids, volunteers and referees, keep it classy.

Not mentioned in Tom Fletcher’s article is the ongoing leaching of radioactive waste from the Hanford nuclear weapons site into the Columbia River, which can drift north into B.C. � sh-bearing waters.

This is public knowledge in the U.S., but not well known to the B.C. public.

Hanford is the most contaminated site in the U.S. and the most expensive toxic site to clean up, even more so than Love Canal.

It was the Second World War’s largest secret site for concentrating radioactive material for

the Hiroshima bomb. PBS had a recent program on how sick the workers are still getting due to exposure while cleaning up this site.

In 1995, some of the 45,000 scientists and engineers Ottawa laid off were relocated to Canadian universities as adjunct and associate professors. However,

the directorates, such as Inland Waters from 1970 to 1990, which oversaw

national standards for water quality and hydrology, were closed.

So the fragmented remains of Canadian research survive at our universities and the ‘national’ health and safety standards for humans, � sh, animals, etc. downloaded or extinguished since 1995, especially since 2001.

Hanford is the worst case for both our salmon, animals and humans.

After 70 years, Hanford is still affecting Paci� c Northwest � sh regardless of Columbia’s hydrology.

The Columbia River Treaty is not just about the lost economic opportunity costs.

Things were looking pretty good leading

up to this years count. A forecast of 10cm of snow on count day would normally be ideal for bringing our feathered friends to feeders.

Perhaps a sustained spell of cold weather, with temps ranging from -10C to -25C, and some periods of ‘ice-rain’ had forced many birds south in search of a milder climate. That was the view of our Ornitholo-Meteorologist, Jack Bowling.

I didn’t get much time to go scouting this year. As I was driving around the day before the count, I realized something was very wrong.

I called Brian Murland and said, “There is something really wrong here. I’ve been out for hours and all I’ve seen is half-a-dozen ravens, and I heard chickadees twice.”

Brian mentioned that he’d been out, and found topped-up feeders with no birds. Gulp.

Anyway, all was set for the count. Then, we suddenly received two catastrophic knockout blows.

Two of our Prince George crew pulled-out citing concerns about road conditions and

getting back to P.G. Then another two P.G. birders dropped-out citing electrical problems with their vehicle.

These folks aren’t just your average birders, they are really good birders and make our count viable. Quesnel has a lot of folks with a casual interest in birds, but few seem to take that next step into craziness. 

I issued a three-line whip to meet at Tim Horton’s on Front Street, to see if there was some way we could stretch ourselves as thin as a rail. I was thinking to myself, if Jack Bowling and Brien McGaughey arrive, from Prince George, we could still make some sort of attempt at a count, but if they don’t? After a tense wait, Jack and Brien arrived. They’d planned ahead and stayed in Quesnel overnight.

Birders convened, coffee in hands. I asked Sally Hofmeier and Yvonne Wentzel if they could take-on Dragon Zone. Sally looked as if I’d sentenced her to death. I asked Jack and his team if they could cover both sides of the Quesnel River, leaving out the north section of Red Bluff and they were game for the challenge.

Team Murland agreed to cover West Village and West Fraser. 

We were still left with one zone without coverage, Richbar. I had telephoned some key feederwatchers in that zone and they were ready to watch for birds. Luckily, Steve Smith had a few hours free on count day, jumped into his vehicle and hit the road. My cell phone rang. It was Steve.

“I’m on Dogwood, and I’ve got a few Pine Grosbeaks, but it’s dead here.”

I replied, “I know, Steve. I was there yesterday. It’s totally dead in that area. Just get down to Kersley and Loloff Crescent.

“They’re the best areas in that zone. And there has been a Blue Jay hanging out at Bruce Paterson’s place on Lust Rd. It’s the place next to Red Bluff Community Hall.”

Steve came back with, “Okay, I’m on my way.” (This is a consistent feature of a CBC, examples of great spirit in the face of adversity). 

It snowed steadily most of the day. There wasn’t much out there in terms of numbers, but there were some great � nds and the usual contingent

(perhaps more than usual) of missing species.

A congenial atmosphere at tally-up (thanks to Manfred Roschitz and Brian Murland for updating the tally-sheet) with everybody swapping stories and enjoying the potluck. (Thanks to Tracy Bond of Baker Creek Enhancement Society for the use of the Nature Centre). 

Dan Broderick kindly provided a prize for the best story of the day. The prize was a link-kit for camera to scope, and it was awarded to Brian Murland for his Great Blue Heron story. Some friends of Brian on Dyke Road had mentioned seeing a Great Blue Heron by the Fraser River.

On their way in from the count, Brian and Sheila decided to swing-by the back of West Park Mall, in the remote chance there might be a Great Blue Heron and there was a Great Blue Heron posing by Baker Creek. I bet they laughed out loud. Jerry McFetridge related a few good stories and I jokingly said to Brian, “right, give me that prize back.”

As it happens, it was the wrong size kit for Brian’s gear, so Brian presented the prize to Jerry, who

looked really happy to receive it.  

Thanks so much to everyone who joined-in with the CBC. I felt a tremendous sense of relief that, given the circumstances, we’d actually managed a count.

were made. The species count is the lowest since 1998. The bird count is the lowest since 1997. The Great Blue Heron was the � rst since 2006. Rock Pigeons are 10 per cent of their former population. European Starlings have crashed since a record 2,761 in 2007 and 508 last year. Bohemian Waxwings left town early. American Gold� nch remained close to the record of 131 set last year. House Sparrows almost vanished, crashing from a record high of 366 in 2010 and from only 37 last year to four birds, the lowest tally since they appeared on a Quesnel CBC in 1995.

Although Dale Brown’s

motorized chair has been a common sight in Quesnel, people still take a second look when they see a small enclosed electric cart scooting around town. Since putting together this mode of transportation three years ago it has enabled him to get out and about even in snowy conditions.

His cart as he calls it has been called a number of things including a bank machine. It was designed after a tin Lizzie and took him five or six months from May until the end of September to complete three years ago. With help of friend Mike Nelson they found suitable material at the local dump including a composting unit. His only expense was $2 for plastic for windows and 50 cents for rear trunk. Sharron Mindel of Salvation Army gave him a box for the front. The entire chair is plastic but looks like metal. The metal frame is actually a metal clothes horse. When he got the cart in early spring he realized it needed a cover for protection from chilly winds. He describes himself as a born collector and didn’t even have to buy screws and nails.

For some time Dale had this in mind and thought it must be possible to make a cart. He has long been of the opinion there is no such thing as can’t. He felt that if he had to stay at home all day he would go insane.

He cut pieces of material on the floor and in essence built a car. He measured the width so that it would take up no more than half the width of the sidewalk. There are only two screws

holding the cab to his chair and can easily use it in his house. It was necessary to make the top slightly narrower to allow for the width of side mirrors. Most of the chair is an adjustable two feet wide with a heated cushion, lights, windshield wipers – the same length as a Smart Car. It is valued at $10,000 before the roof. PG Surgmed has made every effort to maintain his chair.

Much of the time Dale finds sidewalks

passable but sometimes has to get out on the road briefly when not plowed but realizes the danger here. He made short skis by cutting a pair of skis from a bicycle tire in half and using a bungee cord to hold it together. He finds an improvement this winter so far from last when he was in touch with City Maintenance several times.

He is now working on a design where two sheets of coroplast for probably $40 that could be used to fold away or set up similar to a doll house. Although he made the chair out of necessity, his brother suggested he make a blueprint to help others to make a chair for themselves.

From the time Dale was 11 and a half years old he has had a problem

walking. His parents thought he had polio at first until a doctor discovered he had perthess that almost exclusively affects boys. As far as he knows they don’t know the cause. He spent some time in Vancouver Childrens’ Hospital. Because his left leg was four and a half inches shorter than the other he has two splints but is unable to walk very far.

Although very

limited in his activities, painting, doing sculptures, writing poetry and songs while playing his guitar have been a big part in his life. One of his songs was featured on the radio ‘Clearly Canadian’ music. He plays with Lynda Ritter and Mike Nelson in the Fraser River Band having performed for 13 of the 15 years at the Quesnel Fall Fair and other venues. He also served on the Fall Fair board of directors for one year. It was a thrilling experience when he and his brother Terry heard one of his songs

on the radio.Seeking a lifestyle

in the country Dale and his wife and daughters Natasha, Samantha, and Sadie moved here from Prince George 15 years ago and got a place on Bluestone Road.

Then Lady Luck intervened and brought them into town after a time. Music has also been an important part in the lives of his daughters. They, too, have written songs and

Samantha excelled with honours in B.C. choir and played fiddle in the Old Time Fiddlers. Music has helped them gain self confidence and provided much enjoyment.

Dale is very proud of his girls.

Now at the age of 58 Dale is grateful for his lot in life, the ability to use what talents he has been given and the great support of friends and family.

Waveriders make a splash at home WHITNEY GRIFFITHS

The Waveriders took on the competition at home, hosting their first swim meet of the season Jan. 17 – 18.

“The Waveriders first swim meet was a huge success due to the massive help of our entire team’s family, friends and the Quesnel pool staff,” coach Jerritt Brink said.

“Angie Swyers and Linda Currie organized an extremely well put together event. It was very impressive.”

Brink also credits the help of Williams Lake’s Scott McCreight for the stroke and turn and Marlyin King from Prince George who severed as referee.

“Both provided their skills and patience to help make this a great experience,” Brink explained.

Though the entire event

was a massive success, Brink highlighted some of the more memorable moments at the meet.

Some of the highlights included Billy Swyers qualifying for ‘AAA’ the highest provincial level of competition, Emerie Watson swimming in for first place in seven out of her eight events and qualifying for AA provincials this February.

Finally a favourite amount the Waveriders and their coach was the relay event.

“The senior 4x50 free relay really wowzer’d me,” Brink said.

“The team of Natasha Hanson, Brad Swyers, Sonny Cervienka and Garnet Currie did the 200m in one minute and 55 seconds.”

Many of the Waveriders took to the podium to received medals when the weekend of swimming came to it’s end.

Taking the bronze for the

girls 10 and under in the 250m freestyle was Lainey Van Home.

In the 10 and under 200m individual medley bronze for the girls went to Gavin Currie.

For the boys Luca Armstrong took home the gold, with silver going to Austin Novak.

For aggregate medals, Natasha Hanson’s efforts earned her gold for the 14 – 15-year-old girls.

The Waveriders competing in the 11-year-old boys category dominated the swim meet with Billy Swyers taking silver

overall and Leif Brandson winning gold.

Brandson, who previously swam with the Williams Lake team, was thrilled to take on and win against his old swim team.

Oak Gardens face off

The junior A Salmon Arm Silverbacks skated into town on their way back from a match in Prince George. Though this was the first time on the outdoor ice for almost all of the players it was well known for former Quesnel local Byrden Marsh. Marsh has been skating with the Silverback for more than three years, hockey has always been in this skaters blood with his elder brother having played for the Quesnel Millionaires. It was a quick stop home and then back on the road for more games for Marsh.

For the 14–15-year-old boys, gold went to Garnet Currie with fellow Waverider Brad Swyers following close behind to take the silver medal.

Taking silver in the 16 and over category was Sonny Cervienka.

For the team their were many milestones, personal best times achieved at this event, which made for a

memorable meet. For Austin Novak

it was getting the chance to swim with his younger brother Braden Novak.

Getting six personal best times was only one of the highlights for Waverider Logan Godsoe.

It was the first meet for Waverider Shazia Fillion, tying with fellow Waverider Darby made for an exciting highlight for Fillion.

For Grace Currie the

entire meet rang out with success, taking off times on all seven of her swims for new personal best times.

Brad Swyers enjoyed shaving off a few second on the 200m backstroke and improving his technique.

“I think it was just really nice having a meet here,” Cervienka said.

“This is the first we’ve really had that’s a sanctioned meet with the

Waveriders so it’s nice inviting clubs here and whooping their butts.”

The next event for

the Waveriders was the Kelowna meet that ran Jan. 23– 24. For results, see a future Observer.

DEVELOPMENT OF AN INTEGRATED PEST MANAGEMENT PLAN

Spectra Energy is revising their current Integrated Pest Management Plans (IPMP) under British Columbia’s Integrated Pest Management Act and associated regulations. Under these regulations our plans are required to be revised every fi ve years.

The purpose of this revision is to ensure safe and effective vegetation and invasive weed control by utilizing the most current integrated pest management techniques along Spectra Energy’s pipeline right-of-ways, facilities and related infrastructure. These IPMPs will cover various activities within the following regional districts and associated communities: Peace River, Fraser-Fort George, Cariboo, Thompson-Nicola, and Fraser Valley, including the Northern Rockies Regional Municipality.

Under these newly developed integrated pest management plans, the following selective methods are proposed and may be used alone or in combination, depending on particular local circumstances:

• Integrated vegetation control measures that include mechanical, manual, cultural, prevention, biological and herbicide.

• Trade names of herbicides that may be included as part of these integrated pest management plans: Vantage XRT, Roundup, Vision Max, Sightline, Clearview, Milestone, Arsenal, Navius VM, Escort, Tordon 22K, Tordon 101, Garlon XRT, Vanquish, Overdrive, Banvel, Telar, 2,4-D amine, MCPA, Karmex, Truvist, Esplanade SC, Transline, Lontrel 360 and Chontrol Peat Paste.

• Active ingredients in these products are: Aminopyralid, metsulfuron-methyl, difl unfenzopyr, MCPA, Picloram, 2,4-D, Chlorsulfuron, Triclopyr, Dicamba, Di-uron, Aminocyclopyrachlor, Indazifl am, Imazapyr, Clopyralid, Glyphosate and Chondrostereum purpureum which is a biological natural-occurring fungus used to inhibit regrowth when applied to cut stumps.

The proposed effective date for these IPMPs for Spectra Energy’s BC Pipeline, Field Services and Midstream business units is June 15, 2015 to June 14, 2020.
